Jerry comes on: The Central Banks in Europe fits that 30 day window that are helping out many countries in the EU. now. Jerry thinks it should be done tonight. he thinks it should RV a couple weeks before the last quarter in Iraq starts and the US fiscal year starts on Oct. 1st.

Just got off the phone with a member of my OWN FAMILY. He is in DUBAI. No one confiscated anything. He has been there at least 8 times this year. Yes it is a major hub. THE IQD IS NOT NOR HAS IT BEEN TRAD-ABLE IN DUBAI FOR EXCHANGE. I can confirm this for at least this whole yesr, but an official at Citi-Bank and Emirates Bank in Dubai said it hasn't been trad-able for a long time. The Dinar Sellers dont trade it in Dubai, they ship it from Dubai.

This is the same DELTA that used his foreign sounding voice and Arabic comprehension credentials, to get people excited that the IQD was showing on Iraqi TV several weeks ago. NOPE!

Yep I look at it. Went to pg 10 but no article 4. Page 10 starts with like article 24. Did the whole "control f" thing and cbi was not found. I was not going to search the whole constition of iraq for this thing. Delta you stated it so do the leg work if its true.

First: The Arabic language and the Kurdish language are the two official
languages of Iraq. The right of Iraqis to educate their children in their mother
tongue, such as Turkmen, Syriac, and Armenian shall be guaranteed in

in any other language in private educational institutions.
Second: The scope of the term “official language” and the means of applying the
provisions of this article shall be defined by a law and shall include:

Ok, now I feel like I can point the other part out that had red flags popp'n up in my head.
The "if it wasn't going to RV Now.!!" part was just way out of place with the tone of the rest of the post. For me it puts the entire post in the BEST GUESS an CONNECTING THE DOTS category.

I am comfortable with the intel we have up to this point. For me, i am going to throw this one out.

But, look, Iraq at least has a law in its constitution for a Central Bank...we still dont have a constitutional provision for our Fed.

LEAVE the country with it...i.e., Fed Ex shipments out to the U.S. !

I had that same thing to worry about leaving Kuwait back in April. Kuwait had agreed to
cooperate with Iraq and no longer allow the IQD to leave. All the military Camps finally
issued orders that IQD could not leave (be sent back home) through the U.S Mail.

Thats funny, because he has been to and is going to Kuwait in a few days as well. One time it was at the bank within the Dubai airport where he showed them Dinar and they said they didnt trade in it. Furthermore, no one has ever confiscated it anywhere?!?! Delta is making much ado about nothing. You would think a guru would Tivo/DVR Iraqi TV showing new rates.

i did check the cbi webpage and opened the PDF, it's right there in Black and White Smile

if you click on the pdf for me it ended up on page 4, part 4 almost at the bottom of article 4, you will see the number 10 on the page...clicking on the page counter didn't work taking me too far....look for the number on the actual page...it does state about the no less than 30 days for a submission...looks like to me that CBI can do anything they want after this

Hello, Delta's post clearly stated that he was referring to the CBI Law and based on his statement, it seemed to be a statute within the Iraqi Constitution. Since he said "by law in the constitution."

Thank you for clarifying the mixup.

So I looked at the PDF file which you linked and read the paragraph in question. It says what Delta said in that the CBI is to recommend to the legislature, a series of changes it feels needed for the sake of Iraq's financial stability. It goes on to say that in the event no response is given within 30 days, the CBI can go ahead and do the needy for the sake of the Iraqi economy.

Whats not proven of course is if Shabibi gave a proposal to Parliament 30 days ago in order to RV the IQD. This maybe Delta's intel. However when he is wrong on the Dubai intel spot on, why would I believe this? Also, he was wrong about the TV reporting the IQD RV several weeks ago.

So he made several mistakes. We are not talking about intel changes, we are talking about MISTAKES and FALLACIES in terms of what is TRUE.

of the purpose of the proposed regulation and a request for comments within a specified time
of not less than one month after the date of publication of the draft. The CBI shall have regard
to any comment received and issue the final text of the regulation accompanied by an account
in general terms of the comments. The procedure set out in this paragraph shall not apply if the
CBI determines that the delay involved would be a serious threat to the interests of the financial
system or hinder the effective conduct of monetary policy, provided that such decision by the CBI shall
be explained in the preamble to the regulation.

there's more but this pretty much spells it out...looks to me like Maliki is SOL

Yeah thats my point. The CBI Law says that if the CBI wants to draft and implement a policy they can send it to the legislature and do it on their own after 30 days.

Delta said that the CBI sent such a draft to the legislature on the 14th/15th August in order to RV. I questioned his "intel" on that because of all the other fallacies and inconsistencies in this and previous intel. (Lataragu, Dubai exchange/confiscation, Iraqi TV showing rates etc.)

As we can now see, the RV did not happen yesterday. No way would Shabibi send a draft to parliament and then not act on it. It makes him seem weak at a time he must show the most strength,

Im sure we are on our way, but Frank and Delta? Give me a break.

What article are you happy to see on the CBI Website? Their bylaws? Thats always been there, any organization has a set of rules.

Granted, Frank's and Delta's "intel" has been less than accurate in many ways (which is why I personally don't go to Frank's website for intel). This could also be said for many others' intel. Also granted, the CBI's bylaws have existed for years. Yet, I didn't observe that any other source of intel picked up on the significance of Article 4 number 4. I must give credit where credit is due.

I was taught a good working principle a number of years back. Simply stated, it is "eat the grain - spit out the chaff." I have also been learning the lifestyle of "giving thanks always for all things to God the Father in the name of our Lord Jesus Christ." (Eph 5:20 - NKJV) (I suspect that I will be working toward mastering this for the rest of my life!) If it was only "in everything give thanks" (1 Thess 5:18) things would be much easier, but that little word "for" makes quite a difference.
