The Parliamentary Crisis Cell in charge of confronting the Corona epidemic met today, “Friday” 27 March 2020, headed by Mr. Hassan Karim Al Kaabi, First Deputy Speaker of the House of Representatives, in the presence of the cell rapporteur, and the head of the Parliamentary Security Committee, Mr. Mohamed Reda Al Haider and a number of members of the cell, in the presence of the representatives of the Ministry of Foreign Affairs and Health Transportation, Deputy Commander of Baghdad Operations and Director of Al-Iraqiya News Channel.


During the meeting, a mechanism and a schedule of priorities for the return of stranded Iraqis wishing to return to the country were established, and the Iraqis were invited to review Iraqi Airways and diplomatic missions in their countries to fix the timing of their return, provided that the Ministry of Health applies all precautionary measures upon their return, in order to preserve their safety and safety the society.


Al-Kaabi expressed his fear and concern over the increase occurring during this day “Friday” by the number of cases diagnosed with Corona virus, especially in the governorates of Najaf and Basra and the side of Rusafa in Baghdad, calling on the ministerial crisis cell and security forces deployed in various parts of the country to tighten the procedures for imposing a curfew, especially in the next two critical weeks, And take "firm" decisions that would prevent gatherings and block places of youth access to all kinds.

The Chancellor announced (17 March 2020) an unprecedented package of government-backed and guaranteed loans to support businesses, making available an initial £330 billion of guarantees – equivalent to 15% of GDP.
This was on top of a series of measures announced at Budget 2020, where the government announced £30 billion of additional support for public services, individuals and businesses experiencing financial difficulties because of COVID-19.
On 20 March 2020, the Chancellor announced a further workers’ support package to protect millions of people’s jobs and incomes as part of the national effort in response to coronavirus. New York, 27 March 2020 - With each passing day, the scale of the COVID-19 crisis and its consequences are becoming ever more apparent and alarming.


UNFPA, the United Nations sexual and reproductive health agency, stands in solidarity with all those responding to the novel coronavirus: from the medical staff and volunteers bravely tending to the sick, to the bus drivers and care-workers who have been catapulted onto the front line of the response. And we grieve with the growing number of those who have lost loved ones in the greatest global health crisis in a century.

COVID-19 is testing the international community. Yet UNFPA’s work with governments, partners, UN agencies and donors is continuing, and ramping up. Business continuity plans are in place at all levels, and our commitment to serving the most vulnerable and hard to reach is stronger than ever.

As with most crises, this pandemic has severely disrupted access to life-saving sexual and reproductive health services and hampered authorities’ ability to respond to gender-based violence, at a time when women and girls need these services most. UNFPA is working with governments and partners to prioritize the particular needs of women and girls, in line with our goals to end unmet need for family planning, end preventable maternal deaths, and end gender-based violence and harmful practices by 2030.

We have appealed to donors to fund our COVID-19 response targeting countries with weak public health and social support systems, including countries in fragile and humanitarian situations, and are provisionally projecting a cost of US$187.5 million. UNFPA’s efforts will focus on strengthening health systems, procuring and delivering essential supplies to protect health workers, ensuring access to sexual and reproductive health and gender-based violence services, and promoting risk communication and community engagement.

Now is a time for solidarity, resolve and selflessness. We must not forget that there are people we may not immediately see, who are at great risk as a result of the consequences of the crisis:

The pregnant women, who need antenatal care, but are unsure whether it is safe to go to the clinic. The women in abusive relationships trapped at home for the foreseeable future and fearing for their safety. The tens of millions of people in refugee camps, who are counting down the days until the coronavirus arrives, and for whom social distancing is simply not an option. The older people, many of whom are trapped in isolation, starved of social interaction and who are particularly vulnerable to becoming seriously ill from the virus.

UNFPA is providing material support to affected health systems and protecting health workers and midwives. In China, Iran and the Philippines, for instance, we distributed essential hygiene and other items to the most vulnerable and personal protective equipment to health workers. And in Moldova we have launched an online dashboard for the health system that shows its current caseload, disaggregated by location, sex, age and pregnancy status.

But we need to do much more to ensure that the most intimate, yet essential, needs of the world’s women and girls are met while we battle COVID-19 during the challenging months ahead. UNFPA has outlined what we need to do in a number of guidance documents recently published on UNFPA.org on these topics.

This global scourge requires a global response. We urge the international community to come to the help of all those affected by the crisis: both those with COVID-19 and those who are trapped in isolation, denied the services they desperately need. Please join us in standing up for the dignity and health of women and girls when they need us most.

He added that "the medical supplies that will be transferred include basic issues such as treatment and prevention, including pulmonary resuscitation devices, protective suits, fogging materials, personal protection supplies, masks, protective suits, paws, and sober global origins."

How are business-people in Iraq adapting to the COVID 19 crisis?

At this challenging time what kind of activities are businesses undertaking in Iraq and how are they doing things differently?




In canvassing IBBC members, we found a consistent pattern of adaptation and response across the membership which can be summarized in three headings:


Firstly, taking care of staff and looking after their well-being and income. Members recognize that employees are the most valuable element in a business, and for those who wish to sustain their businesses longer term, employee care is top of the list, with regular online calls and management videos to support people working at distance. Ultimately this is good leadership and communications.


Second, Technical adaptation: in supporting employees and clients, businesses are undertaking various adaptations, mainly the move to work from home and using online technology to enable this. Often, home video conferences and use of Skype/ Teams or Zoom are the first time these systems have been used and should well lead to longer term benefits and changes. In this way businesses are becoming more flexible and productive delivering work and client activities.


Finally, Communication: those who work with clients are spending more time supporting them online, especially where an intangible service such as Insurance, Banking or Consultancy are concerned. Communicating, regularly and constantly is key to retaining and supporting client business for the short and long term.


One of the most proactive is Sardar Group who tell us ‘Due to the present lock down across all the cities we operate in Iraq, all our companies are working from home.


Business, which was very busy until the 14th March 2020, has suddenly come to a halt and effected all our business big time by stopping all the operations and thereby stopped all turnover.


To support our employees, we have Group-wide travel restrictions that are updated regularly based on changing conditions and on advice from governments and health ministries. As well as ensuring that we meet all local regulatory authority requirements, we have instituted additional measures such as reduced face-to-face meetings, working from home, split teams and locations, and cancelling or delaying community events.


