Delta says that they cannot trade internationally without an international rate

Interior and defense ministers have been welcomed by UN. Regarding the ISX, they are working to attract international investors, however they cannot trade internationally without an international rate; X-stream is the international trading platform, and the ISX is to be back up on Oct 26.

IF they need an "international rate" whatever the heck that is supposed to be, I see no reason why it could not be 1166/USD.
