Hi Everyone,
I bring you much news today.
Everyone needs to know that I comment at the end of most articles in the articles section of this newsletter. I hand pick what article to present based on information that is important. I am most concerned about anything that is directly connected to our investment.
I know that many of you just skim over the headlines and don’t bother to read the articles or the Mnt Goat comments at the end. You are doing yourself a disfavor. Then later you come on to the Facebook site and ask these redundant questions that are more than already given full explanations in the newsletter in full context.
So, again I am encouraging everyone to just go read the newsletter in it’s entirety and then ask intelligent questions but only if I have not covered it on the current or past newsletters.
Also just because you decide to “bop” in once and a while to read the newsletter and are not keep up to date is not my problem. I am not going to spoon feed you with months of past news just to answer your questions.
Many get disappointed and frustrated with Mnt Goat when she refuses to cater to your every need. Sorry folks! I owe nothing to anyone. You are getting all my information and comments for FREE. I do not charge any subscription fees, make any money off advertisers, sell currency, take donations or anything else. I am just trying to help many gullible, stupid people who are bent on sucking up to these insane so-called intel gurus and their opinions and lies.

WHY IS JANUARY SUCH AN IMPORTANT MONTH FOR THE REINSTATEMENT?
I want everyone to know that when we reach the year end and then January of the new year, I do get excited.
I get very excited because I know how desperate the CBI wants to move ahead with the reinstatement but can’t without the full GOI support. I know how this reinstatement can help move this country ahead. I know how it can help the USA too as we use our proceeds from this investment in the economy and to better our lives.
Anyone can call the shots afterwards when nothing happens and use your disappointment to bash me and others and that is okay but remember - I just bring you the FACTS that are showing us the way. If you don’t like the FACTS don’t read my newsletter it is that simple. My disappointment in many of these idiot gurus is that they only spread rumors and have no FACTUAL basis for what they say. If they do I leave them alone. They may be wrong in the long term but this is okay as long as they use SOUND REASONING and FACTS to base their information on.
If they prove over and over again someone who can’t handle this job then I do bash them and will continue to do so until they finally get out of the way and let those that can handle the job do it. It is irresponsible of them to take on the task just so they can make lots of $$$ off of pumping intel – REAL or FAKE but especially when it is all FAKE or hyped up with their “opinions”. I have a distaste for these charlatans and I will keep up all my efforts to see that they are exposed.
So where do we stand now?
The news now from Iraq is all about two issues now:
1)paying out the salaries and pensions and catching up on owed bills; 2)getting investors to take hold in Iraq and the switch over from a CENTRALIZED GOVT RUN economy to a FREE MARKET economy.
I do not know how the full extent of these two main issues matter for the timing of the reinstatement, but I will say this:
1)The IMF has always had a mandate that Iraq be able to pay its bills on time. They want Iraq to move forward to a more timely monthly payment schedule. This is monetary stability.
2)Also we know that a FREE MARKET economy will force Iraq to deal with international trade and so how cumbersome will this conversion of dinars to dollars $$$ be in draining the CBI reserves by these currency auctions? They will have to move to a floating rate dinar and reinstate it to be ultimately successful in this FREE MARKET economy if this is truly where they want to go. Oh - but we also know that they can not move to reinstate the dinar unless the also complete the “project to delete the zeros”. The two efforts are interconnected. There is much resistance to both ideas and many economist have their opinions of the effects of both of them and so you see the real set of problems here?
If you have followed the consultation sessions between Iraq and the IMF you would know that the recent 3-year Stand-by-Agreement (SBA) states this is needed for sustainability along with a transfer of these jobs over the PRIVATE SECTOR thus the private sector supporting the payrolls in the future releasing the govt from this ongoing burden. This would free up oil revenues for other purposes such as rebuilding and essential limited social benefits like healthcare, medicine and education.
In short, the SBA is to improve fiscal discipline and the quality of spending, the Ministry of Finance will strengthen public financial management legislation, report fiscal tables in compliance with international standards, enhance commitment controls and cash management, etc.
