POLITICAL AGREEMENT TO PASS THE OIL AND GAS LAW

March 11, 2021

The MP for the Sadikoun Parliamentary Bloc, Fadel Al-Fatlawi, revealed today, Tuesday, a political agreement to pass the oil and gas law.

Al-Fatlawi said in a statement that "the political blocs are heading towards passing the oil and gas law after completing the laws of the Federal Supreme Court and the federal budget for 2021," pointing out that "the law may be presented inside the parliament during the next week."

Not much has changed. The CBI will maintain the rate at around the 1145 and has no plans to change it until the revaluation occurs regardless of the articles you read. Iraq is not giving mixed messages about the progress of the RV. They are very straightforward. It is the idiots in the US that are mixing things up since they are not in real contact with the CBI and produce lots of FAKE news and everyday / any day news for the RV. They are imposters pretending to be US Treasury representatives.

We know the budget is ready but has not yet been voted on. Many of your gurus tell you it is already passed but again this is not true. Why they tell you that I can not figure out other than they are lying. The only reason I am hearing why the budget is stalled in the 1145 rate for the dollar. But this is a poker game and so we will see who wins in the end. Who will “call the bluff”.

WHAT ARE THE “TECHNICAL REASONS” THAT IMPEDE THE BUDGET?

The talk began to escalate about the fact that returning the price of the dollar to its previous era, has become a major controversial issue standing in the way of passing the budget as well as job grades and provincial shares and other files.

THE FINANCIAL COMMITTEE IS “OPTIMISTIC”: ONLY TECHNICAL REASONS DELAY THE BUDGET!

However, the Finance Committee is still talking about “resolving matters” and the fact that the dispute is related only to Article 11, promising the existence of “semi-final” to these differences, and that the postponement of the vote on the budget came for “technical reasons”, without clarifying the concerned with these technical reasons, especially with the approaching year Ending its first quarter without balancing.

Where a member of the Parliamentary Finance Committee, Muhammad Ibrahim, said today, Monday, that “the budget was postponed to tomorrow’s session, Tuesday, due to the presence of some technical measures, as well as in order to complete some aspects related to it and then submit it to a vote.”

He added, “There is near-consensus between Baghdad and Erbil to pass the budget, as the postponement of its presentation in Parliament is to give more time about the agreement between the two sides on the contentious articles in the budget.”

He stressed that “Article 11 of the budget is the focus of the dispute between the two governments, especially with regard to the region’s dues since 2004 and the quantities of oil exported across the region, as the issue is still revolving around political dialogues.”

What are the technical reasons?

Returning to previous statements, MP Riyadh Al-Masoudi says, “The problems and disagreements about the draft budget law for the year 2021 are not related only to the share of the Kurdistan Region, but there are technical differences, including the issue of the exchange rate of the dinar against the dollar, as well as the issue of including functional degrees in the law, in addition to the surplus sums. With the rise in oil prices, and others ”.

Al-Masoudi ruled out “the possibility of passing the budget bill without the agreement of all political parties on it, but this agreement has not happened until now.”

From here it appears that the “technical differences” are related to fundamental issues, as according to Al-Masoudi’s statement, the issue of the dollar’s price as well as job grades falls within the technical differences that the Finance Committee talks about.

Al-Morshidi said in an interview with (Baghdad Today), "The budget is ready for voting and the parliamentary finances have sent the bill ".to the Presidency in order to put it to vote next Monday

He added that "political differences between Baghdad and Erbil were behind the delay in approving the draft budget, and therefore it is ".inevitable to pass it in the next parliament session

And that "all economic projects are stalled in the country because of the delay in approving the budget, so the Iraqi citizen is the only ".one affected by what is happening," stressing that "the dismissal will be said to Parliament regarding the passing of the budget

NEW CHANGES IN THE EXCHANGE RATES OF THE DOLLAR ATTRACT THE ATTENTION OF THE IRAQI STREET ... "SIGNIFICANT" CONSEQUENCES PREDICTED BY ECONOMISTS

PARLIAMENTARY FINANCE ENDS THE DEBATE OVER THE DEVALUATION OF THE DOLLAR AND REVEALS THE PAPERS

Jamal Cougar, a member of the parliamentary finance committee, on Monday outlined the reasons for the difficulty of reducing the exchange rate of the Iraqi dinar against the dollar by the government in the 2021 budget.

"The central bank and the Ministry of Finance cannot lower the exchange rate again, including BECAUSE THE MAIN GOAL OF THE DOLLAR INCREASE IS TO REDUCE THE GOVERNMENT'S DEFICIT AND OPERATING EXPENSES IN THE GENERAL BUDGET," Cougar told Shafq News.

"Another reason is that the general budget is designed on the new dollar price and there are projects and commitments, so when you ask for a change in the dollar, it means that every budget is required to be changed from A to Z," he said.

"There are a lot of people affected by the rise in the dollar, so they may resort to justice when it is reduced again as a result of the damage done to them," Cougar said.

"The central bank and the finance ministry are not ready to go and change the dollar for all these reasons," cougar said, adding that "the finance ministry and the central bank ARE FINANCIAL POLICY SPECIALISTS AND THEY HAVE MANY REASONS NOT TO CHANGE THE DOLLAR."

The Central Bank of Iraq has decided to raise the selling price of the dollar to banks and exchange companies to 1,460 dinars, from 1,182 dinars per dollar, in order to offset the decline in oil revenues caused by the decline in oil prices.

The United Nations World Food Program in Iraq revealed , on Saturday, that the price of the food basket has risen to 14% after the devaluation of the local currency against the dollar, while calling for formulating policies to increase the contribution to the gross domestic product.

"The World Food Program monitors food prices, including the average food basket of 2,100 calories per day," said the representative of the World Food Program in Iraq, Abdul Rahman Megaj, in a statement reported by the official Al-Sabah newspaper, which was seen by the information.

Megaj added, “10% of people use 'coping strategies' to help with their condition, because they do not have enough food to eat. Of those 10%, about 35% buy cheaper food, and of the same 10%, about 27% borrow food.

He continued, “The World Food Program is working during the current year to reach 849,000 people across Iraq , through monthly support for the most vulnerable people, building resilience and school feeding programs, in addition to government support, including digitization and reform of the public distribution system for rations. Food, as the work of the World Food Program is expanding in the south of the country, where poverty indicators are among the worst. The poverty rate in Iraq is about 31.7%.

He revealed, "The average price of the food basket has increased by 14% since the devaluation and is expected to remain at a new high level, which will directly affect the food security of the vulnerable population in Iraq , especially the displaced, returnees, refugees and other vulnerable Iraqis."

The representative of the program stated that “it is necessary to support imports of basic foodstuffs, to help reduce the impact of devaluation on the purchasing power of vulnerable Iraqis, and it will also be necessary to formulate policies to increase the contribution to GDP from sectors other than oil, and reduce economic dependence on Oil exports by boosting domestic food production.

Regarding the ration card items, he explained that "according to the recommendations of the National White Book for Iraq, the focus of the public distribution system on the most vulnerable people will be necessary to increase the efficiency and effectiveness of the system, and thus support the most needy families by providing the required foodstuffs monthly without interruption."

He pointed out that "data-based decision-making and policy planning are also important and it is necessary to monitor food security at the national level and early warning systems, link main data sets and determine when action is required, which will allow Iraq to respond proactively to food security needs."
