Iranian Foreign Minister, Mohammad Javad Zarif, has canceled his visit to the Swiss city of Davos to participate in the work of the International Economic Forum there, according to "Associated Press", quoting the organizers of the forum.




In a statement to the agency, today, Tuesday, the President of the Forum, Bergie Brende, did not reveal the reason for Zarif's decision not to participate in his activities, which start on January 21 and take four days.
Meanwhile, the agency said that those attending the forum are President of the United States, Donald Trump, and other officials of his administration, whose relations with Tehran are most tense.
This year, Davos will host representatives of 118 countries, including German Chancellor Angela Merkel and Iraqi President Barham Salih.

Three sources said that US President Donald Trump is expected to meet European Commission President Ursula von der der Line in Davos, Switzerland next week, as tension between the two allies increases over threats of tariffs, and the Iranian file is also likely to be discussed.

Prince Turki Al-Faisal, head of the King Faisal Center for Islamic Studies and Research, called on countries of the world to put more pressure on the five permanent members of the Security Council to restructure this important international institution, as he put it.

Al-Faisal said on the sidelines of the opening conference of the "Communication of Thought" group (T20), "There is a need to restructure the Security Council to be more effective than it is today. The five permanent members have differences and differences on many issues of the world, and therefore the Security Council is bound by it, And with everything that these countries see against their principles. ”

Prince Turki gave examples of global issues and conflicts that have been open without solutions to each other for decades, despite the existence of Security Council resolutions on them, pointing to the conflict over Syria, the Arab-Israeli conflict, and the Kashmir issue. He continued: «For example, the Arab-Israeli conflict, there are Security Council resolutions laying out a map of a two-state solution and removing the Israeli occupation from Arab lands, but there were many veto decisions to prevent the implementation of these decisions, and this is an example of the interests of some of the five countries, so this needs The Council for Structuring to protect the implementation of its decisions.

In his response to the question of one of the attendees, whether he really believes that the five permanent members agree to any reform of the Security Council, and withdraw the influence that these countries enjoy, Prince Turki Al-Faisal replied: “The five countries will not agree to any restructuring of the Security Council, so the matter It has been on the table for some time, when a person is sick and wants to give him a bitter taste that might force him, I think the rest of the world should put pressure on the five countries to carry out the reform process, and I do not think it is useful to create other institutions that compete with the United Nations ».

He stressed that pluralism is the way to reach a prosperous world, pointing out that Saudi Arabia hosts the twentieth of precursors in promoting pluralism and addressing global challenges that cannot be addressed through unilateral action.

He noted that the Group of Twenty should define criteria that are widely accepted, and make recommendations to the leaders of the group on the extent of compliance with the various pledges.

The head of the King Faisal Center for Islamic Studies and Research touched on the Chinese role and the Beijing initiative on the Silk Road, and its impact on the world. He said: “What China is doing can help the international community, as it intends to assist countries, not only in the field of infrastructure, but in trade. Through the Silk Road, and this is a good thing, as we know there are many memoranda of understanding signed between Saudi Arabia and China to build a partnership in the framework of this initiative and we look forward to seeing more. ”

Turki Al-Faisal warned that thinking about the personal interests of some countries represents an impediment to multilateral cooperation, pointing out that "Vision 2030" is a wonderful example that explains how people can set their goals for themselves in their countries, develop, and become active members in the service of humanity.

To that, Dr. Fahad Al-Turki, head of the “Group of Thought 20”, affirmed that Saudi Arabia seeks to achieve a future of economic prosperity, sustainability and inclusion, and therefore focused on its goals on climate and the environment, by focusing on a circular economy with low carbon emissions to achieve climate goals, as well as on enabling Women and preparing young people for a more inclusive society, with pluralism, economic development and financing, by providing prosperity through international cooperation, economic development and financial sustainability.

Faisal Al-Ibrahim, Saudi Deputy Minister of Economy and Planning, said that the convening of the Twentieth Summit in Saudi Arabia represents a great opportunity for everyone to learn from the other, pointing out that effective cooperation begins between the member states of the Group of Twenty, and that the discussions conducted by the "Thinking Group" (T20) will have An effective role in establishing this cooperation.

Abdul Aziz Al-Rashid, Assistant Minister of Finance for International Financial Affairs, pointed out that the prosperity witnessed by the global economy during the past decades was a result of the great role played by the international multilateral organizations, especially during the eighties.

He added that international financial-related organizations are more successful than other organizations. He said: "What we see in the World Trade Organization today shows how cooperation is of course (...) the organization today is less influential than before, we believe that during the Saudi presidency there will be proposals for how to set a time frame for restructuring the World Trade Organization."

