latraga meaning is no way back, one way street. How it relates is this. Last Sunday the GOI said the RV should wait until the 2012 year, Monday the CBI used this word, to say this is done, and finished, no way to stop it now. The order of rules if you will for the CBI to RV is this. Step 1, prepare a draft or plan. Step 2, deliver it to the GOI and explain completely the draft (this does NOT need to be approved by the GOI) but must sit in the parliment for 30 days. The draft was delivered to the GOI on Aug. 16th , today is the 30 day end.

[7:49:44 PM] Lindeco: Jerry on Franks call is saying tonight
[7:50:16 PM] Lindeco: Delta said mark his words, M will be gone, out of his position following the RV

If I'm not mistaken, and I could be......I vaguely remember a post from Okie last Fri. declaring something to the effect of(not verbatum) "Take delight and comfort in KNOWING this will be the last Fri. you will live through before you see your blessing come to its COMPLETE arrival!!!! Personally I felt like he was candidly, in code if you will, that he was talking about the following Fri(which would be tomorrow/today depending where you live), and not last weekend at all?? Even though every other guru, expert, and even global circumstance had us all hyper-focused on last weekend, he wasn't saying anything at all about last weekend.....and has been virtually silent ever since????? Its just an observation, thats all!!! Im just a nobody hoping and praying like everone else! Like I said, just an observation. I could be out in left field here. We have a few hours to live through still before that declaration is wrong though.......either way, YOU'RE THE MAN IN MY BOOK OKIE!!!! I've been in this thing a couple of years and have heard the HCL requirement for about that long. Excepting the conjecture that it's done and not public which I don't buy for a minute. Can a poor dumb boy from Mizzuri ask: Why does the HCL need to be done before RV? I mean it makes sense from a common sense standpoint but what would the technical reason be? Also, maybe I can ask anyone else why it possibly doesn't need to be done (before rv)? Thanks.

The HCL is a fund somewhat like we have in Alaska, at this time about 40billion and Norway, about 600billion that pays citizens a sum of money per year.

The fund is from the money that Iraq will earn from it's oil income. Just a fund to put money into the average joe's hands instead of all of it going to the Government. Which we all know how that works out.

Thanks for explainations of what HCL is everyone. I am still failing to see why it has to be in place prior to RV.

The RV is an readjustament (albeit huge) to their currency exchange rate. HCL is a distribution fund probably based on percentages that adjust to diffenent exchange rates or "values" of the currency.

Again, kind of hoping HCL doesn't need to be done before RV because HCL depends on the GOI who can't seem to agree on anything and the RV depends more on the CBI who seem more cabable of doing something because the old tribal and religious hatreds (and Iranian influences) don't appear to stymie progress.

I certainly have never seen anything formal stating HCL before RV for obvioous reasons.

I believe some of the folks in power over there are goog folks, One being Dr Shabibi, and I undestand he is pushing this so the people of Iraq will benefit from their countries oil wealth, not just the folks in power.
