OK! What is all the HOTTEST news from Iraq?

It’s all about getting the 2020 budget passed, corruption, how to get rid of Iranian influence in politics and selecting a new prime minister. So, let’s look at the news in these areas today and how it impacts our investment.

US Secretary of State Mike Pompeo said on Saturday that our legal authorities will use it to hold accountable the "corrupt" who steal Iraq's wealth.

He added, "Political leaders and government officials must put Iraq first."
On Friday, the US Treasury announced the imposition of sanctions on four Iraqi officials, including three leaders of "Iran-backed" factions, for "violating human rights and engaging in corruption."
The US Department said, "It imposed sanctions on 4 Iraqi officials, including Khamis al-Khanjar and Hussein al-Lami, for violating human rights and engaging in corruption."

She added, “THREE OF THESE OFFICIALS ARE LEADERS OF PARAMILITARY FACTIONS BACKED BY IRAN.” They are Qais Khazali and his brother Laith, as well as Abu Zeinab Al-Lami, a leader in the popular crowd.

(Mnt Goat - The BIG question is today and so much in the news– Will the US move much more aggressively to take military action against the Iranian militias now in Iraq? They need to push them out of Iraq or die. This ultimatum must come to the Iranian military leaders but only at the will of the Iraqi leaders. However, they must first clean out the Iranian backed leaders out of Iraqi politics or this could never happen. Seems the US has made strides in this first objective of weeding them out. )

I want everyone to know that the main thrust of the demonstrators in Iraq is for the GOI to live up to past promises.

One of their shouts from the crowd is to payout on promised HCL (excess oil revenue) payments to the citizens. Remember this? This part of the HCL law was voted on and passed, then promised to the people in the summer of 2018, then again in fall. Then one last news article told us in January 2019. But still no payments have been made. Why?

It is because of the corruption in the government. They do not want to open the 2018 budget and now the 2019 budget, as done with other budgets since 2014. They are paying their bills ad-hoc off money from the CBI reserves. This is not even the legal process. This is how these crooked politicians are able to circumvent the will of parliament thus the willof the people. But they know if they do open the budget it includes many reforms they will be forced to implement and pay for. It has all been a fraud and a scam run by the corrupt Iranian politicians.

So, the US is now in Iraq in force. They are pushing to open these budgets and get these much-needed reforms and projects completed. We know that the HCL is designated to pay out under a uniform rate of close to 1:1 with the US dollar. This is how it was set up. So, the in-country RV only has to be announced now. When will this occur?

It can’t be too long now since the demonstrators demand these payments and now the US too is going to force this to happen. Will the CBI convince the US to let the later reinstatement process go ahead, if they pay out? The US will have to let it go since Iraq will have to issue the smaller of the smaller category notes and this initiates the process to delete the zeros that ultimately leads to the reinstate of the dinar for global trading.

I have said this before and I will say it again. Don’t worry about the initial rate of the in-country RV that should come out around 83 cents to a buck. This rate will be pushed to FOREX as the initial rate but it will get driven up so quickly to the real nominal value that you will not even have chance to go to the bank before its around $3+ and maybe even climbs to $4+. Am I giving you a rate? Yes, we know about the rate now and we know how they plan to implement this process. This is nothing new. This is as close as anyone will get until the rate is actually shown.

What we don’t know is the exact timing and so we sit and wait. Again….I tell you we are in a VERY GOOD, unprecedented, never before since 2012-2013, window of opportunity to see this happen. I do not see this window coming and going like the others of the past. I truly believe this may be it, but only if these conditions below occur and mover ahead:

-demonstrators must be relentless and continue their pressure on the GOI

-must open these past budgets and payout HCl to citizens

-pass 2020 budget (required by the US)

-pass the new election law (2 readings already, now up for a vote)

-select a new non-Iranian backed prime minister. Demonstrators must also be happy with the selection (says they have candidate and this is the week)

-the US must continue its work to force these reforms

-the US must be more action than words and let the reinstatement go this time

-the US (may) force Iraq to prosecute

{Baghdad: Al Furat News} The MP revealed the parliamentary wisdom bloc, Hassan Khalati, preparing the final version of the election law, while speaking about the date of its approval. The vote should be taken on the law GIVEN THAT THE FIRST AND SECOND READING HAS ENDED and discussion of the law within the relevant committee took a long time and held meetings with legal experts.

