[Any news on the HCL?] I'm waiting on some news as of now, actually as of a couple days now... it's coming.

Iraq, today, is basically three separate countries.
The Kurds are considering independence.
Baghdad does not want to the Kurds the percentage of sales they are asking for.
There can be no HCL until there is a Reconciliation Law passed somewhat guaranteeing a unified country.

The rate has gone up and the rate has gone down in Iraq with no HCL. It's irrelevant.

Uh, actually...there's a referendum for secession next month in Kurdistan, 100% fact. They are absolutely seeking a pathway to secession, and are being encouraged by many sovereigns to do so. And this is not a mystery, it's been discussed WELL before the 1st Gulf war.
Might not know it all, but we know what KRG is doing...

True. Pretty sure HCL will never come to pass, because there will be no reconciliation, because Kurdistan (which includes Rojava, who also may break away as independent) is gonna go their own way. Then they'll turn and sue Iraq for the tens of billions they've defaulted on. Which proves there will be no RV, if you understand debt covenants. Last thing Iraq wants is a super-strong currency when they owe billions.
