Country-Specific Information:
- Iraq has confirmed cases of COVID-19 within its borders.
Entry and Exit Requirements:
- Passengers arriving on flights to Iraq’s international airports from countries with reported cases of COVID-19 will be screened on arrival.
- On February 26, the GOI imposed an entry ban on citizens of China, Iran, Thailand, South Korea, Japan, Italy, Singapore, Kuwait, and Bahrain. The ban also applies to travelers arriving from these countries, irrespective of citizenship. Diplomats, official delegations, and Iraqi nationals are exempted from the ban.
- As of February 27, the Safwan border crossing between Iraq and Kuwait remains closed.
- Iraqi Airways suspended flights to Beijing and Guangzhou.
Specific to the Iraqi Kurdistan Region (IKR):
- As of February 25, the KRG closed the following border crossings: Bashmakh, Haji Omaran, Parwezkhan, Munthiriya, Summar, and Safawan. The Shalamija, Shib, and Zurbatya border crossings are open only to Iraqi citizens.
- All international travelers entering the KRG by land or air will be medically screened upon arrival.
Quarantine Information
- Residents of Iraq who have been in China, Hong Kong, Iran, Italy, Japan, South Korea, Macao, Singapore, or Thailand in the past 14 days will be quarantined for 14 days.

Iraq: 68 infected with coronavirus and 8 deaths

Direct: The Ministry of Health and Environment of Iraq announced the total number of newly infected Coronaviruses, which reached 68 people.
The ministry said in a statement today, Wednesday, that the total number of deaths from the Corona virus reached 8 deaths, and 15 cases of full recovery.
The Ministry's laboratories diagnosed two new cases, one in Karbala and the other in Najaf, and a new death in Karbala.
The Ministry affirmed the implementation of the decisions of the Diwaniyah Order Committee No. 55 of 2020, calling on the relevant authorities to hold violators accountable, and stressed the commitment to personal and community prevention guidelines to prevent the spread of infection.

Direct : The World Health Organization announced that the Corona virus has become a global epidemic with its increasing spread in 114 countries.
The number of infections with the Coronavirus has increased rapidly recently, with more than 118,000 cases so far.
"In the past two weeks, the number of cases outside China has increased 13-fold, and the number of affected countries has tripled," said WHO Director-General Tidros Adhanom Gebresos at a press conference on Wednesday.
"In the coming days and weeks, we expect to see the number of cases and the number of deaths and the number of affected countries rise further," Tidros added.
Global health defines a global epidemic as a disease that is spreading widely all over the world, and that it would be charged with major political and economic repercussions.
Tedros expressed his grave concern over the rapid spread of the Coruna virus and not combating it enough, noting that it harms all sectors, not just health.

All of us face a common threat – the coronavirus – COVID 19.
Today’s declaration of a pandemic is a call to action – for everyone, everywhere.
It’s also a call for responsibility and solidarity – as nations united and as people united.
As we fight the virus, we cannot let fear go viral.
Together, we can still change the course of this pandemic – but that means addressing inaction.
The best science tells us, if countries detect, test, treat, isolate, trace and mobilize their people in the response, we can go a long way to mitigating transmission.
I call on every government to step up and scale up their efforts – now.
And since this is a crisis that affects everyone, we must all play our part.
As we mourn all those who have lost their lives and the many families who are suffering, we must show solidarity with the most vulnerable – the elderly, the sick, those without reliable healthcare, and those on the edge of poverty.
Let’s move forward with resolve and without stigma.
You can count on the UN to do our part.
Let’s overcome this common threat together.

Mourning appreciates the efforts of the Crisis Cell and calls for redoubling efforts and spreading awareness and applying measures throughout Iraq to limit the spread of the dangerous Corona virus.
The Honorable Deputy Speaker of the Iraqi Council of Representatives, Dr. Bashir Khalil Al-Haddad, valued the great and distinguished efforts of the government crisis cell, and calls for redoubling efforts and applying all necessary measures to control airports and border ports to control the situation and prevent the spread of the dangerous Corona virus, which is threatening the lives of the general public. To the necessity of continuing the campaigns of fumigation and sterilization for state departments and public places, and holding accountable the authorities who neglect to implement the preventive instructions issued by the crisis cell.

