Enorrste   Article quote:  "The World Bank really does not comment on monetary policy."  ...this article...says that in fact the World Bank is commenting on monetary policy.  Furthermore, it isn't just commenting on Iraq's monetary policy, but also on that of 7 other MidEast countries whose budgets are suffering due to the low oil prices.  Here is what I think:  this situation has REQUIRED the World Bank to make a statement. The fact that the World Bank has stepped in and commented on this matter confirms, for me, that they are following the "lead" of the CBI which had already expressed that they plan to "open market operations" sufficiently to deal with the revenue crisis.  ...I see this article...as extremely positive...we may be within 30 days of an announcement, I continue to hold that the within the next 30 to 60 days the CBI will change to a new exchange rate regime, and that it will be a "float".

The IQD could indeed go to a float, but if it does it will be because they can no longer maintain the fixed value given the current economic conditions, not because of "open market operations."
