The House voted in its 21st session held under the chairmanship of Mr. Mohamed Halboussi, the President of the Council on Thursday, 23/5/2019 in the presence of 194 deputies on the Financial Management Law and ended the first reading of the first amendment to the law of provincial and district elections.
At the beginning of the session, the Council agreed to allow the representation of the Christian, Azadeen, Shabak, Sabean Mandaean and Kurdish factions in the Committee of Martyrs, Victims and Political Prisoners in addition to their work in their main committees.
The Council voted during the session chaired by the First Vice-President of the Council, Mr. Hassan Al-Kaabi, on the draft financial management law submitted by the Finance Committee in order to regulate the rules and procedures governing the financial and accounting management in the field of planning, preparation, implementation, All federal revenues to the public treasury to cover public expenditure and determine the link between the internal control units in terms of administrative and technical mechanisms and the implementation of budgets and committed each implementing party and determine the responsibility of the Ministry of Finance over (Budget transparency, budget comprehensiveness, budget unit and budget year) in the preparation and implementation of the federal budget and related matters, in order to achieve macroeconomic stability and financial stability and enhance the allocation of the budget. resources
For his part, praised the President of the House of Representatives on the Chairman and members of the Finance Committee for their great efforts and hard work for long periods in order to complete the important law has not been legislated during the previous sessions.
The MP Haitham al-Jubouri, Chairman of the Finance Committee, thanked the ladies and gentlemen of the deputies and the members of the committee, which held more than 23 meetings, as well as hosting hundreds of experts, civil society organizations and some international organizations in order to mature the law.
On the other hand, Mr. Halboussi presented the committees concerned with the introduction of the Civil Service Law and the Federal Court Law in the coming sessions. He called on the Legal Committee to expedite the legislative procedures of the Federal Court Law, taking into consideration the decision of the Court to revoke one of the articles.
The Council ended the first reading of the draft law of the first amendment to the Law of Provincial and District Elections No. 12 of 2018 submitted by the legal committees and regions and governorates not organized in the province in order to reduce the requirement of age in the candidate for elections and to ensure a fair distribution of seats between the lists and to balance the right of the member of the winning list to withdraw from the list and The right of the list to which it belongs, in its stability as a single list and to ensure that this does not affect the formation of the local government.
Mr. Sattar Jabbar Abbas was sworn in as a member of the House of Representatives instead of MP Ajyal Karim after the Federal Court reversed the decision of the House of Representatives based on the objection submitted by Mr. Starr Jabbar and his replacement Ajyal Karim for membership of the Council for the province of Dhi Qar.
The meeting was then adjourned.

The Parliamentary Services and Reconstruction Committee headed by MP Abbas Al-Attafi and members of its members on Thursday, 23/5/2019, held a meeting to discuss the law of housing abuses.


The meeting discussed the lifting of the law on housing abuses for the first reading and its inclusion in the next sessions of the Council, as well as studying the books received by the Security and Defense Committee on the law of informatics crimes and addressing parliamentary committees to coordinate and communicate to send notes on laws of common jurisdiction.


The committee also decided to host the Media and Communications Authority and representatives of the intelligence service, as well as holding a workshop involving the directorates of municipalities in the provinces and other workshops on informatics and communications.

A political source said on Saturday that the coalition of forces began with a broad movement to resolve the vacant ministries, while revealing the submission of candidates for two ministries. 
"The alliance of the Iraqi forces began a wide movement to resolve the issue of vacant ministries," the newspaper quoted the new Arab newspaper as saying that "the coalition held several meetings on the file of vacancies and special grades, and agreed to adhere to the defense and education portfolios."

A member of the parliamentary legal committee Hussein al-Aqabi, Saturday, that the failure to resolve the remaining ministries before the end of June this year will not affect its work, noting that the ministries and government positions sovereign governing the work of the Constitution and not the budget.


Al-Aqabi said in an interview with Alsumaria News that "the government must abide by what committed itself to resolve the special grades and agencies before the end of June," noting that "we can not disable the interests of the citizen and the work of the Iraqi state and we have to assess and complete the equation of state building, National benefits not belonging to a particular party ".





Al-Aqabi added that "the positions are three categories, the first of which are the purely technical positions, which are subject to the job peace and specialization of work, others subject to the powers of the Council of Ministers and the third section is subject to the authority of the House of Representatives." 

He explained that "the administration of the ministries in the proxy is not subject to the decision in the budget to end the administration by proxy for the special grades before the end of June, so there is no constitutional vacuum in the case of non-resolved before the scheduled date of the positions and grades special," noting that "the linkage between the resolution of executive positions and positions Other government is not true that government positions are sovereign positions regulated by the Constitution, but the federal budget law is not interested in organizing.


The parliamentary speaker Khadija Ali said, on May 13, 2019, that the government will enter a constitutional vacuum with four ministries if the cabinet is not completed in June.

The Cabinet held its regular Sunday, which was scheduled to be held next Tuesday, but it was submitted to coincide with the holiday of Eid al-Fitr. 

The media of the Council of Ministers in a brief notice, seen by "Al-Ghad Press", said that the Council "held its regular session under the chairmanship of Prime Minister Adel Abdul Mahdi."

An official source revealed that the political movement to resolve the high positions in the government,

while noting that the government has only 30 days to resolve it.


"There has been an intensive movement that has been going on for days among the main political forces to agree on the outline of the criteria for selecting qualified persons to hold senior positions in the Iraqi state," the source said.





He added that "the political forces that won the elections and did not get the ministries demanding compensation by the positions of special grades," noting that "this demand did not satisfy all the winning parties, especially those who got their share of the ministries." 

The source added that "most ministries and independent bodies are still lagging in the issue of submitting candidates for senior positions, with the exception of the Ministry of Higher Education, which began to change the number of directors and university presidents."

The Council of Ministers held its regular session on Sunday under the chairmanship of Prime Minister Adel Abdul Mahdi. The Council discussed a number of developments and the development of the electrical system and the issues prepared for the agenda, and issued several resolutions, including: the approval of the Council to authorize the Governor of Kirkuk to approve the draft projects Kirkuk investment province for 2019.
A statement issued by the council said that "the draft system of establishing the foundations and the amount of compensation and reward for those covered by the provisions of the Law for the Protection of Witnesses, Experts, Detainees and Rescuers No. 58 of 2017 was approved and agreed to solve the strategic problems by relying on the national staff of the Ministry of Higher Education and Scientific Research."

The Council of Ministers also decided to amend the provisions of the implementation of the Federal Budget Law for the fiscal year 2019 on the competence of the competent minister and the head of the non-associated ministry in the award of goods and services. The Council also decided to change the name of the gas filling company to become a gas filling and services company.

revealed a source familiar with, on Saturday, that the Prime Minister Adel Abdul-Mahdi told the political blocs to complete his cabinet, noting that there are two names are closest to the Ministry of Defense. 

"The Prime Minister, Adel Abdul Mahdi, told the Shiite and Sunni political blocs that he wants to complete his ministerial booth in the next sessions of the House of Representatives," the source said. "Abdul Mahdi told them they agreed on the names of the candidates and I will come to you."

Former Deputy Prime Minister Bahaa al-Araji revealed on Sunday why Prime Minister Adel Abdul-Mahdi will resign from office.

The House of Representatives ended on Thursday, reading several draft laws, including the Convention on the avoidance of double taxation. 

"The House of Representatives has finished the second reading of the draft law on ratification of the Convention on the avoidance of double taxation and the prevention of financial evasion with regard to the income tax and capital between the Government of the Republic of Iraq and the Government of the United Arab Emirates."





He added that the council "completed the first reading of the draft law of the accession of the Republic of Iraq to the Minamata Convention on mercury, and the draft law of the Republic of Iraq accession to the UNESCO Convention on the protection of underwater cultural heritage." 

He said the council "ended the first reading of the draft law on the accession of the Republic of Iraq to the Paris Convention of the United Nations Framework Convention on Climate Change of 1992 and the draft law of accession of the Republic of Iraq to the 1995 Grain Trade Agreement." 

He pointed out that "the House of Representatives finished the first reading of the draft law on the ratification of the Convention on Exemption of holders of diplomatic passports and official service of the attribute of entry between the Government of the Republic of Iraq and the Government of the Republic of Serbia."
