On Saturday, August 15, 2020, Representative Burhan Al-Mamouri presented a proposal to establish a "National Council for Services" to bypass bureaucracy and advance the country's reality.

Al-Mamouri said in a statement: Since 2003, Iraq has witnessed successive crises at various political, security, economic, service, health and other levels, attributing the reason to the accumulation of a set of factors, including corruption, poor planning, complex administrative procedures and quotas, and the preference for factional and partisan benefits over the higher interests of the country.

Al-Mamouri added: Among these crises that are witnessing a noticeable deterioration in the file of services in various forms, pointing out that the Iraqi citizen deserves to enjoy adequate housing, safe drinking water, stable electricity, paved roads, comfortable parks, advanced health and educational institutions, and other necessary services.

Burhan Al-Mamouri suggested establishing a “National Council for Services” that is directly linked to the Prime Minister and includes representatives from the Parliamentary Services and Reconstruction Committee, the Ministries of Finance, Planning, Construction, Housing and other relevant ministries and agencies, stressing that this council will work to bypass the deadly bureaucracy and will be able to close the doors of corruption resulting from Complex administrative procedures, resuming lagging projects, and holding accountable those responsible for wasting public money.
