The House of Representatives in its 24th session held under the chairmanship of Mr. Mohamed Halboussi, President of the Council on Saturday 15/6/2019 and in the presence of 186 deputies, read seven draft laws and discussed a report on the treatment of housing crisis.
At the beginning of the session, the Monitoring Committee for Implementation of the Government Program and Strategic Planning followed a report on the housing crisis, in which it pointed out that intensive meetings and extensive discussions were held and addressed a number of concerned ministries and bodies regarding the provision of data and information related to the housing crisis and the identification of slums, .
The Committee pointed out in its report that the rate of population growth amounted to 2.8% per year and the rate of 120_150 thousand units annually, pointing to the need for Iraq to 2.5 million housing units to the end of 2016 as a result of population growth without other exceptional circumstances, The total number of people living in these slums reached (3292606) until 2017, while the governorate of Baghdad came in Ranked first in terms of random groupings (1022) and 27.7%.
In its report, the committee presented its conclusions that the achievement of the national policy approved in 2010 was only 5%, with the absence of coordination between the state institutions and the concerned sectors, the problem of land facing the housing sector, In addition to the lack of available land for housing in urban areas and the existence of excesses on land subject to the Commission for Property Disputes and has not been resolved.
The Committee presented in its report recommendations, most notably the need to create a sectoral executive executive to manage the solution of the problem of housing and has the authority to transfer the ownership of land owned by any of the state institutions for the purposes of housing complexes and give priority to the package of legislation on resolving the crisis and accelerate the completion of the General Census of Population and Surveys And the completion of databases and land directory, as well as monitoring the financial allocations required to complete the infrastructure of the areas to be invested and find permanent sources of funding and the issuance of legislation necessary for developers, and the allocation of (500 billion) dinars to the Housing Fund within the budget 2020.
The recommendations also included the importance of the Council of Ministers reviewing Resolution No. 70 of 2019 and discussing ways to implement it and the need for the government to adopt the method of equipping citizens with construction materials at subsidized prices and obliging the government to activate the laws of the institutions of martyrs, prisoners and victims of terrorist operations by distributing plots of land, In addition to considering the formation of quality courts for the recovery of loans dealing with issues of custody and repossession and resale of the guarantees or reliance on the law collection of government debt and to refer explicitly to the terms of the contract.
In turn, Mr. Speaker directed the follow-up of the implementation of the government program and the holding of joint meetings between the concerned committee and the multidisciplinary committees.
The interventions of the ladies and gentlemen focused on the importance of encouraging the government to live vertically and not bypassing the green belt of the cities and the establishment of a new mechanism to include all citizens to obtain housing land and support building materials and encourage investment in this area as well as the importance of setting a time limit to implement the recommendations of the Committee.
During the session, which was chaired by Dr. Bashir Haddad, Vice-President of the Council, he stressed the importance of addressing slums and providing decent housing for every citizen. The Ministry of Municipalities should contract with foreign companies to build apartments in cooperation with the private sector. And the proposal to move towards the Housing Fund for the easy implementation of its legal procedures by citizens in addition to obligating oil licensing companies to contribute to the establishment of complexes.
The representative of the government in the House of Representatives, Mr. Turhan Mufti, that the solution of housing issue is a core issue within the government platform, calling on the House of Representatives to speed up the vote on the draft law to address abuses transmitted by the government, noting that the government is working on the establishment of the city of Sayab in Basra through Providing thousands of housing plots in an experiment that will be distributed to other governorates.
For his part, Dr. Bashir Haddad stressed the need to follow up the issue of housing crisis by the parliamentary committees concerned until finding solutions to the rights of citizens to live decent, noting the draft law on slums on the agenda of future meetings, calling on the government to activate the program of national housing policy.
In its response to the interventions, the committee stressed the importance of taking advantage of international expertise in resolving the crisis.
In another matter, President Halabousi pointed out that the House of Representatives waiting for the government to send the names of candidates to fill the remaining positions in the government cab before the end of the legislative term.
The Council concluded the first reading of the draft law on the accession of the Republic of Iraq to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes, Helsinki 1992, submitted by the External Relations Committees, Agriculture, Water, Marshlands, Health and Environment, which aims to strengthen international cooperation to prevent, reduce and control the pollution of transboundary waters.
The Council completed the first reading of the bill of accession of the Republic of Iraq to the International Convention for the Control and Management of Ballast Water and Sediments in Ships of 200, submitted by the Committees of Foreign Relations, Health and Environment to enhance cooperation in the field of control and management of water ballast and sediments in ships and prevent the transfer of harmful aquatic organisms and pathogens.
The Council concluded the first reading of the draft law of accession of the Republic of Iraq to the International Convention on Rescue for the year 1989 and submitted by the committees of foreign relations, health and environment in order to promote marine industries and environmental protection in Iraq.
The Council completed the first reading of the draft law of the first amendment to the Law of the Ministry of Education No. (22) for the year 2011, submitted by the committees of education and finance for the purpose of supporting the approved educational institutions and exemption from customs fees to secure their needs of educational supplies.
The session ended with the first reading of a bill to draw the character of the national campaign to build schools and kindergartens provided by the Education Committee, which aims to provide the necessary funds for the construction of schools and kindergartens.
The Council also completed the first reading of the draft law for the first amendment of the law of agricultural quarantine No. (76) for the year 2012 submitted by the committees of agriculture, water, marshes, health and environment for the purpose of exempting small quantities of agricultural missionaries, quality seed samples and high production of import license and the inclusion of staff supporting the examination fees.
The Council completed the first reading of the draft law of the Industrialization and Defense Commission, submitted by the Security and Defense Committee, which aims at achieving national security and benefiting from national expertise and securing the military action of the national security ministries.
On the other hand, the Council discussed the wording of a resolution to terminate the work of the Council of Commissioners of the Information and Communication Authority, submitted by the Committee on Culture, Information, Tourism and Antiquities.
The Committee stated in its report that the Information and Communications Authority is still administered in accordance with the law of the Coalition Provisional Authority with the passage of time on the appointment of members of the plenipotentiaries of the Board of Trustees in the Information and Communications Authority, pointing to the need to end their work in accordance with the powers of the House of Representatives in his keenness to close the file management of the joints of the state proxy.
The interventions of the ladies and gentlemen included urging the abolition of the agency's work for all independent and governmental bodies, legislating the laws related to the telecommunications and informatics sectors, opening nominations for new members in accordance with competence and competence, ensuring fair representation of the components in independent bodies, and calling for commitment to a high level of transparency. The work of the Communications Authority for the import of annual profits and the confirmation of the termination of the work of the members of the Board of Trustees until the dismissal of the existence of legal irregularities by them.
President Halabousi issued an official letter addressed to the Prime Minister containing the removal of the legal violations of the members of the Board of Trustees of the Iraqi Media Network and the Media and Communications Commission, and that the violator should bear the legal consequences. He called on the concerned committee to unify the parliamentary decision on the Iraqi media network and the media and communications authority.
He also instructed the President of the Council to open representative offices for the Information and Communication Authority, the Integrity Commission, the Financial Control Bureau and the Central Bank of Iraq in the House of Representatives.
President Halabousi announced the inclusion of the vote on the completion of the file of vacant ministries and the termination of the Agency and special grades within the first and second paragraphs of the agenda of the meetings until the end of the current legislative term.