We are arranging salary payment to all the employees in regular intervals subject to the governments relaxing the lock downs. Many companies are unable to pay for salaries, but Sardar Group is planning to support our employees for a longer period of time.’


John Goering of Constellis says ‘Our primary business in supporting the Oil & Gas industry in southern Iraq continues to function. With our staffing, we have adopted a one in one out system, so the majority of the staff in now are probably in for a bit of a long haul. We are operating at full capacity, but remain flexible to our clients’ needs and dispositions, it’s challenging times for sure!’
Sara Safa Kasim, MD of Al-Maseer Insurance, quotes ‘We are working from home and at a distance – and have put new systems in place to support that. Enjoyably, we are also connecting more with clients to support them at this time’.


Mike Douglas of SKA ‘We stand firm in the face of adversity and get the job done. These combined challenges just make us more determined to succeed. Fuel supplies are vital to industry, transport and power generation and we will keep them flowing.


‘Of note, the vital dredging we just completed during the curfew, guarantees that the biggest cargos on LR2 vessels, are not stalled; before we started, that size of ship had never been seen in the river. The company was built on the motto of “doing difficult jobs in difficult places” and now, more than ever, that is true.’


‘We thank all our local and expatriate staff, and the Iraq Government, for their steadfast support and cooperation. We realize that it is not easy to be away from homes and families in these challenging times, but together we will continue to ensure that the Iraqi people get what they need to overcome these daily challenges. We hope and pray that SKA as a company and Iraq as a nation will emerge stronger at the end of all this’.


Shehad Khudairi from the Khudairi Group reports ‘We are looking into various options such as online ordering and delivery (via Miswag). At the moment, Iraq is essentially shut down, so we are trying to find ways to continue to do business.


We are communicating internally a lot more and trying to keep morale high in a very uncertain time, via video messages. Additionally, we are trying to keep the employees as safe as possible with our HSE team. Each branch has to report daily on every single touch point of the offices.


The HSE team is most useful to our business to ensure the safety of our employees. Additionally, being flexible on how we work and our personnel are key to ensuring we are able to ride this out. ‘


Raed Hanna of Mutual Finance, tells of how technology and online communications via Skype and Hangouts are enabling new ways to communicate for them with video conferences and virtual meetings.


Finally, Ahmed Elkady of EY observes a number of changes: ‘EY are focused on three priorities- staff well-being, communicating and serving clients and setting up systems that enable working from home remotely, (using Skype for business and Teams).


In the short term, contracts are in place and work continues, staff obtained information from clients before the crisis and are working on it- now, with added focus on supporting regulators and government treasuries and fiscal responses to the crisis. In particular, preparing for year end, may now extend to enable later tax filing and reporting for clients and companies. EY is undertaking unpaid social responsibility work to support governments with input and advice on fiscal and monetary stimulus, and quantifying the impact of COVID on economies, while supporting them to sustain payments for the finance and health sectors in particular.


Things will be different in future as the crisis will precipitate different ways of working and companies will evaluate the benefits of remote working and E services, and how they may accelerate digital delivery to people and companies alike. We should expect a more remote world to emerge in the future.’


The upshot of all this is that challenging times bring out the best of best management practice:
Do the right things and look after and care for your people, as they are your most valuable asset. Find new ways to adapt and communicate with them, deploy new technology, and ensure your communications are working harder to support clients and staff alike. While times are challenging, it could be a time to upskill, build in resilience and make your business even more productive for the long term.

Baghdad, 3 April 2020 - COVID-19 is an unprecedented global threat that demands robust responses from governments, communities and individuals.


The Government of Iraq, with the full support of the World Health Organization (WHO) and the entire United Nations family, mobilized early to contain the outbreak. National, regional and local authorities implemented strong measures to reduce the number of cases and suppress the rapid transmission of the virus. These early preventive actions contributed to extending and delaying the epidemiological curve, resulting in comparatively fewer documented cases.

In Iraq, as elsewhere, underreporting of COVID-19 cases is inevitable, due to factors such as fear, cultural issues including stigmatization, undocumented asymptomatic patients, lack of active surveillance and limited testing. Many infected individuals only seek medical treatment in advanced stages of the disease. This not only increases the spread of the virus, but also inflates the reported death ratio. Indeed, mild and recovered cases go underreported and unreported while the documented late stage cases are disproportionately more likely to succumb to the disease.

WHO has been closely monitoring and evaluating COVID-19 laboratory results since the beginning of the spread of the virus in Iraq, and dismisses the prospect that the government is deliberately hiding or falsifying the results. The number of missing cases can only be accurately determined using active surveillance, which the government started recently.

While the government tackles a complex emergency with imperfect data, it must also continue to defend independent reporting, as media freedom is one of the pillars of a democratic society. Transparency, accountability and constructive questioning provide an opportunity for authorities to explain their actions, thus building public trust. Let us remain united in the fight against COVID-19.

Al-Kaabi called on the government to "distribute the amounts according to the percentage of injuries and their height in the governorates", stressing that coordination has been made with the Minister of Planning to give each person in needy families an amount of thirty thousand dinars.

Al-Kaabi continued, "We are going through a dangerous situation, we need all efforts and the citizen’s understanding of isolation and not breaking the ban, sterilization and defecation."

The Border Ports Authority confirmed the closure of all land and air ports between Iraq and the rest of the neighboring countries and the world, with the exception of the Trebil and Al-Qaim ports, which were designated for the purposes of the perpetuation of the commercial movement.

The official spokesman of the authority, Alauddin Al-Qaisi, told the official Al-Sabah newspaper, "The authority and my implementation of the Council of Ministers decision to close all land and air border ports that connect the country to all neighboring countries, in order to avoid the transmission of the virus from ".
 
Al-Qaisi added, "The authority excluded the Tureibil outlets and the Qaim, which link Iraq to Jordan and Syria, in addition to exempting Iraqi ports from the ban decision in order to support the commercial movement and the entry of food and medical supplies needed in this country."
 
He noted that "the closure decision included all local airports and the suspension of air navigation between Baghdad and the provinces and the rest of the world, with the exception of some flights in order to return Iraqis stranded in a number of countries in the world," indicating "the possibility of resuming air flights between Iraq and the rest of the world after Dedicate and quarantine the quarantine of those infected or suspected to be infected with the Coronavirus.

