French Justice Minister Nicole Pelopie said on Thursday she had discussed with European countries the "hypothesis" of setting up an international tribunal in Iraq to try foreign jihadists in the Islamic state.

In a statement to Radio Monte Carlo, she said that "this hypothesis was put forward at the European level with a number of my colleagues, ministers of the Interior and Justice," explaining that "these discussions take place within the framework of (Vendome), which includes especially the ministers of justice German, Spanish and Italian "He said.

Eleven French nationals arrested in Syria and tried in Iraq for belonging to an advocacy organization were sentenced to death, sparking sharp criticism in France, particularly by lawyers specializing in criminal cases.

The Justice Minister stressed that this court is only a "working hypothesis". She added that this "international tribunal" will be established "in place, not in Syria most likely, perhaps in Iraq," noting that it can work with the participation of "European, French and Iraqi judges."

But she said a number of "difficulties", adding: "Obtain the consent of the Iraqi state, and put conditions, especially the requirement of the death penalty to be banned." "The establishment of this type of court always takes a little time," she said.

"We have repeatedly told the Iraqi state that the death penalty can not be applied," Beloube said. "There are ongoing discussions, we are vigilant not to carry out the death penalty for those we bear responsibility for."
