I wonder what he means by "by the end of the year", that could mean tomorrow, next week, end of October when the 4th and final reading of the UN Iraq Standby Agreement is read and/or December 31st, 2011?

must have been on TV, the problem I have with O on TV is, when his lips are moving I do not know what to believe. You know the old saying, "when a politician's mouth is moving their lying". What to believe is a 10million dollar guess!

Guys dont get hung up on the word "sovereign". That term has been used to describe Iraq for YEARS now. Every time there is a speech and its said, people think it means more than it does. Sorry.....

How you figure? USA Fiscal year is Oct 1 and from my understand Iraq GOI structure is similar to USA. If you study their past actions you would find that their fiscal year is similar to ours.

Do you have a link on that? Funny how the UN stated the Iraq was a sovereign nation on June 30th. And yes out of Moon's mouth he said the word sovereign. I think there is some homework needed.

I could not find a single source indicating that Iraq's fiscal year was from October 1st through September 30th.