Mr. Hassan Karim Al Kaabi, member of the Presidency of the House of Representatives, today, Thursday, 12 March 2020, telephoned the ambassadors of Iraq to the Republic of China, Mr. Ahmed Barwari, and Italy, Mrs. Safia Al-Suhail, and the Islamic Republic of Iran, Mr. Saad Kandil, and in Moscow Mr. Abdul Rahman Al-Husseini, To check on the health and safety of the children of the Iraqi community, residents and scholars present in the four countries, as well as the staff of the Iraqi embassies, after infection of some of the cities with the new "Corona" virus.
His Eminence called on the Ministry of Foreign Affairs and the ambassadors in the four countries on the need to pay serious and urgent attention to the subject of 24-hour communication with Iraqi communities and their evacuation from the affected areas, and move towards taking all the required procedures and providing places and medical supplies to keep them away from the danger circle, pointing to the importance of coordination with The central government if they want to return to the homeland in peace and security.
In turn, the ambassadors confirmed that they have prepared operating rooms to receive the suspected cases of the community and evacuate them from the affected areas.

The Central Bank of Iraq announced the allocation of 30 billion dinars to counter the Corona virus in Iraq.
The Governor of the Central Bank of Iraq, Ali Al-Alaq, said in a press statement, received by "Al-Iqtisad News", "Supporting the efforts of the state to confront the Corona virus with an amount of 30 billion dinars deposited in the bank account designated for this purpose, which was announced by the Deputy Prime Minister for Economic Affairs."

Finance Minister Fouad Hussein announced on Sunday (15 March 2020) that Al-Rashid and Al-Rafidain Bank donated 3 million dollars to the Iraqi Ministry of Health in order to help it tackle the new Corona virus .
Hussein said in a tweet via the "Twitter" platform, that "a meeting chaired by, and included the governor of the Central Bank, directors of Rafidain and Rashid and Iraqi banks for trade, and the head of the retirement board for the purpose of securing financial support for efforts to contain the Corona virus ."
He continued: "We decided to open a special bank account for the donation, as TBI contributed $ 5 million, and Al-Rafidain and Al-Rasheed contributed 3 million ."
Earlier today, the Trade Bank of Iraq donated $ 5 million to the Iraqi Ministry of Health to support it in the face of the Corona virus .

After the meeting held by the Deputy Prime Minister for Economic Affairs and the Minister of Finance Mr. Fouad Hussein with the Minister of Health Dr. Jaafar Tawfiq Allawi and the advanced financial and administrative staff in the ministry and in the presence of the Undersecretary of the Ministry of Finance an agency and general managers of the budget and accounting and legal departments in the Ministry of Finance during which the financial situation of the ministry was studied And the departments of health and deliberation on the legal frameworks for funding in order to support the ministry with the necessary financial funding to face the threat of the spread of Corona virus and to prepare all the requirements that facilitate the work of health teams throughout Iraq.
Accordingly, the Ministry of Finance invites the departments of the Ministry of Health in Baghdad and all governorates to review the Ministry of Finance, the Accounting Department, for the purpose of completing the requirements for financing the operational budget for their departments for the month of March, as well as the differences for the months of January and February in order to complete the requirements to face the threat of the spread and control of Corona virus.

