This is all in my opinion. Not financial advice. Part of the hold up with the dong is that they would have to print lower demons. Lowest note they have is 100. You can get away with that at 5-10 cents. You can't at a higher rate. We may have this backwards. Iraq may go first and Vietnam may go second. The two separate RVs could be because Vietnam suddenly needs a higher rate and aren't prepared for it.