The Ministry of Foreign Affairs announced, on Monday, that it will guarantee to send 3,000 dollars to each Iraqi stuck abroad.

"The embassies abroad will hand over the sums to the stranded Iraqis," ministry spokesman Ahmed al-Sahaf said in a statement reported by the official news agency "Waa" and viewed by "Al-Iqtisad News".

The ministry called on "the people of the stranded to review its headquarters to hand over the amount and complete the procedures," noting that "the maximum amount sent is only $ 3,000 per person."

Al-Sahaf stressed that "the Iraqi embassies and missions guarantee the delivery of food supplies to hundreds of stranded and resident Iraqis," noting that "Iraqi embassies and missions abroad are Iraqi homes."

The COVID-19 pandemic is causing untold human suffering and economic devastation around the world.

I recently called for an immediate global ceasefire to focus on our shared struggle to overcome the pandemic.

I appealed for an end to violence everywhere, now.

But violence is not confined to the battlefield.

For many women and girls, the threat looms largest where they should be safest.
In their own homes.

And so I make a new appeal today for peace at home — and in homes — around the world.

We know lockdowns and quarantines are essential to suppressing COVID-19. But they can trap women with abusive partners.
Over the past weeks as economic and social pressures and fear have grown, we have seen a horrifying global surge in domestic violence.

In some countries, the number of women calling support services has doubled.

Meanwhile, healthcare providers and police are overwhelmed and understaffed.

Local support groups are paralyzed or short of funds. Some domestic violence shelters are closed; others are full.

I urge all governments to make the prevention and redress of violence against women a key part of their national response plans for COVID-19.

That means increasing investment in online services and civil society organizations.

Making sure judicial systems continue to prosecute abusers.

Setting up emergency warning systems in pharmacies and groceries.

Declaring shelters as essential services.

And creating safe ways for women to seek support, without alerting their abusers.

Women’s rights and freedoms are essential to strong, resilient societies.

Together, we can and must prevent violence everywhere, from war zones to people’s homes, as we work to beat COVID-19.

Baghdad, 6 April 2020 –The governments of Belgium, the Netherlands and Sweden have collectively committed US$5 million to support the Government of Iraq’s response to the COVID-19 crisis, in partnership with UNDP Iraq.


The funds, which were originally pledged under UNDP’s Funding Facility for Stabilization to help rehabilitate infrastructure damaged by ISIL, are now being urgently redirected to support UNDP Iraq’s initial $24 million COVID-19 response package.

Measures to combat the virus under this package include increasing the testing capacity of laboratories, providing personal protective equipment to healthcare workers, increasing the number of isolation wards, and undertaking assessments to establish post-COVID-19 recovery strategies. Focusing on the most vulnerable communities in Iraq, activities will be rolled out in eight hospitals selected by local authorities in the underserved areas of Anbar, Diyala, Dohuk, Basra, Karbala, Najaf, Ninewa and Salah Al-Din.

“Containing the coronavirus outbreak is now the Government of Iraq’s number one priority, particularly as infection rates rise, putting more pressure on the Iraqi healthcare system outside the major capitals. We’re extremely grateful to Belgium, the Netherlands and Sweden for acting swiftly to commit these funds and being so flexible in administering them,” says Resident Representative of UNDP Iraq, Zena Ali Ahmad.

“Due to the strict curfews imposed by the Government of Iraq, we’ve had no choice but to temporarily halt the implementation of our stabilization activities. However, by capitalizing on the tried-and-tested processes of our successful stabilization work, we will respond to this unprecedented global health crisis with the speed and agility UNDP Iraq is known for,” she says.

“Once this pandemic is under control, our stabilization activities will resume. Until then, we will work closely with the Government of Iraq, the World Health Organisation and other UN agencies to curb the crisis as best we can,” she added.

UNDP Iraq is currently discussing the remaining $19 million funding gap with other international partners. Processes have been established to ensure that once funds have been committed, the response measures can be implemented immediately.

Basra, Iraq, 5 April 2020: In cooperation with the World Health Organization (WHO), the COVID-19 Crisis Cell of Basrah University in southern Iraq has successfully produced urgently-needed laboratory supplies to speed up testing of suspected cases.


The global demand on supplies and equipment to fight COVID-19 has created a worldwide shortage of supplies. In particular, stocks of Virus Transport Medium (VTM)—a gel-like substance used to preserve nasal swab specimens while they are being transported to labs—have been low.

As of 1 April, the University manufacturing team produced more than 1620 VTM in addition to 3200 nasal swabs. These were delivered to health directorates in Iraq’s Basra, Muthana, Karbala, and Wasit governorates.
This new production, along with the Reverse Transcriptase- PRC (RT-PCR) kits provided by WHO, has facilitated the testing of hundreds of suspected cases in southern Iraq.

“The latest bottleneck to contain and reduce the spread of COVID-19 in Iraq has been the shortage of supplies and equipment needed to collect and transport samples,” said Dr. Adham Ismail, WHO Representative in Iraq. “For this, the World Health Organization and Basra University have coordinated efforts to produce the essential lab products needed to test suspected cases, and together, we set the overall goal for supplying the quantities needed countrywide," he added.

The new local production of VTM and swabs is a collective effort by Basra University, WHO, and other faculties like Al Zahraa Medical College, Faculty of Pharmacy, College of Sciences, and College of Agriculture, all in Basrah governorate. “We hope this will solve the domestic shortage issue resulting from the global demand,” said Dr. Saad Shahin, President of Basra University.

The Basrah Crisis Cell has also announced three other COVID-19 response measures, including an online application for COVID-19 self-reporting. So far, the app has been used by 4500 applicants, of which 130 were qualified for further testing by the RT-PCR kits.

Disinfectants and sterilization material, including hand-rub gel, have also been produced locally with support from WHO and the Government of Iraq.

As of 4 April, Iraq reported 54 deaths, 820 confirmed cases, and 226 recoveries countrywide.

On Monday, Foreign Minister Muhammad Ali al-Hakim confirmed that the ministry does not distribute government funds among citizens abroad, while noting that it is not authorized.

Al-Hakim said in a statement, "Economy News" received a copy of it, "The Foreign Ministry does not distribute government funds to citizens abroad and it is not authorized and does not have the ability to do so and its efforts to assist citizens in coordination."

He added that "the statement of the official spokesman was misunderstood, because the money is from the money of the families of the citizens who wish to deliver it to them and not government funds."

