MISSION CONTEXT:
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
From its main coordination office in Amman, HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along four main pillars:
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
DESCRIPTION OF THE POSITION:
Under the responsability of the Technical Unit Manager, and in strong collaboration with the MHPSS Technical Specialist based in Amman, the MHPSS Technical Specialist for North-East will be responsible for the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she will ensure optimal quality and impact of the projects implemented in the MHPSS Field, through a delegation system with appropriate control mechanisms. He/she will share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes. More specifically, he/she will be ensuring the quality of the mental health and psychosocial support (MHPSS) interventions provided to vulnerable persons, families and groups affected by the Syrian crisis, and will in particular focus on technical supervision and on the job training of PSS workers.
His/her main responsabilities will be:
PROFILE THOUGHT:
Education:
-Formal degree in Psychology (Master degree of Psychology or at least Bachelor degree of Psychology, with strong proven knowledge and experience in providing technical support to MHPSS programs in emergency contexts and complementary degree in Sociology / Social Work / Community based approaches)
Experience:
-at least 3 to 4 years working experience in MHPSS technical support and/or management of MHPSS projects in humanitarian programs with INGOs
-proven experience in providing technical support to field teams, implementing trainings
-previous experience working as a Coordinator is a strong asset
-previous experience with HI is a strong asset
-experience in remote management is a strong asset
-professional experience in delivering capacity building on MHPSS related topics
-prior experience in the Middle East is a strong asset
Skills:
-strong internal and external coordination and representation skills
-strong management skills
-strong communication skills
-strong organizational and reporting skills
-strong interpersonal and intercultural skills
-fluency in oral and written English is compulsory, Arabic would be a strong asset
-strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
Personal qualities:
-ability to work under high pressure
-high level of motivation and proactivity
-high level of autonomy and initiative
-ability to deal with rapidly changing context and plans
-excellent communication skills and diplomacy

SPECIFICITIES OF THE POSITION:
This is a mobile position. Employee should expect to spend some time in Erbil and in the North-East region.
JOB CONDITIONS:
• Starting date: October 2020
• Length of the contract: 9 to 12 months
• Salary from 2800€ gross/month depending on the experience of the candidate
• Per-diem: 530,78 € net/month (Erbil) / 561,14 € net/month (North-East), adjusted every 6 months
• Hardship allowance: 250€ net/month (Erbil) / 500€ net/month (North-East), adjusted every 6 months
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 5 days every 3 months (Erbil) / 5 days every 8 weeks (North-East)
• Status: position unaccompanied
• Accommodation: collective housing fully covered by HI

- Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
- Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
- Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
- Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).
