The Minister of Planning, Dr. Nuri Sabah Al-Dulaimi, announced today, Monday, the launching of the national project for youth employment, stressing that the next few period will witness the announcement of the project's mechanisms and ways for young people to benefit from it and the governorates covered in its first stage.

This came during the expanded conference held at the Ministry of Planning in the presence of a number of representatives, governors, and heads of investment bodies in all governorates, representatives of international organizations and the private sector, ministries agents, general managers and civil society.

Dr. Nuri Al-Dulaimi explained during his speech the importance of the project as one of the strategic steps of the Ministry in relying on the young Iraqi capabilities and achieving more goals of the 2030 vision for sustainable development, as youth are the cornerstone and base on which development depends and proceeding from them, stressing that the path of this project was not paved without sacrifices Presented by the Iraqi youth who are loyal to their homeland, pointing to the project's adoption of the principle of partnership between young people while developing their capabilities and enabling them to create promising and income-generating projects.

The Ministry of Planning launched the national project for youth employment in coordination with legislative bodies, the public and private sectors. The Minister of Planning, Dr. Nuri Sabah Al-Dulaimi, said during his speech at the launching conference of the project, which was attended by "Al-Sabah": This project is one of the strategic steps of the ministry towards achieving more of the goals of the sustainable development plan for the year 2030, as youth are the cornerstone and base the basis from which the ministry started in Its development vision in all sectors.

He added that the Ministry was keen to develop possible solutions that can be implemented with the available capabilities after an effective partnership between the public and private sectors, as the project mechanisms and ways of benefiting young people will be announced soon by uniting all relevant efforts in the private public sector and the international community and its organizations to sustain the project and achieve its goals. 



Al-Dulaimi explained that the ministry has aligned the project with its five-year plan and strategy to develop the private sector and thus adopted the project in terms of setting public policies, follow-up, management, financing and implementation by the private sector, indicating that the project will adopt the principle of partnership between young people and develop their capabilities and capabilities in creating income-generating projects.



In turn, a member of the parliament’s economy and investment committee, Mithaq Al-Hamedi, said in her speech: The stability factor of any country is the strength of its economy, its development and development projects, the diversity of its sources, the activation of the private and joint sectors, and the real investment of youth energies. Al-Hamedi confirmed that the project is applicable and workshops and seminars were held to mature it and submit it to the parliament for a vote and the vote was taken at the end of the third parliamentary session and submitted to the executive authorities, but it met obstacles that prevented its implementation, and today the project has been matured and given great importance to understanding the magnitude of the problem.



To that, the Governor of the Central Bank, Dr. Ali Mohsen Al-Alaq, said in his speech at the conference that this initiative is aimed at one of the major challenges at the national level, which is youth employment, indicating that the financing project represents a basic pillar by moving the wheel of employment projects.



He cautioned that the bank has several plans in this field implemented during the past years, warning that the central bank, even in the absence of national initiatives or plans in the framework of financing, whether at the budget or other level, has launched an initiative to stimulate agricultural, industrial and housing projects mainly as well as small projects , And the amount allocated to this initiative exceeded 6 trillion dinars and is considered the largest lending experience in the country, so we must take into consideration the factors and challenges facing financing.



He stated that the results of the application were that the central bank financed 2 trillion and 500 billion dinars for housing projects through the Iraqi Bank and the Housing Fund and completely exhausted and there is a new request for these projects, indicating that the problem lies in agricultural, industrial and small projects, despite the allocation of 3 trillion dinars to the Industrial and Agricultural Bank However, only less than 10 percent of them were used with the passage of more than 3 years, and for small projects, a trillion and 500 billion dinars were allocated, and only 10 percent was disbursed, and here it is necessary to highlight the reasons that faced these projects, which are that they depend on general stability And Economic, financial, investment and commercial economic policies in a manner that integrates with the appropriate environment.



 For example, the initiative of industrial projects cannot be overcome without a disciplined trade policy that can achieve control and protection for the national product, because the financing aspect must complement with other policies to achieve its goals, as there is a lack of import



Al-Alaq added that small youth projects depend on large industrial and agricultural projects to prepare their requirements, and the local product must be protected and provide other factors related to commercial policy, and more importantly, it is the subject of planning for young people, as many of them have no planning or awareness to use the amount, so it must be The presence of business incubators that are able to prepare young people and create an idea and benefit from them, coordination has been made with the unions in this field and expanding the framework of cooperation, as well as finding appropriate ways to guarantee loans because graduates and young people cannot provide guarantees with the existence of a phenomenon of default in repayment of loans amounting to More than 20 percent Tha, a great rate, as the rate of defaults globally does not exceed 2 percent increase, and make several banks require collateral to recover the money.

Najaf- 18 February 2020 – The Ministry of Planning has launched a programme to develop the competencies of young men and women in Najaf Governorate. The national initiative aims to provide 120,000 job opportunities for the Iraqi youth, in partnership with the private sector.


The conference was organized under the patronage of H.E. the Minister of Planning, Dr Nuri Sabah Al-Dulaimi. The Governor of Najaf, Mr. Louay Al-Yasiri and the Country Representative of the Food and Agriculture Organization of the United Nations (FAO), Dr. Salah Hajj Hassan were in attendance along with women members of the House of Representatives, and public and private sector representatives.

In his welcoming address, H.E. Dr Sabah revealed the Ministry's collaborative endeavors with the private sector to create job opportunities through soft loans from the Central Bank of Iraq, and private and external banks. He called attention to the prominent role of Iraqi youth during recent demonstrations, which has motivated the formulation of this programme.
 H.E. also called on national and international entities to support joint initiatives with the private sector in an effort to enable Iraqi youth to meaningfully engage as active citizens in support of the country’s development.

During the conference, Mr. Luay Al-Yasiri, Governor of Najaf stressed on the importance of this programme as a valuable investment in the capabilities of young people to build Iraq, pointing out that the pioneering ideas of the youth in general and Najaf in particular can leave a positive impact on society and advance economic reality. On behalf of FAO, Dr Salah ElHajj Hassan expressed FAO’s appreciation of the efforts that will help Iraqi youth secure jobs. “This programme will contribute to securing opportunities for local and rural development, and thus the development of the Iraqi economy as a whole.

 The project will also expand cooperation among different sectors that will help create a suitable environment for investments in addition to raising the efficiency of national capacities and knowledge in various fields,” explained Dr. ElHajj Hassan.

“These efforts will guarantee greater opportunities for success in agriculture, encourage the participation of young people and foster women's participation in rural development,” added Dr. ElHajj Hassan. He also highlighted the importance of linking this initiative with the ongoing transformation of agriculture from sectorial to services for the protection of local food production, which was initiated by his Excellency the Minister of Agriculture. 

He also confirmed that FAO is committed to supporting the Government in agricultural projects,
