Reports indicate that Iran, the US and Iranian proxies are all preparing for a conflict in Iraq after a year of rising tensions, rocket attacks and airstrikes.

The US-led Coalition has been repositioning forces in the last weeks, handing over several key posts, and the training of Iraqi forces is temporarily wrapping up. Several European powers that contributed to the Coalition seem to be bringing forces home due to the pandemic.

What is left in Iraq amid the tensions look like two boxers in the ring waiting to see what happens next.

The New York Times reported over the weekend that the Pentagon had drawn up “secret plans to escalate combat in Iraq against Iranian-backed militia.”

But the plan is no longer “secret” and it turns out that commanders may have opposed the concept. Some want a showdown with Iran.

Since last May tensions grew between the US and Iran in the Middle East. US Secretary of State Mike Pompeo had warned at the time about Iranian plans against the US in Iraq.

Iran’s role in Iraq is complex and multi-layered, but it mainly consists of Iranian-backed militias called the Popular Mobilization Units. These units are part of the security forces and are called the Hashd al-Shaabi.

They also have political parties, such as the Fatah Alliance and often have their own theological underpinning with figures like Asaib Ahl al-Haq’s Qais Khazali leading them. They are usually rooted in the Islamic  Revolutionary Guard Corps, where  their leaders, like Hadi al-Amiri of the Badr Organization, served in the 1980s  alongside Iran.

The US assassinated Abu Mahdi al-Muhandis, deputy of the PMU and head of Kataib Hezbollah in January. He was involved in rocket attacks throughout 2019 against US forces on bases in Iraq. US State Department assistant secretary for Near Eastern Affairs David Schenker warned Iran against these proxy attacks in December.

He made similar warnings in February. Iran’s proxies killed a US contractor in December near Kirkuk, and the US responded with airstrikes at  five locations in Syria and Iraq. On March 11, three members of the Coalition, two of them American, were killed by another rocket attack on Taji base. The US struck  five more locations, mostly warehouses linked to the PMU, in Iraq in retaliation.

It is important to remember the US also killed IRGC Quds force commander Qasem Soleimani in early January, leading to an Iranian ballistic missile attack on two bases where US forces are located in Iraq.

Add to this picture the Iranian attacks on ships in May and June in the Gulf of Oman, the September attack on Saudi Arabia, and Iran’s other attacks on Saudi Arabia using proxies, and the wider picture is of a growing conflict.

But Iran is also facing a pandemic and has less resources now to confront both the US and the coronavirus. US Senator Jim Inhofe visited White in February and came away from the meeting assured that the strike on Soleimani was the right call and Iran’s activities were seriously  disrupted.” We know this because Iran asked Hezbollah to send Mohammad al-Kawrharani to Iraq to help unify the PMU after Soleimani and Muhandis were hit. Other PMU leaders went to Qom in January and Iran sent Lai Shamkhani of its Supreme National Security Council  to Iraq on March 9.

It is in this context that the US apparently pushed plans to attack Kataib Hezbollah, either in retaliation or pre-emptively. Critics say these plans were pushed by Pompeo and the National Security Council. Was the planned campaign merely defensive? Kataib Hezbollah has been putting up videos claiming it will target the US with snipers and RPGs as it did in the early 2000s.

The US was already moving forces in Iraq, consolidating areas it works in and withdrawing from exposed posts at Qaim and Q-West. Officially this was due to the pandemic, but it may have been to reduce the potential targets available to Kataib Hezbollah in case of escalation. There is reticence in the US for deploying more troops to Iraq and the current numbers are thought to be around 5,000 or so. That isn’t enough for a major campaign against the PMU, who number some 100,000. Combined with airpower it s surely more than enough to destroy Kataib Hezbollah, at least temporarily.

We know, according to the Times report, that US Defense Secretary Mark Esper authorized the planning for a “new campaign inside Iraq.” It was to provide options for US President Donald Trump “in the event that Iranian-backed militia groups escalate,” the report notes. This appears profoundly defensive or deterrence oriented. Questions about the plan allegedly came from Lt. Gen. Robert “Pat” White.

This makes sense because White had just commended the Coalition for the one-year anniversary of the defeat of ISIS in Baghouz on March 23. The US wants ISIS to remain defeated. The problem for the US-led Coalition has always been that its mandate is to fight ISIS. However those in Washington have pushed for mission creep in both Iraq and Syria in the wake of the defeat of ISIS in Mosul and Raqqa in 2017. Some proposed using the US presence in Syria as a counterbalance to Iran’s role and to block Iran’s “road to the sea” via Syria. Others felt that Iraq could be used to “watch Iran,” as Trump said in 2018.

US commanders are clear to say to the Iraqis that their mission in Iraq didn’t change. They are in Iraq to fight ISIS at the invitation of Baghdad. But statements from Washington and airstrikes on Kataib Hezbollah are being used by Amiri and Muqtada al-Sadr, leading of the largest political party in Iraq, to push for the US to leave. The militias have supported removing the US for years. Khazali, and Harakat Hezbollah al-Nujaba’s Akram al-Kaabi all have put out statements urging Iraq to evict the Americans. This is why the spokesman for the US-led Coalition Col. Myles Caggins stressed on March 26 that the US is in Iraq at the invitation of the Government of Iraq to defeat ISIS, “this is our only purpose. Period. We’re transferring bases,” he noted. Also hundreds of troops were temporarily departing.

The report appears to show that there are different messages and power plays at work. It is entirely normal the US would plan for defensive retaliation in case Iranian-backed proxies escalate. Whether that planning means going beyond the normal airstrikes into a more wide-ranging campaign appears to be a question. The Iranian “axis of resistance,” says it is preparing to fight the Americans if they do anything. This includes the IRGC, the PMU, Hezbollah and other Iranian-backed groups. “The coronavirus will not drop the alert,” Elijah Magnier, a journalist knowledgeable of  these issues, notes, “no US base will be exempted from the response.” Elijah Magnier also tweeted on March 27 that Iran had informed the Swiss embassy in Tehran, which can pass the message to the US, that “any US military aggression against Iran will be met with a highly destructive response.”

Iran’s proxies are also smart enough not to give the US an excuse. After the US airstrikes on March 13 in retaliation for the Taji attack, a new group called Osbat al-Thaereen appeared on March 16. It claimed responsibility for an attack on Taji. This is the usual model of groups that want to give Iran plausible deniability behind attacks. It is the same method Hezbollah uses in Lebanon, maintaining its own militia and a party in parliament. In Iraq the PMU has a problem because it is more like the IRGC, a state institution. So it needs a new group that can be a stand-in for Kataib Hezbollah.

In order to confuse the Americans a new trend has emerged in Iraq. Not only was a new group established to take the heat from Kataib Hezbollah and the PMU, sources began to accuse the US of preparing a military coup. This comes in the context of Iraq’s president choosing a new Prime Minister designate named Adnan al-Zurufi. On cue Mehr News in Iran says the US is moving toward a coup on March 27. Kataib Hezbollah then published photos of preparing to fight the Americans, claiming suspicious US activity. Anti-US voices in Iraq have rejected Zurufi, arguing that he worked closely with the US in the early 2000s. An Iraqi analyst Majid Jasim says the US is consolidating its positions, sending Patriot missiles to defend them from rocket attacks and not planning a coup. Yet the US is also evacuating non-essential staff from Iraq, a process in place since may 2019. The State Department seems to have ordered home even more personnel on March 26. Rockets had just hit near an “operations center that coordinates Iraqi security forces,” in the Green Zone in Baghdad, Stars and Stripes reported. And the US gave Iraq only 30 days to stop gas imports from Iran.

Everyone is ready now in Iraq. Kataib Hezbollah has conducted a drill to fight the Americans. They trained to fight the US in rural areas, cities and to stop a US air assault. Several brigades of the PMU participated in the drill. The absence of people on the streets due to the coronavirus curfews adds to the equations of any escalation. Iranian-backed proxies can’t disguise their movements as easily if there is a curfew. Iran has allegedly trafficked ballistic missiles to Iraq in 2018 and 2019, for instance.

The proxies disguise rocket launchers in trucks and vans or hide them in buildings. The US consolidation makes Americans harder targets. But the larger calculation is in Tehran and Washington. Some in the Pentagon, and the US public, are wary of a new round of escalation in Iraq. Iran likely also must weigh escalation against merely doing nothing and letting the US slowly withdraw. Those are the calculations today that link  rising tensions in Iraq to larger regional and global issues.

TEHRAN, Mar. 27 (MNA) – US President Donald Trump is making dangerous moves in Iraq while the world is fighting against coronavirus outbreak.

The US is making dangerous moves in Iraq in the wake of the COVID-19 outbreak, as the Iraqi Kata'ib Hezbollah unveiled Washington’s dangerous plot in the country. The group threatened to target any Iraqi security apparatus involved in Washington’s conspiracy in Iraq.

The warning issued by Iraqi Hezbollah

Kata'ib Hezbollah released a statement noting that while the Iraqi nation and government are fighting against the spread of coronavirus, the US and its mercenaries are making suspicious moves to take advantage of the situation and achieve their goals.

The statement also says that US psychological media campaigns have intensified in recent days which indicates a US plot to conduct military aggression against some Iraqi security apparatus, Hashd al-Sha’abi, and Islamic Resistance. A number of Iraqi security and military organizations are also involved in this plot. This move will jeopardize Iraq's basic infrastructure and domestic peace.

According to this statement, this conspiracy has dangerous consequences amid the COVID-19 spread in Iraq and will lead to a humanitarian crisis. Kata'ib Hezbollah also announced that it will respond strongly to any foolish act from the US by destroying its military, security and economic facilities.

Kata'ib Hezbollah also warned any Iraqi side that their crime and betrayal will not be forgiven in case of participating in this conspiracy.

A member of the Iraqi Parliament Mohammad Albeldawi referred to this issue and maintained that based on evidence, the US seeks to orchestrate a coup in Iraq by activating ISIS in the Iraqi Governorates of Nineveh, Saladin, and Diyala.

According to the Iraqi MP, what is currently being reported in the media affiliated with the Arab States of the Persian Gulf is a beginning for the US Plot. Moreover, US efforts to pressure the Iraqi government to release ISIS prisoners with the excuse of coronavirus outbreak is considered another proof.

Meanwhile, a Kuwaiti newspaper quoted an informed source on Sunday saying that the US is planning a military coup in Iraq to seize power and it has informed its allies in Baghdad.

Alquds Alarabi Newspaper also quoted a special source and noted, “The upcoming attacks against US troops prompted them to withdraw from some of their bases and focus on special ones. These forces have not fully withdrawn and have left some military advisors behind.”

“There is no evidence that US troops are leaving Iraq because heavy equipment and weapons are brought daily into the country and we notice the presence of Special Forces. The US seeks to protect its forces by deploying the Patriot Missile Defense System. Currently, their focus is on Iraq and they intend to increase their troops in western Iraq, Kurdistan Region, and Baghdad.” The source added.

