If the RV is not showing in Iraq and Europe for today why would anyone think it will show up first in the US banks today?

MY UNDERSTANDING IS KUWAITS R/V DID NOT SHOW UP FOR 9 DAYS HERE IN THE U.S. CAN SOMEBODY COMMENT/CORRECT ME IF I AM WRONG ON THAT?

I don't really understand what they mean here. I've been watching these bulletins for months now - around the same amount every day. Seems to me if the Central Bank of Iraq is selling that much every day (including today), then they have to turn around and buy it back again post RV at much higher rate they will have to find a huge amount of US$ to finance the repurchase. Much more than they are earning in foreign exchange revenue.

Don't forgrt when Kuwait did RV they had an auction that morning, RV'ed that afternoon, but it is after 9pm in Bagdad.

So maybe, just maybe in the am.