As the CEO of a 4,500 strong public services company I thought it was important to talk about COVID-19.


We are seeing unprecedented disruption to our normal routines in the Middle East, and can see the detrimental impact this pandemic is having on the societies in which we live and work. The governments of the Middle East are implementing measures to keep its residents safe and reduce spreading and we at Serco are 100% in support of this.


Our job is to deliver critical public services, and we will continue to do so with Pride, Care, Trust, and Innovation. With these values also comes a responsibility, both as a company and individuals to the people, countries and governments we serve.


Patients in hospitals rely on us now more than ever. We are preparing for peaks in demand and implementing infection screening and control measures across the healthcare facilities we work in.


Citizens still need to get from A to B and our frontline staff are committed to keeping vital infrastructure operating. Our business continuity planning and workforce management ensures that sickness leaves of absence do not affect the operational efficiency or experience of those using a service.


Residents should feel like everything possible is being done to protect them and where we operate in real estate or the higher education space, disinfection is a key priority.  Escalating cleaning and sanitisation programmes is increasing confidence within the communities across the facilities we support.


Across all sectors we operate in, it is our responsibility to ensure all staff are educated and trained on good hygiene practice and understand how they can do their bit to limit the spread of this disease, whilst still serving the government and the citizens in the societies in which we work. Frequently updated awareness information issued to all staff is vital to keeping everyone safe and to ensure changes in government mandates are being followed. 


Measures have been taken to protect all staff as they continue to deliver frontline services. Increased sanitisation programmes across company provided accommodation and transportation have been introduced. Staff health is being monitored daily with various programmes, including temperature checking, which provides an early warning of the onset of any fever related conditions.


Not all of our employees are on the front line, and so following a successful business continuity exercise we made the decision to implement remote working where possible to allow for physical distancing. The technology infrastructure we have in place allows us to keep communication lines open between colleagues and clients, no matter what location we are working from. There is no time like the present to focus on collaboration and doing things differently in order to support our clients.

In solidarity with the families of the deceased and those infected with the Corona virus, and we are aware of the distinguished role played by medical and nursing staff in the Ministry of Health and its directorates in the governorates, in support of the position of the armed forces and security services, and in appreciation of social solidarity initiatives
between Iraqis that embodied the meanings of humanity and national unity in its best forms, and in implementation of the decisions of the Supreme Committee For the National Health and Safety to combat the Corona pandemic in its second meeting chaired by Prime Minister Adel Abdul Mahdi,
it was decided that:



First: The Iraqi national anthem was broadcast in all Iraqi media (at one time / nine o'clock in the evening today, Tuesday) and throughout Iraq, and sirens and calls were issued by the civil defense directorate at the same time, and citizens are free to express their feelings and solidarity in their homes or From balconies and residential complexes within the limits of the commitment to the curfew and the nature of the event caused by the epidemic.


Second: To mourn the lives of the victims in Iraq, the Arab and Islamic countries, and the whole world, and read Surat Al-Fatihah and prayers for those who have recovered, and mosques, husaynas, churches, and places of worship shall be free to do what they see fit through loudspeakers and their public means.


Third: All Iraqi media, social media sites, journalists, writers and civil society organizations have the primary role in the distinguished national effort and by covering and supporting this solidarity national stand in a way that reflects Iraq’s position and the unity of Iraqis ’feelings, courage, solidarity, and support for all contributors to the epidemic, including the efforts of ministries The institutions and service departments that continue their activities according to the competence of each.

Fourth: The government reaffirms that it pays special attention to addressing the economic effects of the embargo and those affected by it, particularly those with limited incomes and those with daily wages that are idle for their work and interests as a result of the curfew, the provision of foodstuffs, and price stability, and that ministerial committees were formed for the purpose of reducing the burdens on the shoulders of the citizens, asking Al-Bari Ezz And glory be to everyone success in providing good and preserving our homeland and bringing all Iraqis and humanity out of this crisis in safety with God's help.

To express solidarity with frontline teams leading the national effort to combat Covid-19, to thank volunteers and all Iraqis, and to pay respect to families who lost loved ones, Iraq’s Higher Committee for Health and National Safety announced the following:





  • At 9 PM local time on Tuesday 7 April, all Iraqi media outlets will play the national anthem and sirens will sound throughout Iraq

  • Mosques, churches and other places of worship are encouraged to take part in this national act of solidarity through their public address systems

  • All Iraqis are asked to take part and express solidarity with fellow Iraqis and to do so from home

  • A minute silence will be observed to remember those who lost their lives because of Covid-19 in Iraq and the rest of the world, and to pray for the speedy recovery of all those affected by coronavirus


In a statement released on Tuesday, the Committee reaffirmed that alleviating the impact of Covid-19 on all Iraqis, with a focus on low income and vulnerable groups, remains a top priority for the Iraqi government.


It confirmed that several ministerial committees have been established to investigate and report on mechanisms to provide financial support to those on low income and for workers in the private sector.


The  Higher Committee for Health and National Safety, which is chaired by the Prime Minister, includes several ministers, the Secretary-General of the Council of Ministers, the Governor of the Central Bank of Iraq, the National Security Adviser, and a number of other officials.

World Health Day this year comes at a very difficult time for all of us.
My message today is to our health care workers -- the nurses, midwives, technicians, para-medics, pharmacists, doctors, drivers, cleaners, administrators and many others -- who work, day and night to keep us safe.


Today, we are more deeply grateful than ever to all of you, as you work, round the clock, putting yourselves at risk, to fight the ravages of this pandemic.

2020 is the International Year of the Nurse and the Midwife, and I want to recognize their specific expertise and commitment.

We have all had reason to give thanks for the care and professionalism of nurses and mid-wives. I know I do.

Nurses shoulder some of the biggest healthcare burdens. They perform difficult work and endure long hours, while risking injury, infection and the mental health burden that accom-panies such traumatic work. They often provide comfort at the end of life.

Midwives provide comfort at the beginning of life. During a pandemic, their work is even more challenging, as you bring our newborn safely into this world.

To the nurses and midwives of the world: thank you for your work.

In these traumatic times, I say to all healthcare workers: we stand with you and we count on you.
You make us proud; you inspire us. We are indebted to you.

Thank you for the difference you are making, every day and everywhere.

