It is going to be hard today to top Tuesday’s news. It was all so good. I can see that the target of the CBI might be January from all this news, however to be more certain we must watch and wait for announcements from the new CBI governor about the project to delete the zeros. I expect we will see him in the public just as soon as he wets his feet a big in his new role. I am being told by my CBI contact, that we can expect him to unveil financial reforms for the CBI and for the nation. I suspect this will be in part, the currency reform.

I am hearing rumors that they CBI is targeting the end of September for an RV. This is of course so ridiculous I am laughing ..lol.lol..lol..  Why do I laugh? I laugh because the CBI has told me numerous times that they will first educate the citizens again on the process when they are ready. This will be a sign for us. It is mid-September already and I hardly believe they would have enough time to do it at this point for end of September launch.

So just keep praying. This blessing is coming. How many of you faithfully pray the rosary each day?

US President Donald Trump said that Iran wants to conclude an agreement with us, “but I told them to wait until after the presidential elections.” 

Trump indicated that he is preparing a big deal with Iran, according to which Iran will become the last “super-rich.” 

He stressed that “he held talks with Saudi King Salman bin Abdulaziz and his Crown Prince Mohammed bin Salman, and that they are open to peace and will join it.”

Iraq’s Ministry of Oil and Ministry of Industry and Minerals held a series of meetings over the past week to kick-start the multi-billion dollar Nebras petrochemical plant development project, originally agreed in principle with Royal Dutch Shell (Shell) in 2012. According to Oil Minister, Ihsan Ismaael, the legal and contractual terms should be finalized by the end of this year.

A member of the Parliamentary Finance Committee, Ahmed Al-Hajj, revealed that the General Budget Law had reached Parliament today.

Al-Hajj told Al-Furat News that "the draft budget law arrived in the House of Representatives today, and it will be distributed to members on Friday so that it can be presented for the first reading on Saturday."

He added, "Members do not yet know the articles of the law, and they will be presented as soon as they start their first reading."

The Cabinet voted on the 2020 General Budget Law today.

The spokesman told the General Secretariat of the Council of Ministers Haidar Majid and Euphrates News Agency {} " The Council of Ministers voted on the General Budget Law for the year 2020 after being examined in the Legal Department and sent to the Council.



The process of settling salaries began to bear fruit, despite its short age, and its collision with many obstacles, perhaps the MOST PROMINENT OF WHICH IS THE LACK OF ATMS (ATM) and the novelty of experience and use by employees, and between the welcome and the rejectionist, are among the factors for its success and development.

The bank card is a magnetic debit card with the name of the holder, date of expiry and use to obtain cash from ATMs or to purchase goods and services.

The first bank cards were atscards issued by Barclays in London in 1967, the Chemical Bank of Long Island New York in 1969, and in 1972 Lloyds Bank issued the first bank card containing tape information coding magnets, using a security PIN.

Financial institutions

Cougar suggested that the government contract with companies and financial institutions to provide the largest number of ATMs and point of sale, to serve the citizen, saying in this regard: "This file should be referred to investment by attracting the world's financial institutions and companies sober, and contracting them to provide the country with these devices and supplies, and all the accompanying operations, including continuous maintenance, and without incurring payments and dues." The salaries of all civil servants are localized in all government institutions, as stipulated by the decision to settle the salaries of two Iraqi ministries at the end of 2016, and at the beginning of 2017 the Governor of the Central Bank revealed to allow the banking sector to participate in the localization of salaries for employees and convince the government departments to distribute salaries electronically, after which during the following years the salaries of most employees and retirees were settled, and work is still under way to settle all salaries.

On Wednesday, a press report discussed the visit of the head of the State of Law coalition, Nouri al-Maliki, to Iran, which was shrouded in much secrecy before his coalition revealed some of its details. 

The report, which was published by Al-Arab newspaper and followed by People, (September 16, 2020), LINKED THE VISIT TO THE ATTACKS LAUNCHED BY ARMED FACTIONS IN THE CAPITAL BAGHDAD AND OTHER CITIES, AND SAW IN IT A “NEW POLITICAL MOVE, SPONSORED BY THE GUIDE OF THE ISLAMIC REVOLUTION, Ali Khamenei personally, and aimed at confusing the politics of Self-distancing, adopted by the Iraqi government. " 

The text of the report follows.  

The State of Law Coalition was forced to reveal some details of its leader Nuri al-Maliki's secret visit to Iran, after news leaked that it was linked to a new political move, personally sponsored by the guide of the Islamic Revolution, Ali Khamenei, and aimed at confusing the Iraqi Prime Minister Mustafa al-Kazemi's self-distancing policy. 