Dr. Fahd Al-Dossari, Deputy Governor of the Saudi Arabian Monetary Agency, touched on some examples of multilateral cooperation, including the issue of climate change, international trade, and the International Monetary Fund, which works to stabilize economies, as he described it.

He continued: «We live in an interactive world, and we cannot be in isolation from what is happening in the region and the world, and any event we interact with. Mr. Hassan Karim Al Kaabi, First Deputy Speaker of the House of Representatives, stressed the importance of boycotting US administration officials present at the Davos forum and not meeting them.

Tensions have escalated between Washington and Tehran recently on Iraqi soil, as the United States assassinated the influential Iranian general Qassem Soleimani in Baghdad, prompting a response from Iran, which bombed ballistic missiles an Iraqi military base hosting American soldiers.

Putting the national interest first
President Salih outlined the principles that define Iraq’s foreign policy and stressed that Iraq wants good relations with all nations, but it refuses to be part of conflicts or disputes between countries.
He added that no country should seek to dictate to Iraq with whom it should have relations or the nature of these relations.
Our diplomatic and economic policies and relations must be driven by our national interests, not by the interests of others, and even by the interests of our allies. The sovereignty and stability of Iraq must be the common interest of our neighbours and our international partners.
The President of the Republic pointed to the positive role that Iraq could play in the Middle East, which since the time of Mesopotamia, is a cradle of civilisation and a melting pot of different faiths and ethnicities.

 
Enhancing confidence
On the demonstrations in Iraq, the President of the Republic said that there was a need to re-establish the confidence of Iraqis in their government and to review laws and the constitution in order to renew and strengthen ties between Iraqi leaders and the Iraqi people.

President Salih spoke of the need to create conditions for sustainable economic growth and to create job opportunities for young people, especially since 65% of Iraq’s 38 million people are under the age of 30.
President Barham Salih urged Iraqi and international private sectors to participate in supporting economic growth in Iraq.

To support the effective participation of the private sector in building a prosperous Iraqi economy, President Saleh referred to the reforms introduced by the Iraqi government of the legal and regulatory frameworks to enhance protection of investors, liberalise markets, and combat corruption.


The President stressed the importance of establishing good governance and the rule of law through practical and tangible measures so that promises in this area do not remain empty slogans.

The President stressed the need to intensify international efforts to establish international and regional security and stability, noting that their consolidation and strengthening is the only way to ensure comprehensive and lasting peace in the region.

His Excellency added that Iraq is eager to establish balanced relationships with all friends and allies to strengthen its sovereignty, respect its independent decision, achieve the interests of Iraqis, continue the economic development and reconstruction. In addition to Iraq must not be turned into a battleground to settle scores, he stated.

The US President, in turn, reiterated his country’s support for Iraq, showed his desire to have a closer relation, expand the scope of cooperation and raise the trade volume between Iraq and US to serve both peoples. Iraq’s pivotal role in the region, he appreciated.

Discussions covered the presence of foreign forces, the reduction in troops strength in the country as well as the importance of respecting Iraqis people’s demands in maintaining national sovereignty and ensuring security and stability.

Davos is a forum for reforming the world economy mainly, and it is considered one of the most important annual economic events, given the important and thorny issues it addresses, and the important names that participate in it. The hot topics raised by the forum in its 2020 session, which were devoted to the issue of (sustainable development) are: (differences between East and West, such as the escalation of the effects of the strike that America directed to Iran, 
The trade dispute between Washington and Beijing, climate and environmental issues, and certainly there is a presence of the Swedish activist, Small Thunberg, who talks about climate and fossil fuels, fires and global warming).



The President of the Republic, Dr. Barham Saleh, in the forum, several issues, the most important of which are:
 

1 - Economic integration



Among the important issues he raised was his call for economic integration, from a vision that places Iraq in a vital geopolitical position, as he indicated: (My vision for Iraq, which is located in the heart of the Middle East, is to be a force for stability and a bridge for more economic integration in the region).



Certainly, economic integration lies at the heart of contemporary strategies pursued by countries that are linked to a specific geographical area, and these strategies have been taken by many countries such as Japan, Korea, China, and East Asian countries, and there are many studies that have proven positive results resulting from joint action, in the face of countries and blocs Great.



But what is lacking economic integration in the region?



Certainly, the most important thing that impedes economic integration in a region such as the Middle East, is the lack of a common political will among the countries that are in the vicinity of this integration, and I assume that Saleh talks about a region that brings together contradictory countries that extend from Israel to Iran and includes the Gulf states, which is a region as I claim that among the most complex regions in the world where such integration can occur, in terms of: 



a. A region that includes scarce resources such as oil and gas, which concern the whole world, and the core of a fierce global struggle of companies and major powers over this resource, such as the United States, Britain, China and Russia.



