Cabinet held its regular ten for 2015 in Baghdad today (Tuesday, 10 March 2015) under the chairmanship of Prime Minister Dr. Haider al-Abadi, and issued by the Council following resolutions:

1. Approval of appeal in all legal material added by the House of Representatives on the General Budget Law 2015, which has not been submitted to the Cabinet was provided by the Council of Ministers in the draft submitted to the House of Representatives.

2. The Council of Ministers decided the following:

1 / instruct the Department of Transportation that the Council of Ministers will discuss the draft of Iraq's accession law to the Convention (Cape Town).

2 / authorize the Department of Transportation to negotiate with the administration (Citibank) to secure the necessary financial loan to repay prices, contracted aircraft upon with the Company (Boeing), as well as lawyers and advisers.

3 / instruct the Department of Transportation in coordination with the General Secretariat of the Council of Ministers to make a note in the nearest session include a bill to join and the amount of the loan and the purpose of the borrowing.

3. At the Amatrha the Minister of Environment is an emergency, the Cabinet decided that the Ministry of Finance to allocate an amount of fifty billion dinars for the Ministry of the Environment for the purpose of enabling them to clear mines and bombs Giralmnfelqh in the liberated areas of control Daash terrorist gangs.

4. instruct to the Ministry of Finance to secure the amount of $ (400,000,000) dinars, only four hundred million dinars to the budget of the Ministry of Education for the current year / 2015, to cover the cost of the establishment of the Islamic first qualitative Conference of Secretaries-General of National Committees of the Islamic Organization for Education, Culture and Science, and the Department of Accounting at the Ministry of Finance to conduct the necessary funding the amount as soon as possible.

5-1 / approve the recommendations of the Working Group on the Universal Periodic Review / session (20) (Troykia) contained in the book of the Ministry of Human Rights with a number (1219), dated 28/01/2015, and your own government's report of the UPR - the second round.

2 / do the ministries (Foreign Affairs, and Human Rights) introduced the recommendations above, the competent authority of the United Nations Committee during the period specified.

6. Approval of the draft General Authority Act to ensure provincial rights and governorates not organized in the auditor of the State Consultative Council of the province, and to allocate to the House of Representatives, according to the provisions of Articles (61 / I and item 80 / item II and 105) of the Constitution, and the withdrawal of the draft law amending the Federal Civil Service Council, passed by the Council of Ministers of his decision Law No. (122) for the year 2014, with some modifications to the project is to add Ministry of Water Resources to the body component.

7-1 / approve the recommendations and observations of the Arab Commission for Human Rights / Sixth Special Session of the Special Charter of the Arab Human Rights government report which has been reviewed by a committee to write a report of the Republic of Iraq on its obligations under the Arab Charter on Human Rights, the problem under Ministerial order issued by the Ministry of Human Rights No. (30) for the year 2014.

2 / do the ministries (Foreign Affairs, and Human Rights) presented the recommendations and observations above the relevant committee in the United Nations during the period specified.
