“… the Department of Issuance and Treasurys is working to study the possibility of printing a cash denomination of 20,000 dinars, and in the coming days it will take the decision to print it or not printed.”

I consider this 20k note yet another possible currency reform measure they are thinking about taking to increase the rate of the dinar and get it under control. But the official decision has not yet been made for sure.