B. It is a hotbed of religious extremism, with all the contradictory and hateful narratives it holds throughout history.



C. In addition to its critical geographical location, the average continent of the world, whether by land, sea or air.
Dr.. In addition to the contradictory and inconsistent political and economic systems in the countries of this region, which are linked to opposing political and economic systems, as well.



The challenges of economic integration in the region are many, such as the lack of coordination and division of labor, including the specialization and benefit from the advantages of large-scale production, in addition to weak joint planning for development, in order to allow the optimal mobilization of resources and others.



Without digging into the difficulty of overcoming these challenges, Saleh did not mean diving into these details, but rather he was demanding that there be openness and cooperation between Iraq and its regional and international surroundings, which he expressed through an initial policy (building bridges and not slapping the doors), Likewise (the need for regional frameworks for security, economic, and commercial cooperation, which provides a path for political dialogue and conflict resolution between adversaries)
If we go back inside, we find Iraq located in the core of these contradictions, which makes it difficult to reach such integration, there are ethnic and national component intersections between those who monopolize power in Iraq and arrived at crucial moments to the point of civil war, which prevents the crystallization of an economic identity that can be integrated with Its Middle Eastern ambivalence is originally contradictory.



This reality has afflicted the country in isolation from equal integration with its surroundings, and has instead become an arena for political and security conflict, as well as a focus for the disposal of products of the region and the world, in exchange for a single advantage in the export of oil, without any real development role, industrial, agricultural or service.



On the level of trade exchange, we find most of the countries of the region consider Iraq a market for the disposal of their products, in exchange for Iraq being able to export little to the region, due to the biased policies pursued by the monopolist powers in Iraq, which devote their non-developmental role in the region, in exchange for promoting the growth of the economies of the countries Neighboring, and the development of exports and then achieve employment rates for its citizens.



 

2- The economic relationship with Iran 
President Saleh talked about the common issues between Iraq and Iran, and mentioned issues related to the existence of (ancient ties of geography, water resources, economics, and religion).



In his speech, Saleh focused on addressing the core of the failure of the Iraqi state administration after 2003 until the moment, which is based on the logic of dictates from abroad on the political, security and economic decision in Iraq, and the preference of international and regional interests over the national interest, when he indicated that (no country should seek dictation On Iraq, with whom we must have relations, and how our policies and diplomatic and economic relations must be driven by our national interests, not by the interests of others).



Iraq and Iran are located at the heart of an economically vital region, and they need to build a serious partnership based on achieving common interests. For example, Iraq imports electrical energy from Iran, including up to more than a thousand megawatts annually, (and 28 million cubic feet of gas per day to feed stations Electric), a sector in which Iraq faces a severe shortage, especially in the summer months, which has long been a cause of sparking protest waves in Iraq, as the country has been unable to address this crisis despite spending billions on it for a period of more than 16 years due to mismanagement and financial corruption .



Certainly, the Republic of Iran has a role in alleviating this crisis we have, but this also saves them billions of dollars and improves the balance of payments situation, just as it contributes to eradicating the blockade imposed by the United States. 



Iraq is at the heart of Tehran's foreign economic policy, with the aim of ridding it of its economic isolation and building a partnership to break its internal economic crisis, so it is seeking to expand trade exchange with Iraq, as it hopes to reach $ 20 billion during the next two years, which reached 2019 13 billion dollars.



The danger does not lie in the growing volume of trade exchange, but rather that this exchange turns into a deficit in the Iraqi trade balance, as this balance mostly comes from Iranian exports to Iraq, or in other words, they are Iraqi imports that drain foreign currencies. The World Economic Forum said that gender equality and the enhancement of the principle of leadership among women is one of the most prominent topics that are currently receiving increasing attention, especially that talk about gender equality and reducing the gap in participation in the work environment has become more noise and support.

According to what the forum mentioned on its website, there are several ways in which women can be supported to achieve what they aspire in the work environment, most notably focusing on success and talent and giving women the opportunity to highlight their capabilities in some non-traditional business sectors and not focus on traditional occupations such as communications, human resources and so on. Also, it is necessary to enhance the skills, support the female work environment with technology and the digital sector, and create renewable job skills so that there is a better opportunity for women to engage in the business environment. In addition to the necessity of increasing the awareness of companies by developing long-term plans to upgrade the role of women in the work environment and searching for the advantages that women enjoy in order to support their efforts to obtain a promotion similar to men.
