10-7-2013   Newshound Guru Kaperoni   Iraq is out of chapter 7 that is a fact.  And they have not paid off Kuwait.  No more detective work is needed.  When they do pay off Kuwait, it will be all over the papers in Iraq and in Kuwait...its not going to be some secret.

I'm pretty sure that on paper they are not out of chapt 7... Maybe when you look at it as an "in between" chapters you may be correct, but in reality they are just as much in chapter 7 as chapter 6

Technically I think they are indeed out of Chapter 7, even though they have not yet fully paid Kuwait. The difference is they are no longer under a situation where the UN is in an enforcement role, but instead the UN is acting in an advisory/intermediary role. Really that is the main difference between Chapter 7 and Chapter 6.