It is clear that Iraq will have a difficult time in the coming weeks and months, especially as the political situation is not stable in the country and Adnan al-Zurufi is facing numerous challenges to form his cabinet.

WASHINGTON — The Pentagon has ordered military commanders to plan for an escalation of American combat in Iraq, issuing a directive last week to prepare a campaign to destroy an Iranian-backed militia group that has threatened more attacks against American troops.
But the United States’ top commander in Iraq has warned that such a campaign could be bloody and counterproductive and risks war with Iran.

In a blunt memo last week, the commander, Lt. Gen. Robert P. White, wrote that a new military campaign would also require thousands more American troops be sent to Iraq and divert resources from what has been the primary American military mission there: training Iraqi troops to combat the Islamic State.

The Pentagon directive and General White’s response — both classified internal military communications — were described by several American officials with direct knowledge of their contents. The exchange comes amid a simmering fight inside the Trump administration over policy toward Iran and the course of America’s war in Iraq, which began just over 17 years ago.

CORONAVIRUS CRISIS

As Iran reels over the coronavirus, top Trump administration aides are clashing over how to confront Iran and its Shiite military proxies in Iraq.

Some top officials, including Secretary of State Mike Pompeo and Robert C. O’Brien, the national security adviser, have been pushing for aggressive new action against Iran and its proxy forces — and see an opportunity to try to destroy Iranian-backed militia groups in Iraq as leaders in Iran are distracted by the pandemic crisis in their country.

Military leaders, including Defense Secretary Mark T. Esper and Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff, have been wary of a sharp military escalation, warning it could further destabilize the Middle East at a time when President Trump has said he hopes to reduce the number of American troops in the region.

Still, American officials said Mr. Esper authorized planning for a new campaign inside Iraq — even as the military reduces its counterterrorism presence there — to provide options for Mr. Trump in the event that Iranian-backed militia groups escalate their own attacks against American troops, said two senior administration officials.

During an Oval Office meeting on March 19, Mr. Trump did not make a decision about whether he might authorize the new campaign in Iraq, but allowed the planning to continue, according to American officials.

A spokesman for the National Security Council declined to comment. Cmdr. Sean Robertson, a Pentagon spokesman, said in a statement: “Operation Inherent Resolve is in Iraq at the invitation of the Iraqi government and remains focused on partnering with Iraqi security forces for the shared goal of permanently defeating ISIS remnants. We are not going to discuss hypotheticals or internal deliberations.”

The debate is happening as top Pentagon officials and senior commanders worldwide are also expressing growing concerns about coronavirus cases expanding rapidly in the ranks, potentially threatening the military’s ability to field combat-ready troops.

Several American officials said they were struck by the blunt tone of General White’s memorandum — sent on March 16, the day after he received the Pentagon directive to start the planning — which they said emphasized the costs and risks against an effort to try to destroy the militia group, known as Kataib Hezbollah.

The memo also pointed out that such a campaign might run afoul of the current agreement with the Iraqi government that allows American troops to operate in the country.

Beyond that, it would most likely put the Iraqi leadership and especially its military in the position of having to choose between its American allies — whose leaders are far away — and the Iranians, whom many senior Iraqis do not like but believe they have to live with because they are neighbors.

“Iraq cannot be a victim of the Iranian-U.S. conflict, because that would end up going in favor of Iran,” said Karim al-Nuri, a senior figure in the Badr Organization, an Iranian-backed militia, meaning that it would force Iraq closer to Iran.

Iran has long used Shiite militia groups in Iraq as proxy forces both to battle American and Iraqi troops and to exert political influence inside the government. Like Lebanese Hezbollah, Kataib Hezbollah has both military components and political operations, and links to Iraq politicians, businesses, charities and a web of other networks, several regional specialists said.

“It’s like a shadow state,” said Michael Knights, an analyst at the Washington Institute for Near East Policy, who has studied the group for more than a decade.

As a result, carrying out any large-scale plan to destroy Kataib Hezbollah poses huge political and security risks for the Trump administration, and practical challenges for the military.

It would also strain already frayed relations with Iraq's weak central government. In January, members of Iraq’s Parliament called for the ouster of all U.S. troops in the country after the American drone strike at Baghdad’s international airport that killed Maj. Gen. Qassim Suleimani, a top Iranian commander, as well as Abu Mahdi al-Muhandis, the de facto leader of Iraq’s militia groups.

Several top American officials, including Mr. Pompeo and General Milley, have urged the Iraqi security forces to crack down on rogue Shiite militia groups that are attacking American troops, or else the United States will be forced to retaliate.

The Pentagon directive ordered planners at the military’s Central Command and in Iraq to draw up a strategy to dismantle the militia group’s operations, according to several American officials who saw the order or were briefed on it. The directive said that Iranian paramilitary forces — members of the Islamic Revolutionary Guards Corps — could be legitimate targets if they are located with the Kataib Hezbollah fighters.

Kataib Hezbollah rocket attacks killed two American troops and one British soldier at a military base this month — prompting a reprisal strike by American warplanes one day later.

Even so, American officials said there was no firm evidence that Iran ordered the attack by the militia group. But Mr. Pompeo and other senior officials in recent weeks have argued for aggressive military action not only against Kataib Hezbollah but also against Iranian military forces.

During a White House meeting on March 12, Mr. Esper and General Milley argued for a more limited response to the rocket attacks — a view that prevailed on Mr. Trump, who ordered nighttime raids on five suspected weapons depots in Iraq used by Kataib Hezbollah.

Several American officials said there was an increased urgency in planning attack options against Kataib Hezbollah as the group, perhaps along with other Shiite militias, has threatened to ramp up strikes against U.S. troops stationed on Iraqi bases after the celebrations for Nowruz, the Iranian New Year, end soon. American military intelligence agencies have detected signs that big attacks could be in the works, according to a senior U.S. military official who has been briefed on some of the contingency planning in Iraq.

Kataib Hezbollah, in a statement on Wednesday, warned its fighters to prepare for possible attacks from the United States, and threatened to retaliate against Americans and any Iraqis who help them. “We will respond with full force to all their military, security, and economic facilities,” said the statement, according to SITE, a private company that monitors jihadists’ websites and postings.

The immediate targets of a Pentagon campaign against Kataib Hezbollah most likely would be the group’s leadership, bases and weapons depots, Mr. Knights said. In addition to a vast array of rockets, the group is believed to have access to a hidden arsenal of short-range ballistic missiles funneled into Iraq by Iran over the past several months, according to American intelligence and military officials.

An extended campaign could hit militia targets across a wide swath of Iraq and Syria, and possibly other Shiite militias in Iraq that are loosely aligned with Kataib Hezbollah. “You can’t just hit rank-and-file fighters, you’d have to hit leadership, most of whom have probably dispersed,” Mr. Knights said.

At the same time, American officials said the risks laid out in General White’s memo are genuine, and some military planners believe it would be foolish for the Trump administration to escalate military operations inside Iraq anytime soon.

More than 5,000 American troops are currently stationed in Iraq, most of them part of the mission to train and advise Iraqi security forces in the mission against the Islamic State. Pentagon officials had been seeking to reduce that presence to about 2,500 troops in the coming months.

Any campaign against Kataib Hezbollah is likely to draw from the roughly 70,000 American military personnel currently deployed around the Middle East, including in Saudi Arabia and other Persian Gulf nations. More than 14,000 of those troops have moved into the region since last May amid rising tensions with Iran.

The Pentagon has also sent Patriot air and missile defense batteries, B-52 bombers, a carrier strike group, armed Reaper drones and other engineering and support personnel.

Commanders are still rushing more Patriot antimissile batteries and other weaponry into Iraq, but are still a week or two away from having the additional defensive systems in place there, a senior U.S. military official said.

In recent weeks, as the threat from militia attacks and exposure to the coronavirus has increased, the United States and its European allies have been turning over smaller coalition bases to their Iraqi counterparts, and either moving to a handful of larger Iraqi bases or leaving the country altogether.

Speaking to reporters the day after the United States hit the five Khatib Hezbollah weapons depots this month, Gen. Kenneth F. McKenzie Jr., the head of Central Command, said that the threat from Iran and its proxies remained “very high” and added that tensions “have actually not gone down” since the United States killed General Suleimani.

While American officials say they have no clear evidence that Iran specifically directed the deadly attack on Camp Taji on March 11, they say that Kataib Hezbollah and the Iranian Quds Force coordinate closely.

General McKenzie said the United States was poised to strike additional militia weapons storage sites and other targets should attacks against American forces continue. He blamed Kataib Hezbollah for about a dozen rocket attacks against American troops based in Iraq in the past six months.

Mr. Esper suggested on Wednesday that the United States could respond further to the militia’s rocket attacks, but offered no details.

“You don’t get to kill or wound Americans and get away with it,” Mr. Esper said in an interview with NPR. “We will respond at the time, place and manner of our choosing. We will hold them accountable.”

Alissa J. Rubin contributed reporting from Baghdad.

US Treasury Designates Vast Network of IRGC-QF Officials and Front Companies in Iraq, Iran

The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) has designated 20 Iran- and Iraq-based front companies, senior officials, and business associates that provide support to or act for or on behalf of the Islamic Revolutionary Guards Corps-Qods Force (IRGC-QF) in addition to transferring lethal aid to Iranian-backed terrorist militias in Iraq such as Kata'ib Hizballah (KH) and Asa'ib Ahl al-Haq (AAH).

Among other malign activities, these entities and individuals perpetrated or supported: smuggling through the Iraqi port of Umm Qasr; money laundering through Iraqi front companies; selling Iranian oil to the Syrian regime; smuggling weapons to Iraq and Yemen; promoting propaganda efforts in Iraq on behalf of the IRGC-QF and its terrorist militias; intimidating Iraqi politicians; and using funds and public donations made to an ostensibly religious institution to supplement IRGC-QF budgets. The terrorist militias supported by the Iranian regime such as KH and AAH have continued to engage in attacks on U.S. and Coalition forces in Iraq.

"Iran employs a web of front companies to fund terrorist groups across the region, siphoning resources away from the Iranian people and prioritizing terrorist proxies over the basic needs of its people," said Treasury Secretary Steven T. Mnuchin. "The United States maintains broad exceptions and authorizations for humanitarian aid including agriculture commodities, food, medicine, and medical devices to help the people of Iran combat the coronavirus."

Today's designations were taken pursuant to Executive Order (E.O.) 13224, as amended, which targets terrorists and those providing support to or acting for or on behalf of designated terrorists or supporting acts of terrorism.

RECONSTRUCTION ORGANIZATION OF THE HOLY SHRINES IN IRAQ

The Reconstruction Organization of the Holy Shrines in Iraq (ROHSI) is an IRGC-QF-controlled organization based in Iran and Iraq whose leadership was appointed by the late IRGC-QF Commander Qassem Soleimani. Though ostensibly a religious institution, ROHSI has transferred millions of dollars to the Iraq-based Bahjat al Kawthar Company for Construction and Trading Ltd, also known as Kosar Company, another Iraq-based entity under the IRGC-QF's control. Kosar Company has served as a base for Iranian intelligence activities in Iraq, including the shipment of weapons and ammunition to Iranian-backed terrorist militia groups.