7 April 2020 -- The theme of this year’s World Health Day is “Support nurses and midwives”. It acknowledges the critical role that nurses and midwives play in keeping the world healthy and is a call to world leaders to invest in nurses and midwives as part of their commitment to health for all.

 Nurses and midwives are the backbone of any health system and key to the achievement of universal health coverage. They play a critical role in health promotion, disease prevention and the delivery of care in all settings. It is estimated that an additional 9 million nurses and midwives are needed if the world is to achieve universal health coverage by 2030.


In the midst of this global coronavirus pandemic, nurses and other health workers are at the forefront of the COVID-19 response, providing high quality, respectful treatment and care, leading community dialogue to address fears and questions and, in some instances, collecting data for clinical studies.

 They often work in challenging circumstances providing care to patients and risking their own lives while they fight for the lives of others. “The current situation makes the theme of the World Health Day and the International Year of the Nurse and Midwife even more relevant and meaningful as we acknowledge and pay tribute to all health workers. 

We need to ensure that all nurses and midwives operate in an environment where they are safe from harm, including those providing services in countries in emergency. And we need to ensure that they have access to a functioning health care service,” said Dr Ahmed Al-Mandhari, WHO Regional Director for the Eastern Mediterranean.

Nurses and midwives constitute more than 50% of the global health workforce and more than 50% of the shortfall in the global health workforce. They provide essential care to diverse groups of people, including refugees and displaced populations. However, in spite of continuing global and regional efforts to strengthen the nursing and midwifery workforce, countries are still facing severe shortages of this cadre of health workers.

“If we do not strengthen the nursing and midwifery workforce, health care systems will be unable to provide efficient and quality care. Investing in nurses and midwives improves health, promotes gender equality and supports economic growth. On this World Health Day, as we acknowledge the critical contribution of nurses and midwives in improving health systems I call on Member States to accelerate efforts and invest in nurses and midwives to address the alarming shortage in this vital health workforce, which is compromising the efficiency and quality of health services in our Region,” Dr Al-Mandhari stated.

On World Health Day, WHO will launch the first-ever State of the World’s Nursing Report 2020. The report will provide a global picture of the nursing workforce and support evidence-based planning to optimize the contributions of this workforce to improve health and well-being for all. The report will set the agenda for data collection, policy dialogue, research and advocacy, and investment in the health workforce for generations to come. A similar report on the Midwifery workforce will be launched in 2021.

Baghdad, 7 April 2020 - As Iraq and the world tackle the unprecedented challenges of COVID-19, this year’s World Health Day is like no other. Today, we pay tribute to all the health workers on the front lines. They provide treatment and care for affected patients, selflessly risking their lives to save ours.


Amid this global pandemic, their efforts and sacrifices are recognized with immense gratitude. The tireless and exemplary work of Iraqi medical practitioners is critical to keeping citizens healthy, and their work is only more significant during the current crisis.



As pointed out by the World Health Organization (WHO), COVID-19 confirms how important it is for all health workers to have access to the most up-to-date knowledge and guidance in responding to such crises. It also underscores the critical need for personal protective equipment, to ensure they can safely provide care and reduce their rate of infection.



COVID-19 is a global threat that ignores differences in gender, education, belief, ethnicity or wealth. The way to respond to a universal crisis is through solidarity between people. To protect our communities, we must continue to focus on prevention, following the advice and instruction of local and national authorities by maintaining physical distance and proper hygiene.



As we celebrate World Health Day, we pay tribute to Iraqi health workers and their colleagues across the world. They form the backbone of the global response to the outbreak. The understanding that this is a fight for each and every individual remains key: no medical practitioner can go it alone. Their work, strengthened by the solidarity, compassion and patience of all, will see us through this crisis.

The Supreme Committee for National Health and Safety (Combating the Corona Virus Pandemic) decided at its second session, to include the ration card items and dry beans of all kinds, dried milk of all kinds, dry pastries, medical materials, sterilization materials, devices, medical supplies, masks, and everything related to corona virus control and imported materials From the private sector, until 07/31/2020, with the following :




a. Zero customs duties .




B. Reducing commissions for opening credit for the above-mentioned items by 50% from the Iraqi Trade Bank .




C. Approving the facilities issued by the Central Bank of Iraq regarding the enhancement of balances in accordance with its number book  (5/6/823) dated 29/3/2020, for the purposes of importing the aforementioned materials .




Dr.. The Border Outlets Authority is responsible for ensuring that inspectors are in the ports to ensure that the above-mentioned materials are easily accessed .




e. Our commercial attachés and our embassies in the shipping countries take care of the importers and fulfill the shipping requirements through electronic means to ensure no delay, and the approval of documents and documents through the Internet to facilitate the procedures for entering these goods.

In solidarity with the families of the deceased and those infected with the Corona virus, and we are aware of the distinguished role played by medical and nursing staff in the Ministry of Health and its directorates in the governorates, in support of the position of the armed forces and security services, and in appreciation of social solidarity initiatives between Iraqis that embodied the meanings of humanity and national unity in its best forms, and in implementation of the decisions of the Supreme Committee For the National Health and Safety to combat the Corona pandemic in its second meeting chaired by Prime Minister Adel Abdul Mahdi, it was decided that :

 
First: The Iraqi national anthem was broadcast in all Iraqi media (at one time / nine o'clock in the evening today, Tuesday) and throughout Iraq, and sirens and calls were issued by the civil defense directorate at the same time, and citizens are free to express their feelings and solidarity in their homes or From balconies and residential complexes within the limits of the commitment to the curfew and the nature of the event caused by the epidemic   .

 
 Second: To mourn the lives of the victims in Iraq, the Arab and Islamic countries, and the whole world, and read Surat Al-Fatihah and prayers for those who have recovered, and mosques, husaynas, churches, and places of worship shall be free to do what they see fit through loudspeakers and their public means .

 
Third: All Iraqi media, social media sites, journalists, writers and civil society organizations have the primary role in the distinguished national effort and by covering and supporting this solidarity national stand in a way that reflects Iraq’s position and the unity of Iraqis ’feelings, courage, solidarity, and support for all contributors to the epidemic, including the efforts of ministries The institutions and service departments that continue their activities according to the competence of each.

