{Economist: Al Furat News} The economist, Abdul Rahman Al-Mashhadani, described the corporate bureaucracy as "a type of corruption."

Al-Mashhadani told Al-Furat News that "mismanagement in government institutions caused the bureaucracy of dealing with citizens." 

He stressed, "The need to restore the capacity of administrative institutions, and this is really related to the leaders of these institutions, as most of them are not qualified and are not specialists and installed as a result of political quotas."

Al-Mashhadani added, "Part of the bureaucratic process that pushed the citizen to deal with money in order to conduct his transaction," referring to "the elimination of this phenomenon through automation and electronic governance."

He stated that "the institutional bureaucracy is intended to cause waste of money and loss of citizens, and it is also considered a type of corruption."

The Secretary-General of the Council of Ministers had directed the use of information technology tools to develop the level of services and coordination between the various institutions to invest the proposed set of applications. The Advisory Group for the Committee for the Coordination and Management of Governmental Activities proposed mechanisms for building comprehensive frameworks that address a set of gaps in traditional dealings and a shift towards automating various systems and procedures to improve the level of services in many sectors.

It is noteworthy that Iraq ranked 143 out of 150 in the United Nations e-government development index for the year 2020.
