Reports indicate that Iran, the US and Iranian proxies are all preparing for a conflict in Iraq after a year of rising tensions, rocket attacks and airstrikes.

The US-led Coalition has been repositioning forces in the last weeks, handing over several key posts, and the training of Iraqi forces is temporarily wrapping up. Several European powers that contributed to the Coalition seem to be bringing forces home due to the pandemic.


What is left in Iraq amid the tensions look like two boxers in the ring waiting to see what happens next.

The New York Times reported over the weekend that the Pentagon had drawn up “secret plans to escalate combat in Iraq against Iranian-backed militia.”

But the plan is no longer “secret” and it turns out that commanders may have opposed the concept. Some want a showdown with Iran.

Since last May tensions grew between the US and Iran in the Middle East. US Secretary of State Mike Pompeo had warned at the time about Iranian plans against the US in Iraq.

Iran’s role in Iraq is complex and multi-layered, but it mainly consists of Iranian-backed militias called the Popular Mobilization Units. These units are part of the security forces and are called the Hashd al-Shaabi.




They also have political parties, such as the Fatah Alliance and often have their own theological underpinning with figures like Asaib Ahl al-Haq’s Qais Khazali leading them. They are usually rooted in the Islamic  Revolutionary Guard Corps, where  their leaders, like Hadi al-Amiri of the Badr Organization, served in the 1980s  alongside Iran.

The US assassinated Abu Mahdi al-Muhandis, deputy of the PMU and head of Kataib Hezbollah in January. He was involved in rocket attacks throughout 2019 against US forces on bases in Iraq. US State Department assistant secretary for Near Eastern Affairs David Schenker warned Iran against these proxy attacks in December.

He made similar warnings in February. Iran’s proxies killed a US contractor in December near Kirkuk, and the US responded with airstrikes at  five locations in Syria and Iraq. On March 11, three members of the Coalition, two of them American, were killed by another rocket attack on Taji base. The US struck  five more locations, mostly warehouses linked to the PMU, in Iraq in retaliation.

It is important to remember the US also killed IRGC Quds force commander Qasem Soleimani in early January, leading to an Iranian ballistic missile attack on two bases where US forces are located in Iraq.

Add to this picture the Iranian attacks on ships in May and June in the Gulf of Oman, the September attack on Saudi Arabia, and Iran’s other attacks on Saudi Arabia using proxies, and the wider picture is of a growing conflict.

But Iran is also facing a pandemic and has less resources now to confront both the US and the coronavirus. US Senator Jim Inhofe visited White in February and came away from the meeting assured that the strike on Soleimani was the right call and Iran’s activities were seriously  disrupted.” We know this because Iran asked Hezbollah to send Mohammad al-Kawrharani to Iraq to help unify the PMU after Soleimani and Muhandis were hit. Other PMU leaders went to Qom in January and Iran sent Lai Shamkhani of its Supreme National Security Council  to Iraq on March 9.

It is in this context that the US apparently pushed plans to attack Kataib Hezbollah, either in retaliation or pre-emptively. Critics say these plans were pushed by Pompeo and the National Security Council. Was the planned campaign merely defensive? Kataib Hezbollah has been putting up videos claiming it will target the US with snipers and RPGs as it did in the early 2000s.

The US was already moving forces in Iraq, consolidating areas it works in and withdrawing from exposed posts at Qaim and Q-West. Officially this was due to the pandemic, but it may have been to reduce the potential targets available to Kataib Hezbollah in case of escalation. There is reticence in the US for deploying more troops to Iraq and the current numbers are thought to be around 5,000 or so. That isn’t enough for a major campaign against the PMU, who number some 100,000. Combined with airpower it s surely more than enough to destroy Kataib Hezbollah, at least temporarily.

We know, according to the Times report, that US Defense Secretary Mark Esper authorized the planning for a “new campaign inside Iraq.” It was to provide options for US President Donald Trump “in the event that Iranian-backed militia groups escalate,” the report notes. This appears profoundly defensive or deterrence oriented. Questions about the plan allegedly came from Lt. Gen. Robert “Pat” White.

This makes sense because White had just commended the Coalition for the one-year anniversary of the defeat of ISIS in Baghouz on March 23. The US wants ISIS to remain defeated. The problem for the US-led Coalition has always been that its mandate is to fight ISIS. However those in Washington have pushed for mission creep in both Iraq and Syria in the wake of the defeat of ISIS in Mosul and Raqqa in 2017. Some proposed using the US presence in Syria as a counterbalance to Iran’s role and to block Iran’s “road to the sea” via Syria. Others felt that Iraq could be used to “watch Iran,” as Trump said in 2018.