Fourth: The government reaffirms that it pays special attention to addressing the economic effects of the embargo and those affected by it, particularly those with limited incomes and those with daily wages that are idle for their work and interests as a result of the curfew, the provision of foodstuffs, and price stability, and that ministerial committees were formed for the purpose of reducing the burdens on the shoulders of the citizens, asking Al-Bari Ezz And glory be to everyone success in providing good and preserving our homeland and bringing all Iraqis and humanity out of this crisis in safety with God's help.

The Deputy Prime Minister for Economic Affairs and Minister of Finance, Mr. Fouad Hussein, presided over the sixth session of the Ministerial Council of the Economy meeting on Monday, 6 April, in the presence of the Ministers of Planning, Trade, Industry, Minerals, Agriculture, Labor and Social Affairs, the Secretary-General of the Council of Ministers, the Deputy Governor of the Central Bank of Iraq, advisers to the Prime Minister, and the agents of the Ministries of Finance and Planning Oil also hosted two general managers in the ministries of trade, labor and social affairs.




During the session, efforts to combat the Coruna virus epidemic and reduce the risk of its spread were discussed.





A set of mechanisms and solutions have also been studied regarding the impact of the crisis of low oil prices on global markets on the economic and social situation of the country and taking the necessary measures to protect the standard of living of citizens as well as finding alternatives that support the state budget.




In addition, the council examined the mechanism of providing financial grants to citizens who were affected by the curfew from people with limited income, distributing the ration card items as soon as possible, overcoming all obstacles they face, and submitting its recommendations to the cabinet.




In the same context, the Council praised the efforts made in providing agricultural crops in the markets, as well as efforts to provide the output of animal products from chickens and table eggs, and the cooperation of farmers and farmers in maintaining the prices of these materials.




A set of decisions and recommendations were taken to serve citizens, especially those with low incomes and earnings.

The Minister of Health and Environment, Head of the Crisis Cell Jaafar Allawi, announced that there is a trend to extend the curfew and reorganize employees.

Allawi said, "The curfew will be extended to the 19th of this month, with the reorganization of employee hours in the public and private sector."

He pointed to authorizing the ministers to resume the work of employees at 25%, because state agencies stopped during the ban period.

Allawi ruled out the presence of fears on the health situation in Iraq with the increasing number of injuries, stressing the presence of medicines and hospitals equipped as well as health personnel fully equipped.

He cautioned that the financial situation is better than the previous one and some money has been distributed to the provinces. "

On the return of some of the community to Iraq, Allawi said that "medical personnel are working to create the appropriate places for quarantine in order to work to return them."

The Council of Ministers had previously decided to extend the curfew in all governorates of Iraq until April 11.

On Wednesday, the Ministry of Oil decided to allocate 100 million dinars to support health institutions in the Baghdad governorate to reinforce its efforts in the campaign to prevent the spread of Corona virus.

The ministry spokesman, Assem Jihad, said in a statement seen by Al-Iqtisad News, that "in implementation of the directives of the Deputy Prime Minister for Energy Affairs and Oil Minister Thamer Al-Ghadban to the oil companies to provide support to the provinces to prevent the spread of the Corona virus, the General Company for Gas Mobilization and Services has allocated an amount (100) million dinars to the province of Baghdad to support health institutions. "

Jihad added that "the company and national companies took the initiative to provide support to the needy and poor families by organizing symbiotic campaigns to equip them with food baskets, which included thousands of families in Baghdad and other governorates."

He pointed out that "the sums of support for the governorates and health authorities aim to provide urgent medical supplies for hospitals and health quarantines, in order to enhance their efforts to protect citizens and treat the injured, and they come in implementation of Cabinet decisions."

Iraq’s Higher Committee for Health and National Safety met in Baghdad on Tuesday under the chairmanship of Prime Minister Adil Abd Al-Mahdi.


The meeting was conducted via video conferencing.


The Prime Minister paid tribute to Iraqi health teams, the Ministry of Health and the Government Crisis Cell for their extraordinary effort to combat Covid-19, and for being on the frontline supporting fellow Iraqis during this crisis.


The Prime Minister thanked all Iraqis, private businesses, community groups, volunteers and Iraqi media outlets for their solidarity, and for supporting the national effort to combat Covid-19.


The Committee received a briefing on the economic impact of the crisis on the general public, especially low income groups and on those working in the private sector.


The Committee discussed measures to ensure price stability of essential goods and services, including foodstuffs and agricultural produce.


The Committee discussed a number of policy options to support Iraqi nationals abroad who wish to return home, and how to address the logistical and health challenges involved.  It is expected that the Committee will make an announcement on this issue shortly.
Following discussions, the Committee decided to:



  • Extend the curfew throughout Iraq until Saturday 18/04/2020

  • Allocate 600 billion dinars over the next two months to support nearly ten million citizens. Applying and accessing this support will be via a phone app. Further details will be announced later.

In just two months, "Covid-19" cost the world's richest 100 billionaires a loss of about $ 408 billion.

Bernard Arnaud, CEO of LVMH, suffered the biggest loss, after his fortune plunged by $ 30 billion (equivalent to losing $ 50 million per day on average), according to a report on the Huron List of the World's Richest .

Arnaud’s wealth fell from $ 107 billion at the end of January to $ 77 billion on March 31.

Mukesh Ambani, head of Indian energy giant Reliance, also ranked second in terms of loss, and his wealth decreased by 28 percent, or $ 19 billion, as he lost more than $ 300 million a day in the past two months.

Among the biggest losers were "Charles Lu Zhengyao" and "Jenny Qian Zia", the owners of the Chinese coffee chain "Lokin".

After rigging $ 300 million in sales caused Lockin's share price to drop by 90 percent last week, Charles and Jenny went out of the billionaires list.

The wealth of billionaires was calculated based on market data in US dollars as of March 31, and then compared to the numbers recorded in the "Huron" list of the world's richest for the year 2020, which is a classification of the wealth of billionaires in the world as of January 31.

During the past two months, the crisis "Covid-19" has swept the main stock markets, with the Dow Jones dropping 21 percent, and the markets in India, France, Germany and the United Kingdom have lost about 25 percent of their value.

Among the 100 billionaires on the Huron list of the world's richest people for 2020, only 9 percent saw their wealth increase in the past two months, 86 percent decreased their wealth, and 5 percent their wealth remained unchanged.

Amazon CEO Jeff Bezos lost $ 9 billion in two months, but he remained the richest man in the world with a net worth of $ 131 billion.