Direct: The Iraqi authorities decided to impose a curfew completely in the capital, Baghdad, from Tuesday, 17 March at 11 pm until Monday, 23 March at 11 pm.
Diwaniya Committee No. 55 of 2020 held a wide meeting, this evening, Sunday, headed by Prime Minister Adel Abdul Mahdi to discuss developments in the health situation and measures to prevent the spread of the new Corona virus and ways to prevent it, according to the statement of the Information Office of the Prime Minister.
The committee decided to suspend the official working hours in all ministries and governmental and non-governmental institutions, with the exception of the security, service and health services, the authorized media for its work, diplomats and the commercial movement of goods and foodstuffs .
The decisions included obligating the relevant authorities to conduct sanitation campaigns and health visits to areas identified by the health services in Baghdad .
The committee also gave the governors the power to impose curfews in their governorates, as well as to suspend flights from Tuesday, March 17, 2020, until Tuesday, March 24, 2020 .
The committee mandated the Ministry of Communications to increase the internet capacities entering Iraq through the companies contracted with by ISP and to work to reduce prices for a month, which can be extended, and to give free capacities determined by the ministry .
The committee stressed on stopping movement between governorates , with an emphasis on citizens in all governorates to follow medical procedures, directives and guidelines, including avoiding attending gatherings and mixing, and staying in homes except in cases of necessity .

Country-Specific Information:
- Iraq has confirmed cases of COVID-19 within its borders.
Entry and Exit Requirements:
- The GOI suspended all flights to and from Iraq from March 17-24, 2020.
- Passengers arriving on flights to Iraq’s international airports from countries with reported cases of COVID-19 will be screened on arrival.
- As of March 13, the GOI bans entry to citizens of China, Iran, Thailand, South Korea, Japan, Italy, Singapore, Kuwait, Bahrain, Turkey, France, Spain, Qatar, Germany, and Nigeria. The ban also applies to travelers arriving from these countries, irrespective of citizenship or residency. Diplomats, official delegations, and Iraqi nationals are exempted from the ban.
- As of February 25, the GOI closed the following border crossings: Bashmakh, Haji Omaran, Parwezkhan, Munthiriya, Summar, and Safawan. The Shalamija, Shib, and Zurbatya border crossings are open only to Iraqi citizens.
- Iraqi Airways suspended flights to Beijing and Guangzhou.
- Several countries have banned flights to or from Iraq – please check individual country pages carefully to avoid travel interruptions. Note that in a rapidly changing environment, if you choose to travel you may be subject to last-minute flight cancellations.
- Authorities imposed a 24 hour curfew in Baghdad from March 17-24, 2020.
Quarantine Information
- Iraqi citizens who have been in China, Iran, Thailand, South Korea, Japan, Italy, Singapore, Kuwait, Bahrain, Turkey, France, Spain, Qatar, Germany, and Nigeria in the past 14 days will be quarantined for 14 days.
Specific to the Iraqi Kurdistan Region (IKR):
- All international travelers entering the KRG by land or air will be medically screened upon arrival.
- On March 15, authorities extended a curfew banning all movements in Erbil and Sulaimaniya, beginning at midnight on March 17 and extending through midnight on March 20.
- All public celebrations of the Newroz holiday have been suspended.
- As of March 16, all Iraqi citizens and foreign nationals arriving in the Kurdistan region who have been to the following countries in the previous 30 days will be subject to quarantine for a duration to be specified by the Kurdistan Region Department of Health: Belgium, Hungary, Croatia, Cyprus, Denmark, Estonia, Germany, France, Greece, Albania, Lithuania, Luxemburg, Malta, Netherlands, Czech Republic, Poland, Portugal, Romania, Slovakia, Slovenia, Finland, Spain, Sweden, Bosnia and Herzegovina, Great Britain, Ireland, Scotland, Norway, Serbia, Montenegro, Bulgaria, Austria, and Switzerland.
- As the situation is changing rapidly, all travelers entering the Kurdistan region, regardless of previous travel, should be aware they could be subject to quarantine upon arrival at the direction of the regional health department.
- Travel within Kurdistan region as well as travel to other parts of Iraq has been restricted.