Additionally, Kosar Company has received millions of dollars in transfers from the Central Bank of Iran, which was designated pursuant to E.O. 13224 in September 2019 for its financial support of the IRGC-QF and Lebanese Hizballah. Both the IRGC-QF and Hizballah have been designated by the U.S. Department of State as Foreign Terrorist Organizations under section 219 of the Immigration and Nationality Act.

In addition, IRGC-QF officials have used ROHSI's funds to supplement IRGC-QF budgets, likely embezzling public donations intended for the construction and maintenance of Shiite shrines in Iraq.

ROHSI and Kosar Company are being designated pursuant to E.O. 13224 for being owned, controlled, or directed by, directly or indirectly, the IRGC-QF.

OFAC is also designating Mohammad Jalal Maab, the current head of ROHSI, who was personally appointed to the position by former IRGC-QF Commander Soleimani. Jalal Maab succeeded Hassan Pelarak, an IRGC-QF officer and co-owner of Kosar Company, who was selected by Soleimani to serve as his special assistant on an IRGC-QF-led committee focused on sanctions evasions activity. Pelarak also worked with IRGC-QF officials to transfer missiles, explosives, and small arms to Yemen, intensifying the Yemeni conflict and exacerbating one of the world's worst humanitarian catastrophes.

Mohammad Jalal Maab is being designated pursuant to E.O. 13224 for being a leader or official of ROHSI. Hassan Pelarak is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF.

Alireza Fadakar, another co-owner of Kosar Company, has worked in Iraq on behalf of the IRGC-QF for several years and is an IRGC-QF commander in Najaf, Iraq. Muhammad al-Ghorayfi is an IRGC-QF affiliate and employee of Kosar Company who provides administrative support to Fadakar and has facilitated the travel of IRGC-QF officials between Iraq and Iran.

Alireza Fadakar is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF. Muhammad al-Ghorayfi is being designated pursuant to E.O. 13224 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, Alireza Fadakar.

Masoud Shoustaripousti, another co-owner of Kosar Company, has worked in Iraq on behalf of the IRGC-QF for several years and has laundered money for the group. Shoushtaripousti worked with Mashallah Bakhtiari, who used Kosar Company to launder money and worked with officials at the Baghdad-based branch of Iran's Bank Melli to deposit funds for the IRGC-QF in Iraq. OFAC designated Bank Melli in November 2018, pursuant to E.O. 13224, for acting as a conduit for payments to the IRGC-QF which also used Bank Melli to dispense funds to Iranian-backed terrorist groups in Iraq.

Masoud Shoustaripousti is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF. Mashallah Bakhtiari is being designated pursuant to E.O. 13224 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, the IRGC-QF.

AL KHAMAEL MARITIME SERVICES

Separately, OFAC is taking action against Al Khamael Maritime Services (AKMS), an Iraq-based company operating out of Umm Qasr port in which the IRGC-QF has a financial interest. The IRGC-QF leveraged Shiite militia group contacts to evade Iraqi government inspection protocol at Umm Qasr port and has charged foreign companies and vessels fees for services at its terminal at the port. AKMS also worked to sell Iranian-origin petroleum products in contravention of U.S. sanctions against the Iranian regime.

AKMS is being designated pursuant to E.O. 13224 for being owned, controlled, or directed by, directly or indirectly, the IRGC-QF.

OFAC is also designating Hasan Saburinezhad, also known as Engineer Morteza, who is involved in the finances of AKMS. As a representative of AKMS, Saburinezhad worked to facilitate the entry of Iranian shipments into Iraqi ports for the benefit of the IRGC-QF. Saburinezhad is also involved in IRGC-QF financial and economic activities between Iran, Iraq, and Syria, including smuggling activities along the Syria/Iraq border. Saburinezhad also runs smuggling routes to help Iraqi terrorist group KH and the IRGC-QF smuggle goods into Iraq from Iran, and has assisted KH in funding the acquisition and transfer of goods out of Iran.

Saburinezhad is the Managing Director and a member of the board of directors of Mada'in Novin Traders (MNT), an Iran- and Iraq-based company associated with multiple IRGC-QF officials, including Vali Gholizadeh, who has worked with Saburinezhad for the benefit of both AKMS and MNT.

Hasan Saburinezhad is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF. Mada'in Novin Traders is being designated pursuant to E.O. 13224 for being owned, controlled, or directed by, or to have acted or purported to act for or on behalf of, directly or indirectly, Saburinezhad. Gholizadeh is being designated pursuant to E.O. 13224 for being a leader or official of Mada'in Novin Traders.

OFAC is also designating Mohammed Saeed Odhafa Al Behadili, the Managing Director of AKMS, and Ali Hussein Falih Al-Mansoori, also known as Seyyed Rezvan, the company's deputy managing director and head of its board of directors. Additionally, as of 2018, Al Behadili was focused on facilitating shipments and business transactions to circumvent U.S. sanctions against the Iranian regime. Al-Mansoori has worked with IRGC-QF officials on business issues related to AKMS.

Mohammed Saeed Odhafa Al Behadili is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, AKMS. Ali Hussein Falih Al-Mansoori is being designated pursuant to E.O. 13224 for being a leader or official of AKMS.

Sayyed Reza Musavifar, who is responsible for the accounts and finances of AKMS, has worked with the IRGC-QF to transfer money to terrorist militias, including KH and Lebanese Hizballah. In 2014, Musavifar transferred the equivalent of millions of dollars of foreign currency to senior IRGC-QF officials.

Musavifar is a part owner of Middle East Saman Chemical Company, an Iran-based company that maintained an account at Rashed Exchange, an Iran-based exchange house used to convert currency for the IRGC-QF that was designated in May 2018 for being owned or controlled by Mohammadreza Khedmati, an individual designated for support to the IRGC-QF.

Sayyed Reza Musavifar is being designated pursuant to E.O. 13224 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, the IRGC-QF. Middle East Saman Chemical Company is being designated pursuant to E.O. 13224 for being owned, controlled, or directed by, or to have acted or purported to act for or on behalf of, directly or indirectly, Sayyed Reza Musavifar.

Additionally, Ali Farhan Asadi is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, AKMS.

SAYYED YASER MUSAVIR AND MEHDI GHASEMZADEH

IRGC-QF official Sayyed Yaser Musavir has been deployed to Iraq extensively since early 2014 in support of the IRGC-QF, and he has coordinated operations between the group and Iraqi terrorist militia group officials. In 2019, Musavir coordinated with IRGC-QF officials to sell Iranian petroleum products to Syria. In 2018, Musavir coordinated propaganda efforts with AAH on behalf of senior IRGC-QF officials. AAH was designated in January 2020 by the U.S. Department of State as a Foreign Terrorist Organization under section 219 of the Immigration and Nationality Act and as Specially Designated Global Terrorist (SDGT) pursuant to E.O. 13224.

Sayyed Yaser Musavir is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF.

Mehdi Ghasemzadeh is an IRGC-QF official and is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF.

SHAYKH 'ADNAN AL-HAMIDAWI

Shaykh 'Adnan Al-Hamidawi is a Special Operations Commander for KH who in 2019 planned to intimidate Iraqi politicians who did not support the removal of U.S. forces from Iraq. KH, an Iranian-backed terrorist militia group that has been a U.S. Department of State-designated Foreign Terrorist Organization and SDGT since 2009, receives lethal support from the IRGC-QF, and has been responsible for numerous terrorist acts against Iraqi, U.S., and Coalition forces in Iraq for over a decade, including bombings, rocket attacks, and sniper operations.

Shaykh 'Adnan Al-Hamidawi is being designated pursuant to E.O. 13224 for having acted or purported to act for or on behalf of, directly or indirectly, KH.

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today designated 20 Iran- and Iraq-based front companies, senior officials, and business associates that provide support to or act for or on behalf of the Islamic Revolutionary Guards Corps-Qods Force (IRGC-QF) in addition to transferring lethal aid to Iranian-backed terrorist militias in Iraq such as Kata’ib Hizballah (KH) and Asa’ib Ahl al-Haq (AAH).

“Iran employs a web of front companies to fund terrorist groups across the region, siphoning resources away from the Iranian people and prioritizing terrorist proxies over the basic needs of its people,” said Treasury Secretary Steven T. Mnuchin. “The United States maintains broad exceptions and authorizations for humanitarian aid including agriculture commodities, food, medicine, and medical devices to help the people of Iran combat the coronavirus.”

Today’s designations were taken pursuant to Executive Order (E.O.) 13224, as amended, which targets terrorists and those providing support to or acting for or on behalf of designated terrorists or supporting acts of terrorism.

Though ostensibly a religious institution, ROHSI has transferred millions of dollars to the Iraq-based Bahjat al Kawthar Company for Construction and Trading Ltd, also known as Kosar Company, another Iraq-based entity under the IRGC-QF’s control.

In addition, IRGC-QF officials have used ROHSI’s funds to supplement IRGC-QF budgets, likely embezzling public donations intended for the construction and maintenance of Shiite shrines in Iraq.

Pelarak also worked with IRGC-QF officials to transfer missiles, explosives, and small arms to Yemen, intensifying the Yemeni conflict and exacerbating one of the world’s worst humanitarian catastrophes.

Shoushtaripousti worked with Mashallah Bakhtiari, who used Kosar Company to launder money and worked with officials at the Baghdad-based branch of Iran’s Bank Melli to deposit funds for the IRGC-QF in Iraq.

Gholizadeh is being designated pursuant to E.O. 13224 for being a leader or official of Mada’in Novin Traders.