Sadr, who leads a large parliamentary bloc, has rallied his supporters to stage mass protests against previous governments, and has implied this could take place against the current government of Prime Minister Adel Abdul Mahdi.

“I call on all political blocs to charge the prime minister with completing the cabinet formation process within 10 days,” Sadr said in a letter released by his office.

“Otherwise we will have another position ... and you are aware of our stance.”



Sadr’s Saeroon political bloc came first in a May 2018 general election. He has called for independent candidates to be put forth for several key cabinet positions which remain vacant over disagreement between powerful parties.

Abdul Mahdi began his term in October, but has yet to fill interior and defense posts.

Sadr, who presents himself as a nationalist who opposes the involvement of both the United States and Iran, Iraq’s two mains allies, scored a surprise victory in the May vote by promising to fight corruption and improve services.

The other largest political bloc includes candidates backed by Iran who have tried to push an interior candidate linked to Iran-backed militias.



A wild card in Iraq’s turbulent politics driven largely by sectarian interests, he has frequently mobilized tens of thousands of followers to protest against government policies and corruption.

His militia, previously known as the Mehdi Army, staged two violent uprisings against U.S. occupation forces after the invasion. Iraqi and U.S. officials described him at the time as the biggest security threat in Iraq.

ERBIL, Kurdistan Region – Seven months after establishing a government, Iraqi Prime Minister Adil-Abdul-Mahdi has finally filled the remaining empty chairs around his cabinet table, approving nominations for the ministries of justice, defense, and the interior.

Following weeks of pressure from Shiite party blocs, Iraq’s highest religious authority, and firebrand cleric and kingmaker Muqtada al-Sadr, the PM may have successfully extinguished a political fire that threatened to bring down his administration. 

The Baghdad parliament approved the nominees on Monday afternoon.

Judge Farouk Shawani won parliament’s vote of confidence to become minster of justice. He is a Kurd and a member of the Patriotic Union of Kurdistan (PUK), who won the backing of the Kurdistan Democratic Party (KDP). 

Shawani was however presented by Abdul-Mahdi as an independent, according to Rudaw’s correspondent in Baghdad Mustafa Goran.

Najah Al Shammari, a Sunni politician from the Al-Mihwar al-Watani Alliance, won parliamentary approval to become minister of defense – a post typically reserved for a Sunni candidate.

