Baghdad ( NINA ) - The Parliamentary Finance Committee revealed the recent disagreements that prevented the upcoming session of the House of Representatives to vote on the draft General Budget Law 2021.

A member of the committee, MP Muhammad al-Shabaki, said in a statement to the Iraqi National News Agency ( NINA ) that "the recent disputes focus on four main axes, which are repayment, commitment, settlement and new loans."

He explained that "the government's commitment is linked to the region’s commitment to pay oil and non-oil revenues. The Kurdish blocs have proposed annual payments, provided that the government pays the region’s employees monthly, and we suggested that the delivery and payment be made monthly, but the Kurds insisted on annual delivery."

He added that "the same dispute is repeated annually in every budget, because of Article 11 about the share of the Kurdistan region and the dispute over the mechanism for paying the region or not," noting that "the region sells oil at a price 10 dollars less than the price of the National Sumo Company, so how will it be paid to the federal government by 250 thousand barrels." He went on to say that "there is another paragraph that was deleted in the amendment at the request of the Kurds, which is that the employees of the ministries and the sovereign institutions, the interior, dams and airways, receive their salaries directly from the federal government, as they refused to have the salary of any employee in the region federally."

He said, "We requested the handover of a database on all the region’s employees to link their salaries directly to the federal government. They also refused and then presented an old, unclear database."

A member of the Parliamentary Financial Committee affirmed that "there is a disagreement related to the settlement of the loans of the Iraqi Trade Bank, and that it is carried out in coordination with the Office of Financial Supervision in the region, and we objected because it is for the Federal Board of Financial Supervision to supervise the Office of Financial Supervision in the region does not coordinate with it, which means that the region provides The data and the Federal Office of Financial Supervision are to be approved.

He added, "There is another disagreement about new loans worth 8 trillion dinars for electricity projects, and this was rejected by the Al-Fateh Alliance and stipulated the statement of the economic feasibility of the loans. As for other disagreements about the investment budget and the development of regions, they are not a real obstacle and can be resolved."