OFAC is also designating Mohammed Saeed Odhafa Al Behadili, the Managing Director of AKMS, and Ali Hussein Falih Al-Mansoori, also known as Seyyed Rezvan, the company’s deputy managing director and head of its board of directors. Additionally, as of 2018, Al Behadili was focused on facilitating shipments and business transactions to circumvent U.S. sanctions against the Iranian regime. America begins deploying Patriot missiles in Iraq

Ministry of Oil: Any measure to increase oil production will not be monolithic - Page 5 501-0

International: The Euphrates News. The United States on Monday published a Patriot air-defense missile system in Iraq, according to US and Iraqi officials.
The move comes about two months after the American forces were attacked by Iranian ballistic missiles, according to what American and Iraqi military sources confirmed.
Washington and Baghdad have been negotiating the deployment of the air defense system since January, when Tehran targeted ballistic missiles at the Ain al-Assad base in western Iraq, in response to the assassination of General Qassem Soleimani.
It was not immediately clear if the United States had finally obtained the approval of the Iraqi government.
One of the Patriot batteries arrived at the Al-Asad base in Anbar Province, where US soldiers are deployed, last week, and is being installed, according to an American military official and an Iraqi military source.
The US official said that "another battery arrived at the [silk] base in Erbil, the largest city in the Kurdistan region."
The same official added that "two other batteries are still in Kuwait, awaiting transportation to Iraq."
Patriot systems consist of highly sophisticated radars and interceptors that can destroy a ballistic missile while it is flying.
"High-ranking Iraqi officials indicated during a meeting with US Central Command chief Gen. Kenneth Mackenzie last February that Washington could give Baghdad political cover by reducing its number in Iraq with the deployment of defensive missiles," a military source familiar with the negotiations told France Press.
Indeed, the US-led international coalition has withdrawn its soldiers from several bases in recent weeks.
On Monday, the coalition forces withdrew from a military base in the northern city of Mosul, which is the fourth.
"The ultimate goal is to continue to support the Iraqi forces fighting the remnants of ISIS, but from fewer bases and with many fewer," said coalition officials.
The international coalition is also withdrawing hundreds of its trainers temporarily, and has stopped all training with Iraqi forces since the beginning of March, to avoid the risks of a new epidemic of the Corona epidemic among its forces.
A Western diplomat in Baghdad told France Press that "the goal of the United States from the Patriot is to protect its forces, which are now in fewer bases."
The caretaker head, Adel Abdul-Mahdi, warned the two on Monday of "the danger of doing any act of assault without the approval of the Iraqi government," without referring to the patriot.
The statement issued by his office referred to "the presence of unauthorized flights" flying over different Iraqi regions.
What is required is for the international coalition to obtain a green light from the Iraqi government to fly any reconnaissance planes and drones, but these permissions expired in early January.
However, the US drones are still flying in Iraqi airspace, according to a US military official told reporters in Bgdad.anthy said
Ammar al - Masoudi

Baghdad / Al-Akhbariya:

A US official confirmed to Reuters on Wednesday that American intelligence information about a possible Iranian-backed attack on American forces and installations in Iraq.

And it indicates that it will be a denial attack, not like the missile attack launched by Tehran in Iraq in January.
The official, who asked not to be named, added that US intelligence has been tracking leads for a while about a possible attack by Iran or Iranian-backed forces.

The official did not disclose information about the exact timing of the attack or its targets.

On Wednesday, US President Donald Trump warned Iran against paying a heavy price if American forces attacked Iraq.

Trump tweeted on Wednesday: "Information and facts confirm that Iran or its proxies are planning a surprise attack on American forces and / or facilities in Iraq. If that happens, Iran will pay a very heavy price!"

In a letter he sent to the head of the International Monetary Fund, Iran 's Central Bank Governor Abdel Nasser Hemati stressed Iran's right to receive financial aid from the fund, in light of the spread of the Corona virus.

Hamti said in a post through his account on the social networking site "Instagram": "About a month ago after the International Monetary Fund announced its willingness to provide unconditional support to countries suffering from the spread of the Corona virus, Iran requested to obtain this support based on its right in this area, except that There are people outside the International Monetary Fund who are working to deflect this legitimate request. ”

“According to what the United States claimed regarding the exemption of the INSTEX mechanism and even the Swiss financial channels (SHTA) from the unilateral US embargo, these mechanisms allow for the exchange of humanitarian aid within the framework of the support that will be provided by the International Monetary Fund to Iran,” he said.

He pointed out my concern to the American rejection of the International Monetary Fund assistance to Iran, and wrote that European countries and the rest of the world started using these two mechanisms, expressing his hope that the American refusal would not affect the reputation of the International Monetary Fund and its performance of providing assistance to member states, especially Iran .

Hamati stressed that Iran is determined to proceed with its request within the framework of the rapid financial guarantee (RFI), and it is likely that the International Monetary Fund will respond to the Iranian request quickly.

The number of people infected with Coronavirus in Iran reached 66,220, while 4,110 deaths were recorded, while the number of people recovering from the virus was 32,309.

Donald Trump Needs to Keep Maximum Pressure on Iran

April 18, 2020

The United States should stand ready to help the Iranian people as they face the ravages of the coronavirus pandemic. It must concomitantly prepare to defend its own regional forces and interests while keeping pressure on the Iranian regime, whose malign behavior must be confronted at every opportunity.

Ministry of Oil: Any measure to increase oil production will not be monolithic - Page 5 2020-01-06T000000Z_30841209_RC2AAE9LI5K1_RTRMADP_3_IRAQ-SECURITY-IRAN-YEMEN.JPG

Iran has emerged as a regional epicenter of the devastating coronavirus pandemic, with more than 4,000 people reported dead, multiple senior leaders among them. This catastrophic public health emergency, needlessly worsened by Tehran’s negligence, follows months of setbacks for the regime that have steadily shredded its domestic legitimacy. The United States and its Middle Eastern allies should remain vigilant as Iranian leaders now seek to divert blame from their own failed policies, and prepare for the possibility of increased Iranian aggression in an already beleaguered region.

Critics have accused the Iranian regime of exacerbating the coronavirus crisis by continuing flights to and from China, ignoring early warnings from local health officials, delaying on reporting initial cases, and failing to quickly shut down widely attended religious sites and services. These missteps have not only harmed Iranians, but other vulnerable populations in the Middle East that were exposed to coronavirus carriers traveling from Iran, including in Iraq, Lebanon, and Afghanistan. Authorities are likely also underreporting figures, further suggesting that their priorities lie with containing the public’s criticism, rather than ensuring its wellbeing.
The outbreak’s onslaught comes at an especially tough time for Iranian leaders, who have recently had to contend with nationwide flooding, popular anti-government protests, the killing of Iranian Gen Qasem Soleimani, the Revolutionary Guard Corps’ downing of a Ukrainian airliner, plunging oil revenues, and increased tensions with the United States. These developments have unfolded against the backdrop of a deep economic recession, fueled by the pervasive corruption and mismanagement that have become a hallmark of the Islamic Republic, and worsened by sanctions imposed to counter the regime’s incessant belligerence.
Iran’s current crisis tragically underscores the high costs paid by its people for the misaligned priorities and hegemonic ambitions of their leaders. It also appears to be amplifying tensions between hardliners and so-called “moderates,” with the head of the latter camp, President Hassan Rouhani, facing increasing criticism over his performance and the Iranian Armed Forces being empowered by Ayatollah Ali Khamenei to lead a military response to the coronavirus. The question now is how Iran will move forward—especially amid the ascent of hardliners, who recently won parliamentary elections following a record-low turnout and the disqualification of thousands of candidates.
As U.S. Central Command Commander Gen. Kenneth F. McKenzie has warned, Iran may react to an internal crisis by attempting to consolidate domestic support against a common external foe—one of its tried and true strategies. The Iranian regime has shamelessly suggested that the coronavirus is an AmericanZionist plot and vociferously blamed the crisis on U.S. sanctions, which it demands be lifted on humanitarian grounds. At the same time, it has tellingly rejected offers of humanitarian aid from Washington and stuck by the dangerous policies that led to the imposition of sanctions, like backing militias that kill U.S. troops and stonewalling international nuclear inspectors.
Washington should keep offering humanitarian aid to alleviate the suffering of the Iranian people, even when it is rebuffed by Iranian leaders. It could also reassure banks that are reluctant to facilitate exempted humanitarian transactions with Iran due to fear of U.S. sanctions. Yet it must resist calls, whether from U.S. lawmakers or foreign allies, to allow the weakening regime to manipulate this crisis and evade sanctions that have always excluded medical and other humanitarian supplies. Maintaining continued pressure on Iranian leaders, alongside an active information campaign that demonstrates U.S. support for the long-suffering Iranian public, is essential.
The US should expect Iran’s malevolent activities in the Middle East to endure, even as the region is being pummeled by the pandemic and a painful reduction in oil prices. Iranian proxies are currently winning an escalation with U.S. and coalition forces in Iraq, which has only heightened since the spread of the coronavirus. The United States should make clear that it will retaliate strongly to any Iranian or proxy attacks on its forces in the region. It must also preserve a robust deterrent posture, including by ensuring its bases around the Middle East have proper defenses to protect against such attacks.
America’s regional partners, most notably Israel and the Gulf countries, must likewise prepare for the possibility of intensified aggression. Since Iranian belligerence won’t vanish once the coronavirus crisis abates, the United States should also start preparing longer-term measures now. These include replenishing outdated United States prepositioned weapons stockpiles in Israel, which would bolster Israeli deterrence and readiness and thus help defend U.S. and regional interests.
The United States should stand ready to help the Iranian people as they face the ravages of the coronavirus pandemic. It must concomitantly prepare to defend its own regional forces and interests while keeping pressure on the Iranian regime, whose malign behavior must be confronted at every opportunity.

Indeed, there were many comments on the Trump administration's clear plan to "object" to Iran's granting a loan under a new facility provided by the International Monetary Fund aimed at helping countries deal with the "Covid-19" epidemic. Viewing these reports as lacking facts is a polite description at best.

Among the reasons for this, is that Iran already has immediate access to $ 2.8 billion of existing funds from the International Monetary Fund without obtaining any new loans - $ 700 million in the “reserve segment” and $ 2.1 billion in “special drawing rights”.

This money is available without conditions, yet Tehran has made no effort to use it during the ongoing health and economic crises. More importantly, the system has at least $ 90 billion in foreign exchange reserves, of which a large portion can be accessed today. These factors raise questions about Tehran's motives to apply for the loan.

Moreover, the Iranian authorities and media have focused on whether US officials will withhold the loan, meaning that if it goes ahead, it would be a defeat for the Trump administration's maximum pressure campaign. Indeed, there is no practical way by which Washington can withhold any similar loan that has been requested for by the IMF's Executive Board.

Although there is a lot of talk about an American “veto”, this authority only applies to a very specific set of issues detailed in the annexes to the “Articles of Agreement” [Establishment] of the “International Monetary Fund” - especially issues related to the governance of the “Fund” and not individual loans.

Indeed, the United States has a long history of unsuccessful opposition to IMF loans. Every quarter, US Treasury officials report to Congress about the loans they have supported and those they opposed. Last year, for example, the US administration opposed providing loans to the Republic of the Congo in July and to Mauritania in May, but both were approved. Looking back several years, we find no examples of the success of the US objection to the IMF's Executive Board.

The US Treasury believes it is the institution responsible for keeping the "International Monetary Fund" on the right and narrow path by insisting on strict conditions and strict economic measures. Accordingly, ministry officials often oppose "fund" loans that they consider economically unjustified, regardless of US relations with the countries concerned.

For example, their opposition to Congo and Mauritania loans was not based on any desire to put these governments under "maximum pressure", but rather to ensure that the conditions of the "International Monetary Fund" in issues such as structural economic reform are sufficiently stringent.

In the current case, the IMF insists that the terms of the new "emergency financing mechanisms" be kept to a minimum. As one of the Fund’s officials explained in a background briefing on April 1, the only criterion for these Corona Virus loans is (1) the country is in a position to repay the money (which Iran can clearly repay), and (2) "That the funds be used formally to address the primary source of financing needs, i.e. in the health crisis in this case."

In another section of the briefing, officials assure that no conditions will be established to ensure that governments use the funds the way they announce their use.