US commanders are clear to say to the Iraqis that their mission in Iraq didn’t change. They are in Iraq to fight ISIS at the invitation of Baghdad. But statements from Washington and airstrikes on Kataib Hezbollah are being used by Amiri and Muqtada al-Sadr, leading of the largest political party in Iraq, to push for the US to leave. The militias have supported removing the US for years. Khazali, and Harakat Hezbollah al-Nujaba’s Akram al-Kaabi all have put out statements urging Iraq to evict the Americans. This is why the spokesman for the US-led Coalition Col. Myles Caggins stressed on March 26 that the US is in Iraq at the invitation of the Government of Iraq to defeat ISIS, “this is our only purpose. Period. We’re transferring bases,” he noted. Also hundreds of troops were temporarily departing.

The report appears to show that there are different messages and power plays at work. It is entirely normal the US would plan for defensive retaliation in case Iranian-backed proxies escalate. Whether that planning means going beyond the normal airstrikes into a more wide-ranging campaign appears to be a question. The Iranian “axis of resistance,” says it is preparing to fight the Americans if they do anything. This includes the IRGC, the PMU, Hezbollah and other Iranian-backed groups. “The coronavirus will not drop the alert,” Elijah Magnier, a journalist knowledgeable of  these issues, notes, “no US base will be exempted from the response.” Elijah Magnier also tweeted on March 27 that Iran had informed the Swiss embassy in Tehran, which can pass the message to the US, that “any US military aggression against Iran will be met with a highly destructive response.”

Iran’s proxies are also smart enough not to give the US an excuse. After the US airstrikes on March 13 in retaliation for the Taji attack, a new group called Osbat al-Thaereen appeared on March 16. It claimed responsibility for an attack on Taji. This is the usual model of groups that want to give Iran plausible deniability behind attacks. It is the same method Hezbollah uses in Lebanon, maintaining its own militia and a party in parliament. In Iraq the PMU has a problem because it is more like the IRGC, a state institution. So it needs a new group that can be a stand-in for Kataib Hezbollah.

In order to confuse the Americans a new trend has emerged in Iraq. Not only was a new group established to take the heat from Kataib Hezbollah and the PMU, sources began to accuse the US of preparing a military coup. This comes in the context of Iraq’s president choosing a new Prime Minister designate named Adnan al-Zurufi. On cue Mehr News in Iran says the US is moving toward a coup on March 27. Kataib Hezbollah then published photos of preparing to fight the Americans, claiming suspicious US activity. Anti-US voices in Iraq have rejected Zurufi, arguing that he worked closely with the US in the early 2000s. An Iraqi analyst Majid Jasim says the US is consolidating its positions, sending Patriot missiles to defend them from rocket attacks and not planning a coup. Yet the US is also evacuating non-essential staff from Iraq, a process in place since may 2019. The State Department seems to have ordered home even more personnel on March 26. Rockets had just hit near an “operations center that coordinates Iraqi security forces,” in the Green Zone in Baghdad, Stars and Stripes reported. And the US gave Iraq only 30 days to stop gas imports from Iran.


Everyone is ready now in Iraq. Kataib Hezbollah has conducted a drill to fight the Americans. They trained to fight the US in rural areas, cities and to stop a US air assault. Several brigades of the PMU participated in the drill. The absence of people on the streets due to the coronavirus curfews adds to the equations of any escalation. Iranian-backed proxies can’t disguise their movements as easily if there is a curfew. Iran has allegedly trafficked ballistic missiles to Iraq in 2018 and 2019, for instance.

The proxies disguise rocket launchers in trucks and vans or hide them in buildings. The US consolidation makes Americans harder targets. But the larger calculation is in Tehran and Washington. Some in the Pentagon, and the US public, are wary of a new round of escalation in Iraq. Iran likely also must weigh escalation against merely doing nothing and letting the US slowly withdraw. Those are the calculations today that link  rising tensions in Iraq to larger regional and global issues.

TEHRAN, Mar. 27 (MNA) – US President Donald Trump is making dangerous moves in Iraq while the world is fighting against coronavirus outbreak.




The US is making dangerous moves in Iraq in the wake of the COVID-19 outbreak, as the Iraqi Kata'ib Hezbollah unveiled Washington’s dangerous plot in the country. The group threatened to target any Iraqi security apparatus involved in Washington’s conspiracy in Iraq.

Kata'ib Hezbollah released a statement noting that while the Iraqi nation and government are fighting against the spread of coronavirus, the US and its mercenaries are making suspicious moves to take advantage of the situation and achieve their goals.

The statement also says that US psychological media campaigns have intensified in recent days which indicates a US plot to conduct military aggression against some Iraqi security apparatus, Hashd al-Sha’abi, and Islamic Resistance. A number of Iraqi security and military organizations are also involved in this plot. This move will jeopardize Iraq's basic infrastructure and domestic peace.

According to this statement, this conspiracy has dangerous consequences amid the COVID-19 spread in Iraq and will lead to a humanitarian crisis. Kata'ib Hezbollah also announced that it will respond strongly to any foolish act from the US by destroying its military, security and economic facilities.

Kata'ib Hezbollah also warned any Iraqi side that their crime and betrayal will not be forgiven in case of participating in this conspiracy.