Al-Maliki's office said that the latter arrived in Iran on Sunday "on a private visit that takes several days," noting that Al-Maliki, who leads the Islamic Dawa Party in Iraq, will meet "a number of Iranian officials, and he will also conduct routine medical examinations during the visit." 

Al-Maliki's office in Baghdad found itself surrounded by questions, after it was leaked that the leader of the State of Law had left for Tehran on a secret visit, to meet with the Guide of the Islamic Revolution, Ali Khamenei, and officials in the Revolutionary Guard, led by Ismail Qaani, the commander of the Quds Force in the Revolutionary Guard, in charge of managing the Iraqi file. 


Political sources in Baghdad say that Al-Kazemi's confrontation in the media will not end in the interest of the political forces close to Iran, especially the Islamic Dawa Party, the State of Law coalition and armed militia leaders, because of the relative popular support that the Prime Minister currently enjoys, especially within the Shiite youth circles, which means the necessity Searching for a replacement. 

The Iraqi writer Faruq Youssef believes that, in the stage of confrontation with the Al-Kazemi government, Iran needs to restore the services of al-Maliki, whose presence became ghostly after his services were dispensed with at the local level. 

Youssef said in a statement to “Al-Arab” that Iran knows that Al-Maliki will do whatever it demands from him because of his difficult circumstances. The political and militia forces affiliated with Iran believe that shuffling the cards at the security level may confuse Al-Kazemi's calculations and make him appear helpless, ahead of an electoral maturity, that may be decisive in determining the weights of the active forces in Iraqi political affairs. For this reason, the militias intensified their operations targeting the international coalition forces and the American forces in Iraq, without publicly adopting the operations. 

Late on Monday evening, unidentified assailants launched a violent missile attack on the US embassy building in the fortified Green Zone, in central Baghdad. 

One of the missiles fell in the vicinity of the embassy, while the US air defenses confronted other missiles, through intermittent bursts of projectiles, which lasted for minutes and caused a lot of anxiety in the vicinity of the confrontation site, which is in the middle of the most important and densely populated areas of Baghdad. 

Such developments cast doubt on the ability of the Iraqi government to effectively establish security, secure diplomatic missions and protect civilian and military institutions. 

Political sources say that Al-Maliki's visit to Tehran may include understandings with Khamenei and the leaders of the Iranian Revolutionary Guard regarding the increase in security escalation against the Al-Kazemi government in Baghdad, under the pretext of resisting the occupying American forces. 

Al-Maliki is one of the main political fronts of what is known as the Islamic Resistance Project run by Iran in the region, but he is keen to separate himself from the militia figures, in the media, so that he does not pay the public tax. 

Thanks to al-Maliki, many militias, when he was prime minister between 2006 and 2010, begot, if he contributed to the release of many of their leaders detained in Iraqi and American prisons during that stage, and provided support for many of them to develop recruitment and arming. 

Al-Maliki encouraged those accused of cases related to the sectarian violence in 2006 to defect from the Mahdi Army militia, which was founded by the cleric Muqtada al-Sadr, and to form new armed groups, such as Asaib Ahl al-Haq and the Nujaba Movement, among others. 

Al-Maliki, who is particularly revered in Tehran, is betting on a strong return to the forefront of the Iraqi political scene in the next stage, after he was marginalized in the last six years under pressure from the supreme Shiite cleric Ali al-Sistani. 

Sistani believes that Khamenei used Maliki for several years to push the Shiites of Iraq to fight bloody conflicts in Syria and Yemen on behalf of Iran. 

Observers say that al-Maliki wants to be ready to jump in order to fill any political vacuum resulting from an expected security escalation in Baghdad, with the approaching elections, and the desire of pro-Iranian militias to set off conflicts that highlight the government's impotence.

(Mnt Goat – Yes, we know that al-Maliki is as dirty as they come and is associated with supporting the Iranian backed militias in Iraq. He has to go just as Soleimani and his other 7 generals had to go. Look at the difference this alone has made in killing the snake’s head made in the middle east. So now we know there is yet another snake that needs to be dealt with. I have said this for years that there will never be peace in Iraq unless someone deals in eliminating this threat to Iraq by al-Maliki. These militias are his power base and al-Kazemi wants to disarm and disband them altogether. These militias are left-over from the war with ISIS)



Ahmed Mulla Talal, spokesman for the Iraqi Prime Minister, Mustafa Al-Kazemi revealed, on Monday, that THE GOVERNMENT WILL SOON REMOVE IMPORTANT NAMES AND REFER THEM TO THE JUDICIARY ON CHARGES OF CORRUPTION.

In a press conference attended by the correspondent of Shafaq News Agency, Malal Talal said, “The statement of the religious authority is supportive of the government and that the government is going to fight corruption.”

