The Minister of Planning, Dr. Nouri Sabah al-Dulaimi, said that the formation of this cell came under the direction of the Minister of Planning Dr. Nuri Sabah al-Dulaimi, in the framework of the minister's efforts and the ministry's directives to facilitate the procedures and shorten the time to complete the annual plans in advance to enable local governments to implement their plans according to The ministry has already approved the ongoing project plans for all governorates earlier this year, which has contributed to the resumption of work in many of these projects.

He pointed out that some of the said provinces have approved their plans, especially the schools and sent to the Ministry of Finance, to release the exchange, and some of them under scrutiny and others have been a number of observations on it, and the provinces concerned with those notes and return the plan to the Ministry as soon as possible, Diyala, Nineveh, Karbala, Maysan and Diwaniyah, to speed up the completion of their plans for new projects and send them to the Ministry of Planning for approval.

He stressed that the ministry's procedures are quick and easy and far from complicated, and that the doors are open to all governorates over time. He pointed out that the financial allocations for the new projects will be launched within the next few days after completing the approval procedures for the annual plans. He praised the good cooperation shown by the provincial councils and governors with the Ministry of Planning and its response to any comments on the projects.