Knowing the objectives of the SBA, Do you think Iraq needs this discipline? Can this help eliminate much of the corruption? Can it increase the wealth of the nation by increasing the CBI reserves?
AN HONEST PERSPECTIVE
Why is change needed? Just think of it this way. Right now the CBI is taking these US dollars earned from selling the oil. They then take dinars (taken in from public consumption) and covert them to US dollar (taken from the CBI reserves) to pay for imports. Each time they do this they lessen the opportunity for the CBI to add to the CBI reserves. So the reserves do not grow as fast. Get it?
Now if you pay for imports with dinars, as the dinar is now reinstated, in demand and is now widely accepted, there is much more cash flow going into the CBI reserves. There is no longer the necessity to convert dinars I US dollars to pay for imports. With the CBI reserves growing from oil sales and the gold reserves (they also claim to have), the dinar is sure to rise in value and maintain its value, as the new asset-backed Basil III rules are in effect.
So what’s the problem then? Why not just reinstate the dinar?
1)STILL A CENTALIZED GOVT: In Iraq, remember they are still mostly under a socialistic centralized government from the Saddam Hussein era. So they are still in transition. So the legacy of having all this oil revenue now opened up for availability to corruption since 2003. There are many opportunities for corruption now that the gatekeeper is gone.
2)IRANIAN CORRUPTION: Since ISIS war, the Iranians have taken yet a stronger foothold within Iraq and this is part of the corruption too. This is fully felt in the currency auctions to overcome effects of the US sanctions. When year end audits are completed they never balance out. What should balance? The cost of imports versus dinars converted to US dollars. This should balance to a minimum amount decided by the needs of the country for imports. It is not rocket science to figure out these amounts needed. Past records do exist.
So there is much more CBI reserves being depleted than what s needed to support the Iraq economy. But as long as the oil money is flowing there is no real emphasis to clean this up. Oh -there are laws and procedures but not enforced.
What is going on? It is called the theft of the CBI reserves. Iranian sympathizers in the government are allowing it happen. There is no way in hell anyone is going to convince me that they could not prevent all of this currency auction corruption if they truly wanted to.
3)IRANIAN INFLUENCE IN POLITICS: In the past the Dawa party was heavily represented in parliament. The PM position too is a designated Shiite party position. An Iranian backed political group of Shiites took power. This too led to resistance to currency auction reforms. Can you see not the huge efforts that Mutada Al-Sadr is now making to clean out this Iranian influence from the government? But it is not easy sine they have hundreds of thousands of armed militia within the country. This is why he is now biting the bullet and paying the price of not having a fully formed govt. Do it now or continue to pay the price forever.
4)EMPLOYEE SALARIES: Iraqis under the central govt get paid via cash coming from the oil revenues. This cash is from the CBI reserves. Yet another drain on the CBI reserves. This time US Dollars are converted to dinars since the people get paid in dinars. This is the reverse of the currency auctions. So these dinars taken in from the currency auctions and were then redistributed back into the economy in the form of salaries. These salaries are fixed. Do you see the flow of money here?
However, they get paid enough just to live. A normal pay period is every three months and so the end of March is their current pay period. It is not abnormal to see people hoarding money since they know it must last them 3 months. They are getting used to the new banking system now that it is not susceptible to raids by the govt or corruption.
Electronic payments have really helped Iraqi society only many still resist and think they must hoard dinars still. Now that all provinces throughout Iraq have the capability to receive electronic files from the CBI and process them it is still not of much use to the local citizens unless electricity is working more than a couple hours a day. How can a merchant conduct a POS (point of sale) electronic payment on goods or services without electricity to run the software? How can ATM bank machines run without electricity? So, rebuilding the electric grid is a must and is in the making too. There is a three year plan to have this completed by 2021.
The reason why April 2019 is not yet paid out is because they do not plan to pay them for April until June. Get it? There is no hold up due to incorrect rate on the budget. Again this is silly Guru intel talk. This 2019 budget stuff is all done. The govt opened it already and the NEW Rate was in fact NOT within it OR they just decided to pay less and not honor the new rate? Which do you think it is? Remember every year we hear from these intel gurus the same old, same old about the budget. When will this nonsense end?

