Baghdad / NINA /- The newspapers issued in Baghdad today, Monday, the fourth of October, followed the file of money smuggled out of Iraq, the rise in oil prices and its impact on reforming the economy, and other political and security issues.

On the first topic, Al-Zawraa newspaper, which is issued by the Iraqi Journalists Syndicate, said: "The Parliamentary Integrity Committee has identified ways to recover the smuggled money out of Iraq, and confirmed that returning it requires international agreements and the enactment of a law. "Where did you get this from?"

In this regard, she referred to the statement of the committee member, MP Sabah Al-Ugaili: "A committee was formed to follow up on the issue of recovering looted funds outside Iraq."

Al-Ugaili added: "There is a difficulty in moving the file during the current period, due to the proximity of elections and the dissolution of the House of Representatives," noting:

A member of the Integrity Committee explained: "The funds abroad are divided into two parts, including the pre-2003 funds and the post-2003 funds. The first is very difficult to obtain, as it came out of Iraq belonging to Iraqi citizens who left during the time of the previous regime, and went out to international banks in their personal names. So it's very difficult to pursue this money."

He continued, "The money smuggled outside the country after 2003 requires real effort, high-level investigators, and effective intervention by the National Intelligence Service. It is possible to pursue its smugglers and follow their families, given that these are people who held positions within the Iraqi government and fled with these funds."

He pointed out: "The return of smuggled funds outside Iraq needs international agreements, especially as European countries obtain a lot of smuggled money, which annually exceeds more than 100 billion dollars or 100 billion euros, through smuggling."

Al-Sabah newspaper, issued by the Iraqi Media Network, dealt with the issue of high oil prices and its impact on economic reform.

The economic and financial advisor to the Prime Minister, Mazhar Muhammad Salih, said, according to the newspaper: "The reform of the economy starts with the non-oil financial sectors," noting: "The administrations are unable to collect or manage funds for the benefit of the state treasury."

He added, "There is an energy crisis in the world, with both positive and negative dimensions. The positive is the possibility that the price of a barrel of oil will reach $100, and this is not strange because Iraq has previously sold a barrel of oil for $143."

And he said: "The negative thing lies in the escalation of energy prices, which generates inflation in the world, as the prices of food and other commodities are likely to rise dramatically, which may lead to a global recession, so the stability of the economic situation is very important."

The economic advisor stressed: "The oil returns are good, and in the event that the expenditures of the general budget are adhered to and controlled with the improvement of crude prices, the financial situation of Iraq will be sustainable."

He pointed out that there is a problem in how to control public expenditures, so adopting the spending ceiling in the 2022 budget to be similar to the current year, will move the country to a financially comfortable position and will almost eliminate the deficit, and some abundance will be achieved to be transferred to investment projects.

Muhammad Salih warned against being overly optimistic about the rise in oil prices, and this matter should be invested in an optimal manner, especially since Iraq has fixed consumption expenditures, which are the salaries of employees and retirees.

As for Al-Zaman newspaper, it followed up on the issue of excluding candidates days before the elections and the legal position on it.

It quoted the legal expert, Tariq Harb, as saying: "The exclusion of the candidate is a heavy and severe punishment and requires legal support between and a clear realistic reason, which is not achieved in the laws of the Commission and the elections."

Harb added: "The law did not authorize the commission to impose a fine, even if it was in dinars, so how is the penalty for exclusion from candidacy and the expulsion of the candidate from the electoral process, which is a harsher and more severe penalty than all penalties prescribed in the election law."

He stressed, "The person who is excluded has the right to appeal before the judicial authority, but what is more correct, what are the effects of repeating the expulsion decision on the candidate, which will be negative and will achieve for his competitors what they did not obtain from support by normal means, and time is running out and it is only hours and not days for a procedure entitlement.”

And the legal expert continued: "We renew what we mentioned when the candidate, Shaalan Al-Karim, was excluded without any support, and the judiciary repeated him in a decision that once again proved his justice and his honor by canceling the exclusion decision."/ End
