FIREFLY: They’re moving very fast on the budget.  t’s interesting because it’s got to mean something. They talked on how the budget will be flexible for adjustments especially this being a 3-year contract. ..

FRANK: That’s not in the articles.  That’s what they told the citizens.  What do you think that means? …They’re showing you your budget and don’t forget IMO the line item that has the exchange rate is crucial for us…if it comes out at  the program rate they can quickly change it at the push of a button.

They are more than likely going to come out 1300 to 1 for their budget.
