Hasn't Tony and Ray said that they have High Level Sources that have told them the rate would be in the budget year after year? LOL
Here's has been the trick they have used on the gullible...
The rate is always in the budget, but what they do is tell folks that it is going to be different and don't say it in the same sentence. That way they can lead folks into believing that the rate is going to be what they are making up.
Many folks have already caught onto that already...
