, Minister of Planning Khaled Battal Al-Najm announced, on Sunday, the completion of the short-term reform and recovery plan prepared by the ministry, as a continuation of the National Development Plan (2018-2022) and in line with the government reform paper.
The minister said during a speech on behalf of the Prime Minister at the first conference on facilitating the return of displaced persons to their homes and facing the challenges of return, organized by the Ministry of Immigration and Displacement, that "this plan is two years old and goes through three main axes, which are the focus of the economic response and includes treatments for the macro-economy, investment and the private sector."
And that "the second axis is the response and recovery of society and it deals with issues of health, education, the file of displacement and vulnerable groups in society through protection, social services and the promotion of social cohesion."
The minister pointed out that "the third axis is balanced and equitable spatial development, provision of services and infrastructure development," noting that "the majority of the displaced have returned to their areas of residence, but they still face many challenges due to the slow reconstruction processes, as a result of the economic and health conditions that the country is going through." Many of them are still waiting to go home. "
Al-Najm stressed that "the Ministry of Immigration and Displacement, with cooperation and support from the Ministry of Planning, was able to complete the national plan for the return of the displaced, and approved it by the Council of Ministers, which works in two tracks, the first is to work on reconstruction and stabilization in the liberated areas, through a series of important measures and treatments, and the other Providing appropriate means and conditions to secure the voluntary return of the displaced.
He pointed to "the success of the Ministry of Immigration in closing many camps, and those efforts have gained international support from the United Nations and UN agencies, whether in terms of preparing the national plan for the return of the displaced or preparing the reform and recovery plan." These plans will contribute to increasing the pace of reconstruction operations, achieving development in the country and addressing the complex, health and economic repercussions of the crisis within the framework of Iraq’s vision for sustainable development 2030.
