Sinjar, Iraq, 4 August 2019 – Special Representative of the United Nations Secretary-General for Iraq, Jeanine Hennis-Plasschaert, visited Sinjar on the fifth anniversary of the gross atrocities committed by Da’esh against Iraq’s Yazidi community. During the visit, she saluted the survivors’ bravery, highlighted the continuing plight of the Yazidis and reiterated her call for urgent action to ensure stable governance and security arrangements.
In visits with Yazidi spiritual, political and local leaders as well as in separate commemorations in Baghdad and in Dohuk over the last three days, the Special Representative stressed time and again that the United Nations will not forget. It is high time that the survivors, whose bravery we salute, be given the opportunity to return home and rebuild their lives in safety and dignity, she stated.
“Yesterday I visited Sinjar, once again – including Kocho. And yes, I continue to be shocked by the scars of horrific destruction still so visible”, the Special Representative said. “I had the opportunity to speak with several survivors. They feel left out, they feel alone, they feel abandoned, and understandably so. While they call Iraq home, they wonder whether the authorities - in Baghdad and Erbil - consider them to be Iraqis. Their suffering continues, in so many ways, and years after the liberation of Sinjar”.
In Kocho village, Ms. Hennis-Plasschaert met with local officials and heard from survivors, men and women who tearfully recounted their ordeal and sought help in locating their missing loved ones. Before walking across the village to pause and reflect at the site of a mass grave, she also toured an art exhibition presented by artists from other areas of Iraq in solidarity with their Yazidi countryfolk. Later, she travelled to the village of Solagh, where she delivered occupancy certificates of rebuilt homes to Yazidi families under a UN-Habitat project.
The destruction of houses in Sinjar as well as the lack of ownership registration and occupancy documents are among the major obstacles to voluntary, dignified and sustainable returns. In the past years, UN-Habitat has rehabilitated more than 1,200 houses and delivered more than 2,800 occupancy certificates.
The continued suffering in Sinjar, several years after its liberation, prompted Ms. Hennis-Plasschaert to again travel to the area in northwestern Iraq. She drove home her call for urgent action to resolve security and administrative issues, including the unhindered flow of humanitarian assistance to enable safe and dignified returns.
“In the spirit of openness and with the desire to improve the lives of all affected communities, I ask the following questions today: Why do we still not have stable governance and security structures in Sinjar, so many years after it was liberated? Why are rival security actors still present? Why is humanitarian action still being obstructed by lack of access? Why do we still not have a unified administration?”
On Sunday, August 4, the Special Representative concluded her visit by stating that she sincerely hopes that soon the collective commitment will be reaffirmed, to turn the page and offer all those affected a future they can believe in.

Five years ago today, on 3 August 2014, the Islamic State in Iraq and the Levant (ISIL) - also known as Da’esh - launched an attack on the Sinjar region in Iraq’s northern Nineveh Governorate. Sinjar was home to the majority of the world’s Yazidis, a distinct religious group whose beliefs and practice span thousands of years.
The Sinjar attack was part of a larger assault, beginning in June 2014, during which ISIL attempted to rend the vibrant tapestry of the many ethnic and religious communities living in the Nineveh plains, including Yazidis, Christians, Shi'as, Turkmen and Shabak. So too did ISIL target members of the Sunni community who stood in opposition to its corrupted ideology. The Yazidi community was subjected to unimaginable horrors, with reports quickly emerging of mass killings, rape, sexual enslavement, torture and the forced recruitment of children.
The United Nations Investigative Team to Promote Accountability for Crimes Committed by Da'esh / ISIL (UNITAD) is mandated by the United Nations Security Council to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide. Through our work to date with the Yazidi community, and with all groups impacted by the crimes of ISIL in Iraq, we have heard a common call: the individuals responsible for these atrocities must be brought to justice.
The Special Adviser and Head of UNITAD, Mr. Karim Asad Ahmad Khan, speaking on the fifth anniversary of the ISIL (Da'esh) attack on Sinjar, emphasised, "UNITAD embodies the commitment of the international community and the Government of Iraq to not only honor the victims of Da'esh crimes, but to take action to hold those responsible for the crimes they have wrought."
On this anniversary of ISIL's attack on the Yazidis of Sinjar, UNITAD reiterates its commitment to work with all communities in Iraq in order to deliver meaningful accountability for the mass atrocity crimes perpetrated by ISIL (Da'esh) in Iraq. It is essential that perpetrators of mass atrocity crimes are not permitted to escape punishment and crucial that survivors of such crimes have their expectations for justice met.

Pillars of security, stability, cohesion and harmony among the people.
Vice-President of the Council, and in the same context and after the decision of the Federal Court on Article 140, stressed the need to accelerate the implementation of this constitutional article and give way to the people of Sinjar to determine their fate and work to find a suitable and appropriate land to resolve these problems as soon as possible.

Sinjar, Iraq, 3 August 2019 - The United Nations Human Settlements Programme (UN-Habitat) handed over more than 200 occupancy certificates to Yazidi returnees to Sinjar, a move aimed at facilitating the return of the displaced community.
The Yazidi population in Sinjar has suffered decades-long systematic discrimination, limiting access to their land and houses, making them vulnerable to forced evictions, relocations and land disputes. These factors have made it challenging for returnees to access official documents to prove their ownership and occupancy rights when reintegrating in their communities or when applying for compensation for damaged properties.
At a ceremony at the village of Solagh, the Special Representative of the United Nations Secretary-General for Iraq, Ms. Jeanine Hennis-Plasschaert, delivered occupancy certificates to a number of beneficiaries and a Yazidi community representative (Mukhtar).
“The handover of occupancy certificates is a very concrete way to contribute to a better and dignified return of many people,” Ms. Hennis-Plasschaert said at the ceremony.
“We all know how important housing, land and property rights are, in particular for minorities, and it’s about time to document that what is yours is yours; that you own it,” she said, adding that the United Nations family will continue to support the Yazidis and other communities.
Mr. Muslim Qazimi, UN-Habitat Programme Manager, highlighted that more than 2,800 certificates have been issued and distributed to Yazidi beneficiaries since 2016, and an additional 5,000 certificates will be delivered by September 2020. The project covers different communities, but it is the Yazidi community whose property rights are most often challenged. UN-Habitat is working with the Prime Minister’s Office, Ministry of Justice and concerned local authorities to issue a legal decree to formalize the occupancy certificates issued by UN-Habitat as full land ownership titles approved by the Federal Government of Iraq.
Combined with rehabilitation of war-damaged houses and basic infrastructure, issuance and delivery of occupancy certificates is a major step forward for reconstruction and reconciliation in Iraq.
