The Council of Ministers holds its sixth regular session headed by Al-Kazemi and issues a number of decisions and recommendations

Baghdad / NINA / - The Council of Ministers held, today, Tuesday, the sixth regular session, headed by the Speaker of the Council, Mustafa Al-Kazemi, during which the topics on the agenda were discussed, and decisions and recommendations were issued regarding them.

The media office of the Prime Minister stated that Al-Kazemi reviewed the general situation in the country, and the great challenges facing the country during the current stage, and stressed the need to exert maximum efforts to confront them, continue to provide the best services to citizens, and follow up on important files in the security, economic, and service fields that are closely related. renewed his condolences to the families of the martyr Judge Ahmed Faisal Al-Saadi, and the martyr Major Hossam Al-Alawi, who were assassinated by criminal gangs in Maysan Governorate.

He stressed: “The government has taken quick measures to address the repercussions, and formed the Maysan Operations Command. ".

The Prime Minister made it clear that he is personally following up with the security leaders in the governorate the implementation of security plans for the extension of security and law, imposing the prestige of the state, and prosecuting organized crime gangs, vowing retribution from criminals, and holding accountable anyone who works to tamper with the security and stability of the governorate, stressing the rejection of any form A form of abuse of the state and its institutions.

During the session, the epidemiological report, the measures taken to confront the Corona pandemic, and the developments of the work of the Committee to Strengthen Government Actions in the areas of prevention and health awareness control were reviewed. To limit the spread of the virus, and the efforts of the Ministry of Health to contain the increasing number of infections, and to provide all the required supplies in all hospitals, in addition to continuing to secure vaccines for citizens.

After the Council of Ministers discussed the topics on the session’s agenda, it issued the following decisions:

First :

1- The Ministry of Finance undertakes financing (28.2 billion) dinars, only twenty-eight billion and two hundred million dinars, in two phases, for the Ministry of Water Resources, to implement works related to the construction of a 12-meter-wide coastal road parallel to the Shatt al-Arab (including the implementation of bridges suitable for large enclaves, according to the appropriate technical specifications and approved contexts). ), according to the categorical responsibility contained in the Joint Operations Command Book No. (5/45/3041) dated November 22, 2021, in implementation of paragraphs (1 and 2) mentioned in the letter of the Federal Financial Supervision Bureau No. (1/1/15/2443). ) dated February 3, 2021 attached linking the Council of Ministers Resolution (15 of 2022), and as follows:

A- First Sector / Basra Governorate.

B - Section Two / Ministry of Water Resources.

C- Section Three / Ministry of Oil.

D- Section IV / Popular Mobilization Authority / Mobilization Engineering Directorate.

E - Section Five / Ministry of Defense.

2- The Ministry of Construction and Housing, in coordination with the Ministry of Planning, undertakes to include a component for the purpose of covering it with space and tiling material later.

Second / Approval of the recommendation of the Ministerial Council for Social Services (6 of 2021) as follows:

- Approval of the General Company for Ports of Iraq to lease marine units outside territorial waters, as an exception to the formal procedures stipulated in the amended Law of Sale and Lease of State Funds (21 of 2013), And based on Article (40) of the aforementioned law.

Third / Approval of the following:

1- To authorize the Director General of the Civil Aviation Authority to negotiate the two protocols amending Articles (50/a) and (56) of the 1944 Civil Aviation Agreement, signed in Montreal on October 6, 2016, based on the provisions of Article (80/ VI) of the constitution.

2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of Iraq for the Director General of the Civil Aviation Authority, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.

Fourth / Approval of the following:

1- To authorize the Director-General of the General Authority for Taxes in the Ministry of Finance to negotiate and sign (initials) a draft agreement for the avoidance of double taxation and the prevention of tax evasion imposed on income and capital, between the governments of Iraq and India, based on To the provisions of Article (80/Sixth) of the Constitution.

2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of Iraq to the Director General of the General Tax Authority, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.

Fifth / agree to the following:

1- To authorize the Undersecretary of the Ministry of Foreign Affairs, Nizar Al-Khair Allah, the authority to negotiate and sign a draft agreement exempting holders of diplomatic, special, or service passports from entry visa between the Government of the Republic of Iraq and the Government of the Russian Federation, based on the provisions of Article (80/Sixth) of the Constitution.

2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Undersecretary of the Ministry of Foreign Affairs, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.

Sixth / Approval of the recommendation of the Ministerial Council for Energy (11 of 2022) as follows:
