A sports stadium being built in Basra – by a US contractor in the contract the rate of payment was based at an RV rate of a buck fifty 1.50 and in the contract the payment would be adjusted to the RV rate.

I want folks to relax a little and understand that Iraq is making deals to get things done. The contracts are being let with an anticipated RV rate. But I have no doubt this is being done to get things going as in the new contracts being allowed prior to the RV.