We are NOT looking for anything in the Gazette to be posted that has any significance in getting the RV. The 2019 budget was passed last year, signed off by the president and already posted in the Gazette.
The smaller category notes are NOT “trickling out” and are not scheduled to be put out in mass today or any day in the near future. We still wait for the CBI to notify the people. When they do we will hear it.
We don’t care what the hell the rates are at the banks or if they have changed or even if codes are there. This has no impact and is only the new system since 2012 doing its magic to recalculate the rates according the asset backed rules. This has ABSOLUTELY no impact on the timing of the reinstatement. When it does get ready the rates will simply appear and be live to use. So far this has not ever happened with any of these rates. All this stuff about live rates and early exchanges is nothing but more guru bullshit.
So, I don’t care what the hell these gurus are telling you. This is all a bunch of guru idiotic bullshit. We are NOT waiting for anything to happen as there is no new news from the CBI or Finance Committee about the project to delete the zeros or getting the reinstatement of the Iraqi dinar anytime soon. There is nothing out there that is indicting this reinstatement could happen sooner than later. Sorry! We are passed the window already.
What comes next?
What we are still waiting for is a significant number of juicy articles to educate the citizens about the smaller category notes, prior to them being launched. This has not changed. We have seen some education on the old notes from the Saddam Hussein era so the people know that these are not notes that can be used today and have been discontinued and voided. But we are told we can expect much more when we get closer.
I have told everyone dozens of times already that even though the CBI does not meet the window of reinstating on a clean start of a new fiscal year does not preclude them from reinstating during the rest of the year.
Instead it only makes if more difficult and an accounting nightmare. We know that there was a yearlong project to play out some scenarios within the general ledger just in case this did happen. They played out scenarios of $1, $2, and $3 rates for reinstatement reintroduction of the dinar and the impact of these. I have told everyone this before but you only want to hear what you want to hear and they you get mad at me for telling you we might just be waiting until Jan 2020 again. This is of course the worst scenario but I am a realist too and I have called this shot many times already. You simply have to know when to shut of the anticipation and when not to.
So right now, unless we see some different signs, we must cool down our anxieties, relax and let Iraq do what it does. There is so much good news today from all their efforts to attract foreign investors and trade. This is all very good but they need to privatize the countries economy and this is still key to their success.
I have also said to everyone that I do not see much more that the CBI has to do to move ahead to the final step with the project to delete the zeros. It appears they take giant leaps and bounds and then just stall again. They come out with marvelous articles giving us great hope and then stall again. This is not my fault. This is not the fault of my CBI contact. We all know this situation if very fluid and changes almost daily.
We must be flexible and take these article with a grain of salt and use our common sense too on how much of it will actually occur. But we also can’t deny the news either as they would be very stupid.
Information coming out of dinar land rumor central is NOT good and it seems when the real news is all quite, then the rumors begin to fly. This is one of those periods now so be careful. These idiot gurus will try their bullshit on you now since you will desperately want some good news. They will give it to you too as you request, but what good will it be when its all just lies.

UPDATE ON THE ONGOING ELECTION SAGA
A political source revealed early Monday on the candidate for the most prominent coalition to take over the position of the Ministry of the Interior, the source is likely that the return of former Interior Minister Qassim al-Araji as a candidate for the Badr Organization for the post in the case of Moqtada al-Sadr veto the nomination of deputies and former ministers .

WASHINGTON/DUBAI (Reuters) - President Donald Trump said on Monday he would name Iran’s elite Islamic Revolutionary Guard Corps a terrorist organization, in an unprecedented step that drew Iranian condemnation and raised concerns about retaliatory attacks on U.S. forces.
The action by Trump, who has taken a hard line toward Iran by withdrawing from the 2015 Iran nuclear deal and re-imposing broad economic sanctions, marks the first time the United States has formally labeled another nation’s military a terrorist group.
The U.S. step, which takes effect on April 15, prompted an immediate response from Iran, whose Supreme National Security Council in turn designated U.S. military forces as a “terrorist organization,” Iranian state-run TV reported.
(Mnt Goat – This is done in an effort to get these militias out of Iraq and other surrounding countries in the middle east, like Syria and Yemen. So come April 15th Iraq will finally have to make a decision on how they will handle these Iranian militia still in their country from the ISIS war. If they are considered terrorists under “official” US policy then what will the US do in response?)

MALIKI DENIES CALLING HIS PARTY’S OFFICES TO TAKE UP ARMS
BAGHDAD – Secretary General of the Dawa Party Nuri al-Maliki, on Tuesday, calling his party’s offices in Iraq to take up arms.
“There is no truth to what was attributed to me in the false statement directed at the offices of the Islamic Dawa Party to collect weapons and confront a number of Arab countries and the United States of America,” Maliki said in a statement received by Mawazine News.
“Although the statement is false and false, it raises questions about who is behind it and the circles that instigated it,” he said, denouncing “anyone who participated in this false statement.”
He called on Maliki, “the media to adopt information from its official sources and be careful not to engage in dealing with such lies.”

THE EXTREME LEFT JUST DOESN’T GET IT
I wanted to come to you again today with another Mnt Goat video set pick of the week and given you more examples of the left pumping out their propaganda.
But many of you still don’t see it this way. This is dangerous for America since this nation is the very last stronghold for democracy and the values which we hold near and dear to us. When we are gone then what?
Many of us think this nonsense is all orchestrated as just a “change of the times”. Maybe so, but who is changing these times such as what they are teaching our young in the schools and colleges?
Well…I am here to tell you it is intentionally orchestrated propaganda and this is the scary part. There is a reason for it. It is not just about one political opponent hating the other. This is a fight for a scary ideology.
Sure it may all be about these extremists liberals and their desire to take over the government, but we must still more importantly THINK, THINK, THINK to ourselves why is all this happening. This is the important part about this story. Will the US be strong enough to fight off these socialist, extremist or will we fall as a nation? Are we strong enough as a nation to survive all this? This is yet another turning point for this nation.
It is not just coincidental folks. There is a much broader plan being played out. But we do have a choice and it is up to each and every one of us to speak out and keep speaking until our voices are heard. Enough is enough!