The US position that Iran does not meet even the basic criteria given its history is to divert drug and other medical financing to support terrorism and corruption. For example, as US Secretary of State Mike Pompeo indicated on March 24, “System officials have stolen more than 1 billion euros earmarked for medical supplies, and continue to store much-needed masks, gloves and other medical equipment, for sale on the black market.” Even if the Trump administration wanted to support the loan, it could not do so.

According to Section 1621 of the International Financial Institutions Act (22 USC 262p-4q), “The Secretary of the Treasury instructs the Executive Director of each US international financial institution to use the United States vote and vote to oppose any loan or other use of the funds” for countries designated by the Secretary of State as countries. Terror sponsor. This item does not appear to have the authority to exempt.

There is no doubt that the United States has various ways to undermine potential loans before it reaches the "Executive Board" of the "International Monetary Fund," such as persuading the managing director of the organization not to proceed with the loan.

However, the official currently holding the position, Kristina Georgieva, hailing from a state within the European Union, like all of her predecessors, and the most prominent European Union governments have supported the idea of granting an emergency loan to Iran, so it is difficult to see the American calls to thwart the process in this case.

Certainly, Tehran has faced many difficulties in accessing its foreign currency reserves to conduct commercial operations for humanitarian purposes due to the American restrictions imposed on transactions with the “Central Bank of Iran”. However, the IMF loan will have no impact on that issue. Rather, what is helping in this regard is the quiet policy change that the US Department of the Treasury introduced in March, which allows foreign transactions with the Central Bank to combat the Corona virus.

Exporters mainly seize this opportunity in South Korea, where Iran maintains billions of dollars in reserves; this policy change also applies to other major places where reserves exist. Consequently, anyone interested in sending medical supplies to Iran should focus on these newly accessible reserves instead of “IMF” loans.

In short, the debate over the IMF loan will have no impact on Iran's ability to purchase humanitarian goods. It is inappropriate for news agencies, "European Union" governments, or any other body to claim that withholding the loan would undermine Iran's access to such goods. The real obstacle lies in Tehran's inability to use the many resources it can mainly access.

Economy News _ Baghdad

The Ministry of Electricity announced, on Monday, that it will reduce the energy imported from Iran by 75 percent, and achieve self-sufficiency in the production sector.

The ministry’s spokesperson, Ahmed Al-Abadi, told Al-Sabah, followed by Al-Iqtisad News, that “the quantities of electrical energy produced from the stations currently cover the local need with a continuous supply rate, with the exception of Salahuddin and Nineveh provinces, which are equipped at a rate of 20 hours per day.”

He explained, "The increase in processing is due to lower loads and the introduction of new obstetric units for service, in addition to the moderate temperatures."

Al-Abadi noted that "the ministry has other production capacities that could supply the system with it in the event of increased demand, as the current production volume is estimated at 13,400 MW."

He continued, "The Ministry, according to these data, intentionally reduced the volume of energy supplied by the Iranian side through transmission lines, as well as importing gas used to power generating stations, as it was satisfied with the Mersad / Diyala electricity transmission line, which supplies the province with 350 megawatts, after the volume of electricity supplied From Iran, it reaches 1,200 megawatts, which will be transported through four lines. "

He pointed out, "The ministry has also reduced the quantities of imported gas supplied to production stations, as it stopped pumping towards the stations in the south, relying on the Ministry of Oil to provide this material." ".

It is noteworthy that the Iranian side provides approximately 4,500 megawatts of energy to Iraq, through the electricity it supplies with a capacity of 1,200 megawatts, and gas that contributes to operating electrical stations that supply the system with approximately 3,300 megawatts.

Economy News _ Baghdad

The American New York Times reported that the Iraqi government is resisting Iranian pressure to push the borders between the two countries to trade exchange and visitors to religious sites.

The newspaper quoted a member of the Security and Defense Committee in the Iraqi parliament, Badr Al-Ziyadi, as saying that "Iran is pressing behind the scenes on the Iraqi Ministry of Foreign Affairs to open the borders."

The head of the Iranian Hajj organization, Ali Reza Rashidian, announced last week that "planning began to reopen the border between Iraq and Iran."

But a spokesman for the Iraqi Border Authority, Alaeddin Al-Qaisi, told the newspaper, "Our land border crossings with Iran and Kuwait are completely closed to passenger traffic and commercial exchange, and this closure will continue until further notice."

Iraq closed its borders with Iran in the past, as part of its measures to combat the spread of the Corona virus in the country.

The first case of HIV infection recorded in Iraq was due to an Iranian student believed to have transmitted the virus from the Iranian city of Qom to the Iraqi city of Najaf, where he was receiving lessons in religious sciences.

Iran is one of the hotspots of the spread of the Corona virus in the world, where more than 75 thousand cases and 5200 deaths were reported, with about 1400 new cases recorded daily.

Without trade and transportation between Iran and Iraq, it will be difficult for Tehran, which is subject to international economic sanctions and faces difficulties in selling its oil, whose price has fallen considerably, to exploit some of its non-oil industries, of which Iraq was one of its most prominent customers.

Until the border was closed by the virus, Iraq was a major market for Iranian agricultural products, building materials, dairy goods, as well as fish.

Iran is a major supplier of natural gas to Iraq, which depends on it to supply fuel stations in the south and center of the country with fuel during periods of high use, but Iraqi demand for gas has decreased recently.

US President Donald Trump said on Wednesday that he has ordered the US Navy to destroy any Iranian boat that harasses US ships.

"I have ordered the US Navy to destroy any Iranian boats if they harass American ships," he wrote in a tweet.

The British naval trade operations of the British Navy said, last week, that gunmen had boarded a ship anchored in the Gulf of Oman.

Ministry of Oil: Any measure to increase oil production will not be monolithic - Page 5 Empty Trump says US will 'shoot down and destroy' any Iranian boats harassing American ships

Trump says US will 'shoot down and destroy' any Iranian boats harassing American ships

04/22/20

President Trump said Wednesday that he has instructed the U.S. Navy to “shoot down and destroy” Iranian vessels that harass American ships at sea.
“I have instructed the United States Navy to shoot down and destroy any and all Iranian gunboats if they harass our ships at sea,” Trump tweeted.

The president did not reference any specific incident, but his tweet follows a tense encounter between Iranian and U.S. Navy ships in the Persian Gulf last week. The U.S. military said that 11 Iranian ships repeatedly made “dangerous and harassing approaches” of U.S. Navy and Coast Guard vessels in the Persian Gulf on Wednesday.
The U.S. Navy released a video of Iranian boats coming close to U.S. ships operating in the northern part of the Gulf.
Iran’s Islamic Revolutionary Guards Corps (IRGC) acknowledged the encounter on Sunday but claimed without evidence that American forces triggered the incident, accusing the U.S. of “unprofessional and provocative actions.”
Trump’s threat to destroy Iranian boats harassing U.S. ships is likely to exacerbate tensions with Tehran, which have run high throughout the Trump administration.
The president's disclosure came hours after Iran claimed it had launched its first military satellite into orbit, a move that would mark an advancement of the country's ballistic missile program.
Iran's nuclear ambitions have been a prime source of tension between Washington and Tehran since Trump withdrew the U.S. from the Obama-era nuclear pact known as the Joint Comprehensive Plan of Action aimed at curbing Iran's nuclear ambitions.
Still, last week’s interaction marked the first heated incident in months between Washington and Tehran.
The U.S. conducted a drone strike in early January that killed Iranian Gen. Qassem Soleimani, the leader of the IRGC’s Quds Force, following violent demonstrations at the U.S. Embassy in Baghdad. The Trump administration described the strike as a defensive measure aimed at preventing further attacks planned by Iran, but the move prompted questions, given a lack of information provided by the administration about Tehran’s plans.
Tensions appeared to ease following Iranian missile attacks on Iraqi bases housing U.S military personnel days after the Soleimani strike. Trump declared in an address to the nation that Iran “appears to be standing down,” saying no lives were lost in the attacks. The administration imposed fresh economic sanctions on Iran thereafter.
Last year, Iran also shot down a U.S. surveillance drone it claimed was flying over Iranian airspace, nearly prompting the U.S. to execute a retaliatory strike against Tehran.

Shafaq News / US President Donald Trump has ordered the US Marines to destroy any Iranian boats that intercept American ships.

The US Navy accused Iran of carrying out "provocative and dangerous" acts against a number of American ships in international waters in the Gulf.

The US military said that 11 Iranian boats were exposed to six American ships participating in military exercises in the Gulf waters.

The US Navy explained that the boats approached the American ships at a high speed, and accused Tehran of violating international rules.

The Navy statement said that the American forces reserve the right to act to defend themselves.
There was no comment from the Iranian authorities.

The American ships issued many warnings to the Iranian boats, which moved away after about an hour, according to the statement.

Tensions rose between Washington and Tehran earlier this year after a US air strike in Iraq killed the commander of the Iranian Revolutionary Guard Corps, Qassem Soleimani.

After that, on January 8, Iran retaliated with a missile attack on the Iraqi base of al-Assad, where US forces were located, without causing any deaths or injuries.

Earlier this month, US President Donald Trump said Iran and its proxies had planned attacks on US targets in Iraq, and warned that they would pay a "very high price".

Economy News _ Baghdad

Standard & Poor's said that with the end of the last US extension period to Iraq to import Iranian gas and electricity after 3 days, Iraq will need to mobilize investments estimated at about $ 10 billion over four years to dispense with Iranian imports at a time when Iraq is also struggling with low oil prices

The agency added that Iraq needs to implement regular projects according to a specific timetable, not tainted by corruption or external interference in order to work on gas generation and provide the necessary raw materials for power stations to generate electricity independently of Iran, noting that Iraq needs to generate about 1.3 billion feet Daily cube of gas.

The agency pointed out that Iraq since 2003 has suffered from the absence of huge investments capable of providing a big leap in this field and achieving its independence

The agency surveyed the opinion of the US State Department spokesman on extending Iraq’s exemption from Iranian sanctions, but he said the United States is dealing regularly with the Iraqi government on energy security and that granting a waiver is at the minister’s discretion, as is the scope and duration.

A US State Department official said that the United States renewed an exception allowing Iraq to import electricity from Iran, but for a shorter period this time.

He added that Washington would reassess the possibility of renewing the exception once again, after the formation of a "credible government" in Iraq.

"The secretary of state gave this short extension of the exception to allow time for the
formation of a credible government in Iraq, " the official said, referring to Secretary of State Mike Pompeo .

He noted that this exception will expire on May 26.

Washington has repeatedly extended the exception it gives to Baghdad, which requires the use of important Iranian energy supplies for the Iraqi electricity grid, and the exception has been extended for periods ranging from 90 to 120 days.

The United States insisted that Iraq, the oil producing country and member of the Organization of Petroleum Exporting Countries (OPEC), move towards energy self-sufficiency as a condition to exclude it from importing Iranian energy.

Earlier this month, the Iraqi president assigned intelligence chief Mustafa al-Kazemi to form a new government, the third figure charged with forming the government in ten weeks, at a time when the country is doing its best to form a government to replace the government that fell last year after months of protests that saw deaths.