A member of the Iraqi Parliament Mohammad Albeldawi referred to this issue and maintained that based on evidence, the US seeks to orchestrate a coup in Iraq by activating ISIS in the Iraqi Governorates of Nineveh, Saladin, and Diyala.

According to the Iraqi MP, what is currently being reported in the media affiliated with the Arab States of the Persian Gulf is a beginning for the US Plot. Moreover, US efforts to pressure the Iraqi government to release ISIS prisoners with the excuse of coronavirus outbreak is considered another proof.

Meanwhile, a Kuwaiti newspaper quoted an informed source on Sunday saying that the US is planning a military coup in Iraq to seize power and it has informed its allies in Baghdad.

Alquds Alarabi Newspaper also quoted a special source and noted, “The upcoming attacks against US troops prompted them to withdraw from some of their bases and focus on special ones. These forces have not fully withdrawn and have left some military advisors behind.”

“There is no evidence that US troops are leaving Iraq because heavy equipment and weapons are brought daily into the country and we notice the presence of Special Forces. The US seeks to protect its forces by deploying the Patriot Missile Defense System. Currently, their focus is on Iraq and they intend to increase their troops in western Iraq, Kurdistan Region, and Baghdad.” The source added.

It is clear that Iraq will have a difficult time in the coming weeks and months, especially as the political situation is not stable in the country and Adnan al-Zurufi is facing numerous challenges to form his cabinet.

WASHINGTON — The Pentagon has ordered military commanders to plan for an escalation of American combat in Iraq, issuing a directive last week to prepare a campaign to destroy an Iranian-backed militia group that has threatened more attacks against American troops.
But the United States’ top commander in Iraq has warned that such a campaign could be bloody and counterproductive and risks war with Iran.


 In a blunt memo last week, the commander, Lt. Gen. Robert P. White, wrote that a new military campaign would also require thousands more American troops be sent to Iraq and divert resources from what has been the primary American military mission there: training Iraqi troops to combat the Islamic State.

The Pentagon directive and General White’s response — both classified internal military communications — were described by several American officials with direct knowledge of their contents. The exchange comes amid a simmering fight inside the Trump administration over policy toward Iran and the course of America’s war in Iraq, which began just over 17 years ago.

CORONAVIRUS CRISIS

As Iran reels over the coronavirus, top Trump administration aides are clashing over how to confront Iran and its Shiite military proxies in Iraq.


Some top officials, including Secretary of State Mike Pompeo and Robert C. O’Brien, the national security adviser, have been pushing for aggressive new action against Iran and its proxy forces — and see an opportunity to try to destroy Iranian-backed militia groups in Iraq as leaders in Iran are distracted by the pandemic crisis in their country.



Military leaders, including Defense Secretary Mark T. Esper and Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff, have been wary of a sharp military escalation, warning it could further destabilize the Middle East at a time when President Trump has said he hopes to reduce the number of American troops in the region.



Still, American officials said Mr. Esper authorized planning for a new campaign inside Iraq — even as the military reduces its counterterrorism presence there — to provide options for Mr. Trump in the event that Iranian-backed militia groups escalate their own attacks against American troops, said two senior administration officials.

During an Oval Office meeting on March 19, Mr. Trump did not make a decision about whether he might authorize the new campaign in Iraq, but allowed the planning to continue, according to American officials.

A spokesman for the National Security Council declined to comment. Cmdr. Sean Robertson, a Pentagon spokesman, said in a statement: “Operation Inherent Resolve is in Iraq at the invitation of the Iraqi government and remains focused on partnering with Iraqi security forces for the shared goal of permanently defeating ISIS remnants. We are not going to discuss hypotheticals or internal deliberations.”

The debate is happening as top Pentagon officials and senior commanders worldwide are also expressing growing concerns about coronavirus cases expanding rapidly in the ranks, potentially threatening the military’s ability to field combat-ready troops.

Several American officials said they were struck by the blunt tone of General White’s memorandum — sent on March 16, the day after he received the Pentagon directive to start the planning — which they said emphasized the costs and risks against an effort to try to destroy the militia group, known as Kataib Hezbollah.

The memo also pointed out that such a campaign might run afoul of the current agreement with the Iraqi government that allows American troops to operate in the country.

Beyond that, it would most likely put the Iraqi leadership and especially its military in the position of having to choose between its American allies — whose leaders are far away — and the Iranians, whom many senior Iraqis do not like but believe they have to live with because they are neighbors.

“Iraq cannot be a victim of the Iranian-U.S. conflict, because that would end up going in favor of Iran,” said Karim al-Nuri, a senior figure in the Badr Organization, an Iranian-backed militia, meaning that it would force Iraq closer to Iran.

Iran has long used Shiite militia groups in Iraq as proxy forces both to battle American and Iraqi troops and to exert political influence inside the government. Like Lebanese Hezbollah, Kataib Hezbollah has both military components and political operations, and links to Iraq politicians, businesses, charities and a web of other networks, several regional specialists said.

