Members of Parliament stressed that the investigation should focus on the justification for the presence of the Ministry of Electricity and the funds allocated to projects that exceeded billions of dollars without achieving the required production.


The members of the Investigative Parliamentary Committee stressed that it is the first time that a committee has been formed at this level and representation since the formation of previous parliamentary sessions, stressing the need to come out with firm results and decisions to end the existing delay and expose the corruption that caused the failure of the electricity sector at a time when more than 25 were spent One billion dollars without achieving the set goals and increasing production to fill the deficit in the supply of energy that caused the suffering of the Iraqi people throughout the past years, especially in the summer and high temperatures.


The Public Prosecutor warned that there is a bad planning in the process of establishing power stations, which is supposed to be close to the sources of natural resources, and that there are major problems in light of the construction of power stations due to transportation problems and costs and the absence of coordination between the Ministry of Electricity and the Ministry of Oil.


It was also stressed during the meeting on the need to investigate the collection money and the importance of attention and follow-up to this important file in promoting financial imports and preventing abuses on the electrical network through linking smart metrics.


The members of the committee also revealed that the Ministry of Electricity pays greater attention to the energy production sector mainly compared to the files of transport and distribution, which are an important favorite in the work of the ministry and its plans, and is considered an integration of the production file, and that there are major problems in the transport and distribution sectors that cause the non-delivery of the energy produced from power stations to The consumer in various regions of Iraq.


The members of the committee stressed the importance of coming up with important decisions in preparing a binding plan for the ministry to proceed with its implementation without being affected by changing ministerial personalities, in particular, holding corrupt people accountable and referring them to the judiciary for causing serious harm to energy shortages and its reflection on the citizen in the provinces of Iraq.


At the end of the meeting, the First Deputy Speaker of the House of Representatives stressed the importance of starting the second stage of the committee’s tasks through field work, as it was agreed to conduct a field visit to the committee’s members to the headquarters of the Ministry of Electricity next Wednesday, July 15, 2020, and to meet with the minister
responsible for it.

Iraqi Prime Minister Mustafa Al-Kazemi confirmed that the failure to address the country's electricity crisis is due to corruption and financial waste in previous periods, while an Iraqi parliamentary committee began investigating the contracts concluded by the Ministry of Electricity for the 14 years.

Al-Kazimi said during a meeting he held with the ministers of electricity and oil that the past periods have seen spending billions of dollars on this sector, which were sufficient to build modern electrical networks, but corruption, financial waste and mismanagement have all prevented the treatment of the electric power crisis in Iraq, so that the suffering of citizens that It worsens in the summer months.

And Al-Kazemi clarified that the previous ministry did not carry out projects related to electricity maintenance, which exacerbated the problem, especially in this economic and financial circumstance that Iraq is experiencing due to the global collapse of oil prices as a result of the corona’s pandemic repercussions, and directed the activation of all electricity projects, especially the agreement concluded with Siemens German.

Al-Kazemi’s statements coincide with the start of an Iraqi parliamentary committee to investigate the contracts concluded by the Ministry of Electricity for 14 years, following the decline in energy supplies in the country.

The formation of this committee, headed by Hassan al-Kaabi, deputy speaker of parliament, to scrutinize and investigate the contracts of the Ministry of Electricity came from 2006 to 2020, according to an official document issued by parliament speaker Muhammad al-Halbousi.

The document added that the formation of the committee comes in order to identify the reasons for the lack of clear progress in the sector and to hold accountable the neglected, following the continuous deterioration in the electrical system, the accumulated failures throughout the previous years, and the existence of administrative and financial suspicions of corruption.

The announcement of the investigation of the electrical energy contracts comes after angry protesters stormed a building to distribute electricity in Baghdad, due to the increase in periods of power outages.

The deputy in the Iraqi parliament, Dhafer Al-Ani, welcomed the formation of the committee, and said that it is the right of people to know where the huge amounts of money spent on electricity went and are still suffering darkness, vigor and disease.

Iraqis questioned the feasibility of forming the Parliamentary Committee, and said that these committees had been formed in the past and remained ink on paper without tangible impact on the ground.

Member of Parliament Alia Nassif stressed the need for Prime Minister Mustafa Al-Kazemi to "remove the corrupt hands from the Siemens agreement," saying that expelling what she called "the controlling gang" on the electricity file for years is the first step in the solution.

Nassif said in a statement, commenting on Al-Kazemi’s directives issued during the meeting held yesterday to activate all electricity projects, especially the agreement concluded with Siemens, according to its media office, “The Prime Minister’s personal supervision of the electricity file is a good gesture that may help put an end to all of those The years of failure and corruption in the electricity sector, but he must rely on clean tools in dealing with this file and not using the same people who were part of the problem over the past years, and we have talked in TV statements and dialogues about some of the corrupt, veteran corrupt who were and are still the cause of destruction Desolation, theft and fraud in the electricity sector.

Al-Kadhimi indicated that "the government is determined to handle the electricity issue in Iraq" noting that "the electricity sector is an essential engine for the development of the other sectors of the economy”.
The Iraqi Prime Minister also affirmed his government's support "for all-electric energy development projects that are implemented in Iraq".
On July 13th, Iraqi Prime Minister Mustafa al-Kadhimi directed the activation of all electricity projects, particularly the agreement with The German Company Siemens.

It is noteworthy that the German ambassador in Baghdad, Ole Diehl, accused in a press statement the United States of obstructing the development of the electricity sector in Iraq.
Diehl pointed out that the electricity deterioration in Iraq is because the United States prevented the German company, Siemens, from developing the electrical sector in the country and pressing it towards to contract with the American General Electric Company.

The Government of Iraq, the United States, and the Gulf Cooperation Council have renewed their full support for the Gulf Cooperation Council electrical linkage project for connecting electrical networks to Iraq and the Gulf Cooperation Council. The United States is committed to facilitating this project, and providing support where needed.

This project will provide the necessary electrical energy to Iraqi citizens, and support economic development in Iraq, especially in the southern governorates.

The report continued that "US sanctions prevent the rest of the countries from purchasing Iranian energy, so Iraq had to request exemptions from Washington every few months to continue its imports without inciting the wrath of the United States."