While Eric Yuanzheng, the owner of the video conference platform Zoom, saw his fortune rise from $ 3.5 billion to $ 8 billion.

The rise in the Yuan wealth of about 77 percent was the highest among the world's billionaires, especially with the share price jumping by 100 percent due to the fact that many countries are using the social media program in the distance education plan in light of the implications of containing the Corona virus.

The government media cell announced that the Iraqi Ministry of Health will receive, on Wednesday evening, the second batch of Chinese medical aid sent to Iraq, while indicating that this aid will increase the therapeutic and diagnostic ability to confront the Corona virus.



The Ministry indicated that the aid includes medical devices for diagnosis and treatment, personal protection requirements, laboratory examination equipment, thermal examination equipment, radiological examination and other preventive requirements, while confirming that their distribution will be according to priority among the various institutions of the Ministry of Health.



In addition, the Ministry appreciated the efforts made by the Ministry of Defense represented by the Air Force to deliver medical supplies and supplies to the country.

The COVID-19 pandemic affects everyone, everywhere.
But it affects different groups of people differently, deepening existing inequalities.


Early data indicates that the mortality rates from COVID-19 may be higher for men. But the pandemic is having devastating social and economic consequences for women and girls.

Today we are launching a report that shows how COVID-19 could reverse the limited progress that has been made on gender equality and women’s rights – and recommends ways to put women’s leadership and contributions at the heart of resilience and recovery.

Nearly 60 per cent of women around the world work in the informal economy, earning less, saving less, and at greater risk of falling into poverty.

As markets fall and businesses close, millions of women’s jobs have disappeared.

At the same time as they are losing paid employment, women’s unpaid care work has increased exponentially as a result of school closures and the increased needs of older people.

These currents are combining as never before to defeat women’s rights and deny women’s opportunities.
Progress lost takes years to regain. Teenage girls out of school may never return.

I urge governments to put women and girls at the centre of their efforts to recover from COVID-19.
That starts with women as leaders, with equal representation and decision-making power.

Measures to protect and stimulate the economy, from cash transfers to credits and loans, must be targeted at women.

Social safety nets must be expanded.

Unpaid care work must be recognized and valued as a vital contribution to the economy.
The pandemic has also led to a horrifying increase in violence against women.

Nearly one in five women worldwide has experienced violence in the past year. Many of these women are now trapped at home with their abusers, struggling to access services that are suffering from cuts and restrictions.

This was the basis for my appeal to governments earlier this week to take urgent steps to protect women and expand support services.

COVID-19 is not only challenging global health systems, but testing our common humanity.
Gender equality and women’s rights are essential to getting through this pandemic together, to recovering faster, and to building a better future for everyone.

At the beginning of this week, the United Nations Secretary-General issued an appeal to stop violence everywhere including violence in the home. As Directors of the four United Nations Agencies who have been working together to highlight the importance of Gender Justice and Equality before the law[1] as a clear path towards achieving the Sustainable Development Goals, we call upon states in the Arab states region to respond to the Secretary-General’s appeal.

Many countries of the region have implemented strict movement restrictions, including curfews, to address the COVID-19 pandemic. At the same time, we need to be conscious of the need to ‘do no harm’. We have seen reductions in services for survivors of Domestic Violence across the region and, in some countries, we have witnessed large increases in the numbers of calls to hotlines or other support services.


We urge governments to strengthen already existing services and to provide alternative solutions to ensure the security and safety of women and girls inside their homes and to assist survivors during this time, including augmenting hotline access, ensuring remote case management, and providing essential health, social services and justice and policing, as courts in some countries of the region have been forced to close. Inclusive solutions must be designed to reach the women furthest behind and be survivor-centred, while referral pathways should be updated to reflect the current situation.


The Arab States are host to large numbers of refugees and internally displaced persons as well as vulnerable women migrant workers. Women and girls in these settings face multiple burdens and risks in accessing services. More efforts are needed to ensure their safety and well-being.


We, the regional directors of UNDP, UN Women, UNFPA and the Executive Secretary of ESCWA urge governments in the region to ensure that their message on zero tolerance to Domestic Violence is highlighted in their public announcements and policies, including a commitment to increase investment in services and organisations that provide services to survivors of domestic violence. With support from the four United Nations agencies, they are also invited to learn from emerging good practices in the region and worldwide.


• Now is the time to put in place accessible alternative support services, such as hotlines or psycho-social counselling, to reach all Domestic Violence survivors, while ensuring their safety. This can be done through alternative facilities, such as pharmacies and selected grocery stores that are open.


• Now is the time to send out the message to all citizens that ALL forms of violence, including abuse of women and children in the home, will not be tolerated and to provide support to those struggling in times of restricted movement.


• Now is the time to provide safe accommodation for women in need.


• Now is the time to ensure that responding to and combatting Domestic Violence is prioritized among local and national security and justice systems.


• Now is the time to ensure that women are included in essential decision making about the response to the COVID-19 pandemic.


• Now is the time to ensure that essential health provision for maternity services is maintained, in addition to other sexual and reproductive services.


The COVID-19 pandemic is not only a health crisis; it is also a crisis of care. Globally women represent more than 70 per cent of all health care workers and in the home, women are predominantly the carers of the elderly, people with disabilities and children. With more people quarantined at home, the burden of unpaid care for women will most likely increase.


Therefore, we call on all governments in the region to assess and respond to the needs of all care workers, and to ensure that essential services for survivors of domestic violence are maintained and accessible to all women and girls. Ensuring gender justice and equality before the law remains a vital path to implementing the SDGs and protecting all people, everywhere.

Baghdad, Iraq, 9 April 2020: The World Health Organization (WHO) commends the call by the religious Supreme Seminary in Iraq to postpone religious gatherings and its commitment to ensuring prevention measures recommended by WHO and local health authorities in Iraq.


The exponential spread of the new Coronavirus (COVID-19) around the world and the global rise in the number of infections and associated deaths necessitates limiting all social events and mass gatherings, including religious pilgrimages to holy sites. In this respect, WHO is disseminating clear recommendations to governments and the public to temporarily halt these activities in order to limit transmission of the disease.

“The Seminaries, mainly in Najaf, Kerbala, and Kadimiya are in full support of WHO and MOH recommendations. We stress the importance of staying home, avoiding gatherings, and consider social distancing to avoid the unintentional harm caused by transmitting the disease,” said Dr. Adham Ismail, WHO Representative in Iraq. “WHO thanks the response of the esteemed Seminaries in Iraq and appreciate their support to health authorities efforts to contain the spread of COVID-19 in Iraq,” he added.