He pointed out that “topics that have disagreements in this law include two axes {Article 15, which speaks to go towards multiple constituencies and reduce the number of members of parliament to 251 deputies,” noting that “despite the existence of these differences, the law will proceed with a vote.”

Khalati added, “The delay came to prepare the final version of the law, because everyone is convinced of the single list and multiple districts in the provinces,” announcing “NEXT WEEK OF SESSIONS WILL WITNESS THE VOTE ON THE ELECTION LAW AFTER COMPLETING ITS FINAL VERSION

(Mnt Goat – The US needs this election law passed, among other items, in order to sign off to go forward on any currency reform. So this step is VERY important blush and a move in the right direction.)

{Baghdad: Al Furat News} Speaker of the House of Representatives, Muhammad Al-Halbousi, held today, Monday, an expanded meeting that included the first deputy and heads of political blocs to discuss the Iraqi Parliament’s election law, in a series of ongoing meetings for the purpose of its legislation.

During the meeting, Al-Halbousi stressed, according to his media office’s statement, which he received {Al Furat News} a copy of, “THE NEED TO REACH AN AGREEMENT ON A LAW THAT MEETS THE ASPIRATIONS AND ASPIRATIONS OF THE IRAQI PEOPLE AND REBUILDS CONFIDENCE FOR THE VOTERS, in a way that guarantees a fair electoral process and genuine representation of Iraqi citizens throughout Iraq”.

The Parliament will hold its regular session tomorrow, Wednesday.
The agenda of the session includes voting on the House Elections Bill, and general discussions.

Iraqi MPs revealed, on Monday 12/9, that the political blocs reached the final decision to choose a candidate to head the government and put forward his name during the next few days, and at a time when the candidates for the blocs set 6 basic conditions that are required to take office, deputies confirmed that the candidate should have the blessing of the reference.

On Monday, the deputy from the Al-Fath Alliance, Abbas Al-Zamili, suggested that the candidate for prime minister be appointed at the end of this week or early next week, while stressing that the issue is very difficult.

Al-Zamili said in an interview with Alsumaria News, "Choosing a candidate for prime minister is a very difficult matter, given that there are calculations of the reactions of the street in general to the personality that is assigned," noting that "this situation created a complete conviction with the political forces after the nomination of any A political figure who previously held positions in previous years. "

Al-Zamili added that "there is a careful selection of the person who can be assigned to occupy the position, and that it is a figure that has acceptance in the whole of Iraq and that it is not a burned figure in previous years.

Iraqi Central Bank bought gold reserves of more than 90 tons. This is a cover for the Iraqi dinar IN ORDER TO ENHANCE ITS STRENGTH IN THE GLOBAL MARKETS.

The tons of gold must be accompanied by a clear economic policy that contributes to promoting the growth of the national economy and building and reconstructing what was destroyed by wars and strengthening the financial policy to support other economic sectors, IN ORDER TO GET OUT OF THE RENTIER ECONOMY TO THE OPEN ECONOMY.

To that, the World Gold Council announced that Iraq bought more than 90 tons of gold during 8 years, indicating that the last purchase of gold from Iraq was in September of 2018 at an amount of 6.5 tons.

Economist Saleh Al-Hamashi says in a press statement:

Most of the countries of the world maintain balances of gold and foreign currencies TO BOOST THEIR CURRENCY and economy, and Iraq was dependent before 1971 on gold as a cover for the national currency and after this date foreign currencies were added as a parallel reserve of gold for the strength of the Iraqi economy, but what happened after 2003, they are organized theft operations by the American army gangs and its mercenaries in cooperation with the intelligence of other countries.

The goal was to steal the treasures of Iraq, foremost of which are gold, precious manuscripts, historical treasures, and others.

Is the CBI about to raise the value of the dinar now because, even though they have bought all this gold the rate of the dinar has actually gone down. BAGHDAD (Al-Furat News) – The supreme religious authority stressed today the choice of the new prime minister and its members within the constitutional period AWAY FROM ANY EXTERNAL INTERFERENCE.