Baghdad, 19 March 2020 - The COVID-19 virus remains a present threat around the world, in this region, and in Iraq. It affects all segments of society and can only be fought with the full cooperation of each and every individual, every one of us doing what we can to help contain the outbreak.
To date, the measures taken by Iraq have been wide-ranging and squarely aimed at reducing the spread of the pandemic. It has not been easy, but the United Nations in Iraq is encouraged to note that, thanks to these efforts, Iraq has thus far managed to contain the spread of the virus.
However, the success of the containment efforts so far should not lead us to complacency. The fight is far from over. Mass gatherings, which rapidly spread the virus, must be restricted.
UN Iraq notes with appreciation that religious authorities in Iraq have urged their faithful to make public health their priority, and to stay at home rather than gather in pilgrimage until the pandemic is over. UN Iraq also commends the measures taken by the Government to stop people from gathering in groups that could endanger public health.
All that has been gained in keeping the pandemic under control in Iraq could be lost if people come together in large groups as they normally would during these dates. UN Iraq therefore calls upon the people of Iraq to commit to avoiding large gatherings – whether sports, religious or other. This is particularly difficult during a period in which we would normally gather to mark the special occasions, but we must think of others at this time, and make sure that we help limit the risk of transmission.

The General Traffic Directorate announced, on Friday, the number of wheels that were fined, following the failure to adhere to the curfew imposed by the Crisis Cell to limit the outbreak of the Corona virus.
A brief statement to the public traffic seen by "Al-Iqtisad News" stated that "fines were imposed on (1793) vehicles on the Rusafa side and (1503) vehicles, and 36 vehicles were seized on the side of Al-Karkh, whose owners violated the decision to prohibit roaming after issuing instructions to hold offenders accountable."
Governmental authorities in Baghdad imposed a curfew that started from last Tuesday evening and will continue until next Monday evening, but it did not achieve what it wanted, according to observers.

Now that the answer to the question of whether the world economy is approaching a recession has come to an end, concluding with proof, it is time to ask about the quantity.
With the closure of entire cities and the disruption of the study as well as business and activities to enter the world in a state of near complete paralysis quickly, it is now expected that the world will soon experience a state of recession with a painful degree as a result of sudden stops in economic activity.
In the end, every case of economic expansion is followed by economic stagnation and vice versa, but the important questions now lie: When will we witness the global recession? And how long will it last ?, and how severe is it?
Will the "Corona" epidemic crisis push the world into a recession? The answer comes with evidence from economists in all international institutions as well as research.
The research institute "Oxford Economics" expects the recession to hit the United States and the euro area by the Koruna with expectations of global GDP shrinkage by more than a trillion dollars.
Economies such as Japan, Germany, France, and Italy had already experienced an economic downturn or failed to grow before the outbreak of the virus, but the situation is likely to be worse by the end of the current quarter, amid expectations that China will record the largest quarterly decline in GDP in decades.
So, what is the difference between the recession domestically and globally ?, The International Monetary Fund indicates that it is relatively easy to describe the recession at the local level, as it is technically defined as a contraction in a country's gross domestic product for two consecutive terms.
As for the global economic stagnation, it must be a slowdown in growth of less than 2.5 percent, accompanied by a widespread and simultaneous decline in various other indicators of global economic activity including global industrial production, trade, capital and labor flows.
What about famous cases? The Monetary Fund states that there have been four cases of global economic stagnation since 1960 until now, which were those that occurred in the years 1975, in 1982, in 1991 and in 2009 with the indication that the recession accompanying the global financial crisis was the most destructive.
To what extent will the severity of the potential global recession be ?, which is the most important question today, with most international institutions reducing GDP growth estimates to the lowest pace of increase since the global financial crisis.
Standard & Poor's credit rating agency expects global GDP to grow by 1 to 1.5 percent in 2020, as a result of measures to contain the Corona, which means the world will fall into a recession.
Morgan Stanley economists believe that the global recession is a basic hypothesis, as global GDP is expected to grow by 0.9 percent this year.
While, "Goldman Sachs" indicates the growth of the global economy this year will reach 1.25 percent, which confirms that it is in recession.
On the other hand, "Deutsche Bank" sees that the US economy suffered a contraction of 13 percent during the second quarter of this year on an annual basis due to the turmoil caused by the Corona virus, which would be the worst contraction in the country's history.
Goldman Sachs predicted that China's economy would shrink by about 9 percent in the first quarter of 2020 on an annual basis, while reducing economic growth forecasts for the whole of this year to 3 percent.
Now, what about the duration of a possible recession ?, given the history, the recent economic recession that occurred between 2007 and 2009 lasted for about 18 months to be the longest economic recession since the Great Depression in the seventies of the last century, but on the contrary, the economic recession in a period The eighties lasted for only about 6 months.
With regard to the current time, the duration of the recession is subject to a large state of uncertainty amid the ambiguity of matters related to the health crisis "Corona", which killed 8 thousand people globally and infected more than 200 thousand others.
Goldman Sachs and Morgan Stanley note that the potential economic recession will be more severe than the one that occurred in 2001, but it will not be as severe as what happened during the financial crisis.
The investment banks expect that the world will witness a state of economic recovery during the second half of the year, but they warn that the risks remain with a greater degree of economic pain.
But can anything be done to ease the coming economic recession? The major central banks around the world are racing to prevent them from entering into a recession either by lowering interest rates or interfering with markets and buying assets or helping banks to provide loans to companies.