"If this government takes over its duties, the foreign minister will re-evaluate whether the exception will be renewed and for how long, and then eager to resume our cooperation with the government of Iraq to reduce Iraq’s dependence on unreliable Iranian energy imports," the State Department official said.

Baghdad - people

The New York Times said that US Secretary of State Mike Pompeo is preparing to put forward an "infernal" plan that cancels Washington's withdrawal from the nuclear agreement with Tehran, as part of a complex plan to increase pressure on Iran.

The newspaper said in a report followed by "People", today (April 27, 2020), "Pompeo developed this complex plan so that the United States, as a key member of the nuclear agreement, can extend the arms embargo imposed by the UN Security Council, or activate the trigger mechanism or sanctions. Automatic return of UN sanctions. "

"Pompeo is preparing a bill for this purpose that would allow the United States to remain a member of the nuclear agreement with Iran from which Trump had previously withdrawn," the newspaper added.

She stressed that "this project comes as part of a complex strategy, to increase pressure on the Security Council, in order to extend the arms embargo it imposes on Iran or imposes tougher sanctions on this country."

The newspaper report emphasized that "this project was included on the agenda of the United States, because estimates indicate that any attempt to extend the arms embargo imposed by the UN Security Council on Iran, in the event that it is proposed within the council, is likely to face Russia openly and use the veto ) Against him, as China is likely to oppose it openly or implicitly, especially since the Russians have told US and European officials that they want to resume arms sales to Iran.

Economy News _ Baghdad

A spokesman for the US State Department confirmed that Minister Michael Pompeo granted Iraq a 30-day exemption to allow him to pay off his electricity imports from Iran, looking to strengthen cooperation with Baghdad to reduce its dependence on Iranian energy imports.

"The exemption confirms that Iraq is able to meet its energy needs in the short term, while taking steps to reduce its dependence on Iranian energy imports," the spokesman said.

The spokesman pointed out that "the minister briefly extended this exemption, to allow time for the formation of a credible Iraqi government," noting that "once that government is formed, the foreign minister will reassess whether he will renew the exemption and its duration."

He continued, "The minister looks forward to resuming our cooperation with the government of Iraq to reduce its dependence on unreliable Iranian energy imports."

The spokesman stressed that "the exemption granted by the minister applies to electricity, but with regard to payments for imports of natural gas from Iran, it is up to the Ministry of the Treasury."

The State Department spokesman concluded that "Secretary Pompeo has determined that it is in the US National Security Service to renew the exemption, and that any decision to cancel or renew it in the future will be at the discretion of the Secretary of State in consultation with the Secretary of the Treasury."

A US State Department official announced, on Sunday, that the United States renewed the exemption granted to Iraq to import Iranian electricity, for a period of thirty days.

US Secretary of State Mike Pompeo confirmed that Washington would give Iraq a 120-day exception to continue importing electricity from Iran to help the new government.

"In support of the new government, the United States will press ahead with granting a 120-day exception to importing electricity as an expression of our desire to help create the conditions for success," the State Department said in a statement, followed by "Economy News", after a call to Pompeo and new Iraqi Prime Minister Mustafa al-Kazemi. .

Washington has repeatedly extended the waiver that allows Baghdad to use the necessary Iranian energy supplies for its electricity grid for 90 or 120 days. But it extended the waiver last month for only 30 days while Baghdad was having trouble forming a new government.

The American exemption allowed Iraq to continue importing about 1,400 megawatts of electricity and 28 million cubic meters (988 million cubic feet) of Iranian gas.

The official newspaper, "Al-Sabah", Friday, revealed that there are efforts to open the border with Iran, with the aim of entering only non-food goods.

Najman added that "the issue of opening the borders relates to the crisis cell, but we in the Security and Defense Committee do not favor opening the borders because of the health situation."

Najman pointed out that "the crisis cell discusses allowing the entry of inedible materials such as building materials, but according to conditions among them that the Iraqis receive these materials inside the Iranian lands so that there will be no contact with the Iranian side, but food and opening borders for travelers are prohibited."

A spokesman for the Iranian Oil Derivatives Exporters Association announced the export of about 1500 megawatts of electricity and 30 million cubic meters of gas per day to Iraq.

Hamid Hosseini said in a statement to the "Ilna" website that "America, in light of Iraq’s need for electricity in the summer, was forced to extend the exemption of this country from the embargo, contrary to its previous allegations."

He explained that "Iran exports 1000 to 1500 megawatts of electricity to Iraq daily, and in the summer because of the peak consumption, it is not possible to supply electricity to this country in unlimited quantities."

On the return of export revenues to Iran, Hosseini indicated that preparations have been taken since the previous year, not to withdraw from the frozen assets in the Central Bank of Iraq differently, as the bank announced its willingness to allocate the funds to buy goods from Iraq, after adjustments to the bank account.

He added that at the present time, the proceeds from the export of gas and electricity are deposited in the Commercial Bank of Iraq, and we have been able to withdraw part of it in the past Iranian year (ended 19 March 2020).

Baghdad - people

US Secretary of State Mike Pompeo announced on Wednesday that he presented a new list clarifying Iranian activities that could be subject to additional sanctions, noting that Washington imposed sanctions on a number of Iranian officials, including the Home Secretary.

Pompeo said in a press conference, which was followed by "People" (May 20, 2020), "The sanctions include 12 people and entities, and by Thursday, it will be two years since Iran demanded that it act as a normal country," again, "demanding that Tehran treat its people according to the principles of freedom and dignity." .

Pompeo described Iranian Interior Minister Abdul-Ridha Rahmani Fazli as "an evil leader who allowed the killing of Iranian citizens."

On the emerging crisis of the Corona virus, the US Secretary of State said that "the experience of China dealing with crises during the past period made us more understand the nature of the Communist regime there. In relation to the Corona crisis, the authorities preferred to destroy the virus samples instead of sharing them with other parties."

He added that China had "during the recent period of hostilities in the South China Sea and sank a Vietnamese fishing boat, and the United States condemns these illegal actions."

"There are economic threats from China, especially after we asked to know the source of the virus that started from Wuhan, not to mention the pressure the Chinese Communist Party put on the World Health Organization to avoid Taiwan inviting the meeting to be held in Geneva," Pompeo added.

On China's aid to the countries in the Corona crisis, Pompeo saw it as "nothing, if we find that it has caused the deaths of 300,000 people around the world," noting that the United States provided about $ 10 billion to find a cure for the virus, while China promised With two billion dollars. American companies have provided more than $ 4 billion in research to find a cure for the virus.

Iranian President Hassan Rouhani said that his country is subject to the policy of "knees on the necks" by the administration of US President Donald Trump, in reference to the killing of American citizen George Floyd.

Rouhani added during an economic meeting that his country had gone through the last three years of "steadfastness and patience" after the United States withdrew from the nuclear agreement and the policy of "knee on the neck" pressure, noting that it was "Washington's policy that it is practicing in the world today."

Rouhani stressed that the United States aims from the policy of "knees on the necks" to deprive the Iranian people of meeting their basic needs in the fields of energy, water, electricity, gas, food and medicine, and to maintain pressure until "changing the Islamic system in Iran"

He added: "After more than two years have passed since these pressures, thanks to the wise leadership directions, the people's participation and cohesion, the government managed to repel the Americans and not allow their knees to tighten the screws on the neck of the Iranian people."

It is noteworthy that the United States has reimposed economic sanctions against Iran within its policy of "maximum pressure" on Tehran, following its withdrawal from the nuclear agreement with Iran in May 2018.

Economy News _ Baghdad

Iran plans to import goods from Iraq using billions of dollars of gas and electricity revenues stuck in the country due to US sanctions.

According to the American "Bloomberg" agency, "The governor of the Iranian bank Abdul Nasser Hamti told the state-run Islamic Republic News Agency that the central banks of the countries signed a trade agreement with Iraq on Wednesday," and he did not provide details about the type, value, or quantity of commodities included in future deals. Under the agreement.

Earlier this month, Iranian Energy Minister Reza Ardakanani said that Iraq owes Iran at least $ 800 million to electricity imports, and in February last year, Tehran said that Iraq owed about two billion dollars to buy natural gas.

According to Iranian customs data, Iraq was the second largest trading partner of Iran after China in the year ending in March 2019, as goods worth about $ 9 billion were destined, while imports from Iraq were only $ 58 million.

The United States, which has imposed severe sanctions on the Iranian economy and which limits its ability to conduct cross-border financial transactions, has asked Iraqi officials to make efforts to reduce the country's dependence on Iranian energy.

US tracks to extend arms embargo on Iran and new sanctions

At a time when Iran's internal balance of power is tilted toward the hegemony of the conservatives, and in an attempt to confront an epidemic that has no solution on the horizon, and upcoming presidential elections in 2021, Iran faces escalating external challenges at the same time.

On the one hand, the International Atomic Energy Agency has recently accused Tehran of not cooperating, in response to the agency's inquiries about some nuclear sites, and another challenge related to US activity to extend the arms embargo and arms embargo and not to lift the embargo, and I discussed this issue in a previous article in this section titled: “ Close to lifting the arms embargo on Iran ... renewed tension or an opportunity to negotiate? The embargo prevents other countries from selling weapons to Iran, including tanks, armored combat vehicles, large-caliber artillery systems, combat aircraft, attack helicopters, warships, missiles, or missile systems and spare parts.

Hence, it is important for Iran to lift the embargo to access the international arms market, enabling it to modernize its traditional military capabilities obsolete since the war with Iraq, in which the majority of Iranian military capabilities were destroyed, and was not updated as a result of Tehran's entry into a series of international sanctions and embargoes.

The United States has determined that it has two tracks to extend the arms embargo, the first by issuing a Security Council resolution, and in this context, the United States distributed a draft to Britain, France and Germany, parties to the nuclear agreement and members of the Security Council, last April. Germany has a seat this year, but it has no veto. The United States is betting on the possibility of persuading China and Russia not to object to the resolution, on the grounds that the arms embargo would provide a secure and stable environment in the Middle East, and that Iran's behavior underscores the importance of continuing these restrictions.

The other track is related to the implementation of the Snapback mechanism, i.e. moving all UN sanctions against Iran, including the arms embargo, by citing that Tehran violated the JCPOA, bypassing restrictions on its nuclear program at least five times starting in July ( July (2019), with the aim of pressuring the European side, to offset the impact of the U.S. sanctions.

However, given the seriousness of the move that could lead to the collapse of the agreement at that time, European officials and Russia’s ambassador to the United Nations indicated that the United States “does not have the right” to move that mechanism, given its withdrawal from the agreement, that step is limited to the parties to the agreement with Iran.

Raising the IAEA's non-compliance with Iran and responding to two other reports may be a catalyst for the United States if the agency determines that "Tehran is in breach of its obligations." So, there was diplomatic activity by Iranian Foreign Minister Javad Zarif, who visited Turkey, announced his country's support for Ankara's position in Libya, then went to Moscow, and met his Russian counterpart. Zarif's activity, even though he discussed the Syrian file with the two countries, he also wants to get Russian support as American pressure increases on preventing the lifting of the arms embargo.