The representative of the supreme religious authority in Karbala, Sheikh Abd al-Mahdi al-Karbalai, read during the Friday sermon today the text of the statement of the office of the supreme authority, Grand Ayatollah Imam al-Sayyid Ali al-Sistani: To pressure those who have the authority to MAKE ROOM FOR REAL REFORMS in the administration of the country, but the main condition for this is that it is not drawn into acts of violence, chaos, and sabotage, in addition to not justifying these actions legally and legally, it will have adverse repercussions on the reform movement and lead to the decline of security with them little by little, in spite of all the precious blood that was shed in order to achieve their legitimate, WE MUST PAY ATTENTION 


We repeat here the warning from those who lie in wait for the country and seek to exploit the protests demanding reform to achieve certain goals that harm the higher interests of the Iraqi people and are not consistent with its inherent values.
(Mnt Goat – I got to tell you this last paragraph sounds very close to the speech that president Trump gave at the Un and the at the EU in the past. The key is “not consistent with inherent values (fabric of life)” Is this not what we are fighting too in the US with all the corruption and UN Agenda 21/30 implementation and socialism?

I need everyone to understand the difference between municipal projects where taxes are collected for road repairs, airports, etc.. Yes, public schools is socialism but it is not bad as long as the values taught are still of the people and not shoved down the throats by the government with globalist ideals, one world government and propaganda, just because the government funds it. Anyway you look at it the people still fund it thru taxes and so they should decide not the politicians. When it get out of order then there is a problem and “common core” and “no child left behind” crossed the line. We also see this is healthcare with the government then deciding the quality and type of care administered just because it has to pay for it. Imagine an entire system of healthcare run by politicians in Washington. That is exactly what you get with a National Healthcare program. I don’t care how you look at it or how you disguise it. If the government is paying for it they will regulate and follow their agenda not ours. I am all in favor of National Healthcare but to bonified citizens only and a well thought out system of care.)

(Baghdad: Euphrates News) The House of Representatives intends to address the President of the Republic; to send the draft federal budget 2020 to parliament by next week.
A parliamentary source said in a press statement, “This comes as part of legal endeavors to address the issue of the budget, after the resignation of the Prime Minister, Adel Abdul Mahdi, that the caretaker government cannot send the budget.” (this already has been resolved in that that caretaker govt can in-fact continue to work and send the budget to parliament as long as it is within the 15 day time period to select a new pm.)
Agreement with the federal government is in the interest of both sides and the formation of any new federal government will not cause any problem for the agreement," noting that "the delay in approving the budget law will push Baghdad to pay the dues of the region's government according to the Financial Management Law, where it will resort to spending the budget by 1 / 12 until the budget is approved. (in other words they will have to open the 2020 budget and begin spending it whether passed or not)

Direct: Member of the Iraqi Council of Representatives Haneen Qadu, on Thursday, the value of the budget 2020.
He said, according to the Iraqi News Agency, that the size of the budget next year 160 trillion ($ 133.04 billion).

The budget deficit for 2020 is 50 trillion Iraqi dinars ($ 4.16 billion), he said.
He pointed out that the value of Iraqi imports amounted to 84 trillion Iraqi dinars (69.84 billion dollars).

He continued: The investment side will be zero and we will turn to domestic loans and the banks of the Central Bank and others so that we can move the economic process.

The member of the Iraqi parliament, that there is a big problem in the subject of the search for internal and external loans in order to maintain operating expenses.

(Mnt Goat – hey folks they CBI just told us last week that the real budget to sustain the Iraqi economy is really not the inflated amount due to corruption and leaving the country going to Iran. This is the deficit amount. Get it. So eliminate this Iranian corruption and Iraq has a balanced budget. Appears they are still catering to Iran in this budget.)

A representative of the Kurdistan Regional Government in Baghdad, Fares Issa, confirmed that there are no problems left regarding the draft budget for 2020 between Erbil and Baghdad, and that the project will be sent to parliament next Thursday.
"The budget bill was supposed to be sent to parliament last Thursday, but it was not sent for unknown reasons," Issa told (Basnews).
He added, "A final agreement was reached between Erbil and Baghdad on the draft budget, and the agreement was approved in the cabinet."

And Issa stressed, "The Iraqi government will send the budget bill to parliament for approval, soon."

(Baghdad: Al Furat News) Prime Minister Adel Abdul Mahdi received, on Thursday, Jim Jeffrey, the US special envoy for the international alliance against ISIS and the accompanying delegation that includes the American ambassador to Iraq Matthew Toller, the commander of the international coalition forces in Iraq and Syria, Patrick White and the deputy defense minister for affairs Middle East Chris Meyer.

During the meeting, they discussed continued cooperation in confronting ISIS remnants and supporting the international coalition for Iraq and its armed forces to eliminate the presence of the ISIS terrorist organization, especially the situations in Syria and the region, current developments in Iraq and the government’s efforts to maintain security and stability.