Deputy Prime Minister and Minister of Finance Mr. Fouad Hussein participated through a joint televised communication with the World Bank and government officials in the economic and financial sector from Lebanon, Jordan and Iraq.
The MP outlined the procedures followed by the Iraqi government in light of the crisis of sharp decline in international oil prices, ways to combat the new Corona virus epidemic and the possibility of providing urgent cash liquidity to the Ministry of Health for the success of the health sector with its tasks and work to secure employee salaries.
In the same context, Mr. Fouad Hussein referred to the precautionary measures taken by the Iraqi government to limit the spread of the virus, such as a curfew and reduce gatherings as much as possible.
The participants also exchanged different views to address this global crisis and benefit from these mutual experiences.
For its part, the World Bank expressed its readiness to provide adequate and urgent aid and advice to help those countries in the face of the Coruna virus threat, with the sharp decline in oil prices coinciding.

The head of the International Monetary Fund's policy and strategy review, Martin Muilawizen, said that the impact of the Coruna virus would be severe, but added that "this comes after a long period of growth and high employment rates which will allow the global economy to absorb the current shock."

The Special Representative of the Secretary-General in Iraq, Mrs. Jenin Hennes-Blackshart, called on Iraqis throughout the country to follow the instructions and advice issued by health, religious, civil and security authorities, and calls for adherence to social divergence and strict adherence to hygiene guidelines in order to protect their families and communities from Corona Virus Outbreak.
In a statement read out, her meeting with the Iraqi Minister of Health, Mr. Jaafar Allawi, on Sunday, Mrs. Blashart confirmed her support to the efforts of the Iraqi authorities and the endless effort made by health workers, describing them as anonymous heroes in fighting the spread of Covid-19 .
She pointed out that this virus represents an unprecedented challenge that should be taken very seriously, "and there is no time to waste."

WHO efforts in Iraq

We have built, refurbished and run more than 75 health care centres, our medical professionals have carried out almost 11 million consultations, and our teams have been caring for and supporting hundreds of thousands of Yazidi IDPs since the ISIS invasion of 2014.

The Chinese ambassador assures Al-Kaabi that two consignments of medical aid will arrive in Iraq
Mr. Hassan Karim Al Kaabi, First Vice President of the House of Representatives and Head of the Parliamentary Crisis Cell, to confront the Corona epidemic, today, Monday, 23 March 2020, telephoned the Chinese Ambassador, Mr. Zhang Tao, expressing his solidarity with China as a country and people as they confront and eradicate Corona virus recently.
His Excellency discussed with Tao the importance of bringing experts from the Republic of China to the country during the coming period and coordinating with the ministerial crisis cell in this regard, appreciating Beijing's standing at the height of its crisis and fighting the deadly Corona epidemic alongside Iraq by sending cadres and medical aid to the country.