“It’s like a shadow state,” said Michael Knights, an analyst at the Washington Institute for Near East Policy, who has studied the group for more than a decade.

As a result, carrying out any large-scale plan to destroy Kataib Hezbollah poses huge political and security risks for the Trump administration, and practical challenges for the military.

It would also strain already frayed relations with Iraq's weak central government. In January, members of Iraq’s Parliament called for the ouster of all U.S. troops in the country after the American drone strike at Baghdad’s international airport that killed Maj. Gen. Qassim Suleimani, a top Iranian commander, as well as Abu Mahdi al-Muhandis, the de facto leader of Iraq’s militia groups.

Several top American officials, including Mr. Pompeo and General Milley, have urged the Iraqi security forces to crack down on rogue Shiite militia groups that are attacking American troops, or else the United States will be forced to retaliate.

The Pentagon directive ordered planners at the military’s Central Command and in Iraq to draw up a strategy to dismantle the militia group’s operations, according to several American officials who saw the order or were briefed on it. The directive said that Iranian paramilitary forces — members of the Islamic Revolutionary Guards Corps — could be legitimate targets if they are located with the Kataib Hezbollah fighters.

Kataib Hezbollah rocket attacks killed two American troops and one British soldier at a military base this month — prompting a reprisal strike by American warplanes one day later.

Even so, American officials said there was no firm evidence that Iran ordered the attack by the militia group. But Mr. Pompeo and other senior officials in recent weeks have argued for aggressive military action not only against Kataib Hezbollah but also against Iranian military forces.

During a White House meeting on March 12, Mr. Esper and General Milley argued for a more limited response to the rocket attacks — a view that prevailed on Mr. Trump, who ordered nighttime raids on five suspected weapons depots in Iraq used by Kataib Hezbollah.

Several American officials said there was an increased urgency in planning attack options against Kataib Hezbollah as the group, perhaps along with other Shiite militias, has threatened to ramp up strikes against U.S. troops stationed on Iraqi bases after the celebrations for Nowruz, the Iranian New Year, end soon. American military intelligence agencies have detected signs that big attacks could be in the works, according to a senior U.S. military official who has been briefed on some of the contingency planning in Iraq.

Kataib Hezbollah, in a statement on Wednesday, warned its fighters to prepare for possible attacks from the United States, and threatened to retaliate against Americans and any Iraqis who help them. “We will respond with full force to all their military, security, and economic facilities,” said the statement, according to SITE, a private company that monitors jihadists’ websites and postings.

The immediate targets of a Pentagon campaign against Kataib Hezbollah most likely would be the group’s leadership, bases and weapons depots, Mr. Knights said. In addition to a vast array of rockets, the group is believed to have access to a hidden arsenal of short-range ballistic missiles funneled into Iraq by Iran over the past several months, according to American intelligence and military officials.


An extended campaign could hit militia targets across a wide swath of Iraq and Syria, and possibly other Shiite militias in Iraq that are loosely aligned with Kataib Hezbollah. “You can’t just hit rank-and-file fighters, you’d have to hit leadership, most of whom have probably dispersed,” Mr. Knights said.

At the same time, American officials said the risks laid out in General White’s memo are genuine, and some military planners believe it would be foolish for the Trump administration to escalate military operations inside Iraq anytime soon.

More than 5,000 American troops are currently stationed in Iraq, most of them part of the mission to train and advise Iraqi security forces in the mission against the Islamic State. Pentagon officials had been seeking to reduce that presence to about 2,500 troops in the coming months.



Any campaign against Kataib Hezbollah is likely to draw from the roughly 70,000 American military personnel currently deployed around the Middle East, including in Saudi Arabia and other Persian Gulf nations. More than 14,000 of those troops have moved into the region since last May amid rising tensions with Iran.

The Pentagon has also sent Patriot air and missile defense batteries, B-52 bombers, a carrier strike group, armed Reaper drones and other engineering and support personnel.

Commanders are still rushing more Patriot antimissile batteries and other weaponry into Iraq, but are still a week or two away from having the additional defensive systems in place there, a senior U.S. military official said.

In recent weeks, as the threat from militia attacks and exposure to the coronavirus has increased, the United States and its European allies have been turning over smaller coalition bases to their Iraqi counterparts, and either moving to a handful of larger Iraqi bases or leaving the country altogether.



Speaking to reporters the day after the United States hit the five Khatib Hezbollah weapons depots this month, Gen. Kenneth F. McKenzie Jr., the head of Central Command, said that the threat from Iran and its proxies remained “very high” and added that tensions “have actually not gone down” since the United States killed General Suleimani.

While American officials say they have no clear evidence that Iran specifically directed the deadly attack on Camp Taji on March 11, they say that Kataib Hezbollah and the Iranian Quds Force coordinate closely.

General McKenzie said the United States was poised to strike additional militia weapons storage sites and other targets should attacks against American forces continue. He blamed Kataib Hezbollah for about a dozen rocket attacks against American troops based in Iraq in the past six months.