And the supreme religious authority, Mr. Ali al-Sistani, during his meeting with the Special Representative of the Secretary-General of the United Nations in Iraq, Jeanine Hennes Blashardt, announced his support for holding early elections as scheduled (June 2021), and the completion of the government program in the application of social justice, and the prosecution of criminals, including the killers of the demonstrators and the fight against corruption. And enhancing the performance of the security forces, imposing the prestige of the state and confining weapons in its hands.

These directives were welcomed by the Presidents of the Republic, Barham Salih, Ministers Mustafa Al-Kazemi, Parliament Muhammad Al-Halbousi, and a number of political blocs, who confirmed their support for holding free and fair early elections.

Mulla Talal added, “Soon you may hear about important names being removed and referred to the judiciary as a result of corruption files.”

Since its formation last May, the Al-Kazemi government has made wide-ranging changes in high-ranking positions in the country, affecting security leaders and senior officials in the administration and financial institutions.

These changes come within the framework of reforms in state institutions and the fight against corruption.

Mulla Talal indicated that “the fact-finding committee will soon be formed to find out the killers of the demonstrators,” stressing that “the current government will not neglect any of the rights of citizens.”

(Mnt Goat – besides losing the Iranian backed influence in Iraq along with its corruption, could the fear of going to jail from having his own corruption files opened and finally dealt with be a concern of al-Maliki too? We as investors have waited a long time to see this. Can Al-Kazemi finally be the one who brings down al-Maliki and his gang of goons?)

On the Bahrain and UAE agreements with Israel, Trump confirmed in statements following his meeting with Emirati Foreign Minister Abdullah bin Zayed Al Nahyan, that 5 or 6 other countries may join similar agreements with Israel. 

He added, “We have at least five or six countries that will join us very soon. We have already started consulting with them,” without naming these countries. 

And he continued, “We will see multiple countries joining and wonderful things will happen, and then we will see real peace.” 

He said, “I think the Palestinians see what happens. I think we will see the Palestinians compliant at some point in peace, without bloodshed.” 

On Tuesday, the UAE officially signed a “peace treaty” with Israel, which also signed an agreement “declaring support for peace with Bahrain,” at the White House in the presence of US President Donald Trump.  On the Emirati side, Foreign Minister Abdullah bin Zayed Al Nahyan signed the agreement, while the Israeli side represented Prime Minister Benjamin Netanyahu. 

Bahrain’s Foreign Minister, Abdul Latif Al-Zayani, also signed the “Declaration in Support of Peace with Israel”, days after Manama confirmed that it had reached an agreement with Tel Aviv. 

The event, which took place in the South Lawn of the White House, witnessed the attendance of about 700 guests from around the world. 

Trump said, in his speech to a large number of officials in the White House: “We are here to change the course of history … We are taking a historic step thanks to these three countries, in order to promote peace and prosperity.” 

He explained, “Israel, the UAE and Bahrain will exchange embassies and cooperate closely together and coordinate their efforts in many sectors from tourism, trade, health care and security.” 

He pointed out that this step “will open the door for Muslims from around the world to visit Al-Aqsa Mosque and Israel.” 

For his part, Israeli Prime Minister Benjamin Netanyahu said that peace “will expand to include other Arab countries, so that it will then be possible to end the Arab-Israeli conflict forever.” 

He also noted that “the great economic benefits of our partnership can be felt throughout the region and will reach all our citizens.” 

As for the UAE Foreign Minister, Abdullah bin Zayed Al Nahyan, he stressed that “this peace represents a new idea that will create a better path and change the face of the Middle East.” 

He also stressed that this treaty is “a historic achievement for America, Israel and the UAE.” 




Iraq’s Ministry of Oil and Ministry of Industry and Minerals held a series of meetings over the past week to kick-start the multi-billion dollar Nebras petrochemical plant development project, originally agreed in principle with Royal Dutch Shell (Shell) in 2012. According to Oil Minister, Ihsan Ismaael, the legal and contractual terms should be finalised by the end of this year. This sort of announcement, however, has been made before and no progress has been made, so it remains to be seen whether this time will yield a more positive outcome.

In broad terms, given its huge oil and gas reserves, Iraq could be a petrochemicals industry powerhouse and Nebras would be the perfect vehicle, under Shell’s leadership, to begin to realise this potential. For Shell, the Nebras project offers a natural synergy for the gas feedstock that comes from its 44 per cent stake in the US$17 billion 25-year Basra Gas Company (BGC) project. The BGC is designed to enable Iraq to increase its energy independence and to achieve economic diversification by capturing currently flared gas from the fields of Rumaila, West Qurna 1, and Zubair, in the first instance.