The meeting was attended by the Iraqi side a number of security officials, military and advisers.

President Barham Salih received at the Peace Palace in Baghdad on Thursday, the US special envoy to Syria James Jeffrey and the US ambassador to Iraq Matthew Theoller and the delegation accompanying them.
“During the meeting, they discussed international support to enhance the security and stability of Iraq and achieve the required reforms, and stressed the importance of developing bilateral relations and expanding the horizons of cooperation and trade exchange between the two countries in the service of common interests,” said a presidential statement.
“They also reviewed the latest developments in Syria and the events in the region and the need to consolidate international peace and security.

(Mnt Goat – Every guru is just assuming that the “currency reform” is one of these reforms. The only, and I repeat “the only” indication that it may, is on the very first list of demands by the demonstrators. It included the need to stop the currency auctions. This I assume also means using the Iraq dinar, instead of US dollar, would be used for trade, which in turn means it would have to be reinstated. Am I missing something here? Also, I don’t want to lose sight of the fact that using the US dollar creates a demand for the US dollar, which in turn helps the US economy. 
So is the US really going to let the currency auctions end this time? Just asking…. blush Folks we must be careful when reading these articles not to go off half cocked thinking something entirely different than what the article really said. Just saying,,,)

(Independent) ... US Assistant Secretary of State David Schenker affirmed his country's support for Iraqi demonstrators calling on the government to reform and combat corruption. He also did not rule out the inclusion of other officials on the US sanctions list, saying, "We are conducting a continuous review" of the list.
Schenker said in an interview with Al-Arabiya and her (independent) channel today that the commander of the Iranian Revolutionary Guards Qassem Soleimani "has a record of violating 

Iraqi sovereignty." He is in Baghdad to choose the next Iraqi prime minister, and this is unacceptable.

He stressed that "Soleimani violates the travel ban imposed by the Security Council."

He also made it clear that Washington does not have the powers to arrest Soleimani in Iraq.

He continued, "The Iraqi government can arrest Qasim Soleimani, according to a Security 

Council resolution."

Schenker denied any American interference in Iraqi or Lebanese affairs, saying, "We do not interfere in the affairs of Iraq or Lebanon, nor do we decide who is the next prime minister." We also do not establish militias or terrorist organizations in Iraq. Iran is the one to do that. ”
As for burning protesters to the Iranian consulate in Najaf, Schenker said, "We do not support burning consulates, but the Iraqi people know who is the cause of the problem they are facing, so they burned the consulate."
It is noteworthy that the United States imposed sanctions on three Iraqis, Qais al-Khazali, Laith al-Khazali and Hussein Aziz al-Lami, all of whom are faction leaders within the PMF close to Iran.

A political source familiar with the disclosure of the nomination of six names for the post of prime minister to succeed the resigned Adel Abdul Mahdi.

The source told the "news", that "the political blocs began to nominate a number of personalities to take over the post of prime minister to succeed the resigned Adel Abdul Mahdi."
He explained that "the names of the candidates are: Ibrahim Bahr al-Uloum candidate (Badr, wisdom) and Abdul Wahab al-Saadi candidate (Allawi, Najafi) and Adnan Zarfi candidate (victory) and Ali Shukri candidate (Barham Saleh) and Qusay al-Suhail candidate (state of law) and Faleh Fayyad candidate (tender)".

The source added, "The coming days will see expanded meetings between the political blocs in an attempt to reach an agreement to choose a character that has the approval of all blocs.

(Mnt Goat – I am confused. Didn’t the protestors tell the government they did not want the blocks to chose the next prime minister? So why is this all in the news. Seems they want to use the same old process. Folks this takes months to do. Can they actually select a new prime minister in 15 days? Didn’t the protestors want to use the new election law? Just saying…They did not want a sectarian selected prime minister but rather someone who is best for the country and can deliver. Also they do not want an Iranian backed PM. Folks they burned the Iranian banks and embassy. What does this tell us?

So why is Sadr recently traveling to Iran? Is he telling them the new PM will not be Iranian backed? Is he making a deal with them?)

The deputy of the Sadqoun bloc, Ahmad Al-Kinani, confirmed that the Iraqi street rejects the opinions and choices of the political blocs regarding the new prime minister.
Kanani said in an interview, that there are a number of challenges that will face the political process in the next stage, including the lack of trust between the masses, the political class and the government.