The media arena is witnessing an exciting revival of economic experts, as they usually call specialists or non-specialists in economic sciences. Although the spread of economic culture is a benign advantage for developed peoples, economic policy and economic analysis with populist rhetoric full of illusions and simplification exaggerates the landscape and weakens the rigidity of economic knowledge, especially when these populist trends and trends infiltrate academic institutions and are academically debated as absolute economic facts.
In this context, a recent article on "The sale of the currency in Iraq, the destruction of the Iraqi economy and the revival of Iran's economy" was recently published on social media.
The fact of the matter is that the intellectual content of this article has been raised repeatedly in the media and on various economic occasions, LEAVING FIRM CONVICTIONS WITH THE NEGATIVE ROLE PLAYED BY THE EXCHANGE RATE ON THE IRAQI ECONOMY AND ITS POSITIVE ROLE IN REVIVING AND DEVELOPING THE IRANIAN ECONOMY exclusively.
Which INCREASES THE UNCERTAINTY AND CONFUSION ABOUT THE ACTUAL INDEPENDENCE OF THE CENTRAL BANK, not only the Iraqi government, but the economic interests of the neighboring countries.
The fact that the reactions and discussions on the management of the exchange rate of the Iraqi dinar and its dynamic association with the Iranian economy was an incentive to write this article, in a simple attempt to remove the ambiguity and confusion in a neutral scientific (and modest) and in the form of the following axes.
1- The name of the foreign currency auction has been changed to the foreign currency window. The window is not one of the instruments of monetary policy, but rather an administrative measure intended to stabilize the price levels.
2 - The currency window is not an ideal tool to manage the exchange rate in Iraq, but due to the economy and the depth of structural imbalances and weak national production in meeting the growing domestic demand for goods and services was to stabilize the exchange rate by feeding the demand for imports with oil dollars, Central Bank's main bidder in the foreign exchange market.
3 - The overvaluation of the dinar exchange rate actually WORKS TO DRAIN THE DOLLAR RESERVE IN THE CENTRAL BANK (assuming the relative stability of oil revenues) due to the positive relationship between the supply of the dollar and the dinar exchange rate, but this is the task of foreign reserves, at least in the exceptional situation that he lives Country.
4- Why was the exchange rate of the Iraqi dinar appreciated in this amount. The answer is no ... because there are many requirements that need to be secured until the national product rises. Therefore, THE POLICY OF REDUCING THE EXCHANGE RATE OF THE DINAR MAY BE SUSTAINABLE BUT AFTER THE AVAILABILITY OF OTHER REQUIREMENTS INCLUDING (PROVIDING INFRASTRUCTURE AND FACILITATING GOVERNMENT LEGISLATION SUPPORTING INVESTMENT AND ACTIVATING CUSTOMS TAXES AND SUPPORTING THE NATIONAL PRODUCT ... ).
-6Finally, the question is: Is the excessive exchange rate suitable for the revival of Iran's economy exclusively
?
The answer is both ... because the excessive exchange rate revives all imports and from different countries (China, Turkey, Egypt, Jordan, the Gulf and many Asian countries), which gives these countries a comparative advantage in marketing their products to Iraq due to high unsatisfied domestic demand supported by high purchasing power. On the level of tourism, the strength of the Iraqi dinar increases the delegation of Iraqi tourists to different countries of the world, not just Iran, given the relative unreal) power of the Iraqi dinar).
In conclusion, we would like to point out that neighboring countries, including Iran, do not rely heavily on the exchange rate of the Iraqi dinar in raising the rates of exports and achieve economic growth for several reasons, including:
-1The experience OF RECENT YEARS INDICATES THAT POLITICAL AND ECONOMIC DECISION-MAKING IN IRAQ FLUCTUATES UNPREDICTABLY AND OUT OF ORDER.
2- The exchange rate of the Iraqi dinar is linked to the dollar reserve in the Central Bank, which is mainly related to the revenues of the Iraqi government from the oil exports, which is a function of the frequent fluctuation of oil prices in the world energy markets.
For years, the trading partners of Iraq (China, Turkey, Iran, Jordan and other countries) have been engaged in fierce competition to acquire the Iraqi market by reducing costs and prices or raising the quality of the product or reducing the prices of national currencies to achieve comparative advantage of their national products.
(Mnt Goat- This news in this article should be nothing new or shocking to all my faithful readers. I have been saying this for years. I just wanted to present this recent article so you know its not just my “opinion” but FACTUAL news. Could this also play a part in why the CBI is having a difficult time getting the reinstatement of the dinar completed? )