Already, as of last year, the BGC reached a peak production rate of 1035 million standard cubic feet per day (mmscf/d), the highest in Iraq’s history and sufficient gas to generate approximately 3.5 gigawatts (GW) of electricity - enough to power three million homes. The BGC is also responsible for currently supplying around 70 per cent of Iraq’s liquefied petroleum gas (LPG) and for enhancing Iraq’s export capabilities, which helped the country to become a net exporter of LPG from 2017.

For Iraq, the creation of a value-added petrochemicals sector generating a sustainable stream of export revenues to add to its basic drill and sell crude oil operation would enable it to avoid the sort of cash-crunches that have become commonplace every year in the country, sparking violent protests and deaths. Such new revenue streams would also allow Iraq to avoid having to breach OPEC+ production caps in order to plug short-term financial holes and then have to suffer the consequences of having to make up the overproduction by cutting back on production in subsequent months.

This is exactly the situation in which Iraq found itself within just the last few weeks when, facing a potential shortfall of IQD12 trillion (US$10 billion) just to pay the next two months salaries and benefits of more than four million people, Baghdad was forced into proposing delaying foreign debt payments, introducing salary cuts of 60 per cent for various state sector employees, and reducing all non-essential spending.

The further build-out of the initiative to reduce gas flaring and instead to use it as a feedstock in Nebras and similar future petchems plants – such as the 300,000 bpd refinery build near the Zubair field being discussed with ENI - would also mean that Iraq could start to significantly reduce its dependence on Iran for imports of gas and power. This, in turn, would allow Iraq to re-engage more fully with the U.S., with the implications for financing that this would have.

The original design plans for Nebras – formulated between Shell and the Iraq Ministry of Oil and Ministry of Industry and Minerals - were for a project that could produce at least 1.8 million metric tonnes per year (mtpa) of various petrochemicals. This would make it Iraq’s first major petrochemicals project since the early 1990s and one of only four major petchems complexes across the entire country. The others - Khor al-Zubair in the south, Musayeb near Baghdad, and the Baiji refinery complex in the north – are operated by Iraq’s State Company for Petrochemical Industries.

In January 2015, then, Shell released the statement that Iraq’s cabinet had authorised the Nebras project and that the company would work ‘jointly with the Ministries of Oil and Transport to develop a joint investment model for a world-scale petrochemical cracker and derivatives complex in the south of Iraq’. The then-Industry Minister, Nasser al-Esawi, told a news conference at the time that the Shell-run Nebras petrochemical complex would come online within five to six years and would make his country the largest petrochemical producer in the Middle East.

From 2012, though, the head of petrochemicals projects for a major international oil company operating in Iraq told OilPrice.com: “The development of Iraq’s hydrocarbons chain stalled in the upstream – and mainly crude oil – sector, with little impetus on the next stage that’s critical for both the petrochemical and refining sectors, which is a focus on the midstream to attract sufficient capital with the strategic objective of developing an integrated master gas system.”

However, he said, Shell’s efforts on the BGC in the past three to four years in particular have changed the basic landscape for the future development prospects for Nebras. “Shell has done a really good job so far with the BGC, especially in getting the gas volumes up to over a billion standard cubic feet per day, which means that the ethane can be extracted on a sustainable and reliable basis, and that allows for sufficient volume for a major petchems plant to be viable,” he added.  “Ethane needs to be the initial feedstock for Iraq’s first few plants in the same way that it was in the development of Saudi Arabia’s master gas system that captured associated gas, which was then fractionated and supplied as primary feedstock to the flagship Jubail Industrial City,” he underlined.

“The highest concentration of ethane [up to 10 per cent plus] is usually found in associated gas streams, which Iraq has a lot of, and processing ethane produces ethylene with few by-products [mainly fuel gas] to process and manage,” he told OilPrice.com. “This reduces the capital required for construction and minimises the complexity of the logistics and distribution requirements, which will be important factors in Iraq’s early stage build-out of a viable petchems industry, but as the industry and corresponding infrastructure grows, heavier feed streams can be utilised, as happened with the use of propane, butane and naphtha in Jubail,” he said.

A world-scale facility for ethylene – one of the most in-demand petchems products in the world, especially from China - is in the range of 1.0 to 1.5 million tons of ethylene production and a 1.0 million ton per year ethylene facility would require a supply of roughly 1.3 million tons per year of ethane, he highlighted. “Additionally, this would need to be a sustainable and reliable supply for at least 20 to 25 years and, to build out all of the necessary parts for a functioning world-class petchems sector in Iraq would require around US$40-50 billion,” he concluded.
