EHS CLass of 62 Bank Story - My bank won't exchange US dollars for IQD anymore

When I got my Dinars. I went into my bank and told them that I wanted to do a currency exchange. They asked me how much I wanted to exchange, I told them. I received the Dinars and a letter indicating that it was a currency exchange. A couple of years later, I got a letter from the banks currency officer. I gave him a call. He said that they wouldn't be doing any more currency exchanges of US dollars for Iraqi Dinar. He indicated that if I ever wanted to exchange my Dinar for Us Dollars, That he would he happy to do so. All transactions and documents indicate it was a currency exchange . Nothing more and nothing less.

I think the point is that it isn't an RV but just a mere selling the dinar back nothing more nothing less.
I could be wrong though.