Mr. Esper suggested on Wednesday that the United States could respond further to the militia’s rocket attacks, but offered no details.



“You don’t get to kill or wound Americans and get away with it,” Mr. Esper said in an interview with NPR. “We will respond at the time, place and manner of our choosing. We will hold them accountable.”

US Treasury Designates Vast Network of IRGC-QF Officials and Front Companies in Iraq, Iran


The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) has designated 20 Iran- and Iraq-based front companies, senior officials, and business associates that provide support to or act for or on behalf of the Islamic Revolutionary Guards Corps-Qods Force (IRGC-QF) in addition to transferring lethal aid to Iranian-backed terrorist militias in Iraq such as Kata'ib Hizballah (KH) and Asa'ib Ahl al-Haq (AAH).

Among other malign activities, these entities and individuals perpetrated or supported: smuggling through the Iraqi port of Umm Qasr; money laundering through Iraqi front companies; selling Iranian oil to the Syrian regime; smuggling weapons to Iraq and Yemen; promoting propaganda efforts in Iraq on behalf of the IRGC-QF and its terrorist militias; intimidating Iraqi politicians; and using funds and public donations made to an ostensibly religious institution to supplement IRGC-QF budgets. The terrorist militias supported by the Iranian regime such as KH and AAH have continued to engage in attacks on U.S. and Coalition forces in Iraq.

"Iran employs a web of front companies to fund terrorist groups across the region, siphoning resources away from the Iranian people and prioritizing terrorist proxies over the basic needs of its people," said Treasury Secretary Steven T. Mnuchin. "The United States maintains broad exceptions and authorizations for humanitarian aid including agriculture commodities, food, medicine, and medical devices to help the people of Iran combat the coronavirus."

Today's designations were taken pursuant to Executive Order (E.O.) 13224, as amended, which targets terrorists and those providing support to or acting for or on behalf of designated terrorists or supporting acts of terrorism.

RECONSTRUCTION ORGANIZATION OF THE HOLY SHRINES IN IRAQ

The Reconstruction Organization of the Holy Shrines in Iraq (ROHSI) is an IRGC-QF-controlled organization based in Iran and Iraq whose leadership was appointed by the late IRGC-QF Commander Qassem Soleimani. Though ostensibly a religious institution, ROHSI has transferred millions of dollars to the Iraq-based Bahjat al Kawthar Company for Construction and Trading Ltd, also known as Kosar Company, another Iraq-based entity under the IRGC-QF's control. Kosar Company has served as a base for Iranian intelligence activities in Iraq, including the shipment of weapons and ammunition to Iranian-backed terrorist militia groups.

Additionally, Kosar Company has received millions of dollars in transfers from the Central Bank of Iran, which was designated pursuant to E.O. 13224 in September 2019 for its financial support of the IRGC-QF and Lebanese Hizballah. Both the IRGC-QF and Hizballah have been designated by the U.S. Department of State as Foreign Terrorist Organizations under section 219 of the Immigration and Nationality Act.

In addition, IRGC-QF officials have used ROHSI's funds to supplement IRGC-QF budgets, likely embezzling public donations intended for the construction and maintenance of Shiite shrines in Iraq.

ROHSI and Kosar Company are being designated pursuant to E.O. 13224 for being owned, controlled, or directed by, directly or indirectly, the IRGC-QF.

OFAC is also designating Mohammad Jalal Maab, the current head of ROHSI, who was personally appointed to the position by former IRGC-QF Commander Soleimani. Jalal Maab succeeded Hassan Pelarak, an IRGC-QF officer and co-owner of Kosar Company, who was selected by Soleimani to serve as his special assistant on an IRGC-QF-led committee focused on sanctions evasions activity. Pelarak also worked with IRGC-QF officials to transfer missiles, explosives, and small arms to Yemen, intensifying the Yemeni conflict and exacerbating one of the world's worst humanitarian catastrophes.

Mohammad Jalal Maab is being designated pursuant to E.O. 13224 for being a leader or official of ROHSI. Hassan Pelarak is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF.

Alireza Fadakar, another co-owner of Kosar Company, has worked in Iraq on behalf of the IRGC-QF for several years and is an IRGC-QF commander in Najaf, Iraq. Muhammad al-Ghorayfi is an IRGC-QF affiliate and employee of Kosar Company who provides administrative support to Fadakar and has facilitated the travel of IRGC-QF officials between Iraq and Iran.

Alireza Fadakar is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF. Muhammad al-Ghorayfi is being designated pursuant to E.O. 13224 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, Alireza Fadakar.

Masoud Shoustaripousti, another co-owner of Kosar Company, has worked in Iraq on behalf of the IRGC-QF for several years and has laundered money for the group. Shoushtaripousti worked with Mashallah Bakhtiari, who used Kosar Company to launder money and worked with officials at the Baghdad-based branch of Iran's Bank Melli to deposit funds for the IRGC-QF in Iraq. OFAC designated Bank Melli in November 2018, pursuant to E.O. 13224, for acting as a conduit for payments to the IRGC-QF which also used Bank Melli to dispense funds to Iranian-backed terrorist groups in Iraq.

