Presidential Order 13303

Hello. If I am not mistaken the PO #13303 expires today June 30, 2011, at 11:59p.m. How does this effect us?

Recognizing positive developments in Iraq, the United Nations Security Council decided, in Resolution 1956 (2010), to terminate on June 30, 2011, arrangements concerning the Development Fund for Iraq established in Resolutions 1483 (2003) and 1546 (2004). The Security Council also called upon the Iraqi government to finalize the full and effective transition to a post‑Development Fund mechanism by June 30, 2011. My Administration will evaluate Iraq's ongoing efforts in this regard, as well as its progress in resolving outstanding debts and claims arising from actions of the previous regime, so that I may determine whether to continue beyond June 30, 2011, the prohibitions contained in Executive Order 13303 of May 22, 2003, as amended by Executive Order 13364 of November 29, 2004, on any attachment, judgment, decree, lien, execution, garnishment, or other judicial process with respect to the Development Fund for Iraq, the accounts, assets, and property held by the Central Bank of Iraq, and Iraqi petroleum‑related products, which are in addition to the sovereign immunity accorded Iraq under otherwise applicable law.

It just says he is going to evaluate and make a decision, it was never extended as far as I can find.

Don't really know, but this sounds like Iraq just got another 11 months to finish.

Notice from the President regarding the continuation of the national emergency with respect to the stabilization of Iraq

On May 22, 2003, by Executive Order 13303, the President declared a national emergency protecting the Development Fund for Iraq and certain other property in which Iraq has an interest, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701‑1706). The President took this action to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States posed by obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq.

In Executive Order 13315 of August 28, 2003, Executive Order 13350 of July 29, 2004, Executive Order 13364 of November 29, 2004, and Executive Order 13438 of July 17, 2007, the President modified the scope of the national emergency declared in Executive Order 13303 and took additional steps in response to this national emergency.

Because the obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States, the national emergency declared in Executive Order 13303, as modified in scope and relied upon for additional steps taken in Executive Orders 13315, 13350, 13364, and 13438, must continue in effect beyond May 22, 2011. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to the stabilization of Iraq.

IMO...for the "O" Administration to extend this today....sounds like they new it was not going to happened.

If I recall correctly, this Order was scheduled to expire in May. At that time Obama extended it for 1 month (until June 30) at which time he would examine Iraq's progress.

I believe this Order is for the sole purpose to protect Iraq from worldwide creditors and nothing more.

It was not extended today..... it was extended on May 17, 2011. With no modifications. Everything in place as it was before May 17, 2011.

The Obama administration, while ascertaining the power characteristics of a dictatorial nature, is capable of almost anything legal or otherwise; 13303 cannot possibly trump billions of usd/iqd which are due and payable to multinational companies and a multitude of nations. An internationally recognized and viable currency is required. There can be no prolonged extension.

I truly do not know if the EO 13303 extension has anything to do with the RV. IMO, probably not.

Many were saying it had not been extended, so I thought it would be good to see it from the 'horse's mouth'.....

Actually, this is an order for the fund to stay in the U.S. in full control of Iraq with the U.S. only overseeing the fund so that Iraq remains protected. Iraq can do what they want with the money and it shouldn't effect the RV at all. They still need their money to have value!

No panic mode here. Just presenting facts rather than the constant barrage of hearsay.

Iraq and its current currency are functioning fine now. They already are attracting major foreign investments, development of infrastructure and oil fields, banking, building, tourism, agriculture, and so on. Just like Iran and several other emerging market countries with low currency values, they are doing well with imports and exports, international trade, and they continue to improve more and more each month. Iraqi banks are already partnered with several MAJOR international banks.... Citibank, HSBC, etc.

I have yet to see anything anywhere that indicates the IQD is worthless. It's worth even more than Iran or Vietnam and both those countries are developing internationally very nicely as well. Talking about low value currencies, Vietnam's currency is worth 20,500 VND to $1 USD...(Iraq's is 1170)... yet Vietnam is a fully acceded member of the WTO since 2007. They have tremendous international trades and are a major player in the international export markets, and they don't even have HALF the resources Iraq does....

It is very possible that Iraq can continue their development with their current IQD value for another year. Will it? Doubtful, but only time will tell....

As for due diligence, that is ALL I practice. I check everything. I am a realist and I evaluate and try to validate everything presented from all sources. That way I am never ever disappointed when the ever elusive RV doesn't happen. The hearsay without validation does get old though.... Hopefully this ride is over and we can move on with the next phase in this venture.



Oh... and btw.... Iraq is still not a full member of the WTO. That did not happen today either....

Regardless Iraq has made great progress the past year especially the last few months. we had to know if it wasn't complet by 6/30 that we would continue to protect funds. If your kid has been misbehaving and you give him a deadline to shape up or ship out to boarding school you don't send him if he has improved 90%.
If it takes more time that is ok as long as it happens. Maybe by Christmas But I will say if it does not happen by the 15th July I will be taking a break from the action. The anticipation is making me a little nutty. :happyjoy: Thanks to all who continue to make this an enjoyable and entertaining journey It will happen :cheers:

Now, this is the kind of post I like. If only everyone could relax and smell the coffee. The trouble is that there are many in this investment who have reached the end of their financial rope. The stress on them is overwhelming. Whelming means to drown. So, there are brothers and sisters in the Lord who are really hurting. We need to encourage them that God has not forsaaken them and that He will pull them out of the water and set them on the high ground Top of the Mountain. He is coming to the rescue. The cavalry is just arourd the canyon wall rushing your way to rescue you from the evil one who is holding this up because he does not want all this money in Christians hands. This money will set Satan's plans back a very long way and will spread the Gospel around the world and bring salvation to the oppressed. So, while some are praying for the Lord to bring about the RV, some others of us who believe in spiritual, supernatural warfare in the heavenlies should be binding Satan and loosing God's angels. We need to ask God to send those angels He is holding that are for our service in Hebrews 1:14 "Are not the angels all (servants) ministering spirits, sent out in service [of God for the assistance] of those who are to inherit salvation?" The prophet Daniel (in Chapter 10) called upon God to send help. The Angel Gabriel was sent but was resisted by Satan. 21 days later Archangel Michael was sent to defeat Satan so that Gabriel could come and serve Daniel. God will send angels to serve us. So, we should be encouraging our brothers and sisters instead of focusing on things that are going wrong. I just got a call from someone very close to me who wanted to know if it was all over and still wonders if this is real or is Iraq selling us a bill of goods. Folks, we cannot go there, period. Negative comments can cause unforseen consequences to people who are not as strong as those who have enough money to wait another 6 years. Many don't have the next week's food money. When each of us invested we all expected the RV to happen the next week. High expectations. Some have waited over 5 years and still no RV. People who prudently invested discretionary money have lost their jobs and their savings have run out. Deliberately bringing false hope is a sick move and reprehensible. Thank God that has not happened here. We have to help the weak believer not ignore them. People have different confidence levels for different reasons, but everyone knows what it means to not have enough money to feed their hungry kids especially when millions await them IF they can hold out a bit longer. This RV is going to happen and that you can take to the bank. In the meantime encourage each other, please. Show some compassion for those who are up against the wall as if they were facing a firing squad. God will reward you for your kindness. Please stop feeding the Negative monster. And feel free to pass this principle to the other forums too. Some sure need to show somecompassion.
