The Finance Committee, headed by Deputy Dr. Haitham Al-Jubouri, Chairman of the Committee and the attendance of its members, held a meeting on Wednesday 01/13/2021, in which it continued its discussions on the draft Federal Budget Law for 2021, during which the Minister of Labor, Mr. Adel Al-Rikabi, the Deputy Minister of Finance and Director General of the Budget Department And Director General of the Accounting Department and Director General of the Public Debt Department at the Ministry of Finance.

At the outset, the Finance Committee expressed its resentment and concern about the size of the large deficit and spending in the budget, stressing that it would work to pressure this deficit and limit the proportion of spending to what is necessary only and does not affect the functioning of the government and its future benefits, the most important of which is the holding of early elections, in addition to Not to prejudice the salaries of employees and retirees and the social protection network.

The Finance Committee presented a set of proposals and opinions that would maximize the state's non-oil resources, such as imposing taxes on some non-essential items.

The Finance Committee asked the Ministry’s staff to provide it with all insurance companies ’data, details of internal and external debt and sovereign guarantees, as well as preparing a feasibility study for all expenditures and revenues achieved and its plans to stop the continuous bleeding in the budget.

After that, the Finance Committee hosted the Minister of Labor, Adel Al-Rikabi and discussed with him the financial allocations for the ministry within the draft budget law for 2021, stressing the need to increase those covered by the social welfare network and people with disabilities, and raising the ceiling of these grants to ensure that they are not affected by the economic crisis that the country is going through.

The Finance Committee touched on the file of foreign workers, which is marred by a major defect, as the committee called for the need to address it by the ministry and give priority to the unemployed Iraqi citizen.

The Finance Committee directed that a mechanism for granting work visas be in coordination with the Ministry exclusively, to limit the phenomenon of illegal foreign workers.