Masoud Shoustaripousti is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF. Mashallah Bakhtiari is being designated pursuant to E.O. 13224 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, the IRGC-QF.

AL KHAMAEL MARITIME SERVICES

Separately, OFAC is taking action against Al Khamael Maritime Services (AKMS), an Iraq-based company operating out of Umm Qasr port in which the IRGC-QF has a financial interest. The IRGC-QF leveraged Shiite militia group contacts to evade Iraqi government inspection protocol at Umm Qasr port and has charged foreign companies and vessels fees for services at its terminal at the port. AKMS also worked to sell Iranian-origin petroleum products in contravention of U.S. sanctions against the Iranian regime.

AKMS is being designated pursuant to E.O. 13224 for being owned, controlled, or directed by, directly or indirectly, the IRGC-QF.

OFAC is also designating Hasan Saburinezhad, also known as Engineer Morteza, who is involved in the finances of AKMS. As a representative of AKMS, Saburinezhad worked to facilitate the entry of Iranian shipments into Iraqi ports for the benefit of the IRGC-QF. Saburinezhad is also involved in IRGC-QF financial and economic activities between Iran, Iraq, and Syria, including smuggling activities along the Syria/Iraq border. Saburinezhad also runs smuggling routes to help Iraqi terrorist group KH and the IRGC-QF smuggle goods into Iraq from Iran, and has assisted KH in funding the acquisition and transfer of goods out of Iran.

Saburinezhad is the Managing Director and a member of the board of directors of Mada'in Novin Traders (MNT), an Iran- and Iraq-based company associated with multiple IRGC-QF officials, including Vali Gholizadeh, who has worked with Saburinezhad for the benefit of both AKMS and MNT.

Hasan Saburinezhad is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF. Mada'in Novin Traders is being designated pursuant to E.O. 13224 for being owned, controlled, or directed by, or to have acted or purported to act for or on behalf of, directly or indirectly, Saburinezhad. Gholizadeh is being designated pursuant to E.O. 13224 for being a leader or official of Mada'in Novin Traders.

OFAC is also designating Mohammed Saeed Odhafa Al Behadili, the Managing Director of AKMS, and Ali Hussein Falih Al-Mansoori, also known as Seyyed Rezvan, the company's deputy managing director and head of its board of directors. Additionally, as of 2018, Al Behadili was focused on facilitating shipments and business transactions to circumvent U.S. sanctions against the Iranian regime. Al-Mansoori has worked with IRGC-QF officials on business issues related to AKMS.

Mohammed Saeed Odhafa Al Behadili is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, AKMS. Ali Hussein Falih Al-Mansoori is being designated pursuant to E.O. 13224 for being a leader or official of AKMS.

Sayyed Reza Musavifar, who is responsible for the accounts and finances of AKMS, has worked with the IRGC-QF to transfer money to terrorist militias, including KH and Lebanese Hizballah. In 2014, Musavifar transferred the equivalent of millions of dollars of foreign currency to senior IRGC-QF officials.

Musavifar is a part owner of Middle East Saman Chemical Company, an Iran-based company that maintained an account at Rashed Exchange, an Iran-based exchange house used to convert currency for the IRGC-QF that was designated in May 2018 for being owned or controlled by Mohammadreza Khedmati, an individual designated for support to the IRGC-QF.

Sayyed Reza Musavifar is being designated pursuant to E.O. 13224 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, the IRGC-QF. Middle East Saman Chemical Company is being designated pursuant to E.O. 13224 for being owned, controlled, or directed by, or to have acted or purported to act for or on behalf of, directly or indirectly, Sayyed Reza Musavifar.

Additionally, Ali Farhan Asadi is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, AKMS.

SAYYED YASER MUSAVIR AND MEHDI GHASEMZADEH

IRGC-QF official Sayyed Yaser Musavir has been deployed to Iraq extensively since early 2014 in support of the IRGC-QF, and he has coordinated operations between the group and Iraqi terrorist militia group officials. In 2019, Musavir coordinated with IRGC-QF officials to sell Iranian petroleum products to Syria. In 2018, Musavir coordinated propaganda efforts with AAH on behalf of senior IRGC-QF officials. AAH was designated in January 2020 by the U.S. Department of State as a Foreign Terrorist Organization under section 219 of the Immigration and Nationality Act and as Specially Designated Global Terrorist (SDGT) pursuant to E.O. 13224.

Sayyed Yaser Musavir is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF.

Mehdi Ghasemzadeh is an IRGC-QF official and is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF.

SHAYKH 'ADNAN AL-HAMIDAWI

Shaykh 'Adnan Al-Hamidawi is a Special Operations Commander for KH who in 2019 planned to intimidate Iraqi politicians who did not support the removal of U.S. forces from Iraq. KH, an Iranian-backed terrorist militia group that has been a U.S. Department of State-designated Foreign Terrorist Organization and SDGT since 2009, receives lethal support from the IRGC-QF, and has been responsible for numerous terrorist acts against Iraqi, U.S., and Coalition forces in Iraq for over a decade, including bombings, rocket attacks, and sniper operations.

