[rtl]Today, Sunday (January 24, 2021), a member of the Parliamentary Economic Committee, Mazen El-Faily, spoke about the latest developments in the discussions on the draft 2021 budget.[/rtl][rtl]"The Parliamentary Finance Committee is putting the final touches on the 2021 budget bill, and there is a clear response to resolving the issue of deductions for employees' salaries," Al-Faily said in an interview with (Baghdad Today).[/rtl]
[rtl]He stressed that "the committee is determined not to attach any formula affecting the salaries of employees in the budget." [/rtl]
[rtl]He continued that "10 days are sufficient to complete the rest of the budget talks in agreement with the political blocs," noting that "the paragraphs of the Kurdistan region are the only outstanding file in the budget, and the Kurdish delegation is conducting its discussions with Baghdad regarding its provisions and related paragraphs."[/rtl]
[rtl]Al-Faily noted that "no new obstacle has emerged regarding the budget paragraphs, as discussions are taking place to complete them and vote on them in Parliament."[/rtl]
[rtl]Yesterday, Saturday, the Finance Committee headed by Haitham Al-Jubouri hosted the Secretary General of the Council of Ministers, Hamid Al-Ghazi, and his accompanying delegation, to discuss the draft federal budget bill for 2021.[/rtl]
[rtl]The committee stated, in a statement received (Baghdad Today), a copy of it, that “At the beginning of the meeting, the Finance Committee discussed with the Cabinet Secretariat a number of files related to the 2021 budget, the legal notes recorded by the committee in it, as well as the school building file and the reason for referring it to the secretariat. Public and compensation file for liberated areas.[/rtl][rtl]According to the statement, "The interventions of the members of the Financial Committee regarding the secretariat programs and follow-up focused with the Communication Group to support the Iraqi economy, which includes the countries of the European Union, the Group of Seven, the International Monetary Fund and the World Bank, in conjunction with the Finance Committee, which held many meetings and reached agreements regarding support for Iraq significantly."[/rtl]
[rtl]The Secretary-General of the Council of Ministers provided an explanation regarding the budget’s allocations and projects, the problems that impede a number of projects, the administrative and financial obstacles, and the solutions that it will take in this regard.[/rtl]
[rtl]The Finance Committee intends to finish drafting the 2021 budget and put it to the vote at the end of this week or early next week, while the Parliament Presidency called for the need to increase allocations to the security services in light of the current security situation.[/rtl]
[rtl]In an interview with the semi-official Al-Sabah newspaper, Jamal Cougar, a member of the Finance Committee, said, "The Finance Committee continues its discussions about the budget that has become almost finished and has begun to finalize it, so it is possible that the budget will be presented to a vote at the end of this week or early next week."[/rtl]
[rtl]He added that "the biggest budget problem is the region’s share, which may be resolved today with the arrival of a delegation from the region to Baghdad to settle their share of the budget and reach a semi-final agreement regarding it." [rtl]And Couger stated that "the committee made many changes, including changing the emergency budget from 500 billion dinars to 150 billion, in addition to the deductions clause from employees. The committee turned to the income tax option, which came with most votes based on Law 113," noting that "the government’s choice of deductions It saves 4 trillion dinars, and the income tax option saves 2 trillion and 600 million dinars.[/rtl]
[rtl]He pointed out that "the committee has tended to raise the price of a barrel of oil from 42 dollars to 45 dollars, and this will lead to more than 5 trillion dinars for the state," stressing that "the only thing that has remained constant in the budget is the exchange rate of the dollar against the dinar."[/rtl]
[rtl]On Friday, a member of the committee, MP Ahmad Hama, said in a statement carried by the Iraqi News Agency, that "the committee has conducted a detailed and analytical reading of the materials in the budget, and all ministries, bodies and governors will agree to study the data and allocations."[/rtl]
[rtl]Hama added, "The Finance Committee has reached the end to raise the budget law to the House of Representatives to vote on it," noting that "the budget will be voted on within the committee during the two weeks or next week."[/rtl]
[rtl]He continued that "the committee is currently studying all the articles in the budget from Article 1 to Article 58", indicating that "the committee has studied the issue of the provincial budget, and since the Provincial Council does not exist in the law, alternatives have been put in place for the approval of provincial projects." [rtl]He pointed out that "the committee did not discuss the issue of contracts, but it studied it and needs allocations. It has hosted the Minister of Finance to discuss with him the possibility of the Finance Ministry to provide allocations for Resolution (315) on contracts, and the committee is awaiting the Ministry of Finance's response on this subject."[/rtl]