The Chinese ambassador assures Al-Kaabi that two consignments of medical aid will arrive in Iraq
Mr. Hassan Karim Al Kaabi, First Vice President of the House of Representatives and Head of the Parliamentary Crisis Cell, to confront the Corona epidemic, today, Monday, 23 March 2020, telephoned the Chinese Ambassador, Mr. Zhang Tao, expressing his solidarity with China as a country and people as they confront and eradicate Corona virus recently.
His Excellency discussed with Tao the importance of bringing experts from the Republic of China to the country during the coming period and coordinating with the ministerial crisis cell in this regard, appreciating Beijing's standing at the height of its crisis and fighting the deadly Corona epidemic alongside Iraq by sending cadres and medical aid to the country.
In turn, the Chinese ambassador confirmed the arrival of two additional shipments of medical devices and supplies "to Iraq, expressing his country's support and standing with Iraq by providing everything necessary and urgent to overcome the current crisis, pointing out that the difficult period the world is going through needs the highest levels of synergy and solidarity between the two friendly countries.

The head of the Federation of Agricultural Societies, Haid Abdul Wahid, said that Iraq has basic crops sufficient for citizens until the end of this year.

Abdel Wahed stressed, in his speech to "Al-Iqtisad News", that the news that talks about threatening food security for all of Iraq is incorrect, because our food basket, which is rich in local agricultural crops, will suffice us until the end of the current year, noting that the prices of fruits and vegetables are still the same without Any height.

Increasing Iraq’s diagnostic capabilities
Earlier, Iraq’s Ministry of Heath announced the opening at Baghdad’s Medical City of a new molecular biological laboratory for testing for the coronavirus disease in suspected cases.
Iraqi health officials say that the laboratory will contribute significantly to increasing Iraq’s diagnostic capabilities for Covid-19 which is a critical factor in tracking the virus and to suppressing its transmission.
Iraq’s Ministry of Health says it is planning to open 13 new Covid-19 testing laboratories in other Iraqi provinces over the coming days.open

Baghdad, 26 March 2020 - It is difficult to overstate the magnitude of the challenges facing Iraq at the moment. Political, security, social and economic crises have been compounded by the global COVID-19 pandemic which has not spared Iraq.
These are truly unprecedented times. As the United Nations Secretary-General António Guterres recently stated, unprecedented times call for unprecedented preventive measures. Priority one is to stop the virus from spreading rapidly, and I commend the government authorities for their tireless work on the ground in pursuing this objective. But this is a fight for each and every individual: no amount of government action can succeed without the active involvement of the entire population.
Here I would like to recall the wise words of Grand Ayatollah Ali al-Sistani, who has urged Iraqis to obey medical advice on physical distancing, and not to gather in large numbers, where the risk of people infecting others and spreading the virus is very high. I again emphasize, as I did in my recent press conference with Minister of Health Jaafar Allawi and WHO Representative Dr. Adham Ismail, that all sports, cultural, religious and/or other gatherings must be avoided in order to contain the rapid spread of this virus.
Physical distancing, good hygiene and, where necessary, self-isolation can take a large toll on economic and emotional wellbeing. At times like this, it is important to recall that we are all in this together. Not only all Iraqis, from across the country and from all walks of life, but indeed all of humanity. People should not feel embarrassed if they take the necessary precautions to protect themselves and others. Every girl and boy, woman and man has an essential role to play in this fight, and we should all be proud to play our role. The way each and every one of us manages this moment will determine how soon we can begin to return to normal.
There is good news: we know what works. We know what measures, when properly observed with discipline, consistency and patience, will contain the virus and see us through this crisis. Abiding by the instructions is key to protect yourself, your loved ones and the community at large.
The people of Iraq have overcome such hardship in the past that I am confident they can weather this storm with solidarity and resolve. It is my sincere hope that political leaders will at long last recognize the urgency of the situation and come together in a spirit of national unity. Secretary-General Guterres has called for an immediate global ceasefire to focus on what he described as “the true fight for our lives”. Surely at a time like this, partisanship and narrow interests must yield to the greater national cause and the good of the Iraqi people.
The United Nations remain more than ever by the side of Iraq during this critical phase. The World Health Organization (WHO) is in the lead, providing assistance on the ground as well as technical support and training. It is joined by the entire UN family which continues to carry out its work during this time of crisis.
We are, as we must be, united in our determination to win the fight against COVID-19.
