Do we have a Translation of Shabibi Speech?

Does anybody have a verified translation or video of Shabibi's speech earlier this week where he said that government workers would be paid in RV dollars starting November 3rd? I've seen lots of claims of this happening, and a few that said they heard the speech on TV, but nobody has yet to provide the definitive translation.

There is no tanscript, because there was no speech.

YES IT WOULD BE GREAT TO HAVE A TRANSLATION TO OR A LINK OF THE SPEECH EVERYONE IS TALKING ABOUT. THIS ISNT BASHING, BUT WHEN YOU SAY THAT THE GOVERNOR HAS MADE HIS ANNOUNCEMENT, IT STOPS BEING "INTEL" AND BECOMES SOMETHING TANGIBLE. SO LETS SEE IT PLEASE!

Just listened to Dan's cc. He mentioned his sources in Iraq (who know arabic) said the speech by Shabibi was nothing more than a feel good speech by an Iraqi leader (Shabibi) reassuring the people that Iraq is doing fine. He didnt drop a rate, he didnt drop a date, and he didnt mention the RV.
