NEW YORK, June 19 (KUNA) - The permanent delegation of the State of Kuwait to the United Nations and the delegation of Switzerland and the International Committee of the Red Cross organized a meeting via video call to the United Nations today, Friday, on activating Security Council Resolution 2474 on missing persons in armed conflicts, which Kuwait submitted during .its membership. 

Security Council The permanent representative of the State of Kuwait to the United Nations, Ambassador Mansour Al-Otaibi, participated in this event as one of the keynote speakers as he reviewed the background of this humanitarian decision and the efforts made by the State of Kuwait during its membership in the Security Council to present this decision and negotiate with all members of .the council until it was endorsed by the Council Unanimously on June 11, 2019 During his speech, Al-Otaibi explained that the issue of missing persons has always been present in the discussions of the Security Council through various agenda items, but it has .never been given the full focus and full attention it deserves He praised the role and efforts of the International Committee of the Red Cross in assisting 


Kuwait in the issue of missing persons, especially since the invasion of Kuwait in 1990 and .guiding them regarding this decision Al-Otaibi said, “We in Kuwait discussed this issue and dealt with it in various international forums including the Security Council since the invasion of Kuwait in 1990, so when Kuwait proposed to the members of the council the idea of the decision frankly it was not a big surprise at all to the members and it was logical for most of them where everyone knew what The people " .of Kuwait had to endure it during and after the invasion There was support and the challenge was to get members to believe that the decision" deserved attention and the added value that it would bring to the table. 

This was the challenge, and we made sure to respond to all their concerns and explained why this decision was really important to the Security Council as its primary responsibility under the United Nations Charter " .in the maintenance of peace." And international security Al-Otaibi stressed that the importance of the decision lies in enhancing respect for the rules and principles of international humanitarian law and the importance of addressing the root causes of armed conflicts to achieve sustainable peace and security through dialogue, mediation, .consultations and political negotiations in order to bridge the rift and end conflicts He said, "We learned that negotiations on the text will never be easy for many reasons. 

The decision was new to the council, so some members were cautious about its language and protecting their national interests.

 Therefore, we were keen to remain open to respecting those interests and accepting them and showing credibility with the principles of Kuwaiti foreign policy that came to the council without A special agenda other than promoting peace and stability to " .the world and our region Al-Otaibi stressed that the ultimate goal is to join everyone and ensure that the decision is adopted unanimously, and this is what has been done by creating a positive environment and .making sacrifices for the common good Responding to a question about the expected results of the resolution, he said, "I cannot really choose any specific results, especially since this decision was formulated by us mainly so I hope and hope that all of its paragraphs will be implemented in the coming months and years ".

when addressing the issue of missing persons in armed conflict I want the parties to the armed conflict to bear the primary responsibility for taking all possible" steps to ensure the protection of civilians and respect and guarantee the human rights of all individuals within their territory and subject to their jurisdiction as stipulated in the relevant international law," Al-Otaibi said, adding that it is important to prevent people from disappearing as a result of the conflict. 

The armed man expressed his desire to see the parties to the conflict enact national legislation, ensure the registration of detainees, provide appropriate training to the armed forces, and produce and provide appropriate identification methods, including for .members of the armed forces He also expressed his desire for the parties to the conflict to establish national information offices when armed conflict erupts, dangerous registration services and death records and .ensure accountability as appropriate in the cases of missing persons


Al-Otaibi called for benefiting from the great scientific and technological progress that greatly increased the effectiveness of searching for and identifying missing persons, including through forensic science, DNA analysis, satellite maps and images, and ground penetration radar. He said, "These are some measures that have helped us in Kuwait and I would like to see them."

 " .Exercise in the coming months and years It is noteworthy that the State of Kuwait directly faced the issue of missing persons, as the Tripartite Commission was established in 1991 to ascertain the fate of the missing, under the chairmanship of the International Committee of the Red Cross.

 To provide assistance to Iraq as .an observer In response to a question about Kuwait's experience in providing information and support to the families of the missing, Al-Otaibi said, "No country and people should experience war or armed conflict, but unfortunately the world is witnessing more and more of these armed conflicts than ".any other time period He explained that the resolution provides many ways for the families of the missing, but the first step should call on the Security Council to work to resolve the armed conflict and include .Resolution 2474 in its procedures that the parties must implement In response to another question about the impact of the emerging coronavirus virus (Covid 19), on the work of the Tripartite Commission, Al-Otaibi said, "The search for our missing people will not stop until we find each one of them. 

We have witnessed many challenges and faced many " .difficulties, but neither of them nor the committee prevented us.
