The Minister of the Kurdistan Region for Federal Government Affairs, Khaled Shawani, revealed, on Thursday, that the dues owed by the region have reached 27 billion dollars, stressing that the regional government wants to reach a strategic agreement with Baghdad.

"The regional government wants to reach a strategic agreement to end all outstanding problems," Shwani said, stressing that "the number of employees in the region is accurate because there is a biometric fingerprint system for each employee that sends its data to Baghdad monthly."

And that "the receivables owed by the region from debts, borrowings and salaries for employees are estimated at 27 billion dollars," noting that "the region's employees suffer from major problems due to not receiving their salaries every month."

Regarding the border crossings, Shwani explained, "The constitution stipulates the administration of customs and border crossings jointly between the federal government and the region," stressing that "there is no problem in the region in managing customs and ports jointly and linking them electronically with the center."

After a round of talks between the federal government and the Kurdistan Regional Government, the latter revealed the Iraqi government's request from the region to reduce its oil production, as well as the dues that the region owed to the center.

The Minister of the Kurdistan Region for Federal Government Affairs, Khaled Shawani, said in a televised statement that "an agreement was reached on the budget, as the regional government committed to handing over the center revenues of 250 thousand barrels per day."

"The reason for not delivering revenues during the current year is due to the lack of a federal budget for the year 2020," Shawani explained.

He added, "The Kurdistan region’s oil production was 480,000 barrels per day, but after the OPEC agreement it was reduced to 410,000 barrels per day."

Iraqi Oil Minister Ihsan Abdul-Jabbar said last week that the Kurdistan region is still exporting oil without consulting the federal government.

He pointed out that "there is an international company contracted with the Kurdistan Regional Government that audits everything related to oil from production, sale and revenues, after which the regional government delivers all the audit data to the federal government," noting that "the local consumption in the region is estimated at 30 thousand barrels per day." “.

He continued: "The federal government asked the region to reduce 120 thousand barrels per day, according to OPEC, but the region is not able to do so due to the presence of financial obligations."

The Organization of the Petroleum Exporting Countries and its allies, in what is known as the OPEC + group, are reducing production by 7.7 million barrels per day to support prices in light of the Corona virus crisis that strikes demand.

Shwani pointed out that "the receivables owed by the region of debts, borrowings and salaries for employees are estimated at 27 billion dollars," indicating that "the monthly disbursements of the region as salaries of employees and retirees and social care amounting to 755 million dollars."

On Wednesday, Prime Minister Mustafa Al-Kazemi discussed with Vice President of the Kurdistan Regional Government, Qubad Talabani, strengthening cooperation between state institutions.

While two delegations from the federal government and the Kurdistan Regional Government, headed by Minister of Finance Ali Allawi and Talabani, discussed the general federal budget, oil production, employee salaries, and others.

This morning, the President of the Kurdistan Regional Government, Masrour Barzani, received Al-Kazemi and his accompanying delegation at Erbil International Airport.

The provincial government stated in a statement seen by Al-Iktissad Wal-A-Thaba that “the Federal Prime Minister arrived in Erbil accompanied by a high-ranking delegation consisting of Foreign Ministers Fuad Hussein, Oil Ihsan Abdul-Jabbar, Defense Jumah Inad, Communications Arkan Shihab Ahmed, Immigration and Displaced Persons Evan Faiq Jabro And the Secretary General of the Council of Ministers, Hamid Al-Ghazi.

This is the first visit that Al-Kazemi makes to the Kurdistan region since he took office officially after a series of visits by the regional government delegations to Baghdad.

The Prime Minister, Mustafa Al-Kazemi, on Thursday, during his visit to Erbil, met the President of the Kurdistan Regional Government, Masrour Barzani, in the presence of a number of officials in the regional government.

On Friday evening, the office of the President of the Republic issued a statement detailing the course of the meeting that brought President Barham Salih together with Prime Minister Al-Kazemi and his accompanying delegation in the city of Sulaymaniyah, pointing out that there is a "historic opportunity" to solve the outstanding issues between the center and the region, overcoming the mistakes of the past and moving towards a prosperous future. 

 

A presidential statement, a copy of which was received by People (September 11, 2020), quoted the President of the Republic, Barham Salih, as telling Prime Minister Mustafa Al-Kazemi during a tour of Mirjban district in Sulaymaniyah, that "there is a historic opportunity to solve the outstanding problems between the center and the region and for all Iraqis, while Al-Kazemi thanked the President of the Republic, appreciating his important role in overcoming obstacles in terms of employee salaries and the outstanding issues between the center and the region.

  

The following is the speech of the President of the Republic, Dr. Barham Salih:  



“I have the honor to receive my brother and friend, His Excellency President Mustafa Al-Kazemi in Kurdistan, here in Mirjban, and I remember with him what Al-Jawahiri said in Kurdistan:

  

My heart to Kurdistan is guided and mouthful  

And it may be good for the executed youngest

Mustafa Habibi and my friend, the State of the President, you come to Kurdistan and you are from Kurdistan among your family and you know that these mountains have always been a haven for the free people of Iraq, and today we have a historic opportunity to solve the outstanding problems between the region and the federal government, and I brand you all the best to resolve these problems and in a way that serves the Iraqis from Basra to Baghdad to Najaf, Anbar and Mosul, and to Kurdistan, in Erbil and Sulaymaniyah. " 

 

"These problems have accumulated over the years and we have a real opportunity to solve them, and I have no doubt that you are working with your team and with the support of good people to solve these problems in a way that secures a free and decent life for all citizens and employees in Kurdistan and the South and in a way that guarantees rights and justice for all. Welcome back to Kurdistan." 