He added that there is a challenge, which is the street's rejection of the opinions and choices of political blocs regarding the alternative to the resigned prime minister, Adel Abdul Mahdi.
Kanani explained that the political blocs have to listen to the street and look at its demands, especially with regard to the personality of the Prime Minister, according to the required specifications and standards, including efficiency, ability, integrity and experience.

The US State Department says it supports political reform in Iraq , while politicians cooperating with Iranian General Qasem Soleimani have vowed sanctions.

Said Deputy Assistant Secretary of State # US for the Office of the Joy of Near Eastern Affairs Hood, in testimony before members of the US Senate, said that « the commander of the Qods Force # Iranian Qassem Soleimani is the source of # terrorism , because it put pressure on Iraqi politicians through various means, so America will not hesitate to impose sanctions "Any politician who cooperates with him, represses the people and loot his money."

Hood said that his country has provided more than two billion dollars in aid to Iraq since 2004, and after all these years and money it is important for America to make a real political reform in Iraq that meets the aspirations of the people.

US Secretary of State Mike Pompeo said earlier that the administration would not stand idly by while we see corrupt officials making the Iraqi people suffer.

He stressed that the United States will impose sanctions on corrupt figures who steal the wealth of the Iraqi people , stressing that the protests in Iraq do not distinguish between # communities and ethnicities, but wants to get rid of Iranian interference.

BAGHDAD (AP) — Iraqi officials raised on Saturday the death toll to 25 protesters killed and over 130 wounded, after a bloody night of attacks by unknown gunmen that targeted anti-government demonstrators in the capital city.

Judge Jaafar al-Moussawi, a spokesman for the Sadrist movement, Muqtada al-Sadr, said on Saturday (December 7, 2019) that the "Sinak massacre" was committed, and the bombing of tenderness was killing the reform project to push the acceptance of the prime minister's candidate as usual, contrary to the demands of the demonstrators.

(Mnt Goat – Full story in today’s articles section below. Folks, this is a very sad story for Iraq. This show just how much Iranian militias value life – they don’t. They are just as bad as ISIS, something they supposedly came into Iraq to help eliminate. I told everyone that these Iranian militias had power over the government and would be used to create violence and chaos if needed to get the will of Iran. This is now happening. Can the Iraqi security forces deal with these militias? Will the US military finally step up and help clear these militias out of Iraq? If so, this will have to be done with the permission and support of the Iraqi government. Perhaps after the newly elected prime minister takes office? We wait and see. The worst part is this is the Christmas season too.)

The US Assistant Secretary of State for Near East Affairs, David Schenker, has said that Washington now has imposed sanctions against those responsible for what he described as "atrocities in Iraq", denouncing the appalling and heinous use of force against demonstrators.
The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated leaders of Iran-backed militias in Iraq that opened fire on peaceful protests, killing dozens of innocent civilians.

What else will the US do next to stop these Iranian militias and the killings in Iraq? Will they finally get a vote in the UN to send UN forces too to help eliminate these militias?

1. The government admitted that 300 martyrs and 1,500 wounded people had fallen, and it is the first official toll it announces, even though it was practicing a blackout on these numbers, although the outcome is now higher than these numbers.

2. The government admitted that there were outlawed groups that moved freely and were exposed to demonstrators and security forces, in reference to the militias.

3. The government admitted that these militias were targeting press institutions and trying to target the Central Bank of Iraq and burning stores, but it jumped on facts and history, so it tried to attach some of these charges to the demonstrators!

4. The government statement recognized the responsibility of Adel Abdul
Mahdi to block the Internet, which has major economic implications.

5. In its statement, the government recognized the occurrence of enforced absenteeism, describing it as "kidnappings and exposure to demonstrators", and attributed it to entities outside the law.

6. She first recognized the peace of the demonstrations, then the legitimacy of those demonstrations, which forced her to make a series of reforms!

7. She admitted that there are external interventions that want to deflect the demonstrations from their peacefulness, but she did not dare diagnose this interference, while observers monitored an Iranian role in trying to withdraw the demonstrations to the violent summit.

8. The government acknowledged to the international community the use of a specific category of national income in a rentier country by saying that “a law was passed to abolish the financial privileges of officials in the state.”

9. The government acknowledged to the international community that the demonstrations were an expression of a growing political maturity, stressing the need to review and reform laws.

10. The government’s statement admitted that the demonstrations toppled the Prime Minister and the Council of Ministers, which strengthens its legitimacy. Otherwise, what compels a government to resign in front of protests that it claimed were sabotaged by terrorist groups?
