Mubasher: The Iraqi Council of Ministers issued 7 new decisions, during its regular session, today, Tuesday, headed by Prime Minister Mustafa Al-Kazemi.

The decisions issued, according to the statement of the Media Office of the Prime Minister, were as follows:

First / Approval of the recommendation of the Ministerial Council for Energy (38 of 2020), according to the following:

- Extending the period of validity of the Council of Ministers (318 of 2019) for type (G) cement for a period of one year, due to the necessary need to name wells and exclusively for the uses of the Basra Oil Company, and the quantities of cement required from the company are specified above.

Second / Approval of the recommendation of the Ministerial Council for Energy (41 of 2020), according to the following:

- Approval of the Ministry of Planning to increase the total cost of updating the project of the strategic study of water and land resources from (50.5) billion dinars to (75) billion dinars, which is a comprehensive plan for water resources and their development in Iraq until 2035.

Third / Approval of the draft law amending the Companies Law No. (21) for the year 1997, which was verified by the State Council, and referred to the House of Representatives, based on the provisions of articles (61 / Clause I and 80 / Clause 2) of the Constitution.

Fourth / Authorizing the Minister of Finance to sign a grant agreement from the German Development Bank to support the Fund for the Reconstruction of Areas Affected by Terrorist Operations, in an amount of three million euros, to support the Fund’s activities in returning displaced persons to their homes, based on the provisions of Article (3 / Second) of the Contract Law Treaties No. (35) of 2015.

Fifth / Approval of the instructions for issuing guarantees from the Ministry of Finance, based on the provisions of Articles (39 / second and 54) of the Federal Financial Administration Law (6 of 2019) as amended, taking into account the remarks of the Legal Department of the General Secretariat of the Council of Ministers.

Sixthly/

1- Directing governmental banks (Al-Rafidain, Al-Rasheed, Iraqi Trade Bank) to disburse an amount of one hundred million dollars to the South Korean Hanowa Engineering and Construction Company, which is implementing the Bismayah City Residential Project.


2- Amending Paragraph (2) of Cabinet Resolution No. (172) of 2017, by reducing the minimum advance payment from (25 percent) to (10 percent).


3- Amending Cabinet Resolution No. (36 of 2017) regarding setting the interest rate from (4 percent) to (2 percent) and negotiating with banks.

Seventh /

Approval of the draft law of the first amendment to the Law of the Martyrs Institution No. (2) of 2016, and its referral to the House of Representatives, based on the provisions of Articles (61 / Article I and 80 / Clause II) of the Constitution.

During the session, developments in the country were discussed, in addition to the topics on the agenda.

Al-Kazemi said: Our meeting yesterday with the Finance Committee was positive, and it will contribute to launching the salaries of employees after the passage of the borrowing law, directing the Ministry of Finance and other ministries to expedite the submission of the 2021 budget, due to its importance in running the affairs of the country.

The Prime Minister stressed the importance of the continuous meetings of the Iraqi-Saudi Coordinating Council, which will result in a set of understandings related to the sectors of industry, trade, education, health, agriculture, oil, culture and others.

Al-Kazemi pointed to the skepticism campaigns and rumors that accompany any rapprochement of Iraq with any country, which aims to confuse the cards and disrupt the understandings that are in the interest of the country, indicating that Iraq must be an attractive environment for investment and not a repellant, especially since the country really needs investments for reconstruction and providing opportunities the work.

During the session, developments were discussed in the work of the Committee to Promote Governmental Measures, in the fields of prevention and health control and awareness, regarding limiting the spread of Coronavirus.

The issue of the displaced was also discussed and the governmental efforts made to resolve the file and return all displaced families to their areas of residence, and to provide them with the foundations for stability.