THE ARREST OF A GANG PROMOTING A COUNTERFEIT CURRENCY OF 25 THOUSAND DINARS IN THE MARKETS OF BAGHDAD
Twilight News – The Ministry of Interior announced on Tuesday the arrest of a gang promoting a counterfeit currency of 25,000 dinars in the markets of Baghdad.
The spokesman of the ministry, Major General Saad Maan said in a statement today that the detachments of the Federal Police Intelligence working within the intelligence agency in the Ministry of the Interior and the quality of the process arrested two accused are conducting the payment of counterfeit money category (25) thousand dinars to vendors and shops north of Baghdad And the criminal offense, where they seized in possession of counterfeit amounts of 16,250,000 dinars.
He added that the counterfeit currency was seized with a record of the seizure of fundamentalists and referred by the accused to the judiciary to complete their investigative papers.

"It is necessary to reform the IRAQI ECONOMY ON THE BASIS OF MOVING FROM A CENTRAL ECONOMY TO A FREE MARKET ECONOMY, as well as encouraging and developing the private sector in order to ensure the full investment of its resources and diversify its sources," Al-Attar told Mawazine News.

(Mnt Goat – When I read this article I can’t help but to think of the madness now proposed by the extreme liberals in the US politics with their social agenda. They are actually advocating a centralized government that controls everything including the economy. So we see the issues that Iraq faces in their attempts to implement a FREE MARKET away from a centralized form or government. This has taken decades already will probably take many decades more. So if this is so good for sustainability of a nation then why in hell would anyone advocate going from a FREE MARKET to a centralized form of govt controlled economy? You tell me cause I don’t get it.
So we see there are many lessons of things we can take-away from what is happening within Iraq and the direction they are taking versus what we are seeing happening right in our own countries.
Many ask me what all this politics has to do with the reinstatement of the Iraq dinar?
Folks all this money is not going to do you a bit of good unless you can keep it and spend it. Get it?
If these socialist idiots take over the US government you may as well kiss all you money goodbye. All your “asset protection” won’t mean a bit even. It won’t take much more than a few simple laws form the government to confiscate all of your money and they will do it “for the sake of the many from the few”. Right out of Karl Marx.

Thus, we have gained product marketing and operation of tourist services and facilities and attracting hard currency to the country, and this needs instructions to maintain this sector, and can not stand at the detailed religious tourism exclusively, but that Iraq is unique to other countries of the world to possess all kinds of tourism, recreational, archaeological and medical, and this Over can make the tourism sector actually oil for the country and for the global companies that can enter into agreements with Iraq, because the sights of Iraq's interest to most of the world's population.

MEETING OF THE FINANCE COMMITTEE PARLIAMENTARY, TO DISCUSS THE BUDGET AND OIL KURDISTAN REGION

IRAN PLAN TO REHABILITATE THE ELECTRICITY SECTOR IN IRAQ WITHIN THREE YEARS
Iranian Energy Minister Reza Erdkanian announced on Sunday that he would write a plan to rehabilitate the electricity sector in Iraq within three years.

IRAQ COULD OFFER GREAT BUSINESS OPPORTUNITIES AS A DEVELOPING COUNTRY
The current Iraqi government is interested in increasing its electricity as well as its oil and gas production capacity, which will help the country generate more oil and gas revenues in the future.
These are multibillion-dollar projects and Iraq is open to receiving more foreign direct investment (FDI) in these sectors. Iraq also aims to increase its trade relations with its neighbors, in particular Turkey, Iran and Jordan.
Iraqi President Barham Salih visited Iran and Turkey a couple of months ago for developing bilateral relations and increasing trade. The Iraqi government is open to mutually beneficial trade agreements and long term water and energy related projects that are mutually beneficial. There are great potentials for mutually beneficial trade and investment relations between Iraq and its neighbors.
Iraq also wants to diversify its economy through encouraging private entrepreneurship and attracting FDI in different sectors along with the oil and gas sectors. So far American and Western companies have avoided Iraq, even though the country's security has improved. The Iraqi government should create a more favorable institutional framework for entrepreneurship and business development and create better investment laws to attract foreign direct businesses. It also needs to create a sound financial system and strengthen its banking system, so that businesses can raise financial capital when they need to.
It is time to believe in Iraq's future and invest. It has a working democratic system, despite some weaknesses. It has young and vibrant human resources and plenty of natural resources. The country also has great tourism potential as it was the home for multiple ancient and Islamic civilizations. Iraq could offer great business opportunities as a developing country transitioning from a violent past to a peaceful and prosperous future. As its security improves and economy grows, Iraq could become a good location for many global businesses that operate in the Middle East.