Shaykh 'Adnan Al-Hamidawi is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, KH.

SANCTIONS IMPLICATIONS

As a result of today's action, all property and interests in property of these persons that are in or come within the United States or in the possession or control of U.S. persons must be blocked and reported to OFAC. OFAC's regulations generally prohibit all dealings by U.S. persons or within (or transiting) the United States that involve and property or interests in property of blocked persons.

In addition, persons that engage in certain transactions with the persons designated today may themselves be exposed to sanctions. Furthermore, any foreign financial institution that knowingly conducted or facilitated any significant transaction on behalf of individuals and entities designated today could be subject to U.S. correspondent account or payable-through account sanctions.

SAYYED YASER MUSAVIR AND MEHDI GHASEMZADEH


IRGC-QF official Sayyed Yaser Musavir has been deployed to Iraq extensively since early 2014 in support of the IRGC-QF, and he has coordinated operations between the group and Iraqi terrorist militia group officials. In 2019, Musavir coordinated with IRGC-QF officials to sell Iranian petroleum products to Syria. In 2018, Musavir coordinated propaganda efforts with AAH on behalf of senior IRGC-QF officials. Iran has emerged as a regional epicenter of the devastating coronavirus pandemic, with more than 4,000 people reported dead, multiple senior leaders among them. This catastrophic public health emergency, needlessly worsened by Tehran’s negligence, follows months of setbacks for the regime that have steadily shredded its domestic legitimacy. The United States and its Middle Eastern allies should remain vigilant as Iranian leaders now seek to divert blame from their own failed policies, and prepare for the possibility of increased Iranian aggression in an already beleaguered region.
 
Critics have accused the Iranian regime of exacerbating the coronavirus crisis by continuing flights to and from China, ignoring early warnings from local health officials, delaying on reporting initial cases, and failing to quickly shut down widely attended religious sites and services. These missteps have not only harmed Iranians, but other vulnerable populations in the Middle East that were exposed to coronavirus carriers traveling from Iran, including in Iraq, Lebanon, and Afghanistan. Authorities are likely also underreporting figures, further suggesting that their priorities lie with containing the public’s criticism, rather than ensuring its wellbeing.
The outbreak’s onslaught comes at an especially tough time for Iranian leaders, who have recently had to contend with nationwide flooding, popular anti-government protests, the killing of Iranian Gen Qasem Soleimani, the Revolutionary Guard Corps’ downing of a Ukrainian airliner, plunging oil revenues, and increased tensions with the United States. These developments have unfolded against the backdrop of a deep economic recession, fueled by the pervasive corruption and mismanagement that have become a hallmark of the Islamic Republic, and worsened by sanctions imposed to counter the regime’s incessant belligerence.
Iran’s current crisis tragically underscores the high costs paid by its people for the misaligned priorities and hegemonic ambitions of their leaders. It also appears to be amplifying tensions between hardliners and so-called “moderates,” with the head of the latter camp, President Hassan Rouhani, facing increasing criticism over his performance and the Iranian Armed Forces being empowered by Ayatollah Ali Khamenei to lead a military response to the coronavirus. The question now is how Iran will move forward—especially amid the ascent of hardliners, who recently won parliamentary elections following a record-low turnout and the disqualification of thousands of candidates.
As U.S. Central Command Commander Gen. Kenneth F. McKenzie has warned, Iran may react to an internal crisis by attempting to consolidate domestic support against a common external foe—one of its tried and true strategies. The Iranian regime has shamelessly suggested that the coronavirus is an American, Zionist plot and vociferously blamed the crisis on U.S. sanctions, which it demands be lifted on humanitarian grounds. At the same time, it has tellingly rejected offers of humanitarian aid from Washington and stuck by the dangerous policies that led to the imposition of sanctions, like backing militias that kill U.S. troops and stonewalling international nuclear inspectors.
Washington should keep offering humanitarian aid to alleviate the suffering of the Iranian people, even when it is rebuffed by Iranian leaders. It could also reassure banks that are reluctant to facilitate exempted humanitarian transactions with Iran due to fear of U.S. sanctions. Yet it must resist calls, whether from U.S. lawmakers or foreign allies, to allow the weakening regime to manipulate this crisis and evade sanctions that have always excluded medical and other humanitarian supplies. Maintaining continued pressure on Iranian leaders, alongside an active information campaign that demonstrates U.S. support for the long-suffering Iranian public, is essential.
The US should expect Iran’s malevolent activities in the Middle East to endure, even as the region is being pummeled by the pandemic and a painful reduction in oil prices. Iranian proxies are currently winning an escalation with U.S. and coalition forces in Iraq, which has only heightened since the spread of the coronavirus. The United States should make clear that it will retaliate strongly to any Iranian or proxy attacks on its forces in the region. It must also preserve a robust deterrent posture, including by ensuring its bases around the Middle East have proper defenses to protect against such attacks.
America’s regional partners, most notably Israel and the Gulf countries, must likewise prepare for the possibility of intensified aggression. Since Iranian belligerence won’t vanish once the coronavirus crisis abates, the United States should also start preparing longer-term measures now. These include replenishing outdated United States prepositioned weapons stockpiles in Israel, which would bolster Israeli deterrence and readiness and thus help defend U.S. and regional interests.
The United States should stand ready to help the Iranian people as they face the ravages of the coronavirus pandemic. Tensions appeared to ease following Iranian missile attacks on Iraqi bases housing U.S military personnel days after the Soleimani strike. Trump declared in an address to the nation that Iran “appears to be standing down,” saying no lives were lost in the attacks. The administration imposed fresh economic sanctions on Iran thereafter.
Last year, Iran also shot down a U.S. surveillance drone it claimed was flying over Iranian airspace, nearly prompting the U.S. to execute a retaliatory strike against Tehran.