Calling on the US intention to extend the embargo, Iran has warned countries in the UN Security Council to agree to US proposals to continue the arms embargo. Iranian President Hassan Rouhani said, at a cabinet meeting on June 14th, “The issue of ending arms sanctions in October (October) is one of the important achievements of the Joint Comprehensive Plan of Action (JCPOA), and if the Americans want to undermine this achievement, Other countries know what Iran's response will be. ”

It is clear that Rouhani did not specify the options before his country if the American position was adopted, but there are several possibilities regarding the position of Iran, which will have few options, including limiting IAEA inspections and increasing uranium enrichment. To levels before the joint comprehensive plan of action by 20 percent, and to stop the additional protocols that Tehran implements voluntarily, leaving the non-proliferation treaty that it entered in 1968, or withdraw from the nuclear agreement with the West.

While Iran is currently trying to counter the UN Security Council resolution on the arms embargo, it also faces recent IAEA decisions to move forward with an investigation into two suspected nuclear activities since 2003, but Iran places obstacles before IAEA inspectors, prompting the latter to demand Tehran Not to be obstinate, because violating its obligations would transfer the nuclear file to the Security Council.

Of course, Tehran does not want to address the nuclear issue in the Security Council, because then it may be considered a violation of its obligations, and then the possibilities of re-imposing international sanctions at a time when the Iranian economy is groaning under the pressure of American sanctions, and of course also Tehran is not ready to bear the re-imposition of Security Council sanctions. Security. It considers the agency's position driven by the American side.

The IAEA reports prompted Germany, France and Britain to blame Iran, and called on them to respond to the IAEA. At the same time, Russia considers that the American move against Iran lacks the legal basis, and Moscow will do everything to "preserve the nuclear agreement." And any step related to the Security Council is understood that Iran has a Russian and Chinese veto.

On the other side, parallel to these developments, the United States wants to meet with Tehran to release some prisoners, after completing the process of releasing two prisoners, one of whom is an Iranian scientist and the other is a naval officer in the beginning of this month.

This step by Iran is an attempt to prove goodwill, break the stalemate of tensions with the United States, and show the possibility of concluding deals between the two countries, in order to avoid Tehran any negotiation related to important regional files.

However, the step of negotiations on prisoners, as well as the European position supporting the continuation of the nuclear agreement and its non-collapse, as despite some of its drawbacks, the most important mechanisms that guarantee monitoring of the Iranian nuclear program and the containment of Tehran, it is possible that these two factors are motivating to curb any escalation between Tehran and Washington, and reach an understanding On the decision to lift the arms embargo on Iran.

The United States and Iran are facing a significant battle to confront the Corona pandemic, but at the same time they are competing for influence in Iraq; They seek to win the government of Iraqi Prime Minister Mustafa Al-Kazemi and the Iraqi people in general.

Charles Peña, senior fellow at the Defense Prowitz Foundation, says that Iran has really sought to increase its influence in Iraq since the United States chose to topple Saddam Hussein in 2003, and that it is ironic that Saddam Hussein was a counterweight to Iran in the region. .

And Iran, as a Shiite Islamic country bordering Iraq, will always have geographical, ethnic, cultural, religious and economic ties, as the volume of trade between the two countries is estimated at 12 billion dollars with plans to reach 20 billion dollars.

Iran has sought to increase its influence in Iraq since the United States chose to topple the Saddam Hussein regime

Charles Pena, in a report published by the American magazine "National Interest", says that the important question that must be asked is: Does Iran's influence in Iraq undermine US national security? In his opinion, the answer is no. Explaining his answer, Charles, who has more than 25 years of experience in supporting the US Department of Defense and Security as a policy and program analyst, said Iran is not a direct military threat to the United States. The Pentagon's budget for fiscal year 2020 is $ 738 billion, which equals one and a half times the size of Iran's total economy. The ratio of US military spending to Iranian military spending is 50 to one.

As for the actual military capabilities, Iran is dwarfed by the United States. The United States has 1.3 million military personnel on active duty, compared to the military in Iran, who number not much more than 500,000. The U.S. Air Force also has more than 1,400 combat aircraft, compared to the number 350 in Iran. The U.S. Navy includes more than 400 ships, including aircraft carriers, cruisers, and destroyers. Iran also has about 400 ships, but there is a big difference between the types of these ships. There are no Iranian aircraft carriers among the Iranian ships. The majority of ships in the Iranian navy are small patrol ships.

The Pentagon's budget for fiscal year 2020 is $ 738 billion, which equals one and a half times the size of Iran's total economy

And Charles says that it is not so much a matter of differences in numbers, but in reality the US military is the newest army in the world, and it is the most advanced and technologically advanced. For example, among many Iranian airplanes are decades-old fighters dating back to the era of the former Soviet Union, as well as US aircraft dating back to the 1970s.

Charles says that while the US Navy can operate anywhere in the world, the Iranian Navy can only operate on a regional scale. This means that the US military is far superior to the Iranian army. In addition, Iran does not have the ability to reach its army in America.

Charles asked, "But what if Iran becomes a nuclear power?"

He responds to this question by saying that although Iran launched a military satellite in orbit, and made progress with possession of the ability of intercontinental ballistic missiles, the longest ballistic missile has a Shahab 3, and its range is about 800 miles - a distance that is much shorter than a distance More than three thousand miles required for the range of the ICBM.

Also, even if Iran was eventually able to produce a nuclear warhead that could be loaded onto an ICBM, this would not mean that it would be a threat to America's presence, because it did not possess such a missile. Charles adds that Iran understands that the use of any nuclear weapon against the United States will likely face devastating retaliation.

There is no necessary reason for the approximately 5,000 American soldiers to remain in Iraq. After the invasion of Iraq, the United States accomplished the main task of depriving the "Islamic State" of establishing a caliphate there.

In response to another question raised by Charles: "Is not Iran a terrorist threat?" He says that Iran supports Hezbollah, a terrorist Shiite organization that threatens Israel, but is not a direct threat to the United States. Hezbollah has not attacked American targets since the 1980s, when it bombed the American embassy and Marines barracks in Lebanon in retaliation for the American presence there. But Hezbollah is not an ally of al Qaeda or ISIS, which are Sunni extremist organizations.

He adds that Iran has never had strong ties with al-Qaeda, has not supported al-Qaeda attacks against the United States and has already worked to expel the "state" from Iraq.

Charles concludes that if Iran is not a threat to US national security, then its influence in Iraq also does not threaten US national security. On this basis, there is no necessary reason for the survival of about five thousand American soldiers in Iraq. After the invasion of Iraq, the United States accomplished the main task of depriving the "Islamic State" of establishing a caliphate there.

Charles indicated that even US President Donald Trump believes that it is time to hand over the combat operation against ISIS to Iran, Iraq and Syria.

The United States and Saudi Arabia on Monday called on the international community to extend the UN arms embargo imposed on Iran.

The Saudi Minister of State for Foreign Affairs, Adel Al-Jubeir said, during a press conference, that he "discussed the need to confront Iranian actions, with the US administration's special envoy on Iran, Brian Hook."

Al-Jubeir held Iran responsible for "arming terrorist groups in Syria and the world," noting that "Saudi Arabia yesterday confiscated a shipment of weapons that Iran tried to provide to the Houthis."

Al-Jubeir called on the international community to "renew the arms embargo against it (Iran) because it will become more hostile if the arms embargo is lifted."

For his part, Hook confirmed during the conference intercepting Iranian arms shipments to Yemen in October and February.

The US envoy warned that "lifting the arms embargo will encourage the government of Iran to go further and bring more instability to the Middle East," stressing "the need for the UN Security Council to listen to the positions of countries in the region regarding" the need to extend the arms embargo against Iran. Iran threatens US by targeting replica aircraft carrier in Strait of Hormuz

Drill designed to threaten US amid increasing tensions between Tehran and Washington

Iran’s Revolutionary Guards have fired a missile from a helicopter targeting a replica aircraft carrier in the strategic Strait of Hormuz, in an exercise aimed at threatening the US amid tensions between Tehran and Washington.
The drill, in a waterway through which 20% of all traded oil passes, underlines the lingering threat of military conflict between Iran and the US after last summer saw a series of incidents targeting oil tankers in the region. In January, US drone strike killed a top Iranian general in Baghdad and Tehran responded by firing ballistic missiles targeting American forces in Iraq.

While the coronavirus pandemic has engulfed both Iran and the US, there have been signs of a confrontation as America argues to extend a UN weapons embargo on Tehran due to expire in October. A recent incident over Syria involving an American jet fighter approaching an Iranian passenger plane has also renewed tensions.
In the footage aired on Tuesday, Iranian commandos fast-roped down from a helicopter on to the replica and fast boats encircled the mock-up.
The Guards will use “long-range ballistic missiles with the ability to hit far-reaching aggressor floating targets” during the drill, said Abbas Nilforoushan, the Guards’ deputy commander for operations, according to sepahnews.com. In a similar exercise in 2015, the Guards mock-sunk a replica US warship.

“Our policies to protect the vital interests of the dear nation of Iran are defensive, in the sense that we will not invade any country from the beginning, but we are completely aggressive in tactics and operations,” Gen Hossein Salami was quoted as saying.
State TV footage also showed scuba forces underwater, followed by a cutaway to a blast hole just above the waterline on the replica carrier.
That appeared to be a not-so-subtle reminder of US accusations last year that Iran planted limpet mines on passing oil tankers near the strait, which exploded on the vessels in the same area. Iran has repeatedly denied the actions, though footage captured by the American military showed the Revolutionary Guards removing an unexploded mine from one vessel.
The replica used in the drill resembles the Nimitz-class carriers that the US Navy routinely sails into the Persian Gulf from the Strait of Hormuz, the narrow mouth of the waterway. The USS Nimitz, the namesake of the class, just entered Mideast waters late last week from the Indian Ocean.
It remains unclear when or if the Nimitz will pass through the Strait of Hormuz or not during its time in the Mideast.
To Iran, which shares the strait with Oman, the American naval presence is akin to Iranian forces sailing into the Gulf of Mexico near the coast of Florida. But the US Navy argues the strait is an international waterway crucial to global shipping and energy supplies.
Cmdr Rebecca Rebarich, a spokeswoman for the US Navy’s Bahrain-based 5th Fleet that patrols the Mideast, said officials were aware of the Iranian exercise.
“While we are always watchful of this type of irresponsible and reckless behaviour by Iran in the vicinity of busy international waterways, this exercise has not disrupted coalition operations in the area nor had any impacts to the free flow of commerce in the Strait of Hormuz and surrounding waters,” she added.