TUESDAY THE RELEASE OF THREE MONTHS OF SALARY OF THE FULL-TIME APPOINTMENT OF NON-RECIPIENTS IN THE PROVINCE OF BAGHDAD

The Ministry of Labor and Social Affairs announced on Tuesday the release of three months of salary of the full-time appointment of non-recipients in the province of Baghdad civilians for the years (2016-2017-2018).
"In implementation of the directives of the Minister of Labor and Social Affairs, Bassem Abdul Zaman, the PWD announced the release of the full-time salary of non-recipients of 2016, 2017 and 2018 in the Baghdad governorate after the receipt," the ministry said in a statement received by Mawazine News.
The financial ALLOCATIONS NECESSARY FOR THEM IN THE BUDGET OF 2019 and covered by Article 2/19 of the Commission's Law No. (38) for the year 2013 and according to lists of names published on the page of the Authority and the Ministry and its official location.
The statement added that "the number of covered by the full-time civilian salary for Baghdad governorate reached (3450) BENEFICIARIES BY SALARY FOR THE FIRST THREE MONTHS OF 2019 IN JANUARY AND FEBRUARY AND MARCH at 510 thousand per beneficiary starting from Monday 8/4/2019 for ten days by 350 civilian beneficiaries daily from 8:30 am to 1:30 pm. "
He explained that "the distribution of the civilian beneficiaries will be at the headquarters of the Ministry of Labor and Social Affairs on the hall of the Iraqi Center - Korean from 8.30 am to 1:30 pm, 350 beneficiaries per day and the audit in alphabetical order for the disabled to accommodate the numbers of auditors (appointed and disabled) life, updating the data and settling the salary according to the desire of the appointee to choose the bank that suits him, bringing the original and photocopied documents to the parties and two photographs of both the appointed and the disabled.

Everyone needs to know that I comment at the end of most articles in the articles section of this newsletter. I hand pick what article to present based on information that is important. I am most concerned about anything that is directly connected to our investment.
I know that many of you just skim over the headlines and don’t bother to read the articles or the Mnt Goat comments at the end. You are doing yourself a disfavor. Then later you come on to the Facebook site and ask these redundant questions that are more than already given full explanations in the newsletter in full context.
So, again I am encouraging everyone to just go read the newsletter in it’s entirety and then ask intelligent questions but only if I have not covered it on the current or past newsletters.
Also just because you decide to “bop” in once and a while to read the newsletter and are not keep up to date is not my problem. I am not going to spoon feed you with months of past news just to answer your questions.