The US Navy accused Iran of carrying out "provocative and dangerous" acts against a number of American ships in international waters in the Gulf.

The US military said that 11 Iranian boats were exposed to six American ships participating in military exercises in the Gulf waters.

The US Navy explained that the boats approached the American ships at a high speed, and accused Tehran of violating international rules.

The Navy statement said that the American forces reserve the right to act to defend themselves.

However, given the seriousness of the move that could lead to the collapse of the agreement at that time, European officials and Russia’s ambassador to the United Nations indicated that the United States “does not have the right” to move that mechanism, given its withdrawal from the agreement, that step is limited to the parties to the agreement with Iran.

WASHINGTON - The US administration has stressed its adherence to extending the arms embargo against Iran to the Security Council as a viable means of deterring Tehran and curbing its hostile policy toward US interests and allies in the region.


US Secretary of State Mike Pompeo said that the United Nations Security Council will vote next week on a US attempt to extend an international arms embargo to Iran, amid warnings from some diplomats that this plan lacks support in the council.


The arms embargo currently imposed on Iran ends on October 18 under Tehran's nuclear agreement with world powers in 2015, from which the administration of US President Donald Trump withdrew in 2018.


The draft resolution drafted by the United States needs the support of at least nine votes to compel Russia and China to use the veto, which Moscow and Beijing have indicated they will do.


"The United States will put forward a draft resolution in the Security Council to extend the arms embargo on Iran ... The proposal we are proposing is clearly reasonable," Pompeo told reporters. We will do the right thing one way or another. We will ensure that the arms embargo will be extended. ”

The lawsuit aims to stop the flow of oil revenues to Iran, following the sanctions imposed by Washington on Tehran over its nuclear program, ballistic missiles and its destabilizing activity in the Middle East, as it puts it.

The Wall Street Journal quoted American officials as saying that the four ships that were seized on the high seas under the lawsuit were "Luna", "Pandey", "Bering" and "Bella. "

US Secretary of State Mike Pompeo announced the reinstatement of international sanctions on Iran by midnight on September 20, after the Security Council announced that it did not intend to move to study the US request to activate the "Snapback" mechanism stipulated in Resolution 2231.

Pompeo said on his Twitter account that "if any member of the United Nations Security Council submits a resolution to continue the sanctions relief, the United States will oppose it." If no resolution is submitted, sanctions against Iran will continue on September 20. This is how Security Council Resolution No. (2231) works. ”

“Last week, the United States launched the 30-day process to restore almost all UN sanctions on Iran after the Security Council failed to support its mission of maintaining international peace and security,” Pompeo added in a subsequent tweet. These sanctions will be returned at midnight on September 20 GMT.

The confirmation of the US Secretary of State came at the end of his tour of the region, which included Israel, Sudan, the Emirates, Bahrain and the Sultanate of Oman.

Washington officially notified the United Nations of a request to activate "Snapback", which provides for the re-imposition of international sanctions on Iran, stressing that Iran does not abide by its obligations under the nuclear agreement.

In this regard; Indonesian Ambassador Dian Triansyah Djani, whose country holds the rotating presidency of the Security Council for the current month of August, said that the council presidency “is not in a position to take any action” based on the positions of the council members. He added, during a video conference on the Middle East, that the main reason is the lack of consensus in the highest UN body regarding the American effort.

Under the nuclear deal, the presidency of the Security Council must formulate a proposal for an international resolution as soon as it is notified by one of the parties to the agreement of Tehran's violation of its obligations. On Tuesday, many members of the Security Council welcomed Indonesia's decision not to do so.

The European countries say in the Security Council that the United States gave up its right as a participant in the agreement after withdrawing from the nuclear agreement in May 2018. On the other hand, Pompeo insists that the United States has the right to activate the "Snapback" mechanism; Because it was involved when the deal was signed, and he insisted that it would successfully lead to the automatic renewal of sanctions within 30 days and the extension of the arms embargo.