 

Prime Minister Mustafa Al-Kazemi responded to President Saleh's welcome by saying:  



"Mr. President, I thank you, and I agree with you in all that I have said, and I appreciate the size of the challenges and the size of the history of this region, which was a safe haven for me personally and for the group of friends." 

 

"We will not forget this for Kurdistan, and we will not forget that our suffering is one suffering, just as our suffering was in the seventies, when our Kurdish people were in the hospitality and generosity of our people from southern Iraq, and the Kurds hosted our people from the south and the rest of Iraq in the nineties." 

 

"We need to learn from this historical relationship. We are going through difficult circumstances and we must evaluate the experience. We must admit that after 2003 we failed to establish good governance in Iraq, and now we must look for an opportunity to transform this failure into a success story with your existence, my existence, and the existence of all good people." God willing, we will succeed in establishing a future for the children of Iraq. " 

 

"I thank you, Mr. President, for your efforts in overcoming obstacles facing the federal government in terms of salaries and some dues in the Kurdistan region. You had an important role and our partners in the region and Baghdad. Thank you very much, Mr. President."  



To that, the President of the Republic stressed, in an expanded meeting with Al-Kazemi and the ministerial delegation, and in the presence of the Governor of Sulaymaniyah, Haval Abu Bakr, and the leaders of the Patriotic Union of Kurdistan, the Movement for Change and the Kurdistan Islamic Union, the need to find solutions to the financial issues pending between the center and the region in accordance with the constitution, and in a manner that guarantees the salaries of Iraqi citizens, including citizens The territory, and the importance of securing farmers' dues and meeting their legal rights.

  

The President pointed out that, through his continuous follow-up and support for the course of the discussions between the center and the region, he stressed the urgent need for a legal and fair settlement in accordance with a basic principle based on ensuring that the federal budget funds and the region’s resources reach their beneficiaries, and ensuring a decent free life for citizens.

  

Barham Salih praised Al-Kazemi's visit to the region, expressing his hope that this visit, which comes at a pivotal stage, will be a serious opportunity to resolve existing disputes in accordance with the constitution and in a manner that guarantees everyone's rights. 

 

The President of the Republic indicated during the meeting that the continuing differences between the center and the region reflected negatively on the aspirations of citizens to ensure stable economic conditions, stressing that ending the pending files would enhance the overall situation in the country and push towards development and progress plans. 

 

During the meeting, the importance of strengthening security coordination and intensifying military efforts to confront security challenges, confront terrorism that is lurking in the country, and work to enhance security and stability was emphasized. 

 

The President of the Republic also discussed with Al-Kazemi the overall political, security and economic developments in Iraq and the region, most notably the support for all efforts to provide the requirements for holding elections in a manner that ensures their integrity and restores confidence in the electoral process, developments in the health situation and preventive and remedial measures to confront the Corona pandemic.

Shafaq News / The Iraqi Prime Minister, Mustafa Al-Kazimi, left the city of Sulaymaniyah on Friday evening, returning to Baghdad at the end of a two-day visit to the Kurdistan Region.



Al-Kazemi began his visit Thursday by meeting the Kurdish leader Massoud Barzani in Erbil, then he met with the regional government president, Masrour Barzani.



Then Al-Kazemi left for Dohuk governorate, and conducted an inspection tour of the Ibrahim Al-Khalil border crossing with Turkey, as well as a camp for displaced Yazidis fleeing from Sinjar.



Al-Kazemi also visited a military site for the former Iraqi regime in Dohuk Governorate, which witnessed part of the notorious Anfal campaigns, which are genocidal campaigns that left at least 180,000 people dead in the 1980s.



Then his second day of the visit began with a meeting with the President of the Kurdistan Region, Nechirvan Barzani, then he went to Sulaymaniyah and inspected the Bashamakh crossing before visiting Halabja.
This was Al-Kazemi's first visit to the Kurdistan Region since he assumed office as prime minister last May.
The visit comes while Baghdad and Erbil have been holding intensive talks for months to resolve the outstanding differences between them for many years.



The President of the Kurdistan Region, Nechirvan Barzani, said that his meeting with Al-Kazemi in Erbil is a continuation of positive discussions to resolve the outstanding differences.
Al-Kazemi also indicated in a statement during the visit that he had touched a positive atmosphere in Erbil, and that the two parties would reach "integration soon," referring to turning the page on differences.



For years, there have been controversial files pending between the federal government and the Kurdistan region, most notably the management of oil wealth and the division of its revenues, and the disputed areas between the two sides.
The Iraqi government decided last month to send an amount of 320 billion dinars (about 268 million dollars) per month to Erbil to be spent as salaries for employees, until a final agreement is reached.



Last April, the previous government headed by Adel Abdul Mahdi decided to cut the salaries of state employees in Kurdistan, after it accused the region of not adhering to an agreement to deliver 250,000 barrels of oil per day to the Baghdad-owned SOMO, which was denied by Erbil.