WHY IS JANUARY SUCH AN IMPORTANT MONTH FOR THE REINSTATEMENT?
I want everyone to know that when we reach the year end and then January of the new year, I do get excited.
I get very excited because I know how desperate the CBI wants to move ahead with the reinstatement but can’t without the full GOI support. I know how this reinstatement can help move this country ahead. I know how it can help the USA too as we use our proceeds from this investment in the economy and to better our lives.
Anyone can call the shots afterwards when nothing happens and use your disappointment to bash me and others and that is okay but remember - I just bring you the FACTS that are showing us the way. If you don’t like the FACTS don’t read my newsletter it is that simple. My disappointment in many of these idiot gurus is that they only spread rumors and have no FACTUAL basis for what they say. If they do I leave them alone. They may be wrong in the long term but this is okay as long as they use SOUND REASONING and FACTS to base their information on.
If they prove over and over again someone who can’t handle this job then I do bash them and will continue to do so until they finally get out of the way and let those that can handle the job do it. It is irresponsible of them to take on the task just so they can make lots of $$$ off of pumping intel – REAL or FAKE but especially when it is all FAKE or hyped up with their “opinions”. I have a distaste for these charlatans and I will keep up all my efforts to see that they are exposed.
So where do we stand now?
The news now from Iraq is all about two issues now:
1)paying out the salaries and pensions and catching up on owed bills; 2)getting investors to take hold in Iraq and the switch over from a CENTRALIZED GOVT RUN economy to a FREE MARKET economy.
I do not know how the full extent of these two main issues matter for the timing of the reinstatement, but I will say this:
1)The IMF has always had a mandate that Iraq be able to pay its bills on time. They want Iraq to move forward to a more timely monthly payment schedule. This is monetary stability.
2)Also we know that a FREE MARKET economy will force Iraq to deal with international trade and so how cumbersome will this conversion of dinars to dollars $$$ be in draining the CBI reserves by these currency auctions? They will have to move to a floating rate dinar and reinstate it to be ultimately successful in this FREE MARKET economy if this is truly where they want to go. Oh - but we also know that they can not move to reinstate the dinar unless the also complete the “project to delete the zeros”. The two efforts are interconnected. There is much resistance to both ideas and many economist have their opinions of the effects of both of them and so you see the real set of problems here?
If you have followed the consultation sessions between Iraq and the IMF you would know that the recent 3-year Stand-by-Agreement (SBA) states this is needed for sustainability along with a transfer of these jobs over the PRIVATE SECTOR thus the private sector supporting the payrolls in the future releasing the govt from this ongoing burden. This would free up oil revenues for other purposes such as rebuilding and essential limited social benefits like healthcare, medicine and education.
In short, the SBA is to improve fiscal discipline and the quality of spending, the Ministry of Finance will strengthen public financial management legislation, report fiscal tables in compliance with international standards, enhance commitment controls and cash management, etc.
Knowing the objectives of the SBA, Do you think Iraq needs this discipline? Can this help eliminate much of the corruption? Can it increase the wealth of the nation by increasing the CBI reserves?
AN HONEST PERSPECTIVE
Why is change needed? Just think of it this way. Right now the CBI is taking these US dollars earned from selling the oil. They then take dinars (taken in from public consumption) and covert them to US dollar (taken from the CBI reserves) to pay for imports. Each time they do this they lessen the opportunity for the CBI to add to the CBI reserves. So the reserves do not grow as fast. Get it?
Now if you pay for imports with dinars, as the dinar is now reinstated, in demand and is now widely accepted, there is much more cash flow going into the CBI reserves. There is no longer the necessity to convert dinars I US dollars to pay for imports. With the CBI reserves growing from oil sales and the gold reserves (they also claim to have), the dinar is sure to rise in value and maintain its value, as the new asset-backed Basil III rules are in effect.
So what’s the problem then? Why not just reinstate the dinar?
1)STILL A CENTALIZED GOVT: In Iraq, remember they are still mostly under a socialistic centralized government from the Saddam Hussein era. So they are still in transition. So the legacy of having all this oil revenue now opened up for availability to corruption since 2003. There are many opportunities for corruption now that the gatekeeper is gone.
2)IRANIAN CORRUPTION: Since ISIS war, the Iranians have taken yet a stronger foothold within Iraq and this is part of the corruption too. This is fully felt in the currency auctions to overcome effects of the US sanctions. When year end audits are completed they never balance out. What should balance? The cost of imports versus dinars converted to US dollars. This should balance to a minimum amount decided by the needs of the country for imports. It is not rocket science to figure out these amounts needed. Past records do exist.
So there is much more CBI reserves being depleted than what s needed to support the Iraq economy. But as long as the oil money is flowing there is no real emphasis to clean this up. Oh -there are laws and procedures but not enforced.
What is going on? It is called the theft of the CBI reserves. Iranian sympathizers in the government are allowing it happen. There is no way in hell anyone is going to convince me that they could not prevent all of this currency auction corruption if they truly wanted to.
3)IRANIAN INFLUENCE IN POLITICS: In the past the Dawa party was heavily represented in parliament. The PM position too is a designated Shiite party position. An Iranian backed political group of Shiites took power. This too led to resistance to currency auction reforms. Can you see not the huge efforts that Mutada Al-Sadr is now making to clean out this Iranian influence from the government? But it is not easy sine they have hundreds of thousands of armed militia within the country. This is why he is now biting the bullet and paying the price of not having a fully formed govt. Do it now or continue to pay the price forever.
4)EMPLOYEE SALARIES: Iraqis under the central govt get paid via cash coming from the oil revenues. This cash is from the CBI reserves. Yet another drain on the CBI reserves. This time US Dollars are converted to dinars since the people get paid in dinars. This is the reverse of the currency auctions. So these dinars taken in from the currency auctions and were then redistributed back into the economy in the form of salaries. These salaries are fixed. Do you see the flow of money here?
However, they get paid enough just to live. A normal pay period is every three months and so the end of March is their current pay period. It is not abnormal to see people hoarding money since they know it must last them 3 months. They are getting used to the new banking system now that it is not susceptible to raids by the govt or corruption.
Electronic payments have really helped Iraqi society only many still resist and think they must hoard dinars still. Now that all provinces throughout Iraq have the capability to receive electronic files from the CBI and process them it is still not of much use to the local citizens unless electricity is working more than a couple hours a day. How can a merchant conduct a POS (point of sale) electronic payment on goods or services without electricity to run the software? How can ATM bank machines run without electricity? So, rebuilding the electric grid is a must and is in the making too. There is a three year plan to have this completed by 2021.
The reason why April 2019 is not yet paid out is because they do not plan to pay them for April until June. Get it? There is no hold up due to incorrect rate on the budget. Again this is silly Guru intel talk. This 2019 budget stuff is all done. The govt opened it already and the NEW Rate was in fact NOT within it OR they just decided to pay less and not honor the new rate? Which do you think it is? Remember every year we hear from these intel gurus the same old, same old about the budget. When will this nonsense end?
5)IMF INFLUENCE