Iraq was expecting millions of pilgrims to head to the holy city of Kerbala on 8 April 2020 in one of the biggest religious ceremonies. Fearing this would widen the range of infection, WHO and Federal Ministry of Health in Baghdad made a series of visits to these areas and met with religious seminaries in Najaf, Kerbala, and Kadhimiya in Baghdad to mobilize support for postponing all religious gatherings and advising people to perform religious rituals from their homes until the COVID 19 outbreak in the country is stabilized.

The Supreme Committee for Health and National Safety announced, on Saturday, the launch of a grant for families entitled to government support as a result of the "Corona" outbreak and the continuation of the curfew decision.

A statement of the committee seen by the "Economy News" stated that, "In implementation of the decision of the Supreme Committee for Health and National Safety at its meeting chaired by Prime Minister Adel Abdul-Mahdi, to allocate a temporary monthly financial grant to help families affected by the curfew due to government support, the following link has been launched ( [size=15]http://minha.iq  ) for a period of five days, around the clock (from today, Saturday to mid-Thursday, April 16 at 12 noon), according to a simplified mechanism, available to all via phones. "[/size]

The statement added, "Submission is for one time only, through the personal phone number of the head of the family in accordance with the ration card, and the application will be available from inside Iraq exclusively and prepare personal identification documents for the head of the family and all its members and the ration card before starting the application process."

The statement stressed the necessity of "making sure to enter the correct information, and to avoid using any fake information or other person's information or to hide any required information, that would expose the applicant to legal accountability and judicial penalties," noting that "the site will save the entered information for later review and verification with the authorities Government to determine who is eligible and send the grant to them.

The statement continued, "It should not be any family member who receives a salary from the government (for example: an employee, a pensioner, or is covered by the social protection network, or receives any salary or other income from the government)."

He pointed out that "carrying out the application process means the applicant's pledge to read and understand these instructions and agree to the terms and conditions related to the grant."

The statement pointed out that "an identification number will be specified for each application, this number must be preserved and the recipients will be contacted before the end of April and after completing the verification and approval process to send the grant to them."

The statement added that "after the completion of the application process and the appearance of the identification number, the applicant has completed the required of him, and there is no need to do anything additional. If there is additional information or documents required, then the applicant will be contacted through the identified phone number."

The committee stressed, according to the statement, that "the financial grant is for families who are going through difficult financial conditions due to the spread of the epidemic, the curfew and the impact of work opportunities, and it does not include the groups that receive salaries or any other income from the government, and does not include the well-off."

While the Chinese authorities have disposed of banknotes potentially loaded with the Coronavirus, Western countries are lagging behind not only in their response to the epidemic, but also in adopting digital payments.

One of the positive aspects of the crisis in the spread of the Coruna virus is that this may soon change and Western countries depend on digital payments, according to an analysis of three economists at Harvard University and Deutsche Bank via Project Syndicate.

Given that manual exchange of the physical currency can transmit the Corona virus, countries around the world are forced to reconsider the use of cash.

Indeed, Covid 19 may turn into the catalyst that makes digital payment the trend, and it is not surprising that the digital payments industry is already focusing on the opportunities created by the crisis.

For its part, the Chinese government has started to clean and even destroy banknotes to reduce the spread of the virus, at least in the short term.

For example, the South Qianya Morning Post reported that a local branch of the People's Bank of China in Guangdong Province is disposing of funds that may have been traded through high-risk locations such as hospitals and food markets.

Also, fearing importing currencies that might be loaded with the virus from Asia, the Federal Reserve began quarantining and clearing the dollar.

These measures may be justified, keeping in mind that the currency in circulation can be vulnerable to disease transmission.

Studies have found that the influenza virus, for example, can survive and contagious on banknotes for 17 days, so it would not be unreasonable to assume that the circulating currency played a role in the spread of corona as well.

In any case, many countries will consider the option of purifying, isolating and reprinting the currency, and regardless of what they decide, one of the results seems already certain: the virus will accelerate the ongoing shift between the younger population towards digital payments, especially in Asia, specifically in China.

This trend is really strong as, as of the end of 2018, around 73 percent of Internet users in China used online payment services, compared to 18 percent in 2008.

Young people tend to be more open to adopting new technologies, and China and Southeast Asian countries have a much smaller population than Europe and the United States.

Moreover, the Chinese government is actively promoting its online banking infrastructure, while Western countries rarely use a top-down approach to governance, and lag behind Asian economies in adopting digital payments.

There are internal and structural reasons for the slow rate of adoption by Western countries of digital payments. For example, there are no major technical or financial companies operating in this sector in Europe.

As such, European consumers and companies must rely on the services provided by large American companies (Apple Pay, Google Pay, and Paypal) etc.

But given fears about ceding vital sectors in the digital economy to US tech giants, the European Union has taken a slower and more cautious approach, favoring those less turbulent changes in European financial infrastructure.

Cultural customs have also slowed the pace of change in the West. Americans and Western European citizens in particular rely on cash much more than households in Asia.

According to a recent Deutsche Bank survey, a third of respondents to advanced economies consider that cash is their preferred method of payment, and more than half believe that cash will always exist, so it may take some time for these culturally entrenched habits to change without risking negative reactions.

 However, the widespread spread of the Corona virus may push the world towards a turning point in how it handles payments.

It is too early to predict changes that may occur, but they are likely to emerge as solutions to specific challenges in different national contexts, payment infrastructures, and demographic groups.

Digital currency versions, such as the electronic krona that Sweden recently announced, are promising examples of what could be planned for the future.

In addition to the influence of Covid19 and the increasing acceptance of non-cash payments in stores, there are other reasons why people want to switch to digital payments. A Deutsche Bank survey found that ease plays an important role in a person’s choice of digital transmission. Digital portfolios are free and readily available .

The use of digital technology can also help track spending and manage budgets, and in terms of security, the transition without cash reduces the chances of being stolen physically.

Certainly, the current crisis has not yet pushed many countries other than China to purify, isolate and reprint their currencies, but Corona could turn into a one-off pandemic in the century that requires different solutions as well.

So the current period is a clear opportunity to start accelerating the inevitable shift towards digital payments.