Yassin Al Yasiri, a Shiite politician from the Bina Coalition, was also approved by the parliament to become minister of the interior – a post typically reserved for a Shiite candidate.

Savana Al Tai failed, a Christian candidate, failed to win parliamentary approval to become minister of education. The post is typically reserved for a Sunni candidate. It is now the only department without a minister.

Parliament’s rival blocs had squabbled over the senior posts for months. Top ministerial jobs are typically divided up on sectarian lines between Iraq’s Shiite majority and its Sunni and Kurdish minorities. 

Abdul-Mahdi, an independent technocrat appointed by President Barham Salih, has tried to balance the demands of Iraq’s deeply divided parties and ethnoreligious groups. 

Although the cabinet dispute appears to be settled, the Iraqi PM is also under mounting pressure to urgently fix the country’s ramshackle infrastructure and address widespread corruption.

Iraq also risks being dragged into a proxy war between the US and Iran. Abdul-Mahdi is pursuing a neutral stance in the tensions and hopes to mediate between Iraq’s allies in Washington and Tehran. 

However, pro-Iran parties and militias are causing the PM problems which rivals may try to exploit.

The House voted in its 26th session held under the chairmanship of Mr. Mohamed Halboussi, President of the Council on Monday 24/6/2019 and in the presence of 233 deputies to the Ministers of Defense, Interior and Justice and ended the first reading of two laws as he began to discuss the draft law of the Federal Court.
At the beginning of the meeting, President Halabousi announced the receipt of a letter from the Prime Minister, which included his commitment to what was presented in the government program, pointing out that the Prime Minister gave the names according to the best estimate of compatibility and efficiency, noting that in the event of rejection of the Council some or all names, Provide other names after 3 days as a maximum.
The Council completed the vote on the cabinet reshuffle, giving confidence to Mr. Najah Hassan Ali Al Shammari, Minister of Defense, Mr. Yasin Taha Hassan Al Yasiri as Minister of Interior and Mr. Farouk Amin Osman Mohamed Shwani as Minister of Justice.
The Council also approved the request of the Prime Minister to exempt Ms. Shaima Khalil Al-Hayali, who previously won the confidence of the Council for the post of Minister of Education, and later applied for exemption from this task.
The council voted not to grant confidence to Ms. Safana Hussain Ali al-Hamdani as minister of education after she received 109 votes out of 233 votes.
After that, Mr. Najah al-Shammari, Yasin al-Yasiri and Farouk Shwani were sworn in as ministers of defense, interior and justice.
Mr. Mohamed Mahmoud Zaher was sworn in as a substitute for former MP Mansour al-Muraid, who took over the post of governor of Nineveh province after the council approved the addition of the paragraph on the agenda.
The Council completed the first reading of the draft law on freedom of expression, assembly and peaceful demonstration submitted by human rights, security, defense, legal, culture, media, tourism and archeology committees with the aim of drawing up a mechanism to guarantee freedom of expression by all means, freedom of assembly, peaceful demonstration and the right to know, Or public morals and to identify those responsible for organizing and punishing violators.
During the session, which was chaired by Deputy Speaker of the House of Representatives Dr. Bashir Al Haddad, the Council concluded the first reading of the proposed law of the Iraqi National Olympic Committee presented by the Youth, Sports and Legal Committees based on the changes that took place in the work of the Committee after 2003. The interventions focused on the importance of adopting a simple majority in voting within the court and maintaining the independence of the authorities, as well as holding meetings by agreement and majority, and stipulating that special rulings and decisions should be approved by three quarters of Islamic jurisprudents in the court to ensure that the rules of Islam are not opposed.
Dr. Bashir Haddad, Vice-President of the Council, continued to discuss the draft law in future sessions of great importance.
The Council discussed the issue of employees of the protection of oil installations and their equality with their counterparts in the Ministries of Defense and Interior and the subject of working to turn free lecturers into contracts and pay their financial dues and cancel the contract of the Basrah Gas Company with Al-Sabah Company as well as the restitution of their contracts from the employees of the Ministries of Interior and Defense and attention to health reality, The decisions of appointing the first graduate students and holders of higher degrees in addition to the emphasis on the implementation of the law banning games that incite violence and amend the Customs Law and alleviate the suffering of graduates of students of non-Iraqi medical colleges through the brain The Ministry of Higher Education recommended that it ease its testing procedures for students.
The Council also discussed the provision of employment opportunities to citizens through reducing foreign labor and stopping the excesses of the Shiite Waqf on the property of the Sunni Waqf and instructing the Ministry of Electricity to exempt a Japanese company from the terms of contracts to complete its tasks in the development of the power plant in Samawah in Samawah province and expedite the termination of the Agency work for special grades and maintain the prestige of the Council Deputies through the deputies continue with the ministries.