We are NOT looking for anything in the Gazette to be posted that has any significance in getting the RV. The 2019 budget was passed last year, signed off by the president and already posted in the Gazette.
The smaller category notes are NOT “trickling out” and are not scheduled to be put out in mass today or any day in the near future. We still wait for the CBI to notify the people. When they do we will hear it.
We don’t care what the hell the rates are at the banks or if they have changed or even if codes are there. This has no impact and is only the new system since 2012 doing its magic to recalculate the rates according the asset backed rules. This has ABSOLUTELY no impact on the timing of the reinstatement. When it does get ready the rates will simply appear and be live to use. So far this has not ever happened with any of these rates. All this stuff about live rates and early exchanges is nothing but more guru bullshit.
So, I don’t care what the hell these gurus are telling you. This is all a bunch of guru idiotic bullshit. We are NOT waiting for anything to happen as there is no new news from the CBI or Finance Committee about the project to delete the zeros or getting the reinstatement of the Iraqi dinar anytime soon. There is nothing out there that is indicting this reinstatement could happen sooner than later. Sorry! We are passed the window already.
What comes next?
What we are still waiting for is a significant number of juicy articles to educate the citizens about the smaller category notes, prior to them being launched. This has not changed. We have seen some education on the old notes from the Saddam Hussein era so the people know that these are not notes that can be used today and have been discontinued and voided. But we are told we can expect much more when we get closer.
I have told everyone dozens of times already that even though the CBI does not meet the window of reinstating on a clean start of a new fiscal year does not preclude them from reinstating during the rest of the year.
Instead it only makes if more difficult and an accounting nightmare. We know that there was a yearlong project to play out some scenarios within the general ledger just in case this did happen. They played out scenarios of $1, $2, and $3 rates for reinstatement reintroduction of the dinar and the impact of these. I have told everyone this before but you only want to hear what you want to hear and they you get mad at me for telling you we might just be waiting until Jan 2020 again. This is of course the worst scenario but I am a realist too and I have called this shot many times already. You simply have to know when to shut of the anticipation and when not to.
So right now, unless we see some different signs, we must cool down our anxieties, relax and let Iraq do what it does. There is so much good news today from all their efforts to attract foreign investors and trade. This is all very good but they need to privatize the countries economy and this is still key to their success.
I have also said to everyone that I do not see much more that the CBI has to do to move ahead to the final step with the project to delete the zeros. It appears they take giant leaps and bounds and then just stall again. They come out with marvelous articles giving us great hope and then stall again. This is not my fault. This is not the fault of my CBI contact. We all know this situation if very fluid and changes almost daily.
We must be flexible and take these article with a grain of salt and use our common sense too on how much of it will actually occur. But we also can’t deny the news either as they would be very stupid.
Information coming out of dinar land rumor central is NOT good and it seems when the real news is all quite, then the rumors begin to fly. This is one of those periods now so be careful. These idiot gurus will try their bullshit on you now since you will desperately want some good news. They will give it to you too as you request, but what good will it be when its all just lies.

We must keep praying for the end to the rapid corruption and enslavement of people in Iraq and in the United States. We must pray for our leaders when they are being guided by the Holy Spirit. We must stand by them and let them know we are still there to support them, even after the election is over. I have composed a prayer maybe we can all pray today in our own way and until the reinstatement of the Iraq dinar occurs.
PRAYER
“For the Iraqi Prime Minister and the President of the United States, that all their cabinet members, and deputies may be anointed by the Holy Spirit to do God’s will and bring the free democracies of the Republics of Iraq and of the United States of America to the much-deserved prosperity and abundance.
To do this thru justice and freedom from oppression and corruption. That they may be a shining example for the rest of the middle east and to rest of the world to follow.
