The Lun-class ekranoplan (NATO reporting name Duck) was a ground effect aircraft designed by Rostislav Evgenievich Alexeev and used by the Soviet and Russian navies from 1987 to sometime in the late 1990s.

It flew using the extra lift generated by the effect of its large
wings when close to the surface of the water - about four meters or
less. Lun was one of the largest seaplanes ever built, with a length of 73 m (240 ft), rivaling the Hughes H-4 Hercules ("The Spruce Goose") and many jumbo jets.

The name Lun comes from the Russian for harrier.
I recall seeing video's of this craft... it was to be a "Flying Ship"... I want to say it never made it out of the water, but it did! ???? Strangest aircraft I have ever seen! 2359006407 Strangest aircraft I have ever seen! 1446433821

Dev,or bobd,do you know if it in fact ever flew?..the power pack looks so strange to me,and was it only supposed to fly about 4 meters off the surface,or could it get more lift than that?...probably just way too heavy, awesome plane!

To answer your question, "Did it ever fly"... Yes i was some of the trial runs many years ago. The russians thought it could be used as a fast Ship, not really an aeroplane. It would only fly 8 -10 off the ocean, that was maximum altitude for it.
Here is a video link if you would like to see it flying:
