In the presence of the delegation of the Iraqi Council of Representatives, which includes representatives Zafir Al-Ani and Nabeel Al-Tarfai, the works of the second plenary session of the fourth legislative session of the second parliament in the Egyptian capital Cairo, with the participation of the Minister of Foreign Affairs of the Kingdom of Saudi Arabia Prince Faisal bin Farhan bin Abdullah, concluded today Wednesday 15/1/2020. The President of the Libyan Parliament, Mr. Aqila Saleh.

At the opening of the session's work, Dr. Meshaal bin Fahim Al-Salami, Speaker of the Arab Parliament, showed the parliament’s solidarity and standing with Arab issues and working to address them in light of the delicate conditions that the Arab world is going through.


The President of the Arab Parliament warned of the danger of aggressive interventions and plans by regional countries aimed at reviving their colonial ambitions.


Al-Salami warned that the rapid developments and developments in the Arab world have reached a degree of very seriousness, in light of the conflicts and external interference witnessed by some Arab countries and the direct threat they pose to Arab national security.


Al-Salami added that despite all the challenges and precise circumstances that our Arab nation is going through, the Palestinian issue remains the first and central issue for the Arab world, stressing that the Arab Parliament continues to support the Palestinian people and support them in defending their land and adhering to their legitimate rights, until the establishment of its independent state with its capital, the city of Jerusalem.


The Arab Parliament Speaker expressed the Parliament’s solidarity with the brotherly Libyan people, welcoming the declaration of the ceasefire and calling on all parties to abide by it.


Concerning the situation in Iraq, the President of the Arab Parliament said, “We are following with great concern the developments of the situation in the Republic of Iraq,” stressing that the security and stability of Iraq is an integral part of the security and stability of the region, pointing to the Arab Parliament’s rejection of all external interference in Iraq’s internal affairs and making it an arena for regional and international conflict and
drawing peace Until the Arab Parliament session will issue a number of unified Arab laws, documents and parliamentary visions, the foremost of which is the Arab Water Security Document, the Document on the Development of Education in the Arab World, the Unified Arab Law for the Preservation and Protection of Arab Antiquities and the Transportation Law in Arab world and Arab law on the death penalty and safeguards applied in Arab countries , "adding that" to be issued by the vision of the Arab Parliament session to activate the joint Arab market and guide Arab parliamentarians on legislation and monitoring the application of human rights in the Arab world. "


In turn, the Saudi Foreign Minister, Prince Faisal bin Farhan, praised the role of the Arab Parliament in conveying the concerns and suffering of the Arab people and the earnest endeavor to promote joint Arab action.


In his speech during his participation in the plenary session, the Minister stressed the keenness of the Kingdom of Saudi Arabia and its keen interest in the unity, sovereignty and integrity of Arab lands, and its rejection of any prejudice or interference that threatens its stability, noting that the Kingdom is making efforts to ensure access to political solutions to crises in Syria, Yemen, and Libya, And Sudan.


Prince Bin Farhan pointed out that “our region and the world at large are facing major security challenges. Some Arab countries have been subjected to sinful acts of terrorism and destabilizing foreign interference,” pointing to the endeavor by all security, political and legal means to fight terrorism and warn of its danger.


The Saudi Foreign Minister pointed out that the economic side has an active role in strengthening relations between our Arab countries, and that the issue of Arab integration and the common Arab market is one of the most important issues facing joint Arab action that must be sought in light of regional and international economic blocs.
For his part, Mr. Aqeela Saleh, Speaker of the Libyan Parliament, reviewed developments in Libya.


In his speech at the plenary session, Saleh called on the Arab parliament to withdraw recognition from the presidential council of the reconciliation government because of its violations of the constitutional declaration and the political agreement concluded in Skhirat in the Kingdom of Morocco, as well as supporting the Libyan people's efforts in combating terrorism and countering Turkish interference, stressing that the parliament is the legal body in Libya, and any agreements without its approval are not considered, stressing that any agreement signed without the approval of the House of Representatives is void and has no effect.


The Speaker of the Libyan Parliament noted that the problem is in the absence of Arab initiatives, as we did not benefit from lessons and past lessons, and we have not taken steps that make our nation capable of facing challenges, indicating that the Libyan people realized the seriousness of what is being tried against it, and chose the parliament in fair elections, The foundations of armed forces that have succeeded in clearing most of the country from terrorism and villages will free the kidnapped capital.


Saleh pointed out that the Mediterranean Sea has become a focal point of an international conflict by signing a maritime border agreement with a country that is not a neighbor to Libya, in a move considered contrary to international law, stressing that continuing to recognize the Presidential Council is ignoring the will of the Libyans, ignoring accepting the legitimacy of the parliament and returning to new colonialism.


Then the President of the Arab Parliament extended his thanks to the Speaker of the Libyan Parliament and the Saudi Foreign Minister for their active participation in the plenary session.


In a related context, the women and gentlemen MPs Ahmed Hamad Al-Suwaidi, Princess Sharaf Al-Din, Salem Al-Abyad, Saeed bin Hamad, Shatha Saeed, Izz Al-Din Al-Farjani, Abdul Nasser Al-Mahroosi, Farida Al-Obaidi, and Naama Abdullah, were sworn in by new members of the Arab Parliament.


The Peace President congratulated the new members, wishing their work success, in the name of the Arab Parliament, the warmest condolences to the Omani people on the death of Sultan Qaboos bin Saeed, blessing at the same time Sultan Haitham bin Saeed assuming his reign in the sisterly Sultanate of Oman. The ladies and gentlemen members observed a minute of silence for his readers, Surat Al-Fatihah, in memory of the late Sultan Qaboos bin Said, may God have mercy on him.


The themes of the Arab Parliament session focused on the current Arab situation in light of the crises, challenges and developments that Arab countries are going through, and discussing the efforts of the Arab Parliament to support joint Arab action and confront the dangers and threats facing Arab national security.


Representative Azzam Al-Ahmad reviewed the report of the fifteenth meeting of the Palestine Committee, which was approved.


Deputy Zafir Al-Ani, Vice-Chairman of the Committee for Foreign Affairs and Political Affairs, National Security, who during the session chaired the committee until the election of a chairperson, presented a report on the work of the committee, along with the presidents of the Economic and Financial Affairs Committee, the Committee for Legislative and Legal Affairs and Human Rights and the Committee for Social, Educational and Cultural Affairs And women and youth, a presentation of the reports submitted to the plenary session, which were voted upon.


The Iraqi parliament delegation participated actively during the session by presenting proposals and ideas that contribute to the promotion and development of Arab action, whether through the contribution of Representative Dhafir al-Ani in the report of the Committee on Foreign Affairs, Political and National Security, or the intervention of Representative Nabil Al-Tarfi, who called on the Arab Parliament to support the Iraqi parliament’s decision to leave the foreign forces, urging That the Arab brothers have a clear contribution to resolving the crisis in Iraq, considering that there is no stability and no security in the presence of foreign forces and that Iraq will not be an arena for settling scores, denouncing any violation of Iraqi lands.


The Arab Parliament voted on several decisions regarding the situation in Libya, Syria, Yemen, Lebanon and Iraq.
Regarding the situation in Iraq, he drew the decision issued that the Arab Parliament is following with great concern recent developments in the Republic of Iraq and popular protests in light of the increasing number of martyrs and the arrival of the injured to more than twenty thousand wounded and the military escalation between the United States of America and the Islamic Republic of Iran on Iraqi territory, referring to the parliament’s decision Issued on October 31, 2019 regarding developments in Iraq.


The decision included supporting the demands of peaceful protesters for a free, safe and dignified life, condemning in the strongest terms the killings, kidnappings and violence that have affected thousands of peaceful protesters, activists and the media, as well as attacks on security forces and public and private property, as well as calling on the government to protect peaceful demonstrators as well as condemnation and condemnation of the United States of America and the Republic of Iran The Islamic lands of Iraq are an arena for military conflict between them in a blatant transgression against the sovereignty of Iraq and the safety of its people and its land. The Arab Parliament calls on the two countries to respect the sovereignty of Iraq and commit to water. Close international laws that prohibit it.


The decision noted the Arab Parliament’s praise of the decisions issued by the Iraqi parliament in response to the demands of the protesters and its call for the speedy formation of an Iraqi government that responds to the just demands of the Iraqi people, in addition to emphasizing the stable and supportive position of the Arab Parliament in the security and stability of the Republic of Iraq and the integrity and territorial integrity of the country, and the complete rejection of any external interference in internal affairs The Republic of Iraq, in addition to the Arab Parliament’s request to the League of Arab States to support and support the Republic of Iraq against any external aggression, given that the security and stability of Iraq is an integral part of the security and stability of the Arab countries, indicating that the President of Iraq Arab Man shall inform the parliament's decision to the President of the Republic of Iraq and the Speaker of the House of Representatives of the Republic of Iraq and the Secretary General of the League of Arab States and the Secretary General of the United Nations and the President of the Inter-Parliamentary Union.

The Ambassador of the Republic of Iraq in Cairo and its permanent representative to the League of Arab States, Dr. Ahmed Nayef Al-Dulaimi chaired the Arab coordination meeting at the level of permanent delegates to the League of Arab States, which was held at the headquarters of the League of Arab States in the Egyptian capital Cairo.
