A report of the Federal Financial Supervision Bureau issued regarding the contract of the General Company for the Marketing of Medicines and Medical Supplies (Kimadia) with Shiza Company in the amount of (31,831) thousand dollars (thirty-one million eight hundred and thirty-one thousand dollars) for the supply of (48) devices (shredder) for the incineration and sterilization of medical waste In the year 2011, there are two devices for each governorate, (3) devices for the governorates of Nineveh and Basra, and (12) devices for the Baghdad governorate, and that these devices are not sufficient compared to the number of health institutions in Baghdad and the provinces, and that these devices are modern technologies for treating hazardous medical waste and converting it into regular waste Sterile and reduce its size to (40%) of the normal size, then transported with other municipal waste.

The report states that not all health centers in the departments benefit from health (Al-Diwaniyah, Wasit, Maysan, Holy Karbala and Babel) from the shredder and sterilization devices (shredder), as oil burners are used to get rid of hazardous medical wastes that are not environmentally friendly and result in dangerous gas emissions such as gas oxides Dioxin and others are harmful to human health.

As stated in the report, the equipped company did not commit to providing the beneficiaries of shredder devices with the number of bags and containers at (5000) bags and (100) containers / annually according to the contract concluded where (health institutions were provided for only the first year of operation) and for most hospitals in Baghdad and the provinces that were visited by the audit team, which led to the use of black bags by these beneficiary hospitals and consequently led to an increase in medical waste separated and accumulated as a result of lack of proper screening.

The report showed that there are no treatment units for liquid medical waste in (84) hospitals in Baghdad and the governorates out of (147) hospitals, and work has stopped in some treatment units in (21) hospitals, which indicates that most hospitals are dumping their liquid waste to sewage networks and rivers without Conducting any treatment and thus leads to contamination of water sources, which have a dangerous impact on the environment and human health. Also, environmental directorates do not conduct bacteriological examinations of liquid and solid wastes resulting from shredding devices throughout the period of their operation in (13) governorates including (Nineveh, Salahuddin) Kirkuk, Najaf, Babel, Qadisiyah ...Etc.) to ensure that the results of its work are free from pollution due to the lack of laboratories at the Environment Directorate in some governorates or to rely on examinations conducted by the health departments in the province with the exception of the Muthanna Environment Directorate as well as the presence of several irregularities indicated by the Department of Environmental Protection and Improvement in the Euphrates region the middle .

       The report recommended not to rely on old techniques to get rid of solid medical waste such as oil burners as they are harmful to the environment and human health and work to increase the preparation of (shredder) devices and fix the unemployed ones and address the causes of some of them stopping, as well as obliging the environmental directorates to conduct bacteriological examinations on liquid and solid waste Resulting from the work of the devices to prevent the release of pollutants into the environment, and the installation of new treatment units for liquid medical waste in all hospitals in Iraq that do not have treatment units and rehabilitation of some treatment units are suspended from work.
