The following is the text of the press statement made today by the President of the Security Council for the month of May, Mr. Sven Jürgenson (Estonia):
The members of the Security Council welcomed the formation of a new Iraqi government led by the Prime Minister, Mustafa al-Kadhimi. They welcomed the commitment made by the Government of Iraq to respond to COVID-19 and to urgently undertake major reforms to meet the legitimate demands of the Iraqi people regarding economic prospects, good governance, participation politics and electoral law. They also welcomed the commitment by the Government of Iraq to conduct transparent investigations into the violence against the demonstrators.
Members of the Council reaffirmed their support for the work of the United Nations Assistance Mission for Iraq and the Special Representative of the Secretary-General, Jeanine Hennis-Plasschaert, in accordance with resolution 2470 (2019), to support and assist the Government and the people of Iraq in order to foster inclusive political dialogue, reconciliation at the national and local levels, economic reform, capacity building, sustainable development, recovery and reconstruction, justice and justice accountability, and to provide electoral assistance to the Government of Iraq and the Independent High Electoral Commission.
The members of the Council renewed their support for the security of Iraq and the continuation of the fight against terrorism, in particular against the Islamic State of Iraq and the Levant (ISIL, also known as Daesh).
The members of the Council reiterated their support for the independence, sovereignty, unity, territorial integrity and prosperity of Iraq.

13 May 2020 The members of the Security Council welcomed the formation of a new Government of Iraq led by Prime Minister Mustafa al-Kadhimi.
The members of the Security Council further welcomed the Government of Iraq's pledge to address COVID-19 and urgently deliver meaningful reforms aimed at meeting the Iraqi people’s legitimate demands over economic opportunity, good governance, political participation, and electoral legislation. The members of the Security Council welcomed the Government of Iraq’s commitment to conduct transparent investigations into violence against demonstrators.
The members of the Security Council reaffirmed their full support for efforts led by the United Nations Assistance Mission for Iraq (UNAMI) and Special Representative of the Secretary-General Jeanine Hennis-Plasschaert, in accordance with resolution 2470 (2019), to support and assist the Government of Iraq and the Iraqi people with inclusive political dialogue, national- and community-level reconciliation, economic reform, capacity building, sustainable development, recovery and reconstruction, justice and accountability, and electoral assistance to the Government of Iraq and Independent High Electoral Commission.
The members of the Security Council reaffirmed their support for Iraq’s security and the continued fight against terrorism, including against the Islamic State in Iraq and the Levant (ISIL, also known as Da’esh).
The members of the Security Council reiterated their support for the independence, sovereignty, unity, territorial integrity, and prosperity of Iraq.

Iraq’s permanent representative to the United Nations, Muhammad Bahr Al-Ulum, delivered Iraq’s address on behalf of Prime Minister Mustafa Al-Kazemi at a Security Council session to discuss the Secretary-General’s report, and to listen to a briefing by a head of mission in Iraq, Jenin Hennes-Blackshart.
A spokesman for the Ministry of Foreign Affairs, Ahmed Al-Sahaf, said in a statement received by "People", a copy of it (May 14, 2020), "The permanent representative emphasized in the speech of the Prime Minister the importance of safeguarding the sovereignty of Iraq, strengthening the law and restricting arms to the state, and preventing other countries from converting land Iraq is a battleground or a platform for attacks against a third country.
The permanent delegate stressed, according to the State Department statement, that "the government's priorities are to intensify efforts to confront the Corona pandemic, and to draft an exceptional budget draft that enhances the ability to cope with financial and economic crises."
The permanent representative also revealed, "The government is keen to release salaries without delay, compensate the families of the martyrs and wounded demonstrators, and form a committee of experts to support the Independent High Electoral Commission in its efforts to organize early elections, and the formation of a special committee to prepare for strategic negotiations with the United States of America."
Bahr al-Ulum expressed "Iraq’s desire to renew the mandate of the UNAMI mission for one year."
On Wednesday, the UN Security Council welcomed the government of Mustafa Al-Kazemi, who won the confidence of Parliament, pledging to support Iraq and continue the war against "terrorism".
A UN Security Council statement, followed by "Nass," (May 13, 2020), said, "The Security Council welcomes the formation of a new Iraqi government headed by Prime Minister Mustafa Al-Kazemi."
Council members also welcomed the government's pledge to engage with Covid-19, and to urgently provide meaningful reforms aimed at meeting the legitimate demands of the Iraqi people regarding economic opportunities, good governance, political participation, and electoral legislation.
The Security Council praised, according to the statement, the commitment of the new government to conduct transparent investigations into violence against demonstrators.
The members of the Security Council reaffirmed “their full support for the efforts led by the United Nations Assistance Mission for Iraq (UNAMI) and the Special Representative of the Secretary-General Jenin Henness Blackshart, in accordance with resolution 2470 (2019), to support and assist the Government of Iraq and the Iraqi people through inclusive political dialogue and reconciliation at the national and societal levels, Economic reform, capacity building, sustainable development, recovery and reconstruction, justice and accountability, and electoral assistance to the Government of Iraq and the Independent High Electoral Commission.
