Search and Undersecretary of State for bilateral relations Nizar goodness of God with his Chinese counterpart, Zhang Ming Foreign Relations boot to visit high-level Chinese officials in the coming year.

Isn't Arbil also known as Erbil?

If so, it sounds like the Chinese are hedging their bets that Kurdistan will continue to be independent from Iraq and ultimately form their own country.

Ughhh...   Not sure this is encouraging

Yes it is, and you could be correct. I feel it is more a reflection of the importance the Chinese place on Iraqi Oil to their strategic plans.