Iraqi activists respond to Khamenei's tweet: You are a mocking tool of the axis of evil gangs

Iraqi activists on social media sent a fiery message to the guide of the Iranian mullahs regime, Ali Khamenei, saying to him: "You are just a worn out tool for the axis of evil gangs. All Arab societies hate your gangs."
This comes after Khamenei's tweet on his Twitter account, in which he said, “Americans seek to find the enemy; they sometimes mention the name Iran, China and Russia. But my belief is that no enemy is greater for America than its people! The greatest enemies of the American system today are It is the American people; they should not search for another enemy. And it is this enemy that will bring down this regime. "

The activists responded to Khamenei by saying, "You are just a mangled tool for the gangs of the axis of evil. All Arab societies hate your gangs and the distorted image that you are trying to generalize about the Arab Prophet and Islam."
And the activists added, “The Iranians are seeking to find the enemy; they sometimes mention the name of America, Israel, Saudi Arabia. There is no greater enemy for Iran than its people! The greatest enemy of the Iranian regime today is the Iranian people; they should not search for another enemy. This enemy is Who will kneel this system. "
They pointed out that the reason behind the scourge of Iraq is Khamenei and a group of traitors in Iraq from corrupt politicians and armed militias.

Activists asserted that the revolution of Supreme Leader Khamenei continues to excite the world, so it is unthinkable that two-thirds of Iranians live in extreme poverty, then his wealth reaches about $ 200 billion. Even worse, Khamenei, who started his life without a single dollar, refuses to spend one dollar of his tremendous wealth on Iran, despite the poverty and loss in which Tehran lives because of his terrorist policies.

The US State Department had criticized Iranian Supreme Leader Ali Khamenei, saying that he controlled the wealth of the people in Iran. She commented on the announcement by the Khamenei Foundation, which is controlled by the "weak", about $ 2.5 billion, and considered that "this indicates that the system is winning billions by looting people's money."
The conclusion according to this vision is that the failed fascist regime in Iran has seized the wealth of the Iranian people to make for themselves an unprecedented huge wealth. The Iranians are still quite right in the revolution against Khamenei and his regime because of corruption and looting.
The heated protests returned to the streets of Iran again, the Iranians are tired of the deteriorating living conditions, tired of the deterioration of life and terrorist slogans, they went out chanting neither Gaza nor Lebanon Khamenei fell, and his terrorist state fell, which Iranian security responded with live bullets.

The world rose up against Khamenei's fascism, uniting against death sentences that affect thousands of people annually without guilt other than opposing Khamenei and his rabid terrorist regime.

The campaign that achieved global trend and was able to record more than a million and a half tweets in a few hours prompted the Iranian authorities to reduce the internet speed in the country to reduce interaction with the campaign.
For his part, the journalist Sufian al-Samarrai, head of the Baghdad Post, said, " Khamenei, you are just a tool worn out by the gangs of the axis of evil. All Arab societies hate your gangs and the distorted image that you are trying to generalize about the Arab Prophet and Islam."

He added, "The Arab peoples and the peoples of the free world today consider you the first enemy of humanity, Hitler of the criminal Safavid, the fall of the terrorist Safavid entity, the entity of crime and terrorism."

For his part, political analyst Ghaith Al-Tamimi said, "The Iranian leader suffers from a complex crisis when he believes that the struggle between the Iranian people who yearn for freedom, justice, peace and prosperity against the authoritarian regime of the revolution is similar to the relationship between the American people and its democratic system that puts America at the forefront of the free, civilized world! ".

WASHINGTON - The US administration has stressed its adherence to extending the arms embargo against Iran to the Security Council as a viable means of deterring Tehran and curbing its hostile policy toward US interests and allies in the region.

US Secretary of State Mike Pompeo said that the United Nations Security Council will vote next week on a US attempt to extend an international arms embargo to Iran, amid warnings from some diplomats that this plan lacks support in the council.

The arms embargo currently imposed on Iran ends on October 18 under Tehran's nuclear agreement with world powers in 2015, from which the administration of US President Donald Trump withdrew in 2018.

The draft resolution drafted by the United States needs the support of at least nine votes to compel Russia and China to use the veto, which Moscow and Beijing have indicated they will do.

"The United States will put forward a draft resolution in the Security Council to extend the arms embargo on Iran ... The proposal we are proposing is clearly reasonable," Pompeo told reporters. We will do the right thing one way or another. We will ensure that the arms embargo will be extended. ”

In the event that it failed to extend the arms embargo, the United States threatened to activate a mechanism to return to the imposition of all UN sanctions against Iran under a process included in the 2015 agreement.

The United States is striving to pressure the Security Council to pass its proposal to extend the arms embargo imposed on Iran indefinitely.

And arm Washington in its endeavors to European support, after the support of the European troika countries to Washington's proposal, while Iran threatens to take unprecedented steps to respond, in the event that the arms embargo is extended.

And the UN Security Council held its first session last June, on an American proposal to extend the arms embargo imposed on Iran indefinitely.

Such a move would eliminate the deal, which is a tool to freeze Tehran's suspected efforts to develop nuclear weapons. Washington has argued that it can reimpose sanctions because a Security Council resolution still considers it a partner in the agreement. Iran has violated parts of the nuclear deal in response to the United States pulling out of the agreement and reimposing sanctions.

Iran denies seeking to build a nuclear bomb. Diplomats say Washington will face a difficult and complex battle if it tries to reimpose UN sanctions against Tehran.

The administration of US President Donald Trump relies on a policy of economic sanctions as a viable way to curb Tehran and stop its threats to US interests and allies in the region.

The sanctions imposed by the United States had a great impact on the Iranian economy, as it contributed to the continued bleeding of the value of the local currency and the escalation of popular discontent with the high cost of living.

Baghdad / NINA / A source in the US administration announced, on Friday, that Iranian oil, which was confiscated by the United States on board four tankers bound for France, is being transported to other ships en route to the United States.

Reuters quoted the source as saying that the four ships were bound for the United States after consultations by the US authorities with the ship's owners.

The confiscation decision came in implementation of a lawsuit filed by US prosecutors last month, to confiscate fuel loaded on board four tankers, which Iran tried to ship to Venezuela, according to a report by the Wall Street Journal.

The lawsuit aims to stop the flow of oil revenues to Iran, following the sanctions imposed by Washington on Tehran over its nuclear program, ballistic missiles and its destabilizing activity in the Middle East, as it puts it.

The Wall Street Journal quoted American officials as saying that the four ships that were seized on the high seas under the lawsuit were "Luna", "Pandey", "Bering" and "Bella. "

Follow-up / National News Center -

US Secretary of State Mike Pompeo said, on Saturday, that the failure to extend the arms embargo on Iran is a "grave mistake."

"It is a huge mistake ... we regret that," he told a press conference during a visit to Poland.
In earlier statements, Pompeo said that if the embargo was lifted, "Iran will be free to turn into a rogue arms dealer and pump weapons to fuel conflicts from Venezuela to Syria to remote areas in Afghanistan."

In turn, Iranian President Hassan Rouhani said that the United States faced a reprehensible defeat when it tried to extend the arms embargo imposed on his country at the United Nations.

In a vote by the UN Security Council on the US effort on Friday, China and Russia rejected the proposal and 11 countries abstained from voting, including France, Germany and Britain. Only the United States and the Dominican Republic supported the extension of the ban.

"For the first time, the United States submits a draft resolution to the Security Council, and it only gets the support of one country, which is a small island," Rouhani said in a televised speech.

"With the failure of the American draft resolution against Iran in the Security Council, the Islamic Republic of Iran has achieved another great success," he said.

The arms embargo imposed on Iran is set to expire in October under the 2015 nuclear deal between Iran and world powers, which lifted many of the international sanctions imposed on Tehran in exchange for restrictions on its nuclear program. The United States withdrew from the deal in 2018.

The United States can now implement a threat to reimpose all UN sanctions on Iran using a clause in the nuclear deal. Diplomats say the United States may do so this week but face a fierce battle.

Baghdad / Al-Akhbariya

According to a news report, US Secretary of State Mike Pompeo is expected to travel to the Middle East on a tour that includes Israel and the UAE this week.

"The talks are also expected to address tensions with Iran," the Jerusalem Post quoted an informed source as saying.

The source expected that Jared Kushner, an advisor to US President Donald Trump and his son-in-law, the special representative for international negotiations Avi Berkowitz, National Security Adviser Robert O'Brien, and the special representative for outgoing Iran Brian Hook, will travel in a similar tour in early September.

The newspaper added that the "peace team" is looking into the possibility of conducting visits to other Arab countries - such as Saudi Arabia, Oman and Bahrain.

Washington will oppose any member of the Security Council against the "Snapback" mechanism.

Washington: Heba Al-Qudsi

US Secretary of State Mike Pompeo announced the reinstatement of international sanctions on Iran by midnight on September 20, after the Security Council announced that it did not intend to move to study the US request to activate the "Snapback" mechanism stipulated in Resolution 2231.

Pompeo said on his Twitter account that "if any member of the United Nations Security Council submits a resolution to continue the sanctions relief, the United States will oppose it." If no resolution is submitted, sanctions against Iran will continue on September 20. This is how Security Council Resolution No. (2231) works. ”

“Last week, the United States launched the 30-day process to restore almost all UN sanctions on Iran after the Security Council failed to support its mission of maintaining international peace and security,” Pompeo added in a subsequent tweet. These sanctions will be returned at midnight on September 20 GMT.

The confirmation of the US Secretary of State came at the end of his tour of the region, which included Israel, Sudan, the Emirates, Bahrain and the Sultanate of Oman.

Last week, the United States launched the "Snapback" mechanism in response to the abstention of the majority of Security Council members from voting on a US draft to extend the arms embargo on Iran, which expires on October 18, 2020. China and Russia opposed the US decision.

Washington officially notified the United Nations of a request to activate "Snapback", which provides for the re-imposition of international sanctions on Iran, stressing that Iran does not abide by its obligations under the nuclear agreement.

Indeed; As soon as the United States notified the presidency of the Security Council of its decision, 13 of the council’s 15 members sent a written letter to the Indonesian presidency requesting that Washington’s request be considered null.

Last Tuesday, the UN Security Council thwarted the US effort to activate Snapback, and the presidency of the Security Council promised that it was “not in a position” to accept the controversial American request.

In this regard; Indonesian Ambassador Dian Triansyah Djani, whose country holds the rotating presidency of the Security Council for the current month of August, said that the council presidency “is not in a position to take any action” based on the positions of the council members. He added, during a video conference on the Middle East, that the main reason is the lack of consensus in the highest UN body regarding the American effort.

Under the nuclear deal, the presidency of the Security Council must formulate a proposal for an international resolution as soon as it is notified by one of the parties to the agreement of Tehran's violation of its obligations. On Tuesday, many members of the Security Council welcomed Indonesia's decision not to do so.

The European countries say in the Security Council that the United States gave up its right as a participant in the agreement after withdrawing from the nuclear agreement in May 2018. On the other hand, Pompeo insists that the United States has the right to activate the "Snapback" mechanism; Because it was involved when the deal was signed, and he insisted that it would successfully lead to the automatic renewal of sanctions within 30 days and the extension of the arms embargo.

This week, the US ambassador to the United Nations, Kelly Craft, said: "The members reminded us of our right stipulated in Resolution (2231) to activate the (Snapback) mechanism, and our firm determination to do so in light of the Council's lack of courage and moral clarity."
