Not that I find this POS totally despicable..
but it's so transparent who & what he is..

In this post, he takes a spec of nothing & builds a pile of crap around it.

With Frank there's always the assumption the RV or GCR is right around the corner.

Remind me again, other than being shit-eating-smile "Frank"
aka ..an uneducated, non-licensed currency expert / currency agent, and a unlicensed financial adviser, making a good living off of his family/ total imbeciles from blatant lies, BS, fantasy, fiction, etc ..what's his role in this "investment" ?

I guess my real question is how the hell does Frank's business platform avoid investigation & indictments from : #FBI.gov #SEC.gov #FTC.gov #IRS.gov

Why wouldn't they? The program rate is just the rate that the IMF uses for auditing and monitoring Iraq. It has nothing to do with how high or low the value is.
